Artificial Intelligence Technique in Hydrological Forecasts Supporting for Water Resources Management of a Large River Basin in Vietnam

Hydrological forecasting plays an important role in water resource management, supporting socio-economic development and managing water-related risks in river basins. There are many flow forecasting techniques that have been developed several centuries ago, ranging from physical models, physics-based models, conceptual models, and data-driven models. Recently, Artificial Intelligence (AI) has become an advanced technique applied as an effective data-driven model in hydrological forecasting. The main advantage of these models is that they give results with compatible accuracy, and require short computation time, thus increasing forecasting time and reducing human and financial effort. This study evaluates the applicability of machine learning and deep learning in Hanoi water level forecasting where it is controlled for flood management and water supply in the Red River Delta, Vietnam. Accordingly, SANN (machine learning algorithm) and LSTM (deep learning algorithm) were tested and compared with a Physics-Based Model (PBM) for the Red River Delta. The results show that SANN and LSTM give high accuracy. The R-squared coefficient is greater than 0.8, the mean squared error (MSE) is less than 20 cm, the correlation coefficient of the forecast hydrology is greater than 0.9 and the level of assurance of the forecast plan ranges from 80% to 90% in both cases. In addition, the calculation time is much reduced compared to the requirement of PBM, which is its limitation in hydrological forecasting for large river basins such as the Red River in Vietnam. Therefore, SANN and LSTM are expected to help increase lead time, thereby supporting water resource management for sustainable development and management of water-related risks in the Red River Delta. 展开更多

The Manas River Basin in Xinjiang Uygur autonomous region, similar to other arid regions, is facing water constraints which challenge decision-makers as to how to rationally allocate the available water resources to meet the demands from industries and natural ecosystems. Policies which integrate the supply and demand are needed to address the water stress issues. An object-oriented system dynamics model was developed to capture the interrelationships between water availability and increasing water demands from the growth of industries, agri- cultural production and the population through modeling the decision-making process of the water exploration ex- plicitly, in which water stress is used as a major indicator. The model is composed of four sectors: 1 ) natural surface and groundwater resources; 2) water demand; 3) the water exploitation process, including the decision to build reservoirs, canals and pumps; 4) water stress to which political and social systems respond through increasing the supply, limiting the growth or improving the water use efficiency. The model was calibrated using data from 1949 to 2009 for population growth, irrigated land area, industry output, perceived water stress, groundwater resources availability and the drying-out process of Manas River; and simulations were carried out from 2010 to 2050 on an annual time step. The comparison of results from calibration and observation showed that the model corresponds to observed behavior, and the simulated values fit the observed data and trends accurately. Sensitivity analysis showed that the model is robust to changes in model parameters related to population growth, land reclamation, pumping capacity and capital contribution to industry development capacity. Six scenarios were designed to inves- tigate the effectiveness of policy options in the area of reservoir relocation, urban water recycling, water demand control and groundwater pumping control. The simulation runs demonstrated that the technical solutions for im- proving water availability and water use efficiency are not sustainable. Acknowledging the carrying capacity of water resources and eliminating a growth-orientated value system are crucial for the sustainability of the Manas River Basin. 展开更多

This study presented a simulation-based two-stage interval-stochastic programming (STIP) model to support water resources management in the Kaidu-Konqi watershed in Northwest China. The modeling system coupled a distributed hydrological model with an interval two-stage stochastic programing (ITSP). The distributed hydrological model was used for establishing a rainfall-runoff forecast system, while random parameters were pro- vided by the statistical analysis of simulation outcomes water resources management planning in Kaidu-Konqi The developed STIP model was applied to a real case of watershed, where three scenarios with different water re- sources management policies were analyzed. The results indicated that water shortage mainly occurred in agri- culture, ecology and forestry sectors. In comparison, the water demand from municipality, industry and stock- breeding sectors can be satisfied due to their lower consumptions and higher economic values. Different policies for ecological water allocation can result in varied system benefits, and can help to identify desired water allocation plans with a maximum economic benefit and a minimum risk of system disruption under uncertainty. 展开更多

