The Global Energy Interconnection is an important strategic approach used to achieve efficient worldwide energy allocation.The idea of developing integrated power,information,and transportation networks provides increased power interconnection functionality and meaning,helps condense forces,and accelerates the integration of global infrastructure.Correspondingly,it is envisaged that it will become the trend of industrial technological development in the future.In consideration of the current trend of integrated development,this study evaluates a possible plan of coordinated development of fiber-optic and power networks in the Pan-Arctic region.Firstly,the backbone network architecture of Global Energy Interconnection is introduced and the importance of the Arctic energy backbone network is confirmed.The energy consumption and developmental trend of global data centers are then analyzed.Subsequently,the global network traffic is predicted and analyzed by means of a polynomial regression model.Finally,in combination with the current construction of fiber-optic networks in the Pan-Arctic region,the advantages of the integration of the fiber-optic and power networks in this region are clarified in justification of the decision for the development of a Global Energy Interconnection scheme. 展开更多

Artificial Neural Network(ANN)models have been extensively applied in the prediction of water resource variables,and Geographical Information System(GIS)includes powerful functions to visualize spatial data.In order to provide an efficient tool for environmental assessment and management that combines the advantages of these two modules,a GIS-based ANN water quality prediction system was developed in the present study.The ANN module and ArcGIS Engine module,along with a dynamic database,were imbedded in the system,which integrates water quality prediction via the ANN model and spatial presentation of the model results.The structure of the ANN model could be modified through the graphical user interface to optimize the model performance.The developed system was applied to a real case study for the prediction of the total phosphorus concentration in the Lake Champlain area.The prediction results were verified with the monitoring data,and the performance of the developed model was further evaluated through graphical techniques and quantitative statistical methods.Overall,the developed system provided satisfactory prediction results,and spatial distribution maps of the predicted results were obtained,which coincided with the monitored values.The developed GIS-based ANN water quality prediction system could serve as an efficient tool for engineers and decision makers. 展开更多

Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity.In the recent past,a growing number of studies has investigated the network structure and mechanisms of cross-region innovation collaboration in various contexts.However,existing research mainly focuses on physical effects,such as geographical distance and high-speed railway connections.These studies ignore the intangible drivers in a changing environment,the more digitalized economy and the increasingly solidified innovation network structure.Thus,the focus of this study is on estimating determinants of innovation networks,especially on intangible drivers,which have been largely neglected so far.Using city-level data of Chinese patents(excluding Hong Kong,Macao,and Taiwan Province of China),we trace innovation networks across Chinese cities over a long period of time.By integrating a measure on Information and Communications Technology(ICT)development gap and network structural effects into the general proximity framework,this paper explores the changing mechanisms of Chinese innovation networks from a new perspective.The results show that the structure of cross-region innovation networks has changed in China.As mechanisms behind this development,the results confirm the increasingly important role of intangible drivers in Chinese inter-city innovation collaboration when controlling for effects of physical proximity,such as geographical distance.Since digitalization and coordinated development are the mainstream trends in China and other developing countries,these countries'inter-city innovation collaboration patterns will witness dramatic changes under the influence of intangible drivers. 展开更多

Building a Business and Strategic Intelligence Policy as a Strategy for Promoting Congolese Business Progress and Healthy Economic Development in Eastern DRC

The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the east of the DRC. The study was based on a mixed perspective consisting of objective analysis of quantitative data and interpretative analysis of qualitative data. The results showed that business and strategic intelligence policies have not been established at either company or state level, as this is an area of activity that is not known to the players in companies and public departments, and there are no units or offices in their organizational structures responsible for managing strategic information for competitiveness on the international market. In addition, there is a real need to establish strategic information management units within companies, upstream, and to set up a national strategic information management department or agency to help local companies compete in the marketplace, downstream. This reflects the importance and timeliness of building business and strategic intelligence policies to ensure economic progress and development in the eastern DRC. Business and strategic intelligence provides companies with an appropriate tool for researching, collecting, processing and disseminating information useful for decision-making among stakeholders, in order to cope with a crisis or competitive situation. The study suggests a number of key recommendations based on its findings. To the government, it is recommended to establish the national policy of business and strategic intelligence by setting up a national agency of strategic intelligence in favor of local companies;and to companies to establish business intelligence units in their organizational structures in favor of stakeholders to foster advantageous decision-making in the competitive market and achieve progress. Finally, the study suggests that studies be carried out to fully understand the opportunities and impact of business and strategic intelligence in African countries, particularly in the DRC. 展开更多

