Experience of the UK in Urban and Rural Planning System and Rural Planning Management and Recommendations for China

Based on the field survey,training and related literature review of urban and rural planning system and rural planning management and protection in the UK,this paper summarized the development history,basic experience and main characteristics of the UK's urban and rural planning system and rural planning management.It is intended to analyze its reference significance to China's current efforts to strengthen agricultural and rural planning management,promote urban and rural development,and promote the construction of new urbanization.It was found that the establishment of the UK's urban and rural planning system can be contributed to the problem of "urban diseases" arising from the process of urbanization development.Its development has undergone many revisions and adjustments,and has now formed a two-level planning structure,namely "regional spatial strategies" and "local development framework";the UK's urban and rural planning system stresses the planning management and protection of rural areas and small towns,and has formed a series of important rules and systems.In the process of urbanization development,the UK has completely preserved the historical buildings,local culture and landscape environment of traditional villages,which is worthy of our learning.With reference to the experience of the UK,in the process of coordinating urban and rural development and promoting new urbanization construction,it is recommended to give full play to the guiding role of planning and the participation of the public,attach great importance to the protection and planning management of agriculture and rural areas,and also emphasize the re-innovation based on China's national conditions.

Planning,Protection and Construction of Ancient Villages in Jiangxi under the Background of New Urbanization: Taking the Water Management System of Mingkou Village in Leping City,Jiangxi Province as an Example

Urbanization is an inevitable trend of economic development. It is an important indicator that reflects the industrialization and modernization of a country. In the long-term urbanization process in China, due to the excessive emphasis on the status of the city and one-sided emphasis on urban development, a serious of urban diseases such as population congestion and environmental damage have been caused. Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. Focusing on the protection and planning of ancient villages, combined with the current policy background of new urbanization, based on field research on Mingkou Village, Leping City, Jiangxi Province, protective development strategies are put forward for ancient villages and their water management from the perspective of water management in ancient villages to arouse people s attention to the protection of ancient villages.

Problems on the application of geographic information systems to urban environmental management

Geographic information systems (GIS) are a widely used tool in urban planning and management. More and more cities and decision-makers require its attributes of promptness, precision and visualization. But the application of GIS in urban environmental management is still a new field and relevant researches are getting on tardily. As a subsystem of GIS, an urban environmental management geographic information system (UEMGIS) should be a complex multi-discipline and multi-objective tool to perform quantitative multi-dimension analysis and to transfer the results into an expression legible to an ordinary user. It should be a dynamic system of prompt functions based on upgradable databases, and be composed of many subsystems respectively specialized in items about water, air, waste and noise as well as relative standards and regulations. However, existing UEMGISs mostly rely on the basic GIS too much to design the actual requirements of applications and managements in themselves, and the unavailability of sufficient fundamental data has retarded their improvement. In the design of a UEMGIS, the standardization of data classification should be taken into consideration to make the data exchangeable and shareable among its subsystems and within every subsystem, and the applicable error limits for input data should be defined in accordance with the user抯 required precision of data out. Data acquisition can be easy and quick if remote sensing, global positioning system (GPS) and other technologies are combined with GIS. Rapidly progressing information technologies have been giving a bright prospect for the melioration of UEMGIS that will have great potential and wide application in environmental conservation.

Planning of Waste Management Systems in Urban Area Using Multi-Criteria Analysis

Planning of waste management system in urban area should take into consideration many legal, technological, financial, economic, technical, ecological, social and spatial aspects. The aim of the paper is to propose the method, which can be helpful in planning procedure of waste management system in European cities or regions, which comprise with following steps: identification of produced volume and municipal solid waste characteristics in the region for providing grounds to design a technological system, identification of other financial, economic, legal, social aspects for creation of waste management scenarios, definition of the criteria allowing evaluate designed waste management scenarios based on plan requirements, make an the multi-criteria analysis for choosing the best scenario in the region. Such analyses were conducted to evaluate the proposed different waste management systems in city of Cracow in 2000, 2004 and 2007. This comparison of theses systems shows that evaluating criteria were tightened as a result of toughening regulations of both Polish and the EU laws.