As the world’s top two economies,the United States(U.S.)and China face a number of similar water resources problems.Yet,few studies have been done to systematically compare policies and approaches on water resources management between China and the U.S.This study compares water resources policies of China and the U.S.in the areas of national authority,water supply,water quality,and ecosystem use of the water to draw lessons learned and shed light on water resources management in China,the U.S.,and the rest of the world.The lessons learned from the comparison include six aspects.1)New paradigms of people-water harmony and a water-saving society are urgently needed to address the pressing water crisis and achieve the United Nations Sustainable Development Goals(UN SDGs).2)A comprehensive,consistent,forward-looking national policy is necessary to achieve sustainable use of water resources.3)Empowerment of river basin commissions with comprehensive authority over the integrative management of air,land,water,and biological resources in the river basin could significantly enhance the benefits and effectiveness of economic development and environmental protection.4)Expansion of water exchange through market mechanisms among water users promotes efficient and beneficial water uses.5)Use of water for ecosystem services should be an integral part of water resources management.China has set up a national blueprint for achieving ecological civilization;maintaining appropriate amounts of flow in rivers and lakes for maintenance of wildlife and fisheries and ecosystems should be institutionalized as part of this national strategy as well.6)By sharing their rich experiences and lessons in water resources management,economic development,and ecological protection with other countries,China and the U.S.can help the world to achieve global human-water harmony and the UN SDGs. 展开更多

Beijing, the capital city of China, has suffered from acute water shortage, with only 300 m3/a of water resources available per capita. In addition, Beijing has experienced a prolonged period of consecutive droughts from 1999 to 2010. Water crisis has constrained the socio-economic development of Beijing. Meanwhile, the national "South-to-North Water Transfer"(STNWT) project, which is expected to provide some relief to the water crisis in Beijing, is still under development. In order to ensure the security of water supply in Beijing before the completion of the STNWT project, several measures have been implemented to cope with droughts, including pumping groundwater from emergency well fields,water saving, recycling of water, rain and flood water harvesting, and the diversion of water from neighboring rivers and groundwater basins. Groundwater from four emergency well fields contributes the most to the public and domestic water supplies in Beijing, supplying a total volume of 1.8×10;m;.The water crisis is supposed to be mitigated by the completion of the STNWT project. After the completion of this project, more sustainable management of water resources will be implemented,including the use of aquifers as groundwater reservoirs and conjunctive use of surface water and groundwater resources. 展开更多

Improving water use efficiency is the key solution to dealing with this issue. There are two basic mechanisms practiced in the world aiming to pursue water conservation, i.e. administrative and market-based management pattern. Water as an irreplaceable resource with many attributes, either public or market-based management mechanism has its disadvantages. In order to avoid the inherent "administrative failure" or "market failure", this paper emphasizes the importance of changing traditional water resource management mechanism to establish a mixed mechanism of public and market water management based on China’s conditions and experiences from developed countries. Three key aspects of this combined mechanism are identified in this paper, i.e. recognizing and managing water rights to promote efficiency, strengthening effectiveness of government management to lower transaction cost and encouraging water user participation to increase flexibility. The Sandougou River is the last major right bank tributary of the Gambia River.It has a catchment area of 11,668 km² and is located in Senegalese territory.The flow in this sloping basin(1‰)is favoured by the conservation of soils and vegetation.Since 1970,global rainfall trends(below the average of 800 mm)have shown a drought affecting the whole basin with an average deficit of 100 mm per year.In addition,erosion phenomenon combined with high rainfall intensities explains the rapid run-off.This constitutes a considerable loss of water resources,up to 20%in the Sandougou basin.In this rural area where primary activities predominate,anthropogenic pressure is considerable.Indeed,overexploitation of firewood,resulting from the strong dependence of local populations on this resource,is at the origin of deforestation in the Sandougou basin.Such a situation contributes to environmental degradation and also has repercussions on soil erosion.Erosion affects the water retention capacity of the soil making it more susceptible to extreme conditions such as drought.The impact of soil erosion on more remote sites is not always as apparent as the impact of erosion on the site itself.Sediment reaching watercourses can accelerate slope erosion,silt up drainage ditches and streams,silt up reservoirs,cover spawning areas and reduce water quality.Fertilizers frequently transported with soil particles can contaminate or pollute water sources.To cope with this dynamic,soil defence and restoration(SDR)techniques have long been considered as the solution to the problems.However,the multifaceted nature of environmental problems and their persistence leads to the consideration of a more holistic approach.In the Sandougou catchment area,the application of article R50 of the Senegalese Forestry Code,the implementation of planning tools(AP-IWRM),institutional development in the framework of integrated water resources management(IWRM)prove the interest of such an approach for the protection of water resources. 展开更多

