However, along with...Throughout the history of the world, the development of the cities are related to the large water systems and the ocean. Where the river is abundant, the trade and regional centres could be formed. However, along with the prosperity of the water-cities, massive urban construction and environmental issues are enormous challenges in human process. A “scientific” urban planning, “Sponge City”, “Resilient City”, regional and urban culture and characteristics get more and more attention. The theme of “water and city” is clearly of great historical value and practical significance for the new resilient urban and water management strategies. The paper will summarize characteristics of geographical, historical, socio-cultural and political realms in metropolitan deltas and the historical governance as well as the recent developments in the Yangtze River Delta. It will introduce urban development and water management in four water cities: the canal and the city-Yangzhou, the river and the city-Nanjing, the lake and the city-Suzhou and the sea and the city-Shanghai. And then it will analyze the inner motivation of the interaction between water and cities in Yangtze River Delta. Furthermore, learning from successful historical experiences, the paper will provide suggestions for future sustainable urban development.展开更多

Beginning from some theoretical considerations, the research objective is to delineate the features of the "new urban geography" of Campania region as it has been formed on the base of the social and economic processes that in the last 30 years have modified the regional urban system in the widest context of Mezzogiorno. To such aim, the paper is articulated in two parts: the first one in which the fundamental passages are re-called in the processes of development of Italian urban areas that have carried to new paradigms object of theoretical approaches still in course of definition, and the second one in which such processes are considered regarding the model of urban development of Campania, on which the research is concentrated. Specifically, the paper presents the case of two "middle cities" in the Campania region: Benevento and Salerno, which play a particularly important role in the design and development of a "regional network of medium-sized cities".展开更多
This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ow...This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ownership(direct link of the development of urbanization).This article cracks the problem by two approaches:the state and collective property right.The first part of the analysis is macro-perspective,i.e.,the course of land reform and the land users.In general,the state remains the sole owner of all the land and delegates the local governments to manage the use of land in China.However,the high interest undermines their roles,and degradation of environment in the process of urbanization continues.Based on this observation,we analyzed their administration,i.e.,who are the actors and how the powers are shared.The lack of transparency and independence is in its structure,i.e.,they have ambitions to have a good protection but the conflict appears frequently.In the further part,micro-vision was employed.We focused on the regulations of planification,procedures and formalities that is deeply involved.In fact,we find that the volume of law was expanded and a need of consolidation is urgent for the coherence,accessibility and understanding of law.Then it follows the analysis of two typical procedures:the procedure of environmental assessment as well as participation.These procedures are the practical implementation of the consideration of the environment.The fact is that rapid urbanization resulted in a reconfiguration of the urban space,and the appearance of a variety of interests.The degradation of environment,coupled with the importance of urbanization has become a challenge to governance.People realized more and more issues related to housing,welfare and citizenship.This forces the government to change their policies and acts.From different points of views-historical,political,administrative,legal and social-this research determines how a better environmental protection can play in law of planification.The reforms are envisaged,and there are still problems:the harmonization and consistency of the regulations,the clarity of the law for his efficiency and law security,the improvement of the process.Contrary to what is received,the government has intention to solve this question,as demonstrated by his consistency to innovation and reform in the field.At the present,planification,rather than a method of protection,works for the growth of the economy.Due to the lack of effective regulation,the real consideration of environment is still very limited.展开更多
As China’s socio-economic development is entering into a transitioning era,urban residents’demands are becoming more diversified,complicated,and fragmented.Ought to address issues regarding community environmental r...As China’s socio-economic development is entering into a transitioning era,urban residents’demands are becoming more diversified,complicated,and fragmented.Ought to address issues regarding community environmental renovation,infrastructure and facilities constructions,and efficient public service supplies,measures should be adopted to adjust the urban community governance model in China to face emergent challenges.Against this background,this paper argues that the"participating actors,""community management and organization framework,""related laws,regulations,and policies,"and"resources allocation and management"are the four crucial dimensions in urban community governance.We then adopted these four underpinnings as the theoretical framework to unravel the complex dynamics of community governance in contemporary urban China.This paper argues that the current community governance system falls short in accommodating the growing demands of community development due to"ambiguity of participating actors,""excessive administrative intervention on community management,""insufficient legislation supports,"and a"deficiency in financing management system."Therefore,this paper argues that through the pluralization of public participation,diversification of community organization modes,and the enhancement of participation accessibility,community governance performance in urban China could be drastically improved.Therefore,a pluralistic and participatory community governance model is proposed in this paper to provide additional policy implications for community governance in urban China.展开更多
