The core problem in citizenization of the population transferred from agriculture lies in cost.Taking Chongqing as an example,this paper calculates the total citizenization cost to be 125038. 7 yuan for the population transferred from agriculture. Through field survey and research,this paper analyzes the current situation of citizenization cost sharing of the population transferred from agriculture in Chongqing,points out some problems in cost sharing such as inadequate governmental financial capacity,absence of business and lack of personal affordability,and finally brings forward the corresponding policy recommendations.展开更多

This paper thoroughly demonstrates the water price of South-to-North Water Transfer Project from the viewpoint of economic policies. It is considered that if the project is assigned as a profitable one and built depending on commercial loan from bank completely or mostly, the water price will be too high to be undertaken by users,and if the project places the public good at first while considering the economic benefit, its investment mainly relies on the state (national or local governments) appropriation and self-raised funds and a little from the bank loan on favorable terms, the price determined according to the principle of satisfying the cost and reasonable profit will be relatively lower and can be undertaken by the users in the North China where water shortage is serious. The problem of higher water price of agricultural irrigation to the north of the Yellow River can be tackled by taking measures such as "compensating agriculture by industry" according to foreign practical experiences and relevant suggestions.展开更多

The changes brought about by a new awaren...One of the most controversial issues in recent years in water management has been finding a balance between available resources and water needs related to certain territories. The changes brought about by a new awareness over the need to preserve the environment, the social perception of the ownership of the river channels, the need for adjust financial costs arising from the waterworks and the compliance with European standards urgently require redesign of water supply policies in force at this time. The Júcar-Vinalopó water transfer, considered as an historic aspiration for many years in the region, has been regarded as a key element for solving the depletion of groundwater in a large area located in the southeast of the Iberian Peninsula, mainly for irrigation purposes. In this paper we present an approach to the economic aspects related to the implementation of the project, its investment and financing arrangements and the question of the subsequent management with the impact of the well-known “recovery cost principle', highlighting the current difficulties in carrying out projects of this size, due to severe limitations, as social and economic conditions of the transfer.展开更多