She has been engaging in study on water-deficient regions in North China and Northwest China for about half a century. For solving water shortage problem in northern China, she has put forward the famous South-to-North Water Transferring Projects, which has been set as one of the four biggest national projects in the Tenth Five-Year-Plan period although there are still debates. For promoting water use efficiency, China has been reforming her water management system, including water right system and water price system. There has already been a case of water right purchase. China has also done a lot of research on the interaction between human activity, water and ecosystem. For meeting the need of sustainability and coordinating water resources development and environmental protection, the study of ecological water requirement became very hot in recent years. Coping with water scarcity in Kashafroud G-WADI Basin, Iran: climate change or growing demands?

This paper assesses the various factors contributing to climate change in the region of the Kashaffoud G-WADI Basin in Iron; quanti- fies the local impacts of climate change, especially local water scarcity; and simulates and discusses several proposed methods to combat these impacts. Hydrologic and climatic data are statistically analyzed and VENSIM modeling is used for various simulations of water resources in the basin. Results show that the natural climate changes affecting Kashafroud Basin include increased tempera- ture, less rainfall, more frequent droughts, and changes in rainfall patterns, all of which are local symptoms of climate change in recent years. However, the most important challenge in the basin is the overexploitation of surface and groundwater resources to meet the growing water demands, especially domestic needs. Changes in land use, reallocation of water uses, groundwater depletion, and deg- radation of the quality of surface waters have all contributed to significant changes in the environmental features of this basin, and are the main reason why water demands now exceed the renewal capacity of the basin. Proposed response measures include reallocation of resources among different uses, inter-basin water ~ansfers, drawing water from six small dams on the Kashafroud River, reducing groundwater extraction, and replacing groundwater extraction for agriculture by reuse of urban wastewater. This study concludes that although changes in global climatic pararneters have altered environmental features in the basin, local factors, such as water utilization beyond the renewable capacity of the basin, are more significant in worsening the impacts of climate change. 展开更多

Water use efficiency in an arid watershed: a case study

Integrated Water Resource Management (IWRM) becomes increasingly important in arid watersheds, where water resources are scarce and demands are rising under increased population pressure. In this case study, we present the results from the Elqui Valley in Chile, where water resources are shared between agriculture, mining operations, hydropower generation and drinking water for nearby cities. An IWRM model was applied to visualize water resources distribution in the catchment and determine irrigation and water use efficiencies. After calibration with observed surface and groundwater measurements, the model showed large differ- ences in efficiencies between different irrigation sectors. Most notably, irrigation sectors with the highest irrigation security, i.e., higher water rights per hectare, were characterized with lower water use efficiencies. Frequent water deficits were present in sec- tors downstream of the main reservoir, which was related to limited water rights per hectare, lower irrigation efficiencies and higher water demands due to larger agricultural areas. In subsequent scenario analyses, the model was used to evaluate the impact of improved irrigation and water use efficiencies in these downstream sectors, to confirm an important reduction in water deficits, except for drought years when surface water resources are insufficient. In a third scenario, groundwater resources were allowed to compensate for water deficits, effectively reducing these in most irrigation sectors, especially during droughts. Expansion of the current agricultural area by 37% was evaluated, as a future scenario, and was found to be unsustainable, as aquifer levels are low- ered to such levels that make annual recharge insufficient. 展开更多

