Economic and Social Impact of China’s Aging Population and Public Policy Response

In mapping out China’s future development,policymakers must bear in mind the challenges from a falling birthrate and aging society.Based on previous demographic censuses and original data of large sample surveys,this study employed an indirect method for estimating China’s total fertility rate(TFR)and a demographic forecast method based on the parity progression ratio(PPR).Our analysis details the socioeconomic implications behind demographic change,and we have proposed public policy countermeasures.The findings include:(i)China’s ultra-low fertility rate over the past three decades has led to an increasingly aging society,and China’s future fertility rate is likely to continue to decrease.(ii)Around 2024,China’s total population is expected to peak at 1.407 billion,followed by chronic negative population growth at an accelerating pace.By 2050,China’s newborn population will shrink to 8.73 million and the aging population will increase to roughly 30%of the total population resulting in the total dependency ratio above 50%.(iii)With a falling birthrate and aging society,China will face unprecedented challenges with respect to education,employment,and pension.(iv)As a public policy response,China should remove birth control altogether.If the fertility rate continues to stall,policymakers should consider issuing policies to encourage birth and create a birth-friendly society for all birth cycles.

The Practical Application of the Concept about Active Aging： Younger Serve the Elder

At present, China has entered the aging society, pension issues are more concerned about today’s social hot issues, is also an important livelihood issues. A Research on Senior People Online Consumption in China-From Perspective of Providing Technology Support

While the internet skills of the elderly is no longer a big problem,it is still necessary to further improve the online shopping experience and activity of the elderly.Evidently,the frequency of seniors shopping online is not nearly as high as the younger generation,as the elderly online shopping frequency is still calculated by weeks.People with higher education and younger age are more likely to accept technology products and understand how to use them,but people with lower education and older age will find it harder to use technology product.The majority of the elderly have a vision for the further development of technology to help them.This study shows that the elderly group shopping demand is large,but when the majority of the elderly choose offline consumption,the option of just a simple online solution is insufficient.Some shopping apps have made improvements in such aspects as font enlargement,color contrast enhancement and simplified operation steps.However,these improvements only solved the superficial problems,and failed to consider and solve the problems based on the experience of the elderly.

Ambient Robotics for Meaningful Life of the Elderly

It is innovative if people can be free from aged body and continue their career with assistance of robotics. It is supposed to see the change soon as smart phone changed life style. This research aims to figure out the direction of this change, development in technique for elders. It also studies various theories to justify various methods for ambient assistance robotic design for elders. In the long life expectancy world, this design will enhance the life quality of elders and encourage young people get pride in their own job, because their career will continue and it deserves to invest all their energy and sincerity in a specific area. As ambient robotics are a design for elders＇ adjacent assistive design and part of everyday, it is related with quality of elders＇ life. Some theories are cited for the importance of meaningful life. Meaningfulness is regarded as the fundamental goal of design purpose, because meaning stands upon the concept of human being and its consciousness activity. Phenomenological background of this research is introduced. It can be suggested in field observation to get real stories containing meanings and essence of life of elders. In conclusion, this study is a beginning of long process to prepare aging society with technique as well as perspective to see elders as valuable work force.

The Proposal of the Remedy for the Endangered Remote-Island Routes

In this study, the authors prove the necessity for the remote island route which will face the crisis of continuation in the near future in Japan, and aims at showing the concrete policy for the continuation. The new policy which shares the reserve ship which uses the traffic ship with a capacity of 12 in addition to cooperation not only with the usual liner route entrepreneur but an occasional service entrepreneur or a passenger ship, and operates until now was proposed, and the validity was shown. In this paper, as approach of the beginning for materializing the policy, it is focused on the island of the inland sea where especially population is small, and the new policy using the craft from which Japan Coast Guard retired was proposed. By this, it does not depend only on the revenue grant money by the country or a municipal corporation, but maintenance of a remote island route is attained.

The Chinese Strategy for Actively Responding to Population Ageing

The course of population ageing in China has unique features, and the country’s fundamental national conditions, development path and governance model impose special requirements on the country’s response. A path with Chinese characteristics that actively addresses this issue is urgently needed. The Chinese strategy is built on solid foundations,comprising the governance paradigm advantage of “one core and multiple components”;the structural advantage of “state-family-society” governance arrangements;the national endowment of being a major country with a rich culture;and the late-mover advantage conferred by the scientific and technological innovations of our changing times. It is necessary to clarify the relationship between the national strategy of actively responding to an population ageing and the population development strategy;on this basis, a positive view of ageing need to be cultivated to provide a better environment for the implementation of the national strategy;and to establish a holistic governance framework in which individuals,families, communities, the state, and the world are interconnected by integrating Chinese advantages in the governance of an ageing society. Thus, a systemic Chinese strategy for actively responding to population ageing can be continuously refined.
