Urban Planning and Inadequacies of Implementation:The Case of the City of Larissa,Greece

Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In fact,the most frequent reason for the implementation gap is the inability of local administration to compensate landowners.An additional reason for the non-implementation of Urban Plans is that if the expropriation/compensation is delayed for more than a legally specified period,the landowner can ask the lifting of the expropriation.Larissa faces such difficulties.Due to lack of money for expropriations,its¾years-old Urban Plan has been implemented only by 77%.In the city,there are nearly 120 of cases to be expropriated/compensated,and the total amount needed is estimated to 150 million Euros.Obviously,the municipality is impossible to afford this amount,and the Urban Plan is in serious risk of not being implemented.In that context,the paper suggests a re-examination and a re-classification of the prescribed spaces based on three critical factors:the“urban importance”of each“prescribed space”,the economic affordability of financing its expropriation,and the legal characteristics of property rights.

Effective Implementation of Urban Planning

We analyze the factors that affect the efficiency and function of city planning in practical implementation, especially those of detailed planning. Two key principles and three strategies for plan to reach effective implementation are discussed so that the inflexibility and non-effectiveness of plans can be lessened.

Research on the Evaluation System of Community Daycare Center Planning and Implementation from the Perspective of Subject-Object Relationships

Through literature review,we found that evaluations of urban planning implementation often focus narrowly on either the subject(stakeholders)or the object(projects),while micro-level aspects such as site selection and construction are primarily considered within the context of planning implementation.There is insufficient research on the evaluation of implementation.Community daycare centers play a crucial role in the community home care model,yet there is relatively little research on their usage efficiency,satisfaction levels,and spatial evaluation of planning implementation.Based on the theoretical understanding of the human environment,including the subject,object,and their interactions,an evaluation system for the planning and implementation of community day care centers was constructed,incorporating subjective evaluation,objective evaluation,and comparative analysis.

Study on Path Selection and Implementation Effect of Counselors in College Students’Career Planning Education

Under the background of a severe job market and fierce talent competition,the career planning education of college students is of great importance.In this study,a combination of quantitative and qualitative research methods was used;500 students in Shenzhen Polytechnic of Information Technology were surveyed by questionnaire,and 40 counselors were interviewed in depth to comprehensively analyze the role and practical effect of counselors in career planning education.The research showed that the role positioning of counselors includes the guide of students’career development,emotional support,and job-hunting strategy,and the specific path selection involves the strengthening of professional knowledge,the construction of interpersonal relationship networks,and personalized counseling.Based on the survey and interview data,this paper constructed a model for enhancing the role of counselors in career planning education and put forward a set of targeted work paths.

Research on Overall Planning and Implementation Evaluation of Land Use of Xinjiang Production and Construction Corps Agriculture-seven Division

Based on methods for evaluating the overall planning and implementation of land use of domestic scholars, a comprehensive and highly-operable index system and evaluating method for land use planning multi-type implementation has been established through selecting multi-type evaluating indicators and applied to the last-round overall planning of land use in Xinjiang Production and Construction Corps Agriculture-seven Division. The obtained comprehensive score was 86.40, indicating that land use overall planning has been excellently coordinated with land, society, economy as well as ecology and has exerted outstanding effect with the rank as "good". The evaluation results are in accordance with actual conditions, which displays that the established multi-type implementation evaluating system of land use overall planning is reasonable with scientific evaluating methods and can be the reference for evaluation of land use overall planning in other regiments and companies of Xinjiang Production and Construction Corps.

Suitability planning of urban underground space exploiting based on extenics of Kunming City

The subways or underground construction have been built nationwide in 25 cities.The pre-assess-ment and systematic planning are requested for building a new metro lines.The reason is the inevitability that new construction projects have to face the various difficulties and geological environment risks in accordance with their diverse urban geological environment under underground space development and construction.Taking the Kumming City planning as an example,the study assesses the suitability and analyzes its high risk factors on urban underground space development and utilization,using the extenics research methods under complex geological conditions.It would provide a reference to underground space development in the similar urban geological conditions.

