Can Industrial Structure Upgrading Restrain Industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion.

Effect of Property Tax on Optimization and Upgrading of Industrial Structure

China's economic growth and economic development has entered a new stage,and the optimization and upgrading of industrial structure is the core driving force for China to achieve high-quality economic development during the"14 th Five-Year Plan"period.Property tax has a conductive effect on the upgrading of industrial structure.Therefore,from the perspective of property tax and industrial structure adjustment and the relationship between them,this study summarizes the relevant research of domestic and foreign scholars.On the basis of the research,the paper puts forward some relevant policy suggestions on improving China's property tax and promoting the optimization and upgrading of China's industrial structure.

Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

Exploring the Element Integration of Urban and Rural“Space of Flows”in the Context of Consumption Upgrading:A Case Study of Changsi Village in Anhui Province

The mobility and interaction between urban and rural areas are becoming more and more intensive,and their links and exchanges are increasingly closer due to constant flow of factors such as information,capital,personnel and technology.In this context,the element integration of urban and rural“space of flows”can promote the integrated development of urban and rural areas,improve the consumption environment and experience,and promote the industrial upgrading and technological progress.To realize the element integration of urban and rural“space of flows”,it is necessary to explore and innovate in infrastructure construction,information technology application,industrial cooperation and cultural exchanges.Government departments,enterprises and social organizations also need to work together to give play to their respective advantages and jointly promote the process of element integration of urban and rural“space of flows”.

Investigating the Influence of Digital Economy Growth on Industrial Structural Optimization and Upgrading

With the rapid development of the social economy,science and technology continue to upgrade and optimize,ushering in the digital era,which provides technical support for industrial innovation and development across all sectors.At this stage,vigorously developing the digital economy has gradually become the only means to optimize and upgrade the industrial structure.Therefore,local leaders and relevant departments need to enhance the importance of constructing the digital economy,enabling the local industrial structure to be optimized and upgraded under the impetus of the digital economy,ultimately promoting overall economic high-quality development.To this end,this paper,combined with existing research results,first elaborates on the positive impact of the digital economy on the optimization and upgrading of the industrial structure.It then analyzes the challenges hindering the process of industrial structure optimization and upgrading and proposes practical pathways to address them,benefiting relevant stakeholders.

Analysis of Roadbed Pavement Designs for Highway Reconstruction and Upgrading

This paper focuses on the route and roadbed pavement design in highway reconstruction and upgrading projects.It discusses the importance of project design for highway reconstruction and upgrading,highlighting key aspects of route design and roadbed pavement design.The analysis reveals that the main design considerations in these projects include controlling factors of route reconstruction,expansion,and upgrading,as well as route plan design and longitudinal section design combined with roadbed pavement.In roadbed pavement design,it is crucial for designers to thoroughly collect existing data and make reasonable use of the current roadbed and pavement to develop a comprehensive design scheme.This analysis aims to provide a reference for the reasonable design of such projects.

Diagnostic accuracy of cystoscopic biopsy for tumour grade in outpatients with urothelial carcinoma of the bladder and the risk factors of upgrading

Objective:To assess the concordance of tumour grade in specimens obtained from diagnostic cystoscopic biopsy and transurethral resection of bladder tumour(TURBT)and explore the risk factors of upgrading.Methods:The medical records of 205 outpatients who underwent diagnostic cystoscopic biopsy before initial TURBT were retrospectively reviewed.Comparative analysis of the tumour grade of biopsy and operation specimens was performed.Tumour grade changing from low-grade to high-grade with or without variant histology was defined as upgrading.Logistic regression an-alyses were performed to identify the risk factors of upgrading.Results:For the 205 patients,the concordance of tumour grade between specimens obtained from biopsy and operation was 0.639.The concordance for patients who were preoperatively diagnosed with low-grade and high-grade was 0.504 and 0.912,respectively.Univariate and multivariate logistic regression analyses showed that older age,tumour multifocality,high neutrophil-to-lymphocyte ratio(NLR),platelet-to-lymphocyte ratio(PLR),and low lymphocyte-to-monocyte ratio(LMR)were significantly associated with upgrading(odds ratio ranging from 0.412 to 4.364).The area under the curve of the different multivariate models was improved from 0.752 to 0.821,and decision curve analysis demonstrated a high net benefit when NLR,LMR,and PLR were added.Conclusion:Diagnostic cystoscopic biopsy may not accurately represent the true grade of primary bladder cancer,especially for outpatients with low-grade bladder cancer.Moreover,older age,tumour multifocality,high NLR,PLR,and low LMR are risk factors of upgrading,and systemic inflammatory markers improve the predictive ability.

