The internationalization of higher education has become the true fact. The non-governmental colleges has become the important part of higher education as a new power and abiding by the trend of internationalization of higher education just like the public colleges. Therefore they need to enhance the cultural exchange and cooperation with international universities and orientate their talent training mode in the international competition and even take the charge of flexible operation mechanism to pave the new way for their own characteristics and core competence.展开更多

The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.展开更多

Globalization creates a global environment for academic trends in the 21st century. Internationalization includes the practices conducted by academic institutions and leads the universities to enter international market. This article starts to examine the inter- relationship between globalization and internationalization, and then move on to a detailed analysis of the impact of globalization and internationalization on Australian higher education. Finally, after exploring the realities of Australian higher education,it is suggested that in order to obtain and maintain competitive advantages in a new globalizing market, mutual efforts by the government and universities are indispensible.展开更多

In spite of the growing literature on higher education, results from the process of internationalization, its benefits and risks, have not been widely discussed. Studies of different internationalization strategies andcomparative analysis are also scarce. This paper contributes, on the one hand, towards, a reflexion on those topicsby reviewing literature on the evolution of strategies and suggesting guidelines for a national strategy for HigherEducation (HE); on the other hand, by analysing recent data, compares the scope of high educationinternationalization among European and other countries. There has been an evolution from mobility of studentsand staff towards transnationalization of courses and services/products from higher education institution (HEI).Global surveys point to different approaches to internationalization and different results and perceptions. The viewthat internationalization is a condition for high performance of higher education institutions and nationalcompetitiveness does not appear to be clearly supported by evidence.展开更多

In fact, it is a very complicated and dynamic process which involves the interactions between national and local actors. By adopting a national-local complexity framework, the paper examines the stances of multi-level stakeholders in contributing or obstructing the implementation in macro-, meta-, and micro-level. In macro level, the author scrutinizes how the national government during the period allowed a dual-track approach through providing financial resources in which public and private universities share diverse "responsibilities" - preserving traditional Japanese system and enhancing the globalized process respectively. In meta-level, the author examines the interactions between university administration and foreign students. It is true that university staff attempted to resolve the problems encountered by foreign students. However, the university administrative system inherited in Japanese management style disappointed those foreign students particularly from Anglophone countries. In micro level, the author looks into the daily life of international students and how the local community interpreted the increasing number of foreigners (kaikokujin) in mixed manner. Such complex analysis undoubtedly exposes that it was quite far for Japan to evolve a truly "internationalized" higher education system in the first decade of the 21 st century.展开更多
