Thoughts on Pairing Assistance to Tibet for Promoting Agricultural High-quality Development in Southern Tibet from the Perspective of Agricultural Power

In the new era,there is an urgent need to further promote pairing assistance to Tibet,promote the simultaneous construction of a strong agriculture in Tibet and the China's Mainland,and compose a Chinese-style modernization.Southern Tibet,located in the southeastern part of the Tibet Autonomous Region,includes Shannan City and Nyingchi City,is a region assisted by four provincial partners including Hubei Province.This paper introduces the agricultural environment in southern Tibet,studies its agricultural characteristics,and analyzes the main issues of its pairing assistance.Taking forging the strong consciousness of the Chinese national community as the main line,the paper explores strategies for promoting agricultural high-quality development in southern Tibet through pairing assistance to Tibet from the perspective of agricultural power,and proposes some strategies,such as inheriting agricultural cultural heritage,promoting the upgrading of modern seed industry,enhancing the characteristic advantages of highland barley(naked barley)and animal husbandry industries,and developing edible fungi and cold water fish industries.

A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

Socio-economic and energy-environmental impacts of technological change on China's agricultural development under the carbon neutrality strategy

Promoting agricultural modernisation through technological change is an important strategy for China.China's carbon neutrality strategy is leading to systemic socio-economic changes that could exacerbate the uncertainty of agricultural development.Therefore,applying a computable general equilibrium(CGE)model,this study characterises the agricultural sector in detail,introducing endogenous technological change proxied by research and development(R&D)to assess the impact of different technological change scenarios on agricultural development under the carbon neutrality target.The results show that allocating carbon revenue for R&D inputs can mitigate the significant negative impact of achieving carbon neutrality on knowledge capital and production in agricultural sectors.Overall,using carbon revenue only for R&D input in crop sectors has the optimal effect on increasing the agricultural sectors'knowledge capital,improving crop production and profit,reducing crop external dependence and promoting the synergistic reduction of carbon and pollutant emissions.However,this scenario has the largest negative impact on macro-economics and household welfare.In contrast,allocating carbon revenue to promote technological change in broader non-energy sectors or both crops and non-energy sectors can effectively mitigate negative socio-economic impacts,but the positive impact on agricultural development is minimal.These findings provide practical insights for the rational use of carbon revenue to expand agricultural R&D investment and ensure balanced agricultural and economic development under the carbon neutrality target.

Influencing Factors and Improvement Suggestions for Agricultural Green Development Performance:Empirical Insights from China

Agricultural green development is an essential direction for global sustainable agriculture.The academic literature,however,needs to place greater emphasis on studying the factors influencing agricultural green development performance and how such performance can be improved.A theoretical framework for agricultural green development performance was constructed in this paper using the Super-SBM model,which considers undesirable outputs,to measure the agricultural green development performance of 330 cities at or above the prefecture level in China(excluding Tibet Autonomous Region,Hong Kong,Macao and Taiwan of China)from 2007 to2018.Furthermore,the influencing mechanism of agricultural green development performance was then analyzed using a spatial econometric model.The results show that:1)from 2007 to 2018,China’s agricultural green development performance experienced three stages of evolution:‘rise,decline and rise’.2)The regions with high performance agricultural green development are mainly distributed in eastern China,northeastern China,and southern Qinghai Province.3)The agricultural economic level,industrialization process,and labor quality play significant roles in promoting local agricultural green development performance,while such performance is obviously inhibited by the openness level and the government’s environmental regulations.Local agricultural green development performance is significant inhibited by the agricultural economic level and accelerated industrialization process in neighboring cities,while significantly promoted by the agricultural industrial structure in neighboring cities.Some suggestions for improving agricultural green development performance are proposed based on these research results,which can provide scientific references for promoting sustainable agriculture.

The Importance of Agricultural Development Projects: A Focus on Sustenance and Employment Creation in Kenya, Malawi, Namibia, Rwanda, and Uganda

The paper on the importance of Agricultural Development Projects focuses on different projects implemented in Kenya, Malawi, Namibia, Rwanda, and Uganda. The paper presents the significance of agriculture in these 5 African economies in its ability to provide job opportunities and sustenance. A large portion of the African population in their different countries resides in rural areas and is fully dependent on agriculture for food and income. Subsequently, the development of many developing economies relies heavily on agriculture, the sector is the highest employer in the region with 60 percent of the total labor force being employed in agriculture and agriculture-related sectors such as manufacturing. The success of the sector means that people will have sufficient food, jobs will be created, and standards of living will be improved. The different projects implemented by local governments in the 5 countries and by the development partners have attained plausible results in providing job opportunities, increasing yield, providing food security, and creating a market for small-holder farmers. Despite these remarkable achievements, the agriculture sector in Africa as a whole is faced with many challenges that hinder its success, such as lack of funding, lack of infrastructure, limited land for farming, and climate change. To overcome these challenges and enable the sector to transform, bold policies need to be implemented. This study recommends that African countries create favorable business environments to attract investment, encourage youth participation in agricultural activities, and employ modern farming practices to increase agricultural productivity.

