The human rights cause in the world still faces structural challenges and crises, the factor of which including scarcity of living material resources, global environmental crisis and global terrorism. However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. It calls on all countries to work hand in hand and work together to build a community with a shared future for mankind so as to realize the modernization of global governance and hence the comprehensive development of human beings.

China's Maritime Governance:Practical Evolution and Theoretical Construction

Revisiting the Spirit of the UDHR and Discussing Human Rights Development——Summary of Views from the Seminar Commemorating the 75th Anniversary of the Universal Declaration of Human Rights

On December 4,2023,the China Society for Human Rights Studies hosted a seminar in Beijing commemorating the 75^(th) Anniversary of the Universal Declaration of Human Rights.Participants discussed topics such as the significance of the Universal Declaration of Human Rights,China’s theories and practices in respecting and safeguarding human rights,the three global initiatives and global human rights governance,human rights protection in the digital age,and telling Chinese stories of human rights in the new era.The discussions led to a broad consensus and achieved positive results.

Building International Consensus and Working Together to Advance the Development of the Global Human Rights Cause—Summary of Academic Views at the Forum on Global Human Rights Governance

On June 14-15,2023,the Forum on Global Human Rights Governance,jointly hosted by the State Council Information Office,the Ministry of Foreign Affairs,and the China International Development Cooperation Agency,was held in Beijing under the theme of“Equality,Cooperation and Development:The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance.”Participants conducted in-depth discussions and exchanges on topics such as“International Cooperation and Global Human Rights Governance,”“Global Development Initiative and the Realization of the Right to Development”,“Global Security Initiative and Human Rights Protection,”“UN Human Rights Mechanisms and Global Human Rights Governance,”and“Human Rights Protection in the Digital Age.”The event helped build international consensus and yielded fruitful achievements.

China's renewed perception of global environmental governance

China's idea of a community of a shared future for humanity(CSFH)has become the guiding principle and norm to be further embedded and integrated into the country's approach to environmental governance.Under the Paris Agreement and the UN Sustainable Development Goals,China strongly emphasizes the implementation of its national strategy to mitigate the global climate crisis,and construct international environmental institutions by advocating fair cooperation resulting in mutual gain.China's role as a responsible major country is expected to be more proactive in international process.In particular,the concept of CSFH exerts positive,far-reaching impacts on the greening of the Belt and Road Initiative and the construction of solid South-South relations.Based on the renewed perception,China shall undertake its responsibilities in the reform of the global environmental governance system by leading multilateralism to strengthen the capacity of relevant international institutions such as the UN.Driven by China's political will,this concept reflects China's more confident attitude toward global environmental governance.Most profoundly,mainstreaming the vision of CSFH will elevate China's role to a new level in the coming years in terms of norm creation in international environmental institutions.

The modernization of national governance has become the fifth modernization that modem China urgently needs to push forward and bring into reality.The building of a modern Chinese model of national governance must pursue,as its ultimate goals,the realization of the happiness of the people.The modernization of China’s national governance has chosen to rely on realizing good governance based on good laws,whereas development is the intrinsic force driving such modernization.Participating in global human rights governance and building a community with a shared future for human beings are connotation requirements of the modernization of China’s national governance.

As the"third sector",social organizations are increasingly involved in human rights affairs in the era of governance through cooperation.They play an important role in the construction of a human rights community with the core of"common human values",and together with the government and other relevant subjects,they become the guarantors of human rights.By sorting out the main contributions of social organizations and successful experiences participating in human rights governance,it can be seen that they timely support relevant policies and laws and the participation through certain modes are successful experiences of social organizations in participating in human rights governance.Under the guarantee of the mechanism of effectiveness and risk control along the whole chain before,during and after the process,these contributions and experience will provide better Chinese experience and Chinese programs to promote global human rights governance and the progress of human rights cause in the world.

China's Contributions to South-South Human Rights Governance: Concept and Practice——In the Vision of Global Human Rights Governance

Currently, human rights governance in Global South countries faces non-traditional human rights challenges in addition to the traditional ones. The view of human rights governance dominated by Western liberalism is already overstretched when facing the human rights governance dilemma of the less-developed countries. The proposal to build a community with a shared future for mankind as well as The Belt and Road have contributed new Chinese wisdom and action plans for South-South cooperation and global governance rights both theoretically and practically, which has important significance for easing the predicament of the human rights protection in the Global South.

北极治理中的中国身份:建构要素、重构动因与提升路径

国家身份是一国对其形象的界定,其决定了国家的利益和行事风格,对一国的战略制定和行为有着重要影响。身份建构是一个系统工程,包括自我认知、身份叙事、他者认同三个构成要素。当前中国对于自身北极身份的认知主要包含人类命运共同体理念、负责任大国、北极利益攸关者三部分,分别从“宏观-中观-微观”三层次开展了相应的身份叙事,但受到传统北极理事会秩序、国际竞争和大国博弈加剧三方面的约束,他国对于中国北极身份的认知尚不充分。对此,中国北极身份的建构首先应遵循强调共同利益的“北极各利益攸关方的治理命运共同体”路线,以此寻求与其他利益攸关方建立更多连接,增强国际社会对中国北极身份的认同;其次,要强调负责任大国形象,主动承担北极治理的大国责任,为北极地区提供更多具有公平示范意义的合作治理公共产品,提升我国在北极治理秩序中的稳定性和权威性;最后,坚持人类命运共同体理念的外交思想,借助双边与多边并举的北极治理参与模式,持续发力推动北极命运共同体的制度化构建力度,形成从合作共赢的“北极利益共同体”到休戚与共的“北极命运共同体”之间的理念贯通,构建以北极利益攸关者为中心的北极国际合作新秩序。

Formalizing Foreign-Related Affairs Governance and Exercising Foreign-Related Laws in China

Foreign-related affairs are international relations considered from a domestic perspective,and their governance models vary over time.War has long been a decisive approach to handling international relations.With the Charter of the United Nations requiring peaceful resolutions of international disputes and general banning use of force or threat of force to address international affairs,international relations have been placed on a track of legal governance.Governance of foreign-related affairs has to be formalized,although the associated legal governance model still has a close relationship with other models,and the domestic context plays a great role in this.Legal governance can adopt an approach to international law,domestic law,and policy coordination.The legal governance of China's foreign-related affairs can be regarded as the rule of law applied to foreign-related affairs.To exercise foreign-related affairs in a coordinated manner,appropriately exercising extraterritorial application and jurisdiction,safeguarding national sovereignty,security,and development interests,as well as common values of humanity,and building a human community with a shared future.

The Economics of China’s Opening Up:Developing an Economic Theory That Explains China’s Achievement

Research on the construction of a theory for China’s open economy should break through the limitations of mainstream Western international economics.Firstly,we need to reveal the laws revolving around"three relationships and six threads"that governed China’s incremental process of trade liberalization.Secondly,we need to summarize China’s experience of the way new technologies,including the Internet,digital technologies and artificial intelligence(AI)have fostered and reshaped the position of small and mediumsized enterprises(SMEs)as micro-actors,providing us with new advantages in international competition.Thirdly,we need to analyze the new win-win mode of the international division of labor over land and sea established under the guidelines of the Belt and Road Initiative(BRI),as well as a new concept of pluralist balance in the international economy marked by a close connection between trade surplus and foreign investment.Fourthly,under the guidance of Xi Jinping’s important discourses,we should offer a rationale for the Chinese scheme of global economy governance within the community of shared future for mankind.
