Improved ecological development model for lower Yellow River floodplain,China

In this study,a model for the development of the wide floodplain in the lower Yellow River Basin,in China was developed.This model includes flood control schemes using grading criteria,enables sediment deposition in partitioned zones,and allows free exchange between channel runoff and sediment.The wide floodplain located between the main channel and levees is divided into three typical regions:the tender,low,and high floodplains.Different ecological models should be applied when these floodplains are constructed.This paper describes the associated research ideas and methodology,and clarifies several key issues,including sediment prediction and regulation,land planning,land use,and a multi-dimensional framework of safeguard measures for industries on the lower Yellow River floodplain.A refined ecological development model is proposed for the lower Yellow River floodplain,and future work on ecological and sustainable development of the lower floodplain is suggested.To establish a comprehensive system integrating runoff and sediment resource regulation in the Yellow River Basin,future work should focus on runoff and sediment exchange mechanisms in the wandering lower reaches.Furthermore,it is necessary to improve theories on floodplain planning and ecological construction,and these theories should be integrated with the research findings on land development across the lower Yellow River floodplain.©2020 Hohai University.Production and hosting by Elsevier B.V.This is an open access article under the CC BY-NC-ND license(http://creativecommons.org/licenses/by-nc-nd/4.0/).

Orientation and community participation of ecological development: a case study of Hutuo River in Shijiazhuang City,China

Entrusted to by Shijiazhuang municipal Party committee and government, Shanghai Tongji University fin- ished “The General Planning of Ecological Development Project of Hutuo River in Shijiazhuang City”. It aims to build Hutuo River into a wind-breaking and sand-fixing barrier and ecological protect district in the north of Shijiazhuang based on the recovery of natural ecology to improve the environment of Shijiazhuang city. It also intends to develop the district lightly and build it into a nature beauty spot and big park. After the construction for several years, the general environment of this district has been greatly improved. But during the development, the man-made landscapes are highlighted excessively, which deviates from the construction of nature landscape. The currency of constructing big leisure park gradually comes into being, so the recovery of nature ecological is slow. So, this paper intends to make the orientation to ecological development of Hutuo River in Shijiazhuang city and puts forward the community participation to promote the future development of ecotourism in Shijiazhuang.

Discussion on Planning and Construction of Villages and Towns in Nature Reserve——A Case Study of Weitun Town of Hengshui City in China

The development of nature reserve was closely related with that of villages and towns at its surrounding area.It was the core issue to be discussed in the paper as to how to form mutually beneficial relation between them and achieve both protection of nature reserve and economic development of villages and towns.Through analysis on internal relation between nature reserve and villages and towns,it put forward three methods for planning and construction of villages and towns around the nature reserve.By taking Hengshui Lake National Nature Reserve in Weitun Town for example,it hoped to serve as a modest spur to induce exchange and discussion in the field.

Study on Ecological Folklore Tourism Development of Xi'an Chanba River Ecological Area

Taking the folklore tourism planning of Chanba River ecological area as the study object and aiming at problems in the development of folklore tourism in Xi'an, the planning technique of 'visualizing the intangible culture' was adopted in this study from the perspective of ecological folk-custom based on summarizing the characteristics of folk-custom tourism resources in the planning area, which discussed development ideas and strategies of the ecological folk-custom tourism resources to achieve a sustainable development of ecological folklore tourism development of Chanba River ecological area.

Evaluation of Coordinated Development of Urbanization and Ecological Environment in the Efficient Ecological Economic Zone of the Yellow River Delta

Based on the statistical data of urbanization development level and ecological environment in the Yellow River Delta during 2009-2014,a comprehensive index system for the coordinated development of urbanization and ecological environment was established to evaluate the coordinated development level. The results showed that the coordinated development level of urbanization and ecological environment in the Yellow River Delta was generally high during 2009-2014. The development level of urbanization was higher than that of ecological environment on the whole,that is,the development of ecological environment lagged behind. The development of urbanization in the region was relatively slow during 2009-2011 but rapid during 2012-2014. The development level of ecological environment was relatively stable and always increased.