Spatiotemporal Differences and Classification Regulation of Urbanization Impact on Agricultural Development in Shrinking Areas:A Case Study of 15 Shrinking Cities in Three Provinces of Northeast China

Studying the impact of urbanization on agricultural development in shrinking areas is important for maintaining food security and promoted agricultural development in China.Based on the measurement results of the shrinking cities in the three provinces of Northeast China,this paper selects 15 shrinking cities as the research object,and constructs a multi-dimensional index system to explore the impact of the urbanization level of the shrinking areas on the agricultural development in the region since 2007–2019,analyzes the influencing factors and their differences by using the geographically-weighted regression model and Geodetector,and proposes a targeted regulation strategy.The results show that:1)overall,there is a negative correlation between the urbanization level and the agricultural development level in the contracted areas of the three northeastern provinces.The urbanization level in these areas has a certain negative impact on the overall level of agricultural development;2)regarding the time dimension,the impact of urbanization level on the agricultural development level in the contracted areas of the three northeastern provinces gradually increases over time;3)regarding the spatial pattern,the overall impact of shrinking urbanization levels in the three provinces of Northeast China on the agricultural development shows a significant distribution pattern of high in the east and low in the west;4)the total population and natural population growth rate at the end of the year were the main factors influencing a certain level of urbanization on agricultural development in the shrinking cities while population density and the urban fixed asset investment rate were the secondary factors;and 5)the main reasons why the level of agricultural development in different cities was affected by the level of urbanization were different.However,they can be categorized into areas of population loss and spatial construction,which can be further divided into area of population loss in the northeast,areas of negative population growth in the west,and areas of urban spatial change in the south.According to the causes of the impact,this paper adopted targeted regulation strategies and formulated relevant policies and solutions that cater to local conditions.

Present Situation of Rural Regional Development and Agricultural Extension Policy

The formulation of agricultural extension policy and the development of rural regional economy present the relationship of mutual existence,mutual influence and mutual promotion.Therefore,it is necessary to study the agricultural extension policy according to the current situation of rural regional development.Agricultural technology extension system is an organization set up at county and township levels to provide farmers with scientific research achievements and practical technical services on planting,animal husbandry,fishery,forestry,agricultural machinery and water conservancy,and it is an important carrier for implementing the strategy of developing agriculture through science and technology.On the basis of expounding the value and significance of rural regional economic development,this paper analyzes the problems existing in China s rural regional development from the aspects of rural infrastructure and public services,rural labor force s cultural and scientific level,rural grass-roots extension system,etc.,and puts forward corresponding measures against the problems.This study has certain theoretical reference value for promoting the all-round development of China s rural economy and realizing the great strategy of rural revitalization in China.

Relationship between the Three Laws of Dialectics of Nature and Agricultural Development

Based on the three laws of dialectics of nature-the law of unity of opposites, the law of mutual change of quality and the law of negation of negation, this paper analyzes the relationship between the three laws and agricultural development, and proposes making good use of the three laws to promote the better development of agriculture and realize agricultural modernization.

Problem of the Profitability of Irrigated Agriculture in the Sahel Environment: Case of Producers of the Konni Hydro-Agricultural Development

In Niger, a poor and arid country in West Africa, irrigated agriculture is undoubtedly the means with the greatest chance of ensuring food and nutritional security, increasing incomes and therefore reducing poverty, especially in rural areas. This research aims to analyze the profitability of irrigated agriculture at the level of the hydro-agricultural development of Konni. The methodological approach adopted is based on the method of “Rapid Participatory Diagnosis and Planning of actions to improve the performance of irrigated perimeters (DPRP)”. The documentary research made it possible to capitalize on the information available on the question. The collection of primary data in the field was carried out using questionnaires and interview guides submitted to actors directly or indirectly involved in the management of Konni’s AHA, taken individually or in focus group discussions. The data collected was processed with SPSS software to be analyzed and graphically illustrated with the Excel spreadsheet. The performance analysis made it possible to identify yields and constraints to the development of irrigated agriculture. The results show that on the Konni perimeter, there is a general trend towards a reduction in areas both in SS and in SH, with higher development rates in SH (80% to 90%), whereas they are very low in SS (8% to 25%). The main crops favored by Konni producers are onions, tomatoes, cabbage, corn and sorghum. Onion and tomato crops are more important sources of income than dune crops. In this context, the main challenges to be met for a better profitability of irrigated agriculture concern the socio-economic context of production, insufficient financing of infrastructures and their maintenance, small areas often below the break-even point, environmental degradation.