Economic feasibility and efficiency enhancement approaches for in situ upgrading of low-maturity organic-rich shale from an energy consumption ratio perspective

The technical feasibility of in situ upgrading technology to develop the enormous oil and gas resource potential in low-maturity shale is widely acknowledged.However,because of the large quantities of energy required to heat shale,its economic feasibility is still a matter of debate and has yet to be convincingly demonstrated quantitatively.Based on the energy conservation law,the energy acquisition of oil and gas generation and the energy consumption of organic matter cracking,shale heat-absorption,and surrounding rock heat dissipation during in situ heating were evaluated in this study.The energy consumption ratios for different conditions were determined,and the factors that influence them were analyzed.The results show that the energy consumption ratio increases rapidly with increasing total organic carbon(TOC)content.For oil-prone shales,the TOC content corresponding to an energy consumption ratio of 3 is approximately 4.2%.This indicates that shale with a high TOC content can be expected to reduce the project cost through large-scale operation,making the energy consumption ratio after consideration of the project cost greater than 1.In situ heating and upgrading technology can achieve economic benefits.The main methods for improving the economic feasibility by analyzing factors that influence the energy consumption ratio include the following:(1)exploring technologies that efficiently heat shale but reduce the heat dissipation of surrounding rocks,(2)exploring technologies for efficient transformation of organic matter into oil and gas,i.e.,exploring technologies with catalytic effects,or the capability to reduce in situ heating time,and(3)establishing a horizontal well deployment technology that comprehensively considers the energy consumption ratio,time cost,and engineering cost.

Landscape Upgrading and Transformation of Old Urban Parks from the Perspective of Place Attachment:A Case Study of Nanchang Bayi Park

On the basis of combing the relevant theories of place attachment, the planning framework of upgrading and reconstruction of old parks based on place attachment was put forward. Taking Nanchang Bayi Park as an example, the methods and key points of landscape improvement and transformation of old urban parks based on place attachment were explained to provide new ways and references for the renewal of old urban parks.

Impact of Digital Economy Development on Industrial Structure Upgrading-An Empirical Analysis Based on PVAR Model

Based on the panel data of 248 prefecture-level cities in China from 2011-2021,a PVAR model is constructed to empirically compare and analyze the impact of national and regional digital economy development on industrial structure upgrading.The results show that:from the national level,the development of the digital economy can significantly promote the upgrading of industrial structure,the degree of influence rises and then decreases,and lasts longer;the upgrading of industrial structure also affects the development of the digital economy,and the influence changes from negative to positive;there is a long-term,continuous,and significant dynamic effect between the digital economy and the transformation and upgrading of industrial structure,and the two affect each other.From the perspective of each region,the impact of digital economy development on industrial structure upgrading is somewhat different.The industrial structure in the western region is the most sensitive to the digital economy changes,followed by the eastern region and the weakest in the central region.However,the industrial structure upgrading in all regions is significantly and positively influenced by the development of the digital economy.

Microplanning in the Neighborhood Upgrading Program:Creative Connectivity of Community in the Poor Settlement

Microplanning is a process which seeks to build linkage between local and central need(or between local program and National Policy)and so to reach consensus among participants on priorities.This method is usually used in a small-scale community-based upgrading programmes.Microplanning has been a tool for the poor people to include and participate in the settlements development,which enables programmes for neighborhood upgrading to be prepared locally and collaboratively,since the planning process.Therefore,this will be a tool for sustainable rural settlements development,which generates transformation of attitude,encourages self-community management and entrepreneurship.The research aims to identify the stages of community in conducting microplanning method in PLPBK(Povery Alleviation Program)and to analyse the spatial patterns of relation between community and space.This research used the method of PAR(Participatory Action research)where the researcher involved in the process as a Planning Assistant Expert.The results of PLPBK-ND document have shown that there is a strong connectivity between community organization involved in the Program as well as connectivity between space and social life and activity of community.

