China's Wind Power Development in 2008

This paper summarizes the basic situation of the wind power development in China in 2008,and carries out a brief analysis of the proportion of the nationwide wind power to the global wind sector as well as to the total installed capacity in the country. By reviewing the remarkable achievements in China's wind power development since the enforcement of the Renewable Energy Act of the People's Republic of China,some issues concerning the policy effect and wind power development are touched on.

东北地区风能资源开发与风电产业发展

东北地区是我国重要工业基地,也是风能资源非常丰富的地区,风能资源开发利用与风能产业发展在全国占据重要的战略地位。本文在对东北地区风能资源储量、开发利用价值、开发利用现状与存在问题分析的基础上,提出了风能资源开发与风电产业发展目标与对策。研究表明,东北地区风能资源开发利用价值大,风电产业发展迅速,但风能资源与风电产业匹配程度低,风电场建设规模普遍偏小,规划目标偏低,大型风力发电机国产化程度低。针对这些问题,文章提出了科学的风电产业发展目标,预测到2020年东北地区风电装机容量将达到1 120×104kW,将建成辽中南及辽东半岛风电产业基地、吉西白城—松原风电产业基地和黑龙江东部风电产业基地。实现上述目标,建议提升风能资源开发在振兴东北老工业基地中的战略地位与作用,加大投入,摸清风能资源家底,制定科学规划,扩大风电装机容量,以多元化投资推动东北地区风电产业实现跨越式发展。