Empirical Analysis on Factors Restricting Low-carbon Agricultural Development in Hubei Province

From the perspective of input into agricultural production, the growth of agricultural production from 1982 to 2010 in Hubei Province was analyzed by using multiple regression method. The results show that the quantity of fertilizer and the total power of machinery used for farming have significantly contributed to agricultural growth in Hubei Province, but they are also main factors restricting low-carbon agricultural development in Hubei Province. Therefore, the key point to develop low-carbon agriculture in Hubei Province currently should be put on how to fertilize rationally, how to innovate the pattern of agricultural production, how to develop agricultural mechanization rationally and so on.

Guarantee Strategy for the Safety of Agricultural Industry in Hunan Province

The safety of agricultural industry in Hunan Province shows an upward trend from"basically safe"to"very safe",but the state in the"safe"or"very safe"range is still unstable.In view of this,Hunan Province should guarantee the agricultural production ability,cultivate and enhance the core competitiveness of agriculture,firmly grasp the agricultural control power,attach importance to the export quality of agri-cultural products and other aspects to ensure the safety of agricultural industry.

Building a Business and Strategic Intelligence Policy as a Strategy for Promoting Congolese Business Progress and Healthy Economic Development in Eastern DRC

The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the east of the DRC. The study was based on a mixed perspective consisting of objective analysis of quantitative data and interpretative analysis of qualitative data. The results showed that business and strategic intelligence policies have not been established at either company or state level, as this is an area of activity that is not known to the players in companies and public departments, and there are no units or offices in their organizational structures responsible for managing strategic information for competitiveness on the international market. In addition, there is a real need to establish strategic information management units within companies, upstream, and to set up a national strategic information management department or agency to help local companies compete in the marketplace, downstream. This reflects the importance and timeliness of building business and strategic intelligence policies to ensure economic progress and development in the eastern DRC. Business and strategic intelligence provides companies with an appropriate tool for researching, collecting, processing and disseminating information useful for decision-making among stakeholders, in order to cope with a crisis or competitive situation. The study suggests a number of key recommendations based on its findings. To the government, it is recommended to establish the national policy of business and strategic intelligence by setting up a national agency of strategic intelligence in favor of local companies;and to companies to establish business intelligence units in their organizational structures in favor of stakeholders to foster advantageous decision-making in the competitive market and achieve progress. Finally, the study suggests that studies be carried out to fully understand the opportunities and impact of business and strategic intelligence in African countries, particularly in the DRC.

Risk preferences and the low-carbon agricultural technology adoption:Evidence from rice production in China

Climate change which is mainly caused by carbon emissions is a global problem affecting the economic development and well-being of human society.Low-carbon agriculture is of particular significance in slowing down global warming and reaching the goal of“carbon peak and carbon neutrality”.Therefore,taking straw incorporation as an example,this paper aims to investigate the impact of risk preferences on farmers’low-carbon agricultural technology(LCAT)adoption.Based on a two-phase micro-survey data of 1038 rice farmers in Jiangsu,Jiangxi,and Hunan provinces,this paper uses experimental economics methods to measure farmers’risk aversion and loss aversion to obtain the real risk preferences information of the farmers.We also explore the data to examine the actual LCAT adoption behavior of farmers.The results revealed that both risk aversion and loss aversion significantly inhibit farmers’LCAT adoption:more risk-averse or more loss-averse farmers are less likely to adopt LCAT.It is further found that crop insurance,farm scale and governmental regulations can alleviate the negative impact of risk aversion and loss aversion on farmers’LCAT adoption.Therefore,we propose that local governments need to promote low-carbon agricultural development by propagating the benefits of LCAT,extending crop insurance,promoting appropriate scale operations,and strengthening governmental regulations to promote farmers’LCAT adoption.