ON FEATURES OF TOWN DEVELOPMENT IN THE ZHUJIANG RIVER DELTA SINCE 1978

since 1978, rural urbanization has been accelerated in the Zhujiang (Pearl) River Delta because of the rapid development of commodity agriculture, industrialization and tertiary industry. Its natural urban population increase had been mostly mechanical before now, and the towns have been transformed from traditional centers into those serving various functions, particularly industrial ones.In the Zhujiang River Delta, population density and the level of economic changes are high in central areas, and low in outlying area, but on the other hand, urban population has increased slowly in central area and fast in outlying area. In the central areas more industrial towns emerge. So the gap has been greatly reduced. The reform of the construction of the region’s economy, the improvement of transportation, the adjustment of the standard of town setting have promoted the distribution of the towns in the Zhujiang River Delta from being centralized to balanced.

Digital Ecological Design of River Landscapes in Urbanization

By comparing landscape patterns of suburban and urban rivers in the same flow path, and analyzing patch indexes of urban river landscapes, corresponding sustainable eco-design strategies were proposed, ecodesign theory system and eco-restoration design techniques were coupled, so as to explore new digital eco-design means of urban river landscapes by targeting at regional ecological consistency.

The Preliminary Research and Analysis of Ecological Environment Construction in the Small River Basin——A Case Study in Taojia Small River, Yunnan

Through nearly seven months of investigation and research, detailed information and data on vegetation resources, land resources and other ecological resources in the Taojia small river basin were obtained, and the data were analyzed and processed. The results show that due to the destruction of forest vegetation, the steep slope reclamation and water channel leakage in the Taojia small river basin, well fields and forest land at multiple sites in the basin have been buried by mud and rock, and abundant forest vegetation distributed in the middle and upper reaches has reduced to the situation of a forest coverage rate of only 15.5%. As a result, a vicious circle of "ecological destruction, soil erosion, farmland reduction, poverty, steep slope cultivation, ecological destruction" has been formed. Based on the analysis of the basic ecological background of the basin, six ecological restoration proposals such as planting soil and water conservation forests and fruit trees and blockading protection were proposed, in order to provide support for restoring the ecological environment of the basin and achieving sustainable development of the ecological environment within the basin.

Effects of Mountain Rivers Cascade Hydropower Stations on Water Ecosystems

China is rich in hydropower resources,and mountain rivers have abundant water resources and huge development potential,which have a profound impact on the pattern of water resources allocation in China.As the main way of water resources and hydropower development,the construction of cascade hydropower stations,while meeting the requirements of water resources utilization for social development,has also brought adverse effects on river ecosystems.Therefore,the impact of the construction of cascade hydropower stations on mountainous river ecosystems,where the minimum ecological flow of rivers must be ensured and reviewed.In addition,this paper proposed the deficiencies and outlooks for cascade hydropower stations based on previous research results.

流域水电开发横向生态补偿机制研究现状及应用探讨

流域横向生态补偿是实现流域内各利益相关方资源互补、经济互惠的重要手段,对于促进流域内生态环境服务均等化与发展公平化具有十分重要的意义。以流域横向生态补偿的概念、原则、模式、基准、资金来源等相关理论为切入点,分析目前流域横向生态补偿的研究现状。结合流域水电开发的特点,分析了流域水电开发的横向生态补偿及资金来源,探讨了流域横向生态补偿模式在金沙江中游流域水电开发环境管理中的应用,并提出面向流域上下游发电企业间的横向补偿机制和面向项目管理的横向考核奖惩机制两方面的应用建议。

Rural Domestic Sewage Treatment Model: Case Study Based on Dongying Section of the Yellow River Basin

The 20th National Congress of the Communist Party of China proposed to promote the improvement of urban and rural living environment and build livable and workable villages and beautiful villages. The development and challenges of rural domestic sewage treatment coexist. Based on the field investigation of 15 administrative villages in 3 districts and counties of Dongying City, there is a big gap between the development status of rural domestic sewage treatment and expectations. Investigate rural domestic sewage treatment cases in-depth, and condense four modes of primitive, developmental, mature and advanced in a variety of different rural domestic sewage treatment models for discussion, among which, the village sewage treatment work under the mature mode has achieved remarkable results, and is at the forefront of the current rural domestic sewage treatment. Through the multi-case analysis method, the practical dilemma of sewage treatment in different models of villages is summarized, and the feasible improvement path is explored, which contributes to the ecological protection and high-quality development of Dongying and the Yellow River Basin.

