Evaluation of China's Decade-long West Development Strategy

The objective of the West China Development Strategy was to boost economic development and to narrow the gap betweeneastern and western China.After ten years of implementation,now is the proper time to summarize and evaluate theperformance so that more suitable measures can be adopted in the subsequent stage.Applying quantitative and qualitativemethods,the author investigates the economic and social changes of the western regions between 1999 and 2008,andevaluates their performances based on the following factors:total economic output,the speed of economic growth,industrial structure,standard of living and infrastructure construction.

Current Situation and Development Countermeasures on Grassland Resource in Farming-pasturing Ecotone in West Jilin Province

Upon the current degradation situation of grassland in west Jilin Province,I analyzed the effects of natural factors and human activities on the degradation of grassland,and further purposefully put forward countermeasures on the remediation and development of grassland.As a conclusion,scientifically utilizing and protecting the grassland resources could suppress grassland degradation,promoting the sustainable development of regional economy.

Research on Development Strategy of Tourism Supporting for Poverty Alleviation in West Hubei

West Hubei Circle referred to the eight cities and prefectures which were Xiangfan,Jingzhou,Yichang,Shiyan,Jingmen,Suizhou,Enshi and Shennongjia.The economic and social development in this area was lagging behind,with wide poverty area,large impoverished population,poor natural condition and weak development foundation.Owing to lack of investment sources,the poverty-overcoming cost and poverty-returning rate in this area was high.It was the key area of poverty alleviation of Hubei Province.On the basis of analysis of the features of poverty alleviation in poverty-stricken areas of West Hubei,with the internal relation between tourism and poverty-alleviation as the reference,the author proposed the conceptualization of linkage development of tourism and poverty-alleviation west Hubei and preliminarily analyzed the feasibility of the linkage development between tourism and poverty-alleviation.The author considered that tourism and poverty-alleviation could mutually complement each other in function.The cultural and ecological tourism resources in West Hubei were abundant and unique,high in resources taste.And tourism was an industry with high return and intensive capital.It could collect capitals,lands,talents and technologies,win a great deal of human,material,capital and information resources in West Hubei,so as the promote the amelioration of the rural infrastructure and living conditions and urban construction.Meanwhile,the basic strategy of poverty-alleviation was put forward,that is,establishing the development mechanism with government as the lead and enterprises as the subjects,the financing mechanism of diversified investments and wide-ranging financing.Besides,with tourism as the trigger,tourism supporting for poverty-alleviation and ecological cultural village would be developed simultaneously,assisted by community participation mechanism,so as to realize mutual benefit and win-win cooperation of tourism and poverty-alleviation.

Study on Environmental Capacity and Sustainable Development Strategy of Scenic Areas ——Taking the Scenic Area of Slender West Lake in Yangzhou for an Example

Port Logistics in West and Central Africa: A Strategic Development under Globalization

The main idea of this study is to provide help to West and Central Africa port logistics authorities in making, evaluating and realizing their decisions on port development/management, all in an effort to guaranty port efficiency and operational brilliance to profit the different ports, their hinterlands and their related clients. Consequently, an examination is made as far as port sector is concerned, with an ever more demanding enhancement in operational efficiency. Moreover, a past research on West and Central Africa Ports, as well as an overview on port logistics was made, making it possible to determine what has been done (prospects) and what is still to be done (ineffectiveness), in prospective of a more reformed and efficient port. One of the principles of this paper is also to confer all the aspects that operate as obstacles to the WCA port’s improvement and development;using thus the evaluation model called EWCA (Evaluation of West and Central Africa Ports), which gives a descriptive analysis of the present situation of the latter’s port logistics, including the aid of multiple regression model to determine an impact of explanatory variables on the study probability. Applying the method of strategic development, this paper thus deals with exploring typical problems and quandaries of West and Central Africa ports. The findings suggested how to fight back or overcome the constrictions and strangulations;enabling West and Central Africa port logistics attain their desired strategic development aims, despite the ineffectiveness. Tremendous efforts were made, giving a vital shoot on African economy and development;even though there is still a lot to do, for the data and variables showed how the port logistics augment and descend frequently without a long period of stability.

Open Source Software Movement: A Challenging Opportunity for the Development of China's Software Industry

The software industries in developing countries are facing enormous challenges in order to grow amid fierce competition of import from the software makers in developed countries. Open source software (OSS) movement, which is a particular phenomenon in the software industries, seems to be a challenging opportunity for the developing countries that wants to move their own software industries up the value chain. This paper, using China as an example, identifies the issues that need to be addressed for the software industry, as well as the special characteristics of software products that need to be dealt with carefully. It proposes promoting OSS as a strategy the Chinese government should adopt to grow the software industry and the specific actions that should be taken.