Impact of Energy Efficiency and Financial Support on Green Upgrading in China’s Industrial Sector

The report from the 20th National Congress of China emphasizes the importance of focusing on the clean,low-carbon,and efficient use of energy,increasing financial support,and promoting green upgrading within the industrial sector.This paper,based on annual data,employs the entropy weight method to construct a comprehensive index reflecting the impact of green upgrading in industrial sectors.To delve deeper,it utilizes the DEA model to measure energy efficiency and its subdivision BCC model to break down energy efficiency into technical and scale efficiency.The financial support landscape is examined from the vantage points of both direct and indirect financing.Using a multivariate time series model,this paper thoroughly investigates the influence of energy efficiency and financial support on the green upgrading of the industrial sector.The findings reveal a significant positive impact of both energy efficiency and financial support on green upgrading in industrial industries.Notably,scale efficiency emerges as the primary driver of energy efficiency.Moreover,indirect financing proves to be more effective in promoting financial support than direct financing.The empirical results retain their robustness even after substituting explanatory variables.The study concludes by contextualizing the research findings within the current real-world scenario,offering practical insights,and proposing specific recommendations.

数字乡村建设赋能农业经济韧性的影响机制及效应

数字经济为我国农业高质量发展带来新的机遇与挑战,探寻数字乡村建设对农业经济韧性的影响,可为我国推动农业农村现代化发展和建设农业强国提供理论与实证支撑。文章基于2011—2021年中国30个省份的面板数据,采用双向固定效应模型与面板门槛模型实证分析数字乡村建设对农业经济韧性的影响机制。研究发现:数字乡村建设通过促进产业结构升级显著提升了农业经济韧性;数字乡村建设赋能农业经济韧性的效果具有区域异质性,在西部地区的正向效应更显著;数字乡村建设赋能农业经济韧性的效果具有门槛效应,并且其赋能效果呈递减趋势。

数字乡村建设驱动西部地区共同富裕——内在机理及实证检验

数字乡村建设既是数字中国战略的重要方面,也是推动实现共同富裕的重要举措,研究数字乡村建设对共同富裕的影响具有重要的理论价值和现实意义。文章基于2018~2020年中国817个县域面板数据,实证考察了数字乡村建设对西部地区共同富裕的影响效应与作用机制。研究结果表明:数字乡村建设既能促进提升农村居民相对收入,也能缩小城乡收入差距,显著推进了西部地区共同富裕进程。分区域异质性分析发现,数字乡村建设促进西部地区共同富裕的积极效应在县级市中要大于非县级市。分维度异质性分析发现,乡村经济数字化以及乡村生活数字化对西部地区共同富裕的促进作用更加显著。产业结构升级是数字乡村建设驱动西部地区共同富裕的重要作用渠道,意味着数字乡村建设可以通过促进产业结构升级来提高农村居民的相对收入,收敛城乡收入差距。数字乡村建设对城乡收入差距的影响存在乡村治理数字化门槛,跨越门槛值后,数字乡村建设弥合城乡收入差距的作用更大。由此,在持续推动数字乡村建设在西部地区纵深发展的同时,应重视数字乡村建设差异,搭建区域共建协作机制,兼顾其均衡发展,建立数字乡村建设赋能共同富裕长效机制,不断提高数字乡村治理能力,以良性数字乡村建设促进西部地区共同富裕,实现城乡共享共同富裕成果。