砒砂岩区生态治理-生态衍生产业协同发展关键技术与模式

探索生态治理与生态衍生产业协同发展的关键技术与途径,是促进水土保持生态治理高质量发展的重要课题。为此,以生态治理难度极大的黄河流域砒砂岩区为研究对象,基于生态经济学、生态产业技术的理论与方法,提出了生态治理-生态衍生产业协同发展的基本原理和应遵循的原则,探索了生态治理与生态衍生产业协同发展的关键技术与模式,并开展了示范应用。1)生态治理-生态衍生产业协同发展的原理是行为互驱动、效应互补偿,应遵循的原则是“双律适应、适地适生、三方意愿”;2)鉴于砒砂岩覆土区、覆沙区、裸露区生态环境有明显差异,分别构建了小流域生态治理-生态衍生产业协同发展的综合治理措施体系和模式,以坡顶、坡面和沟道为水土保持措施配置的3个地貌单元,选择兼具水土保持功能和饲用、药用、食用等经济开发价值的作物进行生物措施配置,配合注浆固结、抗蚀促生、砒砂岩改性等新的工程技术措施进行生态治理;3)研发了物理-化学-生物综合改良砒砂岩土壤、砒砂岩复配风沙土+生物改良提质、灌草优化平茬及饲料加工、煤矸石改性资源化利用、高陡边坡抗蚀+控渗+植生固稳、生态果园建植等关键技术;4)基于砒砂岩覆沙区“土壤改良固沙+”(如土壤改良固沙+经济林种植、土壤改良固沙+梭梭草套种甘草等)生态治理模式的实践与示范,探索实施了“政府支持,科技支撑,企业产业化+公益性投资,农牧民市场化参与”的多元投资、多方参与、共同受益运行机制与模式。通过灌草平茬饲料加工、土壤改良、经济作物种植等产业化中试,以及矿区回填区生态恢复、小流域生态治理-生态衍生产业协同发展示范性实践,表明脆弱生态区治理中发展生态衍生产业具有广阔的前景。

黄河流域生态保护和高质量发展研究述评与展望

黄河流域生态保护和高质量发展重大国家战略提出已近5 a,在此期间国家及社会各界做出了不懈努力,黄河流域保护治理水平得以飞速提升。然而,黄河保护治理问题错综复杂,绝非一朝一夕可以解决,针对黄河流域现状及存在问题,亟须对近5 a的研究和成果进行系统总结,并对未来发展进行展望。从科研项目、学术论文、学术专著和研究平台4个方面,系统总结了黄河流域生态保护和高质量发展重大国家战略提出后社会各界针对黄河所做的研究与贡献;运用系统论、辩证论、和谐论等理论,并结合黄河流域现状及亟待解决的重大问题,对推进黄河流域生态保护和高质量发展重大国家战略提出5点展望:多学科交叉融合、多部门协同治理、多层级联合攻关、多平台培养人才、多途径保护治理。