Planning of Urban Cycling Routes Aiming at Improving Cycling Quality

Urban cycling environment is an important part of urban slow-moving system,and reasonable route planning is beneficial to the health of residents.In order to improve residents’ cycling quality and enrich travel experience,the evaluation system of cycling quality in the main urban area of Handan City was established from the four aspects of convenience,safety,comfort and experience.According to different travel needs,the cycling evaluation index of road sections was calculated and modified to obtain the cycling time of road sections.The shortest route algorithm was used to generate the best riding route for convenience,the best riding route for safety,the best riding route for comfort,and the best riding route for experience.Cycling evaluation indicators were combined with travel route planning to provide residents with a variety of humanized route options,and effectively improve the cycling quality and travel health of residents,which is of great significance to promoting green travel and improving residents’ health.

Research on Ecological Space Planning Oriented Urban River Landscape Planning

Based on the generalized landscape perspective, regional connotation of urban river landscape is expanded. The area connotation of urban river landscape is expanded based on the generalized landscape perspective. In addition to natural and functional attributes, river landscape should be regarded as a regional space element based on heterogeneous space scale. First, as for research method system, the space research models(including ecological footprint, space planning, and landscape pattern index, etc.) coupled with different angle scales and interdisciplinary theory, are utilized to study different correlations and results formed by urban river landscape elements and other regional space elements from the perspective of the regional ecological space, and the overall development goal of the urban river landscape pattern based on the goals of the regional ecological space planning is obtained. Second, the oriented urban river landscape planning and the "M" type close-tonature design strategy are evaluated through the city function zoning orientation and micro-scale urban river landscape pattern index. The research realizes the compatibility of overall goals in terms of the regional ecology, the development of urban functional areas, and the river landscape planning, without losing micro difference and maneuverability based on the urban river landscape planning and design oriented strategy, which innovates the new approach of urban river landscape planning and design with sustainable and balanced development of regional resources, multi-scale, and multiple objectives.

Research on Planning & Evaluation for Track Traffic Under China's Sustainable Development Strategy

The author advances some basic problems of planning & evaluating for track traffic in the process of putting sustainable development strategy in practice and stresses the study of planning and evaluating method system for track traffic and environment strategy. Summaries and main creative points presented in the thesis are as follows: ①The changes of track traffic planning objects caused by the concept of sustainable development are analyzed; ②The theory & method of track traffic planning optimal decision is set up ; ③Environment impact assessment for track traffic planning is advanced; ⑤ Urban mass transit network planning is studied; ④Planning of intercity rail system——the alignment optimization of dedicated passenger line and high speed railway line is studied ; ⑥ An overall evaluation index system for sustainable development of track traffic planning is established; ⑦ The track traffic building capacity for sustainable development is studied. Further more, the effect of the method and models with empirical studies is verified. The corresponding application software is realized to provide information service and decision making support to track traffic planning for putting theory into practice.

The Role of Green Infrastructure in Mitigating the Urban Heat Island Effect

The accelerating urbanization process and intensifying climate change have exacerbated the urban heat island effect, threatening sustainable urban development. This study investigates the role of green infrastructure in mitigating urban heat island effects, its implementation challenges, and applications. Employing a system dynamics approach, the research models the relationships between green infrastructure, urban microclimate, and human well-being. Findings indicate that large, continuous green spaces, such as urban parks and green corridors, are most effective, potentially reducing surrounding temperatures by 1˚C - 4˚C. Green infrastructure also provides multiple ecosystem services, including improved air quality and increased biodiversity. However, its implementation faces challenges such as land resource limitations and financial constraints. To address these issues, the study proposes a performance-based planning method, emphasizing multifunctional design and cross-sectoral collaboration. Through analysis of international and Chinese urban case studies, best practices and lessons learned are summarized. The research demonstrates that successful strategies must be context-specific, integrating local conditions while emphasizing long-term planning and continuous optimization. This study provides a scientific basis for developing effective heat island mitigation strategies and climate adaptation plans, ultimately achieving sustainable urban development and improved living environments.

