Taking Xundian County, the first county in Yunnan Province that has been lifted out of poverty, as an research case, this article analyzes and summarizes the industry-supporting poverty alleviation achievements and successful experience of two typical relocation areas (Shanhou Village and Eyang Village) in Xundian County. Practice has shown that the key to industry-supporting poverty alleviation lies in targetedness to strengthen the participation of poor farmers in industrial development. The interests of poverty alleviation entities should be linked by market mechanism to establish a benign interaction between all parties for win-win situation, thereby effectively guaranteeing the long-term and healthy development of poverty alleviation by supporting industry.展开更多
The transfer of rural population to urban areas is the inevitable result of China s economic development,and going out to work is an important poverty alleviation model for poor areas to adapt to this historical trend...The transfer of rural population to urban areas is the inevitable result of China s economic development,and going out to work is an important poverty alleviation model for poor areas to adapt to this historical trend.Studying its typical practices not only has practical guidance and reference for targeted poverty alleviation and poverty alleviation work,but also has important implications for how to rationally allocate regional population,resources,environment and economy.This paper investigates and explores the labor migration-promoting poverty alleviation model in Xundian Hui and Yi Autonomous County in the Wumeng mountainous area,a national concentrated and contiguous poverty-stricken area.On the basis of sorting out the leadership system,training methods,assistance ideas,working mechanism and poverty alleviation achievements,the income of 50 poverty-free households in 2018 was investigated and analyzed specifically.The results show that the poverty alleviation in Xundian County has achieved significant achievements both in macro and individual farmers,and it has played a decisive role in getting rid of poverty for households with migrant workers.In addition,the successful experience of Xundian County to increase income and get rid of poverty is sorted out,and the problems existing in this model are analyzed.It is believed that attention should be paid to the impact of labor migration on rural land use and citizenization of migrant workers.展开更多

If we want to maintain poverty alleviation results,it is unsustainable to rely on solely on external forces but must rely on its endogenous motivation. Xundian County is located in the Wumeng Mountain area in the upper reaches of the Yangtze River which is a concentrated contiguous extreme poverty-stricken area. Although the natural conditions are poor and the foundation is weak,it took the lead in poverty alleviation throughout the province at the end of 2017 with a poverty rate of 0. 35%. Moreover,the poverty alleviation achievements have been stabilized,and the incidence of poverty declined to 0. 25% in 2018. These are inseparable from the unique " three stresses and three commentaries" to stimulate endogenous motivation. This article systematically studies the poverty alleviation model of " three stresses and three commentaries" to stimulate endogenous motivation in the county. Through in-depth analysis of the specific content,operation process,work achievements and typical cases of the model,the internal mechanism of action is obtained,and its experience worthy of reference are summarized. The gradual migration of rural population to cities is an inevitable result of the sustainable development of China’s society and economy.Going out to work is not only a personal behavior of farmers in line with this...The gradual migration of rural population to cities is an inevitable result of the sustainable development of China’s society and economy.Going out to work is not only a personal behavior of farmers in line with this historical trend,and in the present moment,it is also an important measure to win the battle against poverty.Xundian Yi and Hui Autonomous County is located in the northeast of Yunnan Province.It is one of the key counties in China’s poverty alleviation and development work.Through the implementation of special measures to increase labor income,a total of 125611 rural laborers were employed from 2014 to 2018,and as a result,a large number of farmers have been lifted out of poverty.However,under this model,the transfer of a large number of rural laborers also has an impact on the utilization of contracted land of migrant households,mainly demonstrated by land abandonment,decline in land use efficiency and decline in land productivity,which are not conducive to the sustainable use and protection of land resources.To this end,based on field research,this article analyzes the changes in the utilization of land of migrant households under the poverty alleviation model of working outside,as well as their impact.In addition,the questionnaire survey of the registered poverty-stricken households show that the area and productivity of land owned by households with migrant workers are on a downward trend compared to those before and those of households without migrant workers.Land transfer is a feasible means to solve this problem and to consolidate the achievements of poverty alleviation and sustainable use of land resources.It is suggested that great attention should be paid to the contract and management issue of land left by migrant households,establishment of efficient guarantee mechanism,improvement of land utilization and promotion of saving and intensive use of land resources to bring the land resources to their proper value.展开更多

Xundian Hui and Yi Autonomous County in Yunnan Province is a national poor county integrating ' nationality,poverty,mountainous area and old revolutionary base area'. In recent years,based on the actual situation,Xundian County has explored an effective way of health poverty alleviation. It has effectively prevented the phenomenon of poverty caused by illness and returning to poverty due to illness,and effectively ensured that Xundian County has successfully achieved the goal of getting rid of poverty. Xundian County finally got rid of the shadow of ' poverty' for more than 30 years to become one of the first batch of counties in Yunnan Province to get rid of poverty. This paper makes great efforts to analyze and summarize the specific methods,main achievements,successful experience,lessons and reference about health poverty alleviation in Xundian County. This is also a new measure explored by the CPC Central Committee in the new historical period to solve rural reform and extricate the poor from poverty,and can effectively enhance the enthusiasm of the masses in poverty alleviation and development work. Xundian Hui and Yi Autonomous County is located in the mountainous area of northeast Yunnan Province. It is one of the 592 national key counties for poverty alleviation and development and one of the 38 continuous development counties in Wumeng Mountain area. Since the implementation of the accurate poverty alleviation strategy,Xundian County insists on getting rid of poverty to grasp the overall situation of county economic and social development,focus on the actual situation of the county people,and conscientiously grasp the key of industrial poverty alleviation. It regards industry as the fundamental driving force to realize poverty alleviation from " blood transfusion" to " blood creation",and innovates the model of " Party branch +" to help the poor out of poverty by industry. It has selected 187 agricultural enterprises( cooperatives,large households) to achieve full coverage of all registered poor households,and achieved remarkable results. It has realized that each poor village has one to two leading industries,and each poor household has one to two industrial income projects,having led 30 500 poor households to increase their average income by more than 1 850 yuan. The final incidence of poverty decreased from 26. 93% in 2014 to 0. 35% at the end of 2017,becoming one of the first counties in Yunnan Province to get rid of poverty. It is also the only county in Yunnan Province that has won the Antipoverty Organization Innovation Award of the State Council. Based on field research and interviews,this paper analyzes and summarizes the specific methods,main achievements,practical experience and popularization and application measures of Xundian County " Party Branch +" to promote industrial poverty alleviation,so as to provide necessary reference for accurate poverty reduction and poverty alleviation in similar mountainous areas of Yunnan Province and other provinces.展开更多
