Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In f...Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In fact,the most frequent reason for the implementation gap is the inability of local administration to compensate landowners.An additional reason for the non-implementation of Urban Plans is that if the expropriation/compensation is delayed for more than a legally specified period,the landowner can ask the lifting of the expropriation.Larissa faces such difficulties.Due to lack of money for expropriations,its¾years-old Urban Plan has been implemented only by 77%.In the city,there are nearly 120 of cases to be expropriated/compensated,and the total amount needed is estimated to 150 million Euros.Obviously,the municipality is impossible to afford this amount,and the Urban Plan is in serious risk of not being implemented.In that context,the paper suggests a re-examination and a re-classification of the prescribed spaces based on three critical factors:the“urban importance”of each“prescribed space”,the economic affordability of financing its expropriation,and the legal characteristics of property rights.展开更多

The obtained comprehensive score was 86.40, indicating that land use overall planning has been excellently coordinated with land, society, economy as well as ecology and has exerted outstanding effect with the rank as "good". First, as for research method system, the space research models(including ecological footprint, space planning, and landscape pattern index, etc.) coupled with different angle scales and interdisciplinary theory, are utilized to study different correlations and results formed by urban river landscape elements and other regional space elements from the perspective of the regional ecological space, and the overall development goal of the urban river landscape pattern based on the goals of the regional ecological space planning is obtained. Second, the oriented urban river landscape planning and the "M" type close-tonature design strategy are evaluated through the city function zoning orientation and micro-scale urban river landscape pattern index. This study investigates the role of green infrastructure ...The accelerating urbanization process and intensifying climate change have exacerbated the urban heat island effect, threatening sustainable urban development. This study investigates the role of green infrastructure in mitigating urban heat island effects, its implementation challenges, and applications. Employing a system dynamics approach, the research models the relationships between green infrastructure, urban microclimate, and human well-being. Findings indicate that large, continuous green spaces, such as urban parks and green corridors, are most effective, potentially reducing surrounding temperatures by 1˚C - 4˚C. Green infrastructure also provides multiple ecosystem services, including improved air quality and increased biodiversity. However, its implementation faces challenges such as land resource limitations and financial constraints. To address these issues, the study proposes a performance-based planning method, emphasizing multifunctional design and cross-sectoral collaboration. Through analysis of international and Chinese urban case studies, best practices and lessons learned are summarized. The research demonstrates that successful strategies must be context-specific, integrating local conditions while emphasizing long-term planning and continuous optimization. This study provides a scientific basis for developing effective heat island mitigation strategies and climate adaptation plans, ultimately achieving sustainable urban development and improved living environments.展开更多

Amid China's effort to reduce emissions, the Five-Year Plans have guided and motivated local and foreign forces from the government, industries, and society to work together. This paper showed that a mediumehigh economic growth gate, industry structure adjustment, and energy structure adjustment, which are guaranteed under the Five-Year Plan, all contribute to energy saving in China. The economy entered a stable growing phase during the 12 th Five-Year Plan, while the economic growth rate declined to 7.8% from 11.2% in the 11 th Five-Year Plan. Simultaneously, the CO2 emissions growth rate declined from8.32%(2009-2012 mean) to 1.82%(2012-2014 mean). Industrial structure adjustment canceled out nearly one-third of the CO2 emissions caused by economic growth. Under the 13 th Five-Year Plan, China will continue its energy saving efforts on the green development path, with greener quotas, a stricter implementation process, and more key projects.展开更多
This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a qu...This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a questionnaire survey of urban planning consultant companies,and PSS implementation for a practical project in a municipality.Regarding the instrum ental perspective,there was difficulty in conducting the simulationbased PSS due to the enormous simulation time required.Regarding the transfer perspective,the importance of the municipality^decision of adopting the PSS to a project,securing the budget and continuous running costs,track record of the practical project,and lack of human resource for the PSS use were clarified.Regarding the user perspective,the difficulty in data collection and update as well as im portance of the cooperative system/support from the developer in the initial period were clarified.Especially,considering the low number of implementations,a platform may be important for the promotion of PSS awareness.This may be also useful for the diffusion of PSS.It is necessary for the developers to fully comm unicate the benefits of PSS adoption.It is thought that a close cooperative system and support are required in the initial stage.For prom oting and understanding the benefits of PSS adoption,a guideline or manual seems to be useful.This is effective for ensuring the budget and providing an explanation to high-level members of the organizations about the effect of utilizing these tools.For the final implementation,the possibility of installation,maintenance,and operation of the PSS by the municipality was discussed.展开更多

Industrial structure adjustment canceled out nearly one-third of the CO2 emissions caused by economic growth. Under the 13 th Five-Year Plan, China will continue its energy saving efforts on the green development path, with greener quotas, a stricter implementation process, and more key projects.
文摘This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a questionnaire survey of urban planning consultant companies,and PSS implementation for a practical project in a municipality.Regarding the instrum ental perspective,there was difficulty in conducting the simulationbased PSS due to the enormous simulation time required.Regarding the transfer perspective,the importance of the municipality^decision of adopting the PSS to a project,securing the budget and continuous running costs,track record of the practical project,and lack of human resource for the PSS use were clarified.Regarding the user perspective,the difficulty in data collection and update as well as im portance of the cooperative system/support from the developer in the initial period were clarified.Especially,considering the low number of implementations,a platform may be important for the promotion of PSS awareness.This may be also useful for the diffusion of PSS.It is necessary for the developers to fully comm unicate the benefits of PSS adoption.It is thought that a close cooperative system and support are required in the initial stage.For prom oting and understanding the benefits of PSS adoption,a guideline or manual seems to be useful.This is effective for ensuring the budget and providing an explanation to high-level members of the organizations about the effect of utilizing these tools.For the final implementation,the possibility of installation,maintenance,and operation of the PSS by the municipality was discussed.

文摘The coordinated development of urban and rural areas is an inevitable trend to break the dual urban-rural structure and promote the coordinated development of urban and rural areas.The statistical data on the overall economic and social development of urban and rural areas in Binzhou from 2006 to 2015 were studied and analyzed,and an urban and rural integrated evaluation index system was established,which was evaluated using principal component analysis.The results showed that the overall level of urban and rural integrated development in Binzhou City is low,but has been rising in recent years;and the urbanrural dual structure gradually weakens.
