Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Spatial Differentiation and Convergence Trend of High-quality Development Level of China’s Tourism Economy

This paper aims to interpret the connotation of high-quality development of tourism economy(HQTE)from the perspective of the new development concepts of innovation,coordination,green,openness and sharing,and then to evaluate the spatial differenti-ation of China’s HQTE based on provincial panel data from 2009 to 2018.Specifically,we employ the spatial convergence model to ex-plore the absolute and conditionalβconvergence trends of HQTE in the whole country and the eastern,central and western regions of China.Our empirical results reveal that:1)within the decade,from 2009 to 2018,regions of China with the highest HQTE index is its eastern region followed by the central region and then the western region,but the fastest growing one is the western region of China fol-lowed by the central region and then the eastern region.2)Whether or not the spatial effect is included,there are absolute and condition-alβconvergence in HQTE in the whole country and aforementioned three regions.3)The degree of government attention as well as the level of economic development and location accessibility are the positive driving factors for the convergence of HQTE in the whole country and the three regions.The degree of marketization and human capital have not passed the significance test either in the whole country or in the three regions.The above conclusions could deepen the understanding of the regional imbalance and spatial conver-gence characteristics of HQTE,clarify the primary development objects,and accomplish the goal of China’s HQTE.

Green development of agriculture in Guizhou province in the new era

Under the idea of green development, the realization of green agricultural development is an urgent need to build a well-off society in an all-round way. It is also an inevitable choice to cope with the changes of major contradictions in China’s society in the new era. Guizhou Province has natural advantages in realizing green agricultural development due to its natural resources endowment. It has made some progress in increasing supply of green agricultural products, reducing agricultural non-point source pollution and constructing modern industrial demonstration parks. However, at the time that socialism with Chinese characteristics has entered into a new era, Guizhou’s green agricultural development still faces difficulties such as insufficient elements of green agricultural development, nonstandard standards of green agricultural production, and insufficient brand building of green agricultural products. Therefore,this paper puts forward some countermeasures and suggestions, such as optimizing production factors,promoting green production standardization, speeding up brand building, and perfecting agricultural socialized service system, so as to promote Guizhou agriculture to realize green development in the new era.

University student education is the main part of higher education in China. Therefore, the comprehensive quality of university students shows the level of higher education. Ecological literacy is the basic literacy of college students under the background of green development to build socialism with Chinese characteristics. The green development education is based on the research idea of the relationship between the individual and the surrounding environment in ecology, which requires respecting the subjectivity of the active object, paying attention to the integrity and connection of the object. Compared with the traditional education, green development education pays more attention to the cultivation of moral quality and sound personality of the educated, and it can make the students understand the ecological environment. Measurement and Evolution of High-quality Development Level of Marine Fishery in China

High-quality development of marine fisheries provides an important advantage for China to build itself into a maritime power and implement the Blue Granary Plan effectively.Based on the concepts of‘new development’,‘food security’,and the six dimensions of‘openness,innovation,coordination,green,sharing,and security’,in this study,we established an evaluation index system for the high-quality development of China’s marine fishery sector.We applied the entropy method to evaluate the high-quality development level of China’s marine fishery sector from 2000 to 2016 and explored its spatial and temporal evolution rules.Our results indicated that:1)from 2000 to 2016,China’s marine fishery sector was in the primary stage of high-quality development;2)spatially,the highquality development of marine fisheries showed an upward trend in all provinces,autonomous regions,and municipalities in the country(not including Hong Kong,Macao and Taiwan of China),and with time,the distribution pattern changed from single to multi-polarization;3)temporally,the development level of high-quality marine fisheries fluctuated during the study period.From 2000 to 2010,the growth rate in openness was relatively slow,but after 2010,it increased rapidly.Notably,innovation is the driving force for high-quality development.The green and security factors provide a solid guarantee for high-quality development.In the high-quality development of a region,economic development is better coordinated,and the distribution of benefits is more inclusive.This study provides a theoretical basis to formulate effective marine fishery policies for the high-quality development of the marine fishery sector in China.Exploring the high-quality development and evolution process of marine fishery is conducive to promoting the sustainable development of marine fishery industry,ensuring marine fishery food security,and alleviating global food crisis.

Green Technology Innovation under China's New Development Concept:The Effects of Policy-Push and Demand-Pull on Renewable Energy Innovation

Green technology innovation meets the dual expectation of innovative development and green development perspectives.Under the canonical demand-pull and policy-push theories,a long-term mechanism for green technology innovation could be formed through upstream policy push and downstream demand-pull.Leveraging China's regional carbon emission trading scheme pilots as a quasi-natural experiment,this paper examines the policy-push and demand-pull effects on innovation in renewable energy patents.The data pertain to the city-level renewable energy patents from 2000 to 2020.Based upon the triple difference-in-difference method,results suggest that both policy-push and demandpull factors exert positive effects on innovation.This paper further explores the practical and theoretical implications of green technology innovation under the new development perspective.

