As one of the largest landholders in Australia, the Australian Defence Force (ADF) is increasingly concerned with sustainable environmental management. This paper focuses on how the ADF is maintaining effective environmental management, especially in environmentally sensitive marine protected areas. It uses Shoalwater Bay Training Area (SWBTA) as a research example to examine environmental management strategies conducted by the ADF. SWBTA is one of the most significant Defence training areas in Australia, with a large number of single, joint and combined military exercises conducted in the area. With its maritime component contained in the Great Barrier Reef Marine Park (GBRMP), the Great Barrier Reef World Heritage Area (GBRWHA), and abutting Queensland's State Marine Parks, it has high protection values. It is therefore vital for the ADF to adopt environmentally responsible management while they are conducting military activities. As to various tools employed to manage environmental performance, the ISO 14001 Environmental Management System (EMS) is widely used by the ADE This paper exanlines military activities and marine environmental management within SWBTA, using the Talisman Saber (TS) exercise series as an example. These are extensive joint exercises conducted by the ADF and the United States defence forces. The paper outlines relevant legislative framework and environmental policies, analyses how the EMS operates in environmental management of military activities, and how military activities comply with these regulations. It discusses the implementation of the ADF EMS, including risk reduction measures, environmental awareness training, consultation and communication with stakeholders. A number of environmental management actions used in the TS exercises are presented to demonstrate the EMS application. Our investigations to this point indicate that the ADF is complying with all relevant legislation and policies. Further research is required to confirm compliance and conclude that military activities have good accord with environmental management objectives.展开更多

Blown sand, as a contaminator of ballast layer, increases track stiffness and may cause serious damage to sleepers, pads, rails, and vehicles. In this paper, the effects of increasing track stiffness due to windy sands in the ballast layer and the train induced vibrations due to this phenomenon were studied. Based on field studies in a desert area in Iran, a two-dimensional finite/infinite element model for a railway track with plane strain condition was analyzed using the software ABAQUS, and the track vibrations were examined by changing the values of stiffness of ballast layer. Vibrations caused by the load of train at different distances from the cross-section of track were inves- tigated, and the values of vertical vibration displacement, velocity, and acceleration were calculated. Results show that acceleration values of vertical vibration increase with the increasing of ballast layer stiffness caused by the filling of sand, while the vertical vibration velocity of track and the induced ground displacement decrease. The farther the distance from the source of vibration, the less the displacement, velocity, and acceleration. In addition, the methods for reducing train-induced vibrations were introduced.展开更多

This paper describes training participation situation and evaluates training effects by matching methods in the case of coastal autonomous minority nationality areas of Yunnan province by using 2053 rural household data. The result shows that the average training participation from 2006 to 2008 is 26.39 percent. In addition, ATE is 18.33 percent, TT is 18.99 percent, TUT is 18.09 percent. And,TUT . It demonstrates that the rural labor force transfer training program is effective and well-directed in coastal autonomous minority nationality areas of Yunnan province of China.展开更多

Three field experiments were conducted during different times through the year, in normal, freezing and thawing periods, respectively, and the influence of the season, train speed and train type, is described in this paper. The results show that: (1) the vertical component is the greatest among the three components of the measured vibration near the rail track, and as the distance to the railway track increases, the dominant vibration depends on the season. (2) Compared with the vibration in the normal period, the vertical and longitudinal vibrations increase while the lateral vibration decreases in the freezing period. However, in the thawing period, the vertical and longitudinal vibrations decrease, and the lateral vibration increases. (3) As train speeds increase, the subgrade vibration increases. (4) The vibration induced by a freight train is greater than by a passenger train. These observations provide a better understanding of the vibration and dynamic stability of the subgrade and may be useful in developing criteria for railway and building construction in cold regions.展开更多

By comparing the tsunami data from Guanhekou marine station with other tsunami wave observation gathered from southeast coastal area of China, it was evident that, only in Guanhekou, the position of the maximum wave height appeared in the middle part rather than in the front of the tsunami wave train. A numerical model of tsunami propagation based on 2-D nonlinear shallow water equations was built to study the impact range and main causes of the special tsunami waveform discovered in Jiangsu coastal area. The results showed that nearly three-quarters of the Jiangsu coastal area, mainly comprised the part north of the radial sand ridges, reached its maximum tsunami wave height in the middle part of the wave train. The main cause of the special waveform was the special underwater topography condition of the Yellow Sea and the East China Sea area, which influenced the tsunami propagation and waveform significantly. Although land boundary reflection brought an effect on the position of the maximum wave height to a certain extent, as the limits of the incident waveform and distances between the observation points and shore, it was not the dominant influence factor of the special waveform. Coriolis force's impact on the tsunami waves was so weak that it was not the main cause for the special phenomenon in Jiangsu coastal area. The study reminds us that the most destructive wave might not appear in the first one in tsunami wave train.展开更多