Urban and river flooding:Comparison of flood risk management approaches in the UK and China and an assessment of future knowledge needs

Increased urbanisation,economic growth,and long-term climate variability have made both the UK and China more susceptible to urban and river flooding,putting people and property at increased risk.This paper presents a review of the current flooding challenges that are affecting the UK and China and the actions that each country is undertaking to tackle these problems.Particular emphases in this paper are laid on(1)learning from previous flooding events in the UK and China,and(2)which management methodologies are commonly used to reduce flood risk.The paper concludes with a strategic research plan suggested by the authors,together with proposed ways to overcome identified knowledge gaps in flood management.Recommendations briefly comprise the engagement of all stakeholders to ensure a proactive approach to land use planning,early warning systems,and water-sensitive urban design or redesign through more effective policy,multi-level flood models,and data driven models of water quantity and quality.

Rapid Urbanization and Environment Management in Nkafu Municipality, Eastern DR Congo

Rapid and uncontrolled urbanization as well as urban land management are major constraints to land planning in the Democratic Republic of Congo. A household data collection and analysis was carried out in 283 random households in the Nkafu municipality, eastern DR Congo, to assess the local community’s perception of rapid urbanization and its impact on land policy and management of the built landscape. Data of socio-demographics characteristics, rapid urbanization, and environment management data were collected and analyzed using XLStat version 2019. In addition, the study area location map, land use and cover change maps were generated using ArcMap 10.8. Results indicate that landowners are dominant and, build simple houses with unsustainable building materials (i.e. wooden plank) obtained locally. In addition, land management is not appreciated by local communities, due to anarchic construction due to lack of financial resources generating thus an increasing amount of urban waste, which is poorly managed. The study suggests, urban roads renew, building in conformity with urban planning and building regulations, potable water supply and health services availability to improve the study area. Geographic Information Systems (GIS) use, would provide spatial information on land planning in the study area.

Urban Growth Management through Travel Demand Modeling in Washington and Oregon

Among the fast growing states in the USA,the States of Washington and Oregon have enacted legislative land use and transportation concurrency/balancing planning policies for orderly urban growth management since 1990 and 1991,respectively.Regional or urban travel demand forecasting models play an instrumental role in implementing the Washington GMA(Growth Management Act)and the Oregon TPR(Transportation Planning Rule).Both program-and project-level modeling approaches to urban land use/transportation system management are evaluated through the selected cities in Washington and Oregon.

A MySQL-Based Software System of Urban Land Planning Database of Shanghai in China

With the development of the digital city,data and data analysis have become more and more important.The database is the foundation of data analysis.In this paper,the software system of the urban land planning database of Shanghai in China is developed based on MySQL.The conceptual model of the urban land planning database is proposed,and the entities,attributes and connections of this model are discussed.Then the E-R conceptual model is transformed into a logical structure,which is supported by the relational databasemanagement system(DBMS).Based on the conceptual and logical structures,by using Spring Boot as the back-end framework and using MySQL and Java API as the development tools,a platformwith datamanagement,information sharing,map assistance and other functions is established.The functionalmodules in this platformare designed.The results of J Meter test show that the DBMS can add,store and retrieve information data stably,and it has the advantages of fast response and low error rate.The software system of the urban land planning database developed in this paper can improve the efficiency of storing and managing land data,eliminating redundant data and sharing data.

Land-Use Planning Guidelines for Optimal Coastal Environmental Management

The objective of this study is to weigh and recommend environmentally-optimal regional land-use planning guidelines for coastal regions. The present malaise is assessed, as regards inefficiencies, non-suitability, non-sustainability, enhancing factors of environmental degradation, and potentially destructive consequences of current land-use alteration. Desired situations and goals are considered, and means are proposed for bridging the gap between the present malaise and a desired situation, based on five key approaches developed by the authors. Specific examples of regional approaches are presented. Guidelines and operational measures for sound regional planning the authors have employed in similar circumstances are recommended.

The Impact of Life Sciences Developments on the UK Urban Environment

Life sciences urban developments are a relatively recent phenomenon, and follow the emergence of knowledge based urban developments as a potential driver of urban regeneration and local economic growth. The role of these new centres in transforming the inner cities of some of the UK＇s larger conurbations is examined and the key planning issues are discussed. The article concludes that the key principles of urban planning and control must still apply in shaping the role these new developments have in the UK＇s evolving urban landscape.

