Urban development in arid and semi-arid regions is largely constrained by fragile physical environ- ments. The characteristics of an urban settlement are different from those in other regions of China. This paper analyses the coupling characteristics and spatio-temporal variations for oasis urban development and water-land resources at the northern slopes of the Tianshan Mountains by principal component analysis and a coupling degree model. The result shows that the degree and change in regional use of water and land resources are different among the studied cities/counties during their development. The built-up areas of these cities/counties have changed little with increasing populations and urbanization levels, which well reflects that the urban development in arid and semi-arid regions is limited by oasis areas. Per capita amount of water supplied, however, presented a trend of slowed growth with increasing levels of urbanization. Water consumption gradually increased with urban development and the improvement of people's living standards, accompanied by enhanced water use efficiency. The level of urbanization can be assessed through the coupling degree between oasis urban development and the use of water and land resources. A high coupling degree represents a high level of comprehensive urban devel- opment and use of water-land resources. Alternatively, a low coupling degree denotes a low level of urban devel- opment and water-land resource use. 展开更多

The Manas River Basin in Xinjiang Uygur autonomous region, similar to other arid regions, is facing water constraints which challenge decision-makers as to how to rationally allocate the available water resources to meet the demands from industries and natural ecosystems. Policies which integrate the supply and demand are needed to address the water stress issues. An object-oriented system dynamics model was developed to capture the interrelationships between water availability and increasing water demands from the growth of industries, agri- cultural production and the population through modeling the decision-making process of the water exploration ex- plicitly, in which water stress is used as a major indicator. The model is composed of four sectors: 1 ) natural surface and groundwater resources; 2) water demand; 3) the water exploitation process, including the decision to build reservoirs, canals and pumps; 4) water stress to which political and social systems respond through increasing the supply, limiting the growth or improving the water use efficiency. The model was calibrated using data from 1949 to 2009 for population growth, irrigated land area, industry output, perceived water stress, groundwater resources availability and the drying-out process of Manas River; and simulations were carried out from 2010 to 2050 on an annual time step. The comparison of results from calibration and observation showed that the model corresponds to observed behavior, and the simulated values fit the observed data and trends accurately. Sensitivity analysis showed that the model is robust to changes in model parameters related to population growth, land reclamation, pumping capacity and capital contribution to industry development capacity. Six scenarios were designed to inves- tigate the effectiveness of policy options in the area of reservoir relocation, urban water recycling, water demand control and groundwater pumping control. The simulation runs demonstrated that the technical solutions for im- proving water availability and water use efficiency are not sustainable. Acknowledging the carrying capacity of water resources and eliminating a growth-orientated value system are crucial for the sustainability of the Manas River Basin. 展开更多

The subjects of ecological compensation involve the nation, society, development enterprises of wa-ter-energy resources, as well as the location of resource itself. This paper systematically studies on how to make “water energy sources market compensation policy”, “the economic compensation policy for relevant interest subjects” and “the ecological compensation policy of basin ecological water.” So, it is necessary to exert the complementary function between market compensation and government compensation by the means of economic compensation and to establish the ecological compensation policy of basin ecological water, which is beneficial to coordinating the stakeholders’ interests of cross-region or inter-basin. And it is important and significant to establish constantly perfected ecological compensation policy among the micro subjects on water energy resources development, so as to coordinate interest relationships among various subjects and finally reach the aim of sustainable use of water energy resources and environmental protection as possible. 展开更多

The countries of Central Asia are collectively known as the five "-stans": Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan and Kazakhstan. In recent times, the Central Asian region has been affected by the shrinkage of the Aral Sea, widespread desertification, soil salinization, biodiversity loss, frequent sand storms, and many other ecological disasters. This paper is a review article based upon the collection, identification and collation of previous studies of environmental changes and regional developments in Central Asia in the past 30 years. Most recent studies have reached a consensus that the temperature rise in Central Asia is occurring faster than the global average. This warming trend will not only result in a higher evaporation in the basin oases, but also to a significant retreat of glaciers in the mountainous areas. Water is the key to sustainable development in the arid and semi-arid regions in Central Asia. The uneven distribution, over consumption, and pollution of water resources in Central Asia have caused severe water supply problems, which have been affecting regional harmony and development for the past 30 years. The widespread and significant land use changes in the 1990 s could be used to improve our understanding of natural variability and human interaction in the region. There has been a positive trend of trans-border cooperation among the Central Asian countries in recent years. International attention has grown and research projects have been initiated to provide water and ecosystem protection in Central Asia. However, the agreements that have been reached might not be able to deliver practical action in time to prevent severe ecological disasters. Water management should be based on hydrographic borders and ministries should be able to make timely decisions without political intervention. Fully integrated management of water resources, land use and industrial development is essential in Central Asia. The ecological crisis should provide sufficient motivation to reach a consensus on unified water management throughout the region. 展开更多