The large concentration of human population,industry and services in the Metropolitan Area of Barcelona has to confront scarce water resources,serious seasonal and inter-annual variations and quality deficiencies in the sources.A large fraction of these water resources are in the medium-size Llobregat River basin and the remaining ones correspond to a surface water transfer,seawater desalination and wastewater reclamation.Groundwater dominated water resources availability before 1950.Afterwards,water supply has evolved progressively to integrated water resources management,which includes serious water quality concerns to deal with population density,river pollution,seawater intrusion in the main aquifer,and brine generation in the mid Llobregat basin due to old mining of saline minerals.The role of the alluvial aquifers has progressively evolved from being the main water source to reserve storage to cope with seasonal and drought water resources availability.River-enhanced recharge and artificial recharge are needed to assure enough groundwater storage before surface water becomes scarce and/or suffers a serious temporal loss of quality.Enhanced river recharge started in 1950.Treated river water injection in dual-purpose wells was put into operation in the early 1970s.Basin and pond recharge was added later,as well as a deep well injection barrier along the coast to reduce seawater intrusion and to allow increased groundwater abstraction in moments of water scarcity.There is a progressive evolution from solving water quantity problems to consideration of water quality improvement during recharge,with attention to emergent concern pollutants in river water and in reclaimed water to be considered for artificial recharge.Improvement of artificial recharge operation activities has been introduced and research is being carried out on the difficult behavior to degrade organic pollutants during infiltration and in the terrain.This paper presents the different activities carried out and presents the research activities,and comments on the economic,social and administrative issues involved as well. 展开更多

The cost of this information has led to a reflection on the rationalization of monitoring networks and, therefore, on the economic value of information produced by these networks. The aim of this article is to contribute to this reflection. To do so, we used the Bayesian framework to define the value of additional information in relation to the following three parameters: initial assumptions (prior probabilities) on the states of nature, costs linked to a poor decision (error costs) and accuracy of additional information. We then analyzed the impact of these parameters on this value, particularly the combined role of prior probabilities and error costs that increased or decreased the value of information depending on the initial uncertainty level. We then illustrated the results using a case study of a stream in the Bas-Rhin department in France. 展开更多

A study was performed to develop hydrological river basin coding for Turkish river basins using the pfafstetter coding system. The coding system developed in this study is based on the combination of ECRINS and pfafstetter methods. River Basin District concepts were incorporated in this method so that it can be applicable to the management of Turkish River Basins. Developed hydrological river basin coding system is flexible, versatile and fits to all types of basins in Turkey. In order to show the efficiency of the coding system, it was applied to three river basins each of which has different hydrological and topographical features from the others. The basins used for the application of the coding system have complex features such as being transboundary basins, or being coastal basins whose discharge is not joining to the main drainage system, or being a closed basin discharging to an inland lake. Using the developed hydrological river basin coding defines river basin boundaries accurately, preventing conflicts in sectorial water allocation that are caused by uncertainty in the locations of water sources, producing a base for determining water potential and estimating extreme hydrological events of the basin, producing a basis for the prevention of water disputes among stakeholders within the basin, and helping implementation of Integrated Water Resources Management (IWRM) at basin level. 展开更多

As a downstream region, Iraq was ranked among the richest Middle Eastern countries with regards to water resources. The world witnessed the emergence of a magnificent ancient civilization that largely relied on agriculture with extraordinary irrigation systems. However, during the last decade, Iraq began to suffer dramatically from inadequate water shares, desertification, and several other environmental issues due to the absence of proper resource management and, not least, various political conflicts. Numerous global water wars, particularly ones involving developing countries, reflect the importance of water shares and potential demand for water. Iraq, Turkey, and Syria, riparian watercourse countries, have engaged in a long-term water dispute that continues to yield no end through mutual agreement. This present work highlights the major events of this dispute, evaluates the causes and current water challenges, and provides a comprehensive solution through the establishment of the Iraqi Water Security Council. 展开更多

The development of water-saving agriculture is of great significance not only for increasing farmers’ production and income, but also for protecting water resources. The purpose of this paper is to learn from the experience of Israel, Japan, Korea and Singapore, improve the low efficiency of agricultural water use in China, and solve the problem of water shortage, promote the development of agriculture. This article concludes that the experience of water-saving agriculture in Israel is advanced irrigation technology, sound laws and regulations, and emphasis on science and technology. Japan’s water-saving agriculture is characterized by an efficient irrigation program and a strict agricultural water management policy. Korea’s experience in water-saving agriculture is that it has a strict water management system, with the government subsidizing the cost of irrigation projects and integrating water into agricultural development planning. Singapore’s experience in water-saving agriculture is to raise awareness of water conservation and to use step water prices. In order to promote the sustainable development of water-saving agriculture in China, the research on water-saving agriculture in the future can be carried out from the aspects of agricultural production or related agricultural technology. 展开更多