人工智能、产品创新与制造业适应性转型

人工智能(AI)对产品开发、运营和营销等企业价值链的影响正在改变制造业转型升级的机制与路径。围绕AI如何通过影响产品创新推动制造业转型升级,本文依托相关研究成果提炼AI区别于其他数字技术的核心创新特征,剖析AI对产品创新的影响机制,并通过AI影响个体、企业、产业的跨层次分析框架,从产品创新视角提出AI影响制造业转型升级的适应性变革概念模型,探讨AI通过产品创新影响制造业适应性转型的机制与路径,形成三个主要结论:(1)新社会主体、生成性、知识积累方式突变性构成AI区别于其他数字技术的三个核心创新特征;(2)AI作为新社会主体角色介入产品企划、结构工艺等开发环节,改变或增强了人类智能的产品开发思维,拓展了产品开发的知识边界;(3)AI增强产品创新与运营过程、市场营销和销售的全价值链即时互动和调整,构建起平衡制造敏捷性与用户敏捷性冲突的自适应调节机制,推动制造业通过产业快速自适应调节涌现出自适应间断平衡的转型路径。

数字经济发展促进产业结构转型升级的实证研究

从理论上来说,数字经济发展通过影响产业间结构转变、产业内劳动生产率提升和产业资源配置效率提高等方式来促进产业结构转型升级。文章以我国247个地级及以上城市2016—2019年的数据为例,采用固定效应模型分析数字经济发展对产业结构转型升级的影响。实证结果发现:数字经济发展对第一维度、第二维度和第三维度产业结构转型升级均具有显著的促进作用,子样本数据的实证结果和采取替代变量的实证结果均支持这一研究结论;在控制内生性问题后,研究结论依然成立。进一步的机制检验发现,数字经济发展主要通过消费升级效应和技术外溢效应两种途径促进产业结构转型升级。

数字化转型对纺织业升级的影响研究

纺织业是传统产业中的支柱产业,用数字技术推动中国纺织产业升级具有重要意义。本文基于2012—2020年中国A股上市公司数据,构建纺织企业升级的指标,考察数字化转型对纺织业升级的影响。实证结果表明,数字化转型主要通过推动企业流程升级和功能升级两种途径,显著促进纺织业升级。本文采用工具变量法弱化由于遗漏变量等因素导致的内生性问题,通过替换变量和滞后变量法进行稳健性检验,得到一致的检验结果。机制检验表明,数字化转型主要通过营运效应、市场效应和成本效应促进纺织产业升级。本文的研究结果为促进企业数字化转型、推动纺织业升级和通过数字化转型促进纺织业产业升级提供了政策启示。

产业融合与数字创新:来自三网融合的证据

产业融合有助于促进科技创新,三网融合是促进数字创新的重要举措。利用2005—2021年292个地级市的面板数据,采用双重差分模型和中介模型研究三网融合对我国数字创新的影响。研究发现:三网融合能提升我国城市数字创新能力;机制检验表明,人力资本水平在三网融合与数字创新之间发挥中介作用,三网融合可以通过促进产业结构高级化和产业结构合理化间接提升我国城市数字创新能力。因此,应大力发挥产业结构升级的促进作用,不断增强人力资本对我国数字创新水平的促进作用,中西部地区企业可尝试利用已有数字技术进行渐进式数字创新,加速推动数字技术的实践应用。

基于智能技术升级驱动的企业组织架构扁平化研究

组织架构扁平化是解决企业官僚主义、信息传递失真、创新活力低下等弊端的必由之路。随着智能技术的不断推陈出新,企业为实现组织架构扁平化,有必要利用一系列新兴智能技术赋能管理者。智能技术赋能管理者,能拓宽其管理幅度、增加管理效率,进而减少组织层级,促进组织架构扁平化。文章将管理者的大脑能力划分为识记功能、沟通功能、决策功能以及监控功能,基于李克特量表构建了管理功能的测度体系,并基于空间理论和技术匹配的原理刻画了技术驱动组织架构扁平化的实现机制。研究发现:技术水平恒定时,管理幅度与管理效率存在倒U型关系,即过高或过低的管理幅度都会对管理效率产生负作用;组织架构扁平化程度随着智能技术的升级不断加深,但达到临界值时,扁平化程度就不再变化。智能技术对于管理能力存在多维赋能方式,最佳的赋能路径是云存储赋能识记功能、全息投影赋能沟通功能、人工智能赋能决策功能和物联网赋能监控功能。研究结论进一步丰富了组织架构变革的理论知识,为我国企业组织解决层级制问题提供了新的思路与借鉴经验,并为相应的管理政策调整提供了学理依据。
