It is shown that the WPSH tends to retreat eastwards with weak intensity during the developing summer. The anomaly exhibits an intraseasonal variation with a weaker anomaly in June and July and a stronger anomaly in August, indicating that different underlying physical mechanisms may be responsible for the anomalous WPSH during early and late summer periods. In June and July, owing to the cold advection anomaly characterized as a weak northerly anomaly from high latitudes, geopotential height in East Asia is reduced and the WPSH tends to retreat eastwards slightly. By contrast, enhanced convection over the warm pool in August makes the atmosphere more sensitive to E1 Nifio forcing. Consequently, a cyclonic anomaly in the western Pacific is induced, which is consistent with the seasonal march of atmospheric circulation from July to August. Accordingly, geopotential height in the western Pacific is reduced significantly, and the WPSH tends to retreat eastwards remarkably in August. Different from the developing summer, geopotential height in the decaying summer over East Asia and the western Pacific tends to enhance and extend northwards from June to August consistently, reaching the maximum anomaly in August. Therefore, the seasonal march plays an important role in the WPSH anomaly for both the developing and decaying summer.展开更多

The results indicate that economic density is positively related to both rural settlements density (R^2=0.73) and rural population density (R^2=0.77), and it is the same for relationship between towns density and rural settlements density (R^2=0.88) and between towns density and economic density (R^2=0.71), and the scattered distribution pattern of the rural settlements and shortage of economic centers is a major factor to the lagged socioeconomic development. On the eco-economic zoning to Daofu County, the paper indicates the spatial distribution model and the industrial development model of the rural settlements need to be changed, and rural population should be concentrated in larger rural settlements with development of off-farm industries while infrastructure construction is to reinforced.展开更多

From the perspective of ecological footprint, the sustainable development status of west China and 12 provinces and cities in 2009 and 1999 are compared vertically and horizontally. Results assume that no matter weighting by using local or national ecological carrying capacity, the west area laid in the unsustainable development state in 2009; in 1999, the west area was on the unsustainable development stage taking the local and national level as the reference and it was at the sustainable stage at the global level. In 2009, most provinces in western China laid on the unsustainable stage at the local, national and global level. Compared with that in 2009,few provinces in western China were on the unsustainable stage at different levels. In general, the sustainable developmental momentum of western China in 2009 was weaker than that in ten years ago and many provinces and cities decreased to unsustainable state.展开更多

A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.展开更多

On the eco-economic zoning to Daofu County, the paper indicates the spatial distribution model and the industrial development model of the rural settlements need to be changed, and rural population should be concentrated in larger rural settlements with development of off-farm industries while infrastructure construction is to reinforced.

文摘Western China has lagged a lot in terms of industrial structure and economic development, compared with the national average. And China announced its target of CO_2 emission reduction,i.e.by 2020,CO_2 emission per GDP will drop by40-45%compared with 2005.The target will be incorporated into China's long-term industrial planning.Against this background, this paper will make a comprehensive examination of the industrial development of Western China, aiming to discover a green and compatible way.First,we analyze the spatiotemporal evolution of regional industrial structure for the period 2000-2010.Second,we try to discover the industrial structure optimization path for Western China by employing the Vector Auto Regression model.Lastly,we try to provide some advice and suggestions for further industrial development in Western China. Our examination shows that further industrial development in Western China should pay full attention to resource conservation and recycling, and develop on a green and compatible path.
文摘The Western Development Strategy(WDS)is a key aspect of China’s coordinated regional development strategy and effort to build a modern country. The world is undergoing profound changes that have not been witnessed in a century. This paper discusses the WDS’s importance in regards to China’s modernization drive and the great rejuvenation of the Chinese nation.First, this paper identifies the WDS’s mission to improve people’s livelihood in China’s western regions, promote common prosperity for the Eurasian continent, and support the green transition of China’s and Eurasian energy economic and environmental systems, and safeguard ecological security in Asia at large.Second, this paper suggests that the key to the WDS is to reshape the geographical layout of economic activity in the western regions to avoid inefficiency.Specifically,China should develop a compact geographical layout of economic activity in the western regions, introduce a unique competition strategy,as well as find solutions for coordinated regional development based on key river basins. Finally, develop smart internet and inland free ports within the western regions.
文摘Sustainable tourism,as an integral part of sustainable development, emerged as a logical outcome of preventing the uncontrolled and excessive use of tourism resources and attractions. This study analyzes whether mountain tourism development in Serbia can be sustainable and feasible in the long term.Given the heterogeneity of mountains in Serbia in terms of tourism development, the subject of this research is the achieved level of sustainable tourism development in mountains in the most developed and most visited region in Serbia-sumadija and Western Serbia:Zlatibor,Kopaonik,Tara,Zlatar,Mokra Gora and Go?.The sustainable tourism development level was analyzed by using five groups of the EU’s comparative indicators:economic, social, cultural, environmental and tourist satisfaction indicators. The results showed that the development of tourism in the examined mountains is not fully aligned with sustainable development. The tourist satisfaction indicator has the most acceptable values, which is a good basis for further harmonization of tourism development on the principles of sustainability.Economic indicators, especially the ratio of overnight stays and accommodation capacities, show the most unacceptable values, which indicate the need for implementing changes in the process of tourism development in the coming period. The analysis of sustainable tourism in mountain areas in sumadija and the Western Serbia undoubtfully points out that it is necessary to significantly change the current tourism product portfolio, which implies harmonizing mountain tourism development with global trends.Certainly,a comparative analysis that looks at the degree of sustainability of mountain tourism in some countries of the Alpine region, such as Switzerland,Austria and Slovenia, contributes to this. The more intensive development of tourism throughout the year would significantly improve indicators of sustainable tourism in all analyzed mountain areas of Sumadija and Western Serbia. This would improve the value of economic indicators, which are marked as the most unsustainable. The development of tourism in the summer season, especially recreational and adventure tourism, would improve the social and cultural component of sustainable tourism.Environmental dimension of sustainable tourism would be enhanced by the development of ecotourism.By connecting spatially close mountains(Zlatibor,Zlatar,Tara and Mokra Gora)into a unique and integrated tourism destination, synergistic effects would be achieved resulting in international recognition and making the region of?umadija and Western Serbia competitive on the European market.