Planning of Public Parking Lots in Xiajiang County

In order to solve the contradiction between the rapid growth of urban motor vehicles and the lack of road traffic resources to fundamentally improve the problem of "difficult driving and difficult parking", it is necessary to carry out scientific planning and design of urban parking lots. The study analyzed the main problems of urban parking, discussed the planning principles and countermeasures of parking lot planning, and briefly introduced the practical experience of the special parking lot planning of the central urban area in Xiajiang County, Ji’an City, Jiangxi Province. It is hoped that through parking lot planning, the contradiction between supply and demand of urban parking can be effectively alleviated and the urban traffic environment can be improved.

Status and Development Trend of Researches on Urban Eco-landscape Forest

The recent research development of urban eco-landscape forest was reviewed from the perspectives of species selection,planning and design,scenic beauty evaluation,beauty induction of forest and effectiveness monitoring,etc..Moreover,research status,problems as well as future trend of eco-landscape forest abroad were analyzed to provide technical supports for the healthy development of urban eco-landscape forest in China.

成都市主城区绿色基础设施遥感解译及其生态服务现状研究

城市绿色基础设施(Urban Green Infrastructure,UGI)的广泛应用,正在持续重塑全球城市景观,对城市生态系统服务产生重要影响。成都作为紧邻川西高原的内陆盆地城市,其城市景观在UGI构成的多样性等方面与中国其他城市具有显著差异。以成都城市景观为中心展开综合调查,使用地理信息系统、生态服务建模和空间分析来量化UGI对生态服务的影响,并采用系统化方法将UGI整合到优化城市生态系统服务的规划建议中,为快速城市化中的成都主城区UGI空间布局优化,特别是空间聚集程度冷点区域改善,提供具体的解决策略。总结出三个关键趋势:(1)成都市的土地利用发生了重大变化,以城市区域绿色空间的显著缩小和建设用地的显著扩大为特征,主要归因于人口增长和土地利用模式的变化;(2)空间聚集程度热点和冷点的调查分析显示,主城区大多数温度冷点位于成都的东部,而基于其价值的热点最高集中度位于南部地区;(3)对UGI内碳密度的分析显示,生态系统服务集中度的峰值出现在城市中心区域。

基于上海市绿地规划的花海景观综合效益评价体系研究

花海景观作为城市绿化中重要的植物景观专类,对满足城市居民审美、游憩等生活需求、丰富绿地景观效益具有重要意义。当前缺少花海景观综合效益量化评价方法,不利于景观综合效益提升。文章以草本植物花海作为研究对象,将花海景观纳入研究范畴;基于上海市绿地规划,运用层次分析法融合植物应用评价与景观效益评估模型,并邀请专家打分得出各指标的综合权重,构建出花海景观综合效益指标评价体系。选取9个典型花海景观点位进行评价,论证其可行性,并结合评价结果提出相应优化策略;以期为对花海景观进行科学的效益量化评价提供参考基础。

The Five-Year Plan: A new tool for energy saving and emissions reduction in China

China has achieved economic growth while great carbon emissions reduction in recent years. Amid China＇s effort to reduce emissions, the Five-Year Plans have guided and motivated local and foreign forces from the government, industries, and society to work together. This paper showed that a mediumehigh economic growth gate, industry structure adjustment, and energy structure adjustment, which are guaranteed under the Five-Year Plan, all contribute to energy saving in China. The economy entered a stable growing phase during the 12 th Five-Year Plan, while the economic growth rate declined to 7.8% from 11.2% in the 11 th Five-Year Plan. Simultaneously, the CO2 emissions growth rate declined from8.32%（2009-2012 mean） to 1.82%（2012-2014 mean）. Industrial structure adjustment canceled out nearly one-third of the CO2 emissions caused by economic growth. Under the 13 th Five-Year Plan, China will continue its energy saving efforts on the green development path, with greener quotas, a stricter implementation process, and more key projects.

