In this paper, the water resources conflict management of Nyabarongo River and Kagera River watershed is studied. The Nyabarongo is a major river in Rwanda, begins in Nyungwe Forest, and flows up to the north-western part of the country, then down through the center to the south-east, eventually forming the main tributary of the Kagera River watershed, the main affluent of Lake Victoria, which drains into the Nile River. The basin is shared among 11 riparian states. This trans-boundary character of the Nile presents a great challenge of water conflicts;national interests have historically been promoted at the expense of regional interests. The framework of this paper is as follows: the water resources bulletin is firstly described, and then the cooperation and regional conflicts are discussed;finally a sustainable framework for governing the water resources is proposed to meet water management in riparian states.展开更多

The paper tries to construct the market mechanism which can make the vulnerable people to involve in the emission trading. The vulnerable people can buy American put option in the emission trading market. When the price of the emission runs below the contract price, the vulnerable people can get the benefit through executing the option. When the price of the emission runs above the contract price, the vulnerable people can give up the right. The binomial tree option pricing model can help the vulnerable people to make a decision through the analysis of the worth of the American put option.展开更多

The changes in the water level of the 69-km2 lake depend on 1) the rainfall linked to alternating dry/wet seasons;2) the extraction of water for human uses;3) the discharge of water from the upstream dam and the volumes turbined by the Kossou dam;4) the various anthropic effects (discharge of untreated waste water from towns and industries, and leaching from agricultural land). The average concentrations of nutrients (NH4-N: 1.1 mg/L, NO3-N: 1.62 mg/L, PO4-P: 10 mg/L, SiO2: 15 mg/L) and chlo- rophyll a (from 4.8 to 16.5 μg/L, average 11.4 μg/L) indicates some degree of eutrophication. The cumulated effects that threaten the ecosystem (degradation of water quality and eutrophication) are such that they are likely to interfere with various water uses. In a context of growing health and environmental concerns in Africa, this study demonstrates conflicts between different uses of this water resource and the urgent need for an appropriate policy including specific monitoring of lake water quality, wastewater control, and a programme to reduce agricultural fertilizers.展开更多

The methodology of the Transbound...The present article sought to address the issue of shared management of water resources among sovereign states in Latin America, focusing on the hydrographic basin of the River Plate. The methodology of the Transboundary Waters Assessment Programme for river basins proposed by the United Nations was used to evaluate risks within current and future scenarios. The results obtained allow the inference that the River Plate basin is in a moderate-risk category. However, high and very high risk values were observed for the pollution, dams and economic reliance indicators, which in the future horizon could promote conflicts regarding water resource use. In conclusion, states should establish their priorities and clear rules for monitoring, use and surveillance of water. This process should be done in an integrated manner, with due regard for international arrangements, and should be compatible with the policies and management instruments of the countries involved.展开更多
The chronic water shortage in the Middle East North Africa (MENA) region is a perplexing issue, undoubtedly because various operational sectors, multi-institutions and stakeholders are inextricably interconnected. In ...The chronic water shortage in the Middle East North Africa (MENA) region is a perplexing issue, undoubtedly because various operational sectors, multi-institutions and stakeholders are inextricably interconnected. In the light of climate variability and the unprecedented population growth rate, the per capita water resources and biocapacity will continue plummeting, and the demand-gap will seriously expand. Existing water quantification agreements have been deemed inefficient to solve the problem of naturally diminishing water resources and thus require immediate re-assembling. Most scholarly endeavors, including key international organizations, NGOs, and “Think Tank” policy briefs have limitedly addressed water shortage in contexts of regional politics, mass media, and, importantly, from social psychology perspectives. Therefore, a thorough analysis and interdisciplinary approach is required to find a feasible and suitable framework of solutions and from a multi-perspective podium. A synthesis of cross-sectorial bottlenecks that are crucial to water management is presented, and a suite of practical recommendations are introduced to water authorities and governments. This study argues that in the shadow of the region’s political instability, the clash of ideologies and its repercussions, and issues of national security and sovereignty, regional cooperation on water issues remain prognostications. In this essence, governments of MENA countries are urged to develop measures to substantially increase the water supply through innovative approaches. Such measures include enhancing the capacities of water harvesting, maximizing the storage capacities of the built dams, and deploying groundwater recharge techniques. Furthermore, seawater and brackish water desalination through clean energy technologies is a contemporary solution with socio-economic and multiple benefits. Multi-billion water projects might not be suitable approach in the absence of external funding and the aforementioned hurdles. Further research is required to address the social economics, and environmental aspects of desalination and the socio-economic feasibility of privatizing drinking water utilities and price polarization.展开更多

The results obtained allowed the inference that the Amazon Basin, considering all indicators, is in the “moderate” category of risk within the current scenario. In turn, when only the “governance” indicator is considered, reflected through projected water politics tensions, the risk category for the basin becomes “high”, both in the current and future scenarios (2030 and 2050). Each player has a five-dimensional strategy vector, the strategy sets are defined by 15 linear constraints, and the three payoff functions are also linear. A nonlinear optimization problem is first formulated to obtain the Nash equilibrium based on the Kuhn-Tucker conditions, and then, duality theorem is used to develop a computational procedure. The problem can also be considered as a conflict between the three players. The non-symmetric Nash bargaining solution is suggested to find the solution. Multiobjective programming is an alternative solution concept, when the water supply of the three players are the objectives, and the water authority is considered to be the decision maker. The optimal water distribution strategies are determined by using these solution concepts and methods.展开更多