黄河流域生态承载力及人地关系可持续发展——基于异速生长模型的研究

厘清黄河流域人口与土地异速生长关系的空间分异特征与时空变化趋势对协调黄河流域人地关系,提高黄河流域生态承载力有重要借鉴意义。文章引入生物学异速生长模型对黄河流域生态承载力的人地协调关系进行研究。结果表明:第一,黄河流域城市主要以正异速二级,土地明显扩张类型为主,其在黄河流域上中下游占比分别为44.45%、52.94%和84.61%。第二,以2015年为分界点,黄河流域异速生长系数有显著的阶段性转换特征。2015年前黄河流域异速生长系数总体呈现下降趋势,2015年后则小幅提升。从2013年开始,黄河上游异速生长类型由正异速转为负异速,黄河中下游一直为正异速生长。第三,黄河上中下游异速生长系数的全局莫兰指数均为负数,异速生长系数呈现高低集聚分布态势。第四,从影响土地和人口数量变化的因素上看,工业化水平、金融发展对土地扩张和人口增长均有正向促进作用,政府干预可促进人口增长,但教育资源不足成为抑制人口增长的重要因素。从而得到以下政策启示:在提高城市土地利用率的基础上,上中下游城市群均应充分利用市场机制对城市建设用地进行资源配置,进一步提高城市建设用地的利用效率,积极推进土地的二次开发和利用,优化城市土地的利用结构,积极发挥城市集聚效应,合理规划城市增长边界。

沿黄城市生态保护与高质量发展耦合协调时空演变分析

为丰富黄河流域生态保护和高质量发展研究,并为沿黄城市经济发展提供对策建议,分别构建生态保护和高质量发展评价指标体系,以60个沿黄地级市为样本单元,采用熵值法对指标赋权并计算2010—2020年沿黄各市生态保护指数、高质量发展指数,采用耦合协调度模型计算生态保护与高质量发展耦合度、协调度并划分协调等级,计算相对发展度以判断生态保护与高质量发展耦合协调类型,分析沿黄城市生态保护与高质量发展耦合协调动态演变情况,结果表明:2010—2020年沿黄城市生态保护与高质量发展协调度大都稳中有升、少数城市呈下降趋势,2020年协调等级整体上还较低,尚有37个城市处于失调状态,生态保护与高质量发展的耦合协调任重道远;从空间上看,沿黄城市生态保护和高质量发展协调度总体上呈现下游>中游>上游的格局,研究时段生态保护与高质量发展协调度平均值大小排序前十位的城市多为沿海城市或省会城市、后十位的城市多为各省(区)的边缘城市,地理位置、资源禀赋、政策扶持程度和经济发展模式等对耦合协调度有重要影响;2020年沿黄城市生态保护与高质量发展耦合协调类型为生态保护滞后型的城市有31个、为均衡型的城市有5个、为生态保护领先型的城市有24个,表明沿黄城市生态保护整体上滞后于高质量发展。

黄河流域水资源-生态-城市-产业协同演进研究

为考察黄河流域水资源-生态-城市-产业协同的动态演进及其地区差异和来源,基于2016—2020年黄河流域76个主要地级市数据,采用协同度模型、核密度估计和Dagum基尼系数及其分解方法进行实证测度。结果表明:处于初级、中级和良好协同的城市数量分别为30个、33个和13个。各城市协同度水平呈现上升趋势,但城市间绝对差异在扩大,相对差异在缩小;除呼包鄂榆城市群外,其他六大城市群协同度绝对差异均呈扩大趋势。黄河上游和下游内部差异呈下降趋势,中游内部差异呈上升趋势;上游和中游间差异最大,且呈现进一步扩大趋势,上游和下游间差异逐渐缩小。呼包鄂榆城市群群内差异最小,关中城市群群内差异最大;关中城市群与山东半岛城市群群间差异最小,晋中城市群与山东半岛城市群群间差异最大。未来应进一步加强要素协同、区域协同,发挥各地区动态比较优势,因地制宜推进黄河流域生态保护和高质量发展重大国家战略深入实施。

黄河流域“水资源-生态保护-高质量发展”空间均衡性诊断

为促进黄河流域空间均衡发展,在测算黄河流域9个省区水资源可承载水平、经济社会发展水平以及生态保护水平的基础上,分析了各省区内部水资源、生态环境和经济社会3个子系统间的耦合协调发展水平,并分别以水与经济均衡、水与生态均衡、经济与生态均衡为子目标,构建了空间均衡性诊断模型,对黄河流域相邻“省区对”进行了空间均衡性诊断,反向追踪各“省区对”空间不均衡的原因。结果显示:除宁夏、甘肃外,黄河流域其他省区内部3个子系统间均已达到初级或中级协调发展阶段;黄河流域上游和下游的相邻“省区对”分别通过了均衡性判别;宁夏、甘肃、山西和内蒙古4个省区严重影响了省区间的均衡性,抑制了黄河流域整体的空间均衡发展。