Implementation issues of the planning support tool in Japan:Focusing on urban disaster mitigation

This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a questionnaire survey of urban planning consultant companies,and PSS implementation for a practical project in a municipality.Regarding the instrum ental perspective,there was difficulty in conducting the simulationbased PSS due to the enormous simulation time required.Regarding the transfer perspective,the importance of the municipality^decision of adopting the PSS to a project,securing the budget and continuous running costs,track record of the practical project,and lack of human resource for the PSS use were clarified.Regarding the user perspective,the difficulty in data collection and update as well as im portance of the cooperative system/support from the developer in the initial period were clarified.Especially,considering the low number of implementations,a platform may be important for the promotion of PSS awareness.This may be also useful for the diffusion of PSS.It is necessary for the developers to fully comm unicate the benefits of PSS adoption.It is thought that a close cooperative system and support are required in the initial stage.For prom oting and understanding the benefits of PSS adoption,a guideline or manual seems to be useful.This is effective for ensuring the budget and providing an explanation to high-level members of the organizations about the effect of utilizing these tools.For the final implementation,the possibility of installation,maintenance,and operation of the PSS by the municipality was discussed.

Difference of Urban and Rural Development in Binzhou from the Perspective of Urban and Rural Coordinating

The coordinated development of urban and rural areas is an inevitable trend to break the dual urban-rural structure and promote the coordinated development of urban and rural areas.The statistical data on the overall economic and social development of urban and rural areas in Binzhou from 2006 to 2015 were studied and analyzed,and an urban and rural integrated evaluation index system was established,which was evaluated using principal component analysis.The results showed that the overall level of urban and rural integrated development in Binzhou City is low,but has been rising in recent years;and the urbanrural dual structure gradually weakens.

《乡村教师支持计划》政策的实施成效与完善之策

《乡村教师支持计划》实施以来,全国各地政府高度重视,根据国家颁布的政策、结合本地实际情况,制订了地方乡村教师支持计划政策。该政策实施后产生了一定的积极作用,有效解决了乡村学校教师数量短缺问题,提高了乡村教师的留任意愿,促进了城乡教师交流,提升了乡村教师培训效果,提升了乡村教师队伍的整体素质和教学能力,进一步完善了乡村教师队伍建设保障机制,形成了一支结构合理、具有较高业务水平的乡村教师队伍,有效提升了乡村义务教育质量,促进了城乡义务教育均衡发展。尽管《支持计划》政策取得了很大成效,但还存在政策文本缺乏科学合理性、政策制度体系不完善、政策监管机制不健全等问题,需要进一步完善《支持计划》政策,建立健全相关制度和督查机制等,以确保《支持计划》政策实施的有效性。

基于生活圈的城乡一体化防灾空间构建方法研究

为推进城市与乡村防灾减灾救灾能力同步提升,以生活圈理论为指导构建城乡一体的防灾空间布局,推动城乡防灾设施配置一体化发展。首先,该文按照中灾正常、大灾可控、巨灾可救的目标,明确应对不同水准灾害影响的防灾生活圈层级对应关系;其次,从“常态中心性”和“灾害危险性”两个维度出发建立各村镇单元的防灾重要性评价指标体系,由此确定城乡各级防灾中心节点。在此基础上,利用防灾中心地、服务半径法和泰森多边形等方法构建“基础—拓展—综合”三级防灾生活圈,以此为依托并结合不同圈域城乡防灾目标要求,按照分类分级和平灾结合原则对各级生活圈进行防灾设施一体化配置,并以某县为例进行实证分析,为我国城乡防灾减灾一体化建设提供参考。