A research on promoting green development by green finance in Guizhou province

Green finance is an important driving force for practicing the idea of green development and realizing sustainable development. As one of the five green finance reform and innovation demonstration district in China, the Guian New District between Guiyang and Anshun has played a key leading role in the development of green finance in southwest China. Since 2017, the green financial market in Guizhou province has achieved a leap-forward high-speed development. Based on this, this paper takes the idea of green development as the starting point, through in-depth analysis of the development status of green finance in Guizhou province under the policy control and guidance of the national and local governments,in order to find the limitations and obstacles in the development of green finance in Guian New District.In addition, at the end of this article, the author will further discuss the mechanism and path of green financial reform and innovation in Guizhou province from the aspects of perfecting policy guidance, optimizing organizational system, innovating products and services, etc. for effectively promoting the pace of green development in Guizhou province.

China's agriculture green development: from concept to actions

China has initiated a green transformation plan in 2015, which was soon applied to agriculture, known as the agriculture green development(AGD)initiative, with the goals of achieving food security, high resource use efficiency, and an ecofriendly environment. To assess the agricultural transformation from 1997 to 2020, this paper proposes a national-scale indicator system consisting three dimensions(socioeconomic, food production and eco-environmental) and ten sub-dimensions to quantify the AGD score.This study showed that AGD score in China was at a moderate level during 1997–2010, scoring 40 out of 100. During this stage, decreased scores in the sub-dimensions of resource consumption, environmental quality, and environmental cost have offset the improvement in the socioeconomic dimension, resulting in fluctuated scores around 40. In the second stage(2011–2020), China's AGD score improved but still at moderate level, scoring an average of 46.3, with each dimension increasing by 5.3%–25.0%. These results indicate that China has made progress in the agricultural transformation, transitioning from conceptualization to actions through the implementation of various policies and projects. However, the study emphasizes the need for more effort to address the insufficient and unbalanced development, along with the growing eco-environmental challenges, especially the trade-offs among dimensions.

This risky situation calls for a new security concept, one that transcends traditional state centrism, national supremacy and coercion. The new security concept, which should assimilate the general theory of grand strategy,focuses on a vision that spans time and space, valuing humankind as it exists as one of the dynamic factors of nature and society. The essentials of the new security concept are to recognize balanced development as the substance of security and to govern national strength and the application of means and tactics. It aims at realizing comprehensive security across various social fields within states, to achieve mutual security among national, international and individual actors, as well as harmony between man and nature, continuous security leading to lasting and universal peace in the future.

Green intelligent fertilizers——A novel approach for aligning sustainable agriculture with green development

This review addresses the growing disparity between the current state of fertilizer production in China and the evolving demands of green agriculture in the 21st century. It explores major advances in fertilizers, proposes the concept of green intelligent fertilizers and develops new strategies aligned with the principles of green development in fertilizer industry and agriculture.Green intelligent fertilizers may be designed to maximize the synergistic effects among plants, soils, microorganisms, nutrient sources and the environment. This concept emphasizes the integration of industry and agriculture toward green development for entire industry chain, using an interdisciplinary approach to drive the green transformation of fertilizer industry, and promote green and sustainable development of agriculture. By bridging the gap between the current state of fertilizer industry and a growing need for environmentally responsible agricultural practices, this review highlights a path toward harmonizing fertilizer production with the imperatives of green agriculture.

A comparison study of fuzzy-based multiple-criteria decision-making methods to evaluating green concept alternatives in a new product development environment