Comparative Research on the Economic Development of Xinjiang i n the Perspective of Development of the West Regions

In the context of Development of the West Regions, by using the annual data from 1999 to 2009 in whole China and 12 provinces of the western regions, we analyze the achievements of socio-economic development of Xinjiang Uygur Autonomous Region from 1999 to 2009 as follows: the economic aggregate has increased prominently and the growth rate is increasing ceaselessly; the primary industry, secondary industry and tertiary industry develop evenly, and the industrial structure is incessantly optimized; the quality of economic growth is promoted increasingly and the living standard of people is improved greatly; the primary industry, secondary industry and tertiary industry stride in tandem, and the momentum of growth is strong. We conduct horizontal comparison on the main economic indicators of Xinjiang, 12 provinces of the western regions and whole China, which include GDP and its growth rate, investment of fixed assets, structure of the primary industry, secondary industry and tertiary industry, the industrial added value, GDP per capita, gross retail sales of social consumption, export and import trade, net income per capita of peasants and herdsmen, and general budget revenue. The result shows that although the implementation of the strategy of Development of the West Regions and the economic development of Xinjiang have achieved some remarkable results, there is a conspicuous gap in comparison with the expected effect. The problems existing in the operation of Xinjiang's economy are analyzed as follows: the industrial level is low, and the economic growth mode is yet to be transformed; the disposable income per capita of urban residents grows slowly, and the increasing gap between the urban areas and rural areas has no trend of dwindling; the investment aggregate is very low, and the momentum of economic growth is short. In order to make the central government and 19 provinces and cities offer pointed aid for Xinjiang, promote the implementation of new strategic development of Western China, and promote the better economic development of Xinjiang in the period of the Twelfth Five-Year Plan, we put forward some feasible suggestions as follows: Xinjiang should grasp favorable opportunities and quicken the pace of industrial structural adjustment; continue to open up to the outside world unswervingly, and improve investment environment ceaselessly; strive to maintain the continuous and rapid development of economy, and improve the living standard of people.

A study on sustainable development capacity of China's coastal areas using indices dimension reduction method

Sustainable Development Capacity (SDC) is a comprehensive concept. In order to obtain a relatively objective evaluation of it, many indices of various aspects are often used in assessing index systems. However, the overlapping information of indices is a frequent source deviating the result from the truth. In this paper, 48 indices are selected as original variables in assessing SDC of China's coastal areas. The mathematical method of dimension reducing treatment is used for eliminating the overlapping information in 48 variables. Five new comprehensive indices are extracted bearing efficient messages of original indices. On the base of new indices values, the sequencing of 12 coastal areas SDC is gained, and five patterns of sustainable development regions are sorted. Then, the leading factors and their relations of SDC in these patterns are analyzed. The gains of research are discussed in the end.

Problems in the Development of Small Cities and Towns in West China and Countermeasures: A Case Study of Luzhou City, Sichuan Province

New urbanization targets at coordinated urban-rural development, and construction of ecological and livable environment, it is the foundation for breaking urban-rural dual structure of China and promoting the agricultural modernization. Small cities and towns as carriers of new urbanization have already become important paths of realizing new urbanization and solving problems concerning 300 million peasants in China. Considering the requirements of new urbanization, this paper took Luzhou City in Sichuan Province for example to explore development path suitable for small cities and towns in west China and gave pertinent suggestions.

IMPACTS OF SEA LEVEL RISE ON MAJOR PROJECTS AND URBAN DEVELOPMENT IN CHINA'S COASTAL PLAINS

Due to the dual dris oftural and man-made factors, relative sea leverise in China's coastal plains can be 2 to 3 times over the global mean dunng thefirst half of the 21st Century, it will strongly whuence the vanous coastal projectsand installations and the development of coastal dhes and towns. Research resultsshow that a 50-cm-nse in relative sea leve will cause maed decline in the functionof coastal defense and drainage projects and seriously endangur the functionalworking of the vast majority of coastal harbors. Meanwhile, it will also whuence thedevelopment of coastal dhes and towns throwi deterioratin water quality of thesource of urban water supply, increasing urban fiood risk and damagin seasidetounst resources etc.. Tianin, Shanghai and Guangzhou, the three most importancoastal dhes of China, will be Strongly affeded.

Study on Development of the West of Shandong Province Based on Overall Regional Development Planning Pattern

The overall regional development planning pattern has been considered to be a new and effective pattern as for development of provincial economy.The article analyzed the current conditions of the west of Shandong Province and tried to find the generation mechanisms of current non-balanced economic development of Shandong Province.And then approaches to regional development were put forward according to the theory of regional development pattern as a whole.

An Analysis of Farming in the Rural Economic Development of West Virginia

Farming is still an important sector in rural economic development of West Virginia where 44% of the population lives in rural areas and 24% of the land is used for farming. While income earnings, education and employment rates are low in rural areas, poverty rates and unemployment are high compared to the urban areas. Thus, in the context of rural development farming is a potential major economic sector where 42% of the people＇s primary occupation is reported as farming. The objective of this study is to identify and estimate the potential impacts of farm employment in rural economic growth of West Virginia. Data from U.S. Bureau of Labor Statistics and U.S Census Bureau for the period of 1993 to 2008 are used for the empirical analysis. A model derived from the three simultaneous equations of Duncan is used for analysis. Three-Stage Least Squares （3SLS） method using the statistical package of STATA is used for estimation. The results concerning simultaneous relationships with population density growth, per capita income growth, and farm employment growth reveal significant importance of farming in rural economic development of West Virginia. Furthermore, the results indicate the positive impacts of population density, number of people with farming as principal occupation, and crop production on rural farming sector.

Introducing Seawater from Bohai Sea to West China for Sustainable Development in the Area

Sustained and profound aridization process in north west China in Tertiary and Quaternary period and time of mankind history are discussed. The rain creased function of 3 set high mountain condensation systems in north west China is recognized once more. A sandstorm happened on 20th March 2002 in Alasan and Ejinaqi areas was very strong and arrived in Japan and Korea. For saving Alasan area from sandstorm a way of introducing sea water from Bohai to Alasan has been proposed. Four problems are replied in this paper. It is concluded that introducing sea water from Bohai to west China is the best way for sustainable development of west China.