The topography of the Basin is closed and the climate is extremely dry. The shortage of water resource has been restricting the existence and development of the oasis in Turpan Basin. This paper briefly analyzes the characteristics of the basin's water resources, and expounds the processes of their utilization and regional development. It points out that the exploration of water resource is close to the limit and the utilization of water resource is unreasonable. So it is nonrealistic to follow the traditional exploration pattern. According to the transforming pattern between runoff and groundwater in the basin, an overall planning of the utilization of the water resource is advanced. Based on the relation between the maintenance of Aydingkol Lake and the existence of the oasis, the amount of water resource used must be controlled in order to guarantee the existence of the lake. The orientation of the utilization of water resource is to improve the management level of water resource, and to apply advanced water saving technology. Building up an economic system which can effectively use water resource is the orientation of the oasis sustainable economic development. 展开更多

Tuo Shan Yan Dam is a small darn which was built above Yinjiang River at the Yinjiang Town, Ningbo City, Zhejiang Province of China in 833 AD, but it is greatly contributed to Ningbo City, a current big port city of China. The dam and the matched system had become a key hydro-infrastructure to the city's existence and development, and irrigation of the countryside nearby the city from ninth century up to 1987, a big dam was built at upper reach to control water of the river. Tuo Shan Yan Dam functioned an important role in the local water management and met a series of purposes perfectly, mainly as: (a) regulation of the river water; (b) save the flood; (c) stop the salinization; (d) urban water supply; (e) storage of flesh water; (f) irrigation; (g) ship transportation. And it is a miracle that it has been functioned for more than one thousand years. This dam also influenced the local social life and people's spiritual world simultaneously. The construction of the dam and its matched hydro-system is in line with the Chinese ancient logic of urban water management to manage river to meet a multi-proposes of urban development by a key project and a systemic engineering design. It is an important case for better understanding of ancient Chinese urban water management and to learn from the history for current water sustainability. Accordingly, the dam's design, construction and its influence on the local societies are studied in this article. 展开更多

Water resources of a country constitute one of its vital assets that significantly contribute to the socio-economic development and poverty eradication. However, this resource is unevenly distributed in both time and space. The major source of water for these resources is direct rainfall, which is recently experiencing variability that threatens the distribution of resources and water availability in Uganda. The annual rainfall received in Uganda varies from 500 mm to 2800 mm, with an average of 1180 mm received in two main seasons. The spatial distribution of rainfall has resulted into a network of great rivers and lakes that possess big potential for development. These resources are being developed and depleted at a fast rate, a situation that requires assessment to establish present status of water resources in the country. The paper reviews the characteristics, availability, demand and importance of present day water resources in Uganda as well as describing the various issues, challenges and management of water resources of the country. 展开更多

She has completed national water resources appraisement and medium to long-term water supply planning. She has been engaging in study on water-deficient regions in North China and Northwest China for about half a century. For solving water shortage problem in northern China, she has put forward the famous South-to-North Water Transferring Projects, which has been set as one of the four biggest national projects in the Tenth Five-Year-Plan period although there are still debates. For promoting water use efficiency, China has been reforming her water management system, including water right system and water price system. There has already been a case of water right purchase. China has also done a lot of research on the interaction between human activity, water and ecosystem. For meeting the need of sustainability and coordinating water resources development and environmental protection, the study of ecological water requirement became very hot in recent years. There are three focuses of socio-economic water cycle study now in China: water transfer projects from the south to the north, water resources management and ecological water requirement. 展开更多

In virtually every country has strategies for pursuing greater broad-based economic growth and fighting poverty and inequality that underscore the pivotal role of water, including its availability in reasonable quantity and desired quality. While GDP growth in South Africa slowed down from 2.2% in 2013 to 1.5% in 2014, and while there are suggestions that current growth drivers are weak and inflation drivers strong, hopes remain for moderate economic growth of upwards of 2.5% going forward. Aside from stabilizing power supply and securing an upward movement in consumer confidence, such optimism rests on the return of mining and manufacturing activities to their previously high levels, with implications for water requirements. Growing demand for water-intensive growth will be occurring side-by-side with the expanding needs of urbanization and social advancement, in the face of an increasing threat of climate change, recurring droughts, environmental pollution and limited accessible water resources. Effective reconciliation of the demand and supply of water would require the strengthening of water conservation and demand management beyond their currently low to moderate levels, calling for a paradigmatic shift in approaches to water management, sound appreciation of the potential benefits vis-à-vis the allocation of requisite resources and firm political leadership and support. 展开更多