Purpose-In this paper,the four popular multiple-criteria decision-making(MCDM)methods in fuzzy environment are utilized to reflect the vagueness and uncertainty on the judgments of decision-makers(DMs),because the crisp pairwise comparison in these conventional MCDM methods seems to be insufficient and imprecise to capture the right judgments of DMs.Of these methods,as Fuzzy analytic hierarchy process(F-AHP)is used to calculate criteria weights,the other methods;Fuzzy Technique for Order of Preference by Similarity to Ideal Solution(F-TOPSIS),Fuzzy Grey relational analysis(F-GRA)and Fuzzy Preference Ranking Organization METhod for Enrichment of Evaluations(F-PROMETHEE II)are used to rank alternatives in the three different ways for a comparative study.Design/methodology/approach-The demand for green products has dramatically increased because the importance and public awareness of the preservation of natural environment was taken into consideration much more in the last two decades.As a result of this,especially manufacturing companies have been forced to design more green products,resulting in a problem of how they incorporate environmental issues into their design and evaluate concept options.The need for the practical decision-making tools to address this problem is rapidly evolving since the problem turns into an MCDM problem in the presence of a set of green concept alternatives and criteria.Findings-The incorporation of fuzzy set theory into these methods is discussed on a real-life case study,and a comparative analysis is done by using its numerical results in which the three fuzzy-based methods reveal the same outcomes(or rankings),while F-GRA requires less computational steps.Moreover,more detailed analyses on the numerical results of the case study are completed on the normalization methods,distance metrics,aggregation functions,defuzzification methods and other issues.Research limitations/implications-The designing and manufacturing environmental-friendly products in a product design process has been a vital issue for many companies which take care of reflecting environmental issues into their product design and meeting standards of recent green guidelines.These companies have utilized these guidelines by following special procedures at the design phase.Along the design process consisting of various steps,the environmental issues have been considered an important factor in the end-of-life of products since it can reduce the impact on the nature.In the stage of developing a new product with the aim of environmental-friendly design,the green thinking should be incorporated as early as possible in the process.Practical implications-The case study was inspired from the previous work of the author,which was realized in a hot runner systems manufacturer,used in injection molding systems in a Canada.In a new product development process,the back-and front-ends of development efforts mainly determine the following criteria:cost,risk,quality and green used in this paper.The case study showed that the three fuzzy MCDM methods come to the same ranking outcomes.F-GRA has a better time complexity compared to the other two methods and uses a smaller number of computational steps.Moreover,a comparative analysis of the three F-MCDM methods;F-PROMETHEE II,F-TOPSIS and F-GRA used in ranking for green concept alternatives using the numerical results of the case study.For the case study;as seen in table 20,the three F-MCDM methods produced the numerical results on the rankings of the green concept alternatives as follows;{Concept AConcept C-Concept B-Concept D}.Social implications-Inclusion of environmental-related criteria into concept selection problem has been gaining increasing importance in the last decade.Therefore,to facilitate necessary calculations in applying each method especially with its fuzzy extension,it can be developed a knowledge-based(KB)or an expert system(ES)to help the DMs make the required calculations of each method,and interpret its results with detailed analysis.Originality/value-The objective of the research was to propose a F-AHP based F-MCDM approach to green concept selection problem through F-PROMETHEE II,F-TOPSIS and F-GRA methods.As the F-AHP is used to weight evaluation criteria,the other methods are respectively used for ranking the concept alternatives and determine the best concept alternative.

基于省际面板数据的PVAR模型,对绿色金融发展、绿色技术创新与碳排放强度的相互作用进行了分析,结果表明,绿色金融与绿色技术创新在碳减排过程中发挥着关键作用;绿色金融发展与绿色技术创新二者相互促进,存在正向的耦合效应。绿色技术创新与碳排放强度相互抑制,互为因果;绿色金融、绿色技术创新与碳排放强度三者间的相互作用呈现出滞后、长期、持续的特点。为了提高绿色金融化水平,需加快绿色金融的发展速度,积极构建绿色金融与相关技术创新的协同发展体系。

Based on the general high-quality development requirements for railway construction in the new era,combined with the new concept of railway passenger stations of China State Railway Group Co.Ltd,namely"being well-connected,fully-integrated,environmeni-friendlypassenger-oriented,economically-efficient,culturally-rich,intelligent and convenient"and aiming at the construction of exemplary passenger station projects,this paper summarizes the construction experience in construction,decoration furnishing culture and art expression of railway passenger stations,proposes the working patterns of formulating the implementation plans of exemplary railway passenger station projects and the expert reviews in innovative way studies and forms 6 special-subject designs such as for colorshape,space,environment,art and culture,as wellas the specific design requirements for 13 key areas including waiting hall entrance and exit corridor;VIP room,etc.,and summarizes and puts forward the construction management system of railway passenger stations in the new era,so as to ensure the expected exemplary project quality of railway passenger stations.

中国服务贸易高质量发展的测度及国际比较——基于新发展理念的视角

党的二十大报告指出要全面贯彻新发展理念、构建新发展格局,以推动高质量发展为主题,加快建设贸易强国。服务贸易作为国际贸易的重要组成部分,其发展质量日益成为衡量贸易强国的关键指标。文章基于新发展理念,结合高质量发展的内涵,构建服务贸易高质量发展指标体系,运用熵值法对全球36个主要国家2010—2021年的服务贸易发展质量进行测度和比较。研究结果表明:2010年以来,中国服务贸易发展质量排名由第14位上升至第11位,与发达国家的差距逐渐缩小;从分维度指标来看,中国服务贸易的绿色和共享发展水平位于世界前列,但创新、协调和开放发展水平较为落后。最后,根据测度及比较的结果,结合新发展理念提出了推动我国服务贸易高质量发展的对策建议。