Regional Response of Ecological Effects of Cascade Reservoirs Development within the Maotiaohe River Watershed

研究水利工程生态效应区域响应,对于提高水资源利用效率和弱化水利工程的负效应具有重要意义。本文在提出猫跳河流域梯级开发生态效应区域响应概念模型的基础上,从时间尺度和生态空间尺度上,把相互联系和相互制约的河流生态系统、陆地生态系统和人类生产生活系统,按照生态效应区域响应的层次顺序进行分析和概括。通过大量的调查研究资料,比较全面地分析了猫跳河流域河流生态系统中水文情势与水量、水质与水环境、水生生物群落等非生态和生态变量的区域响应;陆地生态系统中大气环境质量、区域气候变化、陆地植被与野生动物等非生态和生态变量的区域响应;人类生产生活系统中土地资源、耕地面积、人群健康等方面的区域响应。结果表明：猫跳河流域开发在带来流域人口增长、产业集聚和社会发展的同时,也出现了一系列不可逆转的生态环境问题,人地矛盾更加突出。猫跳河流域应该积极实现产业转型,从高耗能、高污染的重化工业转化为其它的产业,提高资源附加值,弱化其生态负效应。文章同时对于即将上马和将要进行梯级开发的流域提出建议：流域梯级开发应当综合全流域状况进行开发模式选择,并通过建立合理的河流生态补偿机制,协调各利益相关方的关系,以确保流域内社会、经济。

黄河流域生态保护与高质量发展耦合协调性及障碍度研究

为给黄河流域生态保护和高质量发展的政策研究提供参考,以2006—2020年黄河流域九省(区)为研究对象,分别构建生态保护与高质量发展评价指标体系,采用熵值法进行测度,并借助耦合协调模型和障碍度模型,探究生态保护与高质量发展2个系统之间的耦合协调关系及其障碍因子。结果表明:1)黄河流域九省(区)生态保护与高质量发展时序上发展态势良好,但各省(区)异质性明显;2)黄河流域生态保护与高质量发展耦合协调度整体处于上升阶段,但水平仍较低,在时序上经历了濒临失调—勉强协调—基本协调的演变历程,在空间上呈现下游>中游>上游的分布格局;3)黄河流域生态保护与高质量发展耦合协调关系主要受污染治理、生态建设和创新发展三重制约,且各省(区)的主要障碍因子存在差异。

生态保护视角下的黄河流域高质量发展非均衡性及演进趋势分析

推动黄河流域高质量发展是我国经济建设全面迈入高质量发展的必经之路,客观评价流域发展质量是有效提高发展质量的前提。因此,基于5大发展理念及高质量发展的内涵,构建黄河流域高质量发展评价指标体系,采用TOPSIS评价法测算2010—2021年黄河流域及5大经济增长极60个地级市的高质量发展水平,进而采用Dagum基尼系数和方差分解的方法探究区域非均衡性发展及差异来源,运用Kernel密度估计方法分析区域高质量发展演进趋势。结果表明:(1)样本期间内,沿黄城市高质量发展呈现“N”型变化态势,并具有上升的发展趋势,总体上省会、沿海和资源型城市的发展水平处于领先地位。(2)流域总体差异呈缩小的趋势,区域内、区域之间的差距及变化趋势各不相同。(3)组间差距是高质量发展差异主要的空间来源,支撑环境差异是流域及5大经济增长极差异主要的结构来源。(4)流域及5大经济增长极的演进趋势各不相同,多数区域高质量发展水平持续向好。基于此,提出做好顶层设计方案,加强区域之间合作、打造特色经济增长极,避免同质化竞争、加强中心城市的辐射带动作用及提升经济发展软实力等建议。