文摘The thesis underscores the significant role of human capital in elevating rural self-development ability. The investment of human capital is making great contribution to western rural economic growth, and it plays an irreplaceable role in promoting the socio-economic development prominently. The characteristics of human resources development in western rural areas for the moment are analyzed as follows:the employment structure is simple;the structure of human resources is irrational;the shortage of human resources aggregate is accompanied by the critical phenomenon of idling;the human resources drain badly;there is low input and low output of talents. The thesis also propounds the fundamental approaches in order to elevating self-development ability of western rural areas:we should practise and implement National Medium and Long-term Planning of Talents Development and lay down as soon as possible the detailed matching policies and measures based on the reality of western rural areas;we should develop the education in western rural areas vigorously, and formulate the developmental strategies of bridging "knowledge gap";we should establish sound rural human resources development system, and reinforce the degree of training returning-home migrant workers;we should adjust the structure of human investment timely as needed, and strengthen the degree of human capital investment conspicuously.

文摘On the basis of ecological footprint theory, the ecological footprint and ecological carrying capacity of western China and 12 provinces and cities in 2009 are calculated. In general, the sustainable developmental momentum of western China in 2009 was weaker than that in ten years ago and many provinces and cities decreased to unsustainable state.

文摘The Chinese Camp mining district in the western Sierra Nevada of California,USA,contains a serpentinized, ultramafic dunite intrusion with podiform chromite deposits.Serpentine soils have developed over this intrusion, creating a unique ecosystem of endemic vegetation and soils characterized by low Ca/Mg ratios and high Ni and Cr contents. The vegetation and red coloration make it easy to visually distinguish between soils developed over intruded, serpentinized bedrock and unmineralized, adjacent andesite bedrock(Fig.1).The purpose of our study was to compare soil chemistry and vegetative parameters among 3 study-design levels:1)undisturbed serpentine soil,2)undisturbed background soil(non-serpentine,developed over andesite),and 3)serpentine soil disturbed by mining activities.Within each of these l e v*e ls,3 random locations were chosen where weestablished 3,30-m transects(spaced 120-degrees apart). One soil sample was collected at a random location along each transect(0-15 cm depth after removing litter/O horizon). This scheme resulted in the collection of 9replicate soil samples per study-design level.Samples were analyzed for total metal content by ICP-AES/MS(inductively coupled plasma atomic emission spectroscopy/mass spectroscopy),p H,electrical conductivity, and total C/N/S.The vegetative parameter of%canopy cover was measured with a line-point intercept survey along each transect, using 0.6m intervals.Above-ground net primary productivity(ANPP)was estimated by harvesting all aboveground living plant material within a 0.5 m quadrant at 3 random locations along each transect, drying, and weighting the material.Significant differences among design levels were observed for ANPP,canopy cover, total P,total N,and Ca/Mg,where the median values for these parameters decreased in the order undisturbed background>undisturbed serpentine>mining-disturbed serpentine. The highest concentrations of Cr and Ni were found in undisturbed serpentine(medians of 1960 ppm and 2529ppm,respectively)followed by mining-disturbed serpentine(medians of 420 and 2120,respectively)then undisturbed non-serpentine(medians 47.0 and 32.2 ppm, respectively).Soil p H varied significantly among the design levels with a median 5.74 in undisturbed background, median 6.25 in undisturbed serpentine, and median of 7.17 in mining-disturbed serpentine. These data document the distinct differences in soil chemistry and vegetation parameters between undisturbed serpentine soil and adjacent, undisturbed background soil.Efforts toward mining reclamation must recognize these differences and include the correct baseline conditions in the reclamation plan.

文摘As one of the important policies of promoting the formation of main functional areas, the industrial policy directly determines the sustainable growth of space control ability of main functional areas. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.