We developed L3SN, a scalable, longevous, adaptive, and internet accessible wireless sensor network system for agriculture information monitoring, which is meticulously designed to meet the requirement of thousands hectares coverage, years of time monitoring and the adverse environment. The system architecture, the agriculture sensor device, the mesh protocol, and the web-based information processing platform are introduced. We also presented some implementation experience. The mesh protocol (LayerMesh) is highlighted, in which “stair scheduling” and “distributed dynamic load-balancing” are proposed to response the scalability, longevity and adaptivity requirements. [Method] The architecture of wireless sensor network, network nodes, hardware design as well as principle for the program structure of software operating system and corresponding parameters were analyzed to illustrate the characteristics of monitoring system for field soil water content based on wireless sensor network, and the advantages in application of this system. [Result] Sensor nodes could correctly collect and transmit soil water content, realize stable data transmission of soil water content, indicating that wireless sensor network is suitable for real-time monitoring of field soil water content. [Conclusion] This study indicates that wireless sensor network possesses a widely application foreground in the development of agriculture. 展开更多

Integration of soil information system (SIS) and interactive self-organizing data (ISODATA) was studied to establish proper agricultural developing zones in red soil region of southern China which are of crucial importance to farmers, researchers, and decision makers while utilizing and managing red soil resources. SIS created by using ARC/INPO was used to provide data acquisition, systematic model parameter assignment, and visual display of analytic results. Topography, temperature, soil component (e.g., organic matter and pH) and condition of agricultural production were selected as parameters of ISODATA model. Taking Longyou County, Zhejiang Province as the case study area, the effect of the integration and recommendations are discussed for future research. 展开更多

信息和生态已经成为推进绿色农业发展的主导要素,提升消费者信息素养和绿色信任则是保障绿色农业发展模式可持续的关键.信息素养分为信息意识、信息知识和信息能力,绿色信任分为能力信任和善意信任.以新型绿色农业发展模式的代表社区支... 信息和生态已经成为推进绿色农业发展的主导要素,提升消费者信息素养和绿色信任则是保障绿色农业发展模式可持续的关键.信息素养分为信息意识、信息知识和信息能力,绿色信任分为能力信任和善意信任.以新型绿色农业发展模式的代表社区支持农业(CSA)为例,基于820份CSA消费者调查问卷研究发现:消费者信息素养,以及消费者信息素养的3个维度对CSA可持续发展均具有正向显著影响;绿色信任在消费者信息素养和CSA可持续发展之间起中介作用;能力信任在消费者信息意识、信息知识和CSA可持续发展之间起中介作用;善意信任在消费者信息能力和CSA可持续发展之间起遮掩作用.因此,推进CSA可持续发展,不仅要提升消费者信息素养,加强生产者对网络、电商、物流等信息技术的应用,而且还要充分发挥社会力量在产销双方之间的桥梁作用,加强政府部门对CSA的制度和经济支持,为提升消费者绿色信任服务. 展开更多

地理信息系统(GIS)是“智慧水务”建设中常见数据库,由于数据库建立、维护等过程的失误,实际的排水管网GIS存在各类异常,这影响了排水管网运行分析、模拟、管理决策的准确性与有效性,故有必要研究排水管网GIS校核技术,以保证GIS数据质... 地理信息系统(GIS)是“智慧水务”建设中常见数据库,由于数据库建立、维护等过程的失误,实际的排水管网GIS存在各类异常,这影响了排水管网运行分析、模拟、管理决策的准确性与有效性,故有必要研究排水管网GIS校核技术,以保证GIS数据质量。研究提出了构造拓扑信息算法,总结了拓扑、文本属性、数值属性等常见异常形式,并在此基础上针对各类数据提出通用校核方法,开发了集成排水管网GIS拓扑与属性校核技术以及可输出校核结果报告的软件平台,并将其用于校核Z市污水管网GIS。结果表明,该市排水管网GIS存在24 336条异常记录,经过校核67%以上的异常得到改善,表明这些校核技术可有效地检测与修复各类GIS异常。 展开更多