A Preliminary Study on the Inducements of Urban Public Landscape Fragmentation and Its Countermeasures

This study focused on the urban public landscape fragmentation in the process of rapid urbanization in China. By sorting out the management and control indicators and methods of urban planning management departments for residential land and comparing the actual practices and internal design principles of the mainstream developers in land development and construction based on this method, it is believed that the phenomenon of landscape space fragmentation from the city itself in the residential quarter in the city is caused by the mismatch between the design strategy of the developer and the overall demand of the urban space. Lack of government departments’ planning for the integration of urban public resources is the inducement. In view of these problems, several solutions were put forward.

On the Practices of Regulatory Urban Design

On the basis of reviewing urban design and management practices of Honggutan New District in Nanchang City, Jiangxi Province, regulatory urban design was proposed and its major feature was summarized as "the local government or urban management agency responsible for the organization and compiling". After defining regulatory urban design, its compiling and technical means were studied.

Examining the Level of Service in the Context of Recreational Carrying Capacity in the Erzurum Urban Forest,Turkey

Urban forests are confronted with high using pressure because of the increasing demand for recreation and accessibility of these settings. For that purpose, defining and managing recreational carrying capacity is considered as significant in ensuring ecological value’s and recreational satisfaction’s continuity. The purpose of this paper is to investigate the carrying capacity of Erzurum Urban Forest with respect to Level of Service (LOS) as a new management technique that focuses on service quality and visitor satisfaction. The data were obtained by self-administered questionnaire conducted with 166 visitors on weekends and holidays during summer season of the year 2014. Data were analyzed by dimensions/indicators of recreational satisfaction and socio-demographic characteristics with intent to identify tolerance range of visitors. The contribution and relative importance of each of the indicators to the overall satisfaction were analyzed by using Ordinal Logistic Model (OLM). The results indicated that the four indicators were at the greatest degree;“distance from picnic spot to toilets” and “quantity of children’s playground facilities” were decease of overall satisfaction while “distance from picnic spot to parking” and “level of shade at picnic spot” had a positive contribution to the overall satisfaction. The outputs from these analyses were used to calculate LOS. It was revealed that the level of service (0.40) in Erzurum Urban Forest was below the moderate level. Planning and managing strategies for optimizing the LOS were developed and discussed by considering these results.

Systems approaches to urban underground space planning and management-A review

The necessity to recognize the subsurface or underground and all its current and potential uses as part of our urban environment,to integrate this into urban planning and governance,and to foster conscious allocation of subsurface space has been increasingly recognized over the last century.At the same time,systems thinking as a‘buzz-word’has gained relevance for approaching complex problem areas in all kinds of disciplines including those preoccupied with the subsurface.This paper reviews the literature about urban underground planning through a systems-lens.To set this in context,it is outlined how organizational principles for the urban subsurface have evolved,and the main aspects of systems thinking are introduced followed by a discussion of how this thinking could be applied to the urban underground.Strategies and tools presented in the recent literature in the field are then reviewed based on this perspective,asking how systemic the proposed strategies and tools are when the local geology,as well as legal and institutional settings are accepted as a baseline for analysis or intervention.Systemic approaches built on this premise have the potential to capture existing and evolving complexities,foster a better understanding of the value of subsurface space for a city and ultimately enable an efficient and fair allocation of underground space.However,propositions for holistic solutions remain dispersed,interventions often remain based in an engineering mindset,and a shift in mind-set remains a challenge.More research in collaboration with local and regional administrations or authorities based on systems thinking frameworks could help to facilitate this shift.

Evaluation of Research Project on Integrated Management and Services of Urban Development Records, Archives, and Information

To evaluate the project "Research in integrated management and services of urban development records, archives, and information" in progress, this paper analyzes "why", "what", and "how" issues of relevant integration research about integrated management and services of urban development records, archives, and information based on a survey of literature at home and abroad. By a comparative study of current integration research status and features, the author gives a critical analysis of the strengths and weakness of the project and provides recommendations for future research.Cross disciplinary studies indicate that ideals of integration can add values to collaboration, innovation,and optimum in managing evidence, information, memory, and knowledge of built environment cross-culture, cross-discipline, cross-domain, and cross institution for enhancing competitiveness and productivity of business. Cross cultural studies indicate that integrated records, archives, and information management as a whole into capital construction project management process, organizational information resources management systems, and the construction of digital urban development archival repository through service-control, process-control, and product-control are fundamental to guarantee the characteristics and quality of records and records system to support evidence-based e-government,e-business, and the sustainability development of digital city. Present studies on integrated management and services of urban development records, archives, and information have limitations on too much emphasis on integration for collaboration and optimum but not enough studies on integration for innovation and broader use.
