Methods: Dioxin values for participants were obtained from blood samples. Analyses were conducted of occurrence of 16 specific categories of birth defects and developmental disabilities. Children were categorized as conceived before and after the start of participants’ Vietnam War service. Children conceived before the start of Vietnam War service were treated as being conceived when their fathers had unquantifiable dioxin values. Children conceived after the start of Vietnam War service for participants with missing dioxin values were excluded from primary analyses, but were used to assess the impact of their exclusion on conclusions. Correlation between values for specific categories for multiple children fathered by the same participant was accounted for. The dose-response relationship was treated as a step function increasing for dioxin values larger than adaptively identified individual thresholds changing with the specific category. Results: For 15 of 16 specific categories, the probability of occurrence increased substantially for a sufficiently high dioxin level above identified thresholds. Exclusion of children due to missing dioxin likely did not affect these results. Conclusions: Results supported the conclusion of substantial adverse effects on a wide variety of specific categories of birth defects and developmental disabilities due to sufficiently high exposures to dioxin, a toxic contaminant of Agent Orange used for herbicide spraying in the Vietnam War. Results may hold more generally, but might also have been affected by a variety of limitations.展开更多

The Ho Chi Minh Trail was developed after the North Vietnam government and military decided to reunify South and North Vietnam. The People’s Army of Vietnam (PAVN) then connected the old trails leading from North Vietnam panhandle southward into eastern Laos, Cambodia and South Vietnam. Starting from Hanoi, the primary trail turned southwest into Laos and eastern Cambodia before branching into South Vietnam. Beginning in 1960s, the volume of traffic on the network of trails expanded significantly, but it still took more than a month’s march, by foot and bicycle, to travel from North to South Vietnam. Ho Chi Minh Trail traffic was impacted by repeatedly by Royal Laotian Air Force (RLAF), which was supported by US Air Force tactical herbicide spraying (Operation Ranch Hand program), and US Air Force bombing runs. By the late 1960s, the trail was improved and could accommodate heavy trucks in some sections and was used to supply the annual needs of over one hundred thousand regular PAVN troops active in South Vietnam. By 1974, the trail was a well-marked series of jungle roads (some of them paved) with underground support facilities such as hospitals, fuel-storage tanks, and supply caches with weapons. The Ho Chi Minh Trail was the major supply route for PAVN forces that overran Republic of Vietnam (RV) forces in 1975 and unified Vietnam. The primary objective of this paper is to determine the environmental and human health impacts of RLAF and US Air Force secret spraying of tactical herbicides on Ho Chi Minh Trail in Laos.展开更多

In the American conflict in Viet Nam, the traditional village structure with its communal character created the perfect situation for seminal revolutionary movements and the ensuing conflict. These same villages then became targets for search and destroy operations and later wholesale clearing operations in which entire populations were forced into resettlement. In Quang Nam Province, in Central coastal Viet Nam, over 50% of the population or 500,000 people were in refugee status by 1969. The concept of "pacification" in 1970 focused on putting people back on the land in their original village areas or a return to normalcy for some of the population. This case study, by a former civil affairs officer, details movement of a population in refugee status to a "return to village" project, as pacification and an attempt at creating a manageable strategic population area. It failed on both counts. The mistakes inherent in this project illustrate some of the more widespread problems which plagued the conduct of the conflict in Viet Nam. It also calls into question, the concept of the military planning and execution of resettlement. The lack of a thorough understanding of local culture and subjects involved by planners and project officers alike contributed to a village which neither replaced the original nor survived as an improved model.展开更多

The primary objective of this paper is to determine the environmental and human health impacts of RLAF and US Air Force secret spraying of tactical herbicides on Ho Chi Minh Trail in Laos.

文摘According to the newest Vietnam Macro Monitoring,an economic report released by World Bank,Vietnam’s economy slowed to 3.32 percent year-on-year in the first quarter, falling short of the anticipated 4.8 percent. The figure stands as the second-lowest first-quarter data in the past 12 years.
文摘The high temperatures and heat waves in Vietnam have caused local residents’demand for electricity to surge, while the output of hydropower has declined. As a result, the power supply has frequently failed in many parts of Vietnam.Since early June,north-central Vietnam has experienced unusually high temperatures that soared to 37-43 degrees Celsius at noon.Nguyen Quoc Trung, deputy director of the National Load Dispatch Center of Vietnam(EVNNLDC),said that grid demand has increased by 20 percent as the use of air conditioners and electric fans has surged. At the same time, high temperatures have caused the reservoirs behind most hydropower plants in northern Vietnam to be“at dead water levels,”unable to support the local power system.Chen Yuehe, director of the Power Regulation Bureau of the Ministry of Industry and Trade of Vietnam(MOIT),said that the current electricity that can be mobilized in the northern Vietnam power system accounts for about 59.2 percent of the installed capacity.

文摘The environmental impact of coastal sand mining activities in Hai Phong city was assessed using ten proposed sustainable criteria for socio-economic development, and ecological and environmental protection. These ten criteria were developed by the analysis of the Dynamics-Pressure-State-Impact-Response(DPSIR)framework,including one driver and pressure criterion(D and P),seven status and impact criteria(S and I),and two response criteria(R).Each criterion is quantified according to five specific evaluation criteria corresponding to the evaluation score from 1 to 5.The results of the ten criterion application for environmental impact assessment of coastal mining Hai Phong by weighting show that the areas with economic activities, benthic biodiversity, and coastal ecosystems are most negatively impacted(score 4/5 and 3.5/5).Other subjects suffer low to moderate impacts(score 1/5 to 3/5).The environmental impact of sand mining(2015-2020)is generally moderate(score ranging from 2/5 to 3/5).The set of adjusted criteria can be applied to similar activities in coastal provinces and cities in Vietnam.
文摘Refugees, their movements, and the problems associated with their survival and maintenance in combat scenarios are a constant problem in the search for peace in war zones. The lack of a thorough understanding of local culture and subjects involved by planners and project officers alike contributed to a village which neither replaced the original nor survived as an improved model.