Relationship between the Ecological Livability and the Green Development of Agriculture

Ecological livability is one of the important tasks and objectives of the rural revitalization strategy proposed at the 19 th National Congress of the CPC.The most precious wealth of the countryside is the excellent ecological environment,and China must unswervingly follow the route of green agricultural development.Based on current research on the relationship between ecological livable and agricultural green development,comprehensive policy documents,journal literature and related reports,this paper explored the background and connotation of ecological livable,the current situation of agricultural green development and existing problems,and profoundly analyzed ecological livable and the internal connection between agricultural green development,aiming to provide theoretical reference and scientific reference for the final realization of ecological livable goal.

High-quality Development Path of Henan Agriculture and Rural Areas Empowered by Digital Inclusive Finance

By studying high-quality development process of Henan agriculture and rural areas empowered by digital inclusive finance,it is found that the construction of digital financial infrastructure in Henan Province is relatively complete,and the level of deposit and loan of rural enterprises and farmers is constantly improving,and the market and government are constantly upgrading the financial risk insurance compensation mechanism.At the same time,there are also problems such as insufficient demand and supply of digital finance,single digital financial products,and weak market supervision.Based on this,some implementation paths are proposed,such as continuing to strengthen the construction of rural financial infrastructure in Henan Province,improving farmers’financial literacy,and enriching digital financial products and services.The government should continue to improve the construction of market system,and broaden the market supervision and management,to actively promote the digitalization of agricultural finance to enable the high-quality development of agriculture and rural areas in Henan Province.

Assessing Agricultural Sustainable Development Based on the DPSIR Approach: Case Study in Jiangsu, China

According to the contemporary ecosystem approach, the linkages of human actions with their environment have to be assessed in an integrative manner. The Driver-Pressure-State-Impact-Response （DPSIR） model is applied to identify and describe processes and interactions in human-environmental systems. An example application from a research project dealing with the development of sustainable management strategies for the agriculture in Jiangsu, China, illustrates the potentials and limitations of its sustainable development. The concept and indicators of ecological integrity are used to assess the indicators in the dimensions of DPSIR between 2003 and 2006. The main drivers included population growth which caused increasing demand for food, growing environmental demands, and rapidly decreasing of land and other natural resources. The main environmental problem was water pollution. The results show that in the dimension of driver, total grain output and agricultural land productivity both increased. Labor intensive agriculture has been promoted to increase agricultural land productivity. In the dimension of pressure, on the positive side, infrastructure got greatly improved, the input level such as total power of machinery, and level of fertilizer use increased, and level of pesticides use decreased, but on the negative side, cultivated land per capita and irrigation rate decreased, natural resources keep decreased. Environmental pollution indicators such as industrial wastewater discharge and acid rain rate increased in Jiangsu Province. In the aspect of state, ecosystem state was improved, plant coverage index increased, biological abundance index increased, fertilizer productivity increased, eco-environmental quality index increased, but land degradation index also increased. In the aspect of impact, output level increased, output efficiency enhanced, farmer＇s social economic benefit improved. In the aspect of response, social support was greatly improved, input for environmental governance increased. To assess the effects of environmental governance, Jiangsu government was successful to increase compliance rate of sulfur dioxide emissions, but not so efficient in compliance rate of industrial wastewater discharge.

Innovation of China's Circular Agricultural Development in the Perspective of Low Carbon Economy

On the basis of the concept and characteristics of circular economy, this paper analyzes the restraining factors of China's circular agricultural development as follows: issues concerning agriculture, countryside and farmers are outstanding; the problems of agricultural resources and agricultural ecological environment are serious; the quality of agricultural products cannot meet the demand of domestic and international market for food. Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Every region should choose or create different circular agricultural model in different domains, in order to better use agricultural resources, reduce the consumption of agricultural energy inputs, reduce the emission of agricultural greenhouse gas, develop low carbon agriculture, and make great contribution for meeting the international challenges and promoting China's agricultural development.

Study on Agricultural Intellectual Property Protection and High-Quality Development of Traditional Chinese Medicine of Ginseng

Agricultural intellectual property has the functions of carrying forward agricultural cultural heritage,encouraging agricultural scientific and technological innovation,cultivating the brand of agricultural products and so on. The protection and application of agricultural intellectual property rights can enhance the vitality,innovation and competitiveness of agricultural economy,and promote the strategy of high-quality agricultural development and rural revitalization. Ginseng is a traditional medicinal variety with superior characteristics in Northeast China,and it is one of the most famous " three treasures" in Northeast China. This paper introduces ginseng( Panax ginseng C. A. Mey.) and its medicinal value,analyzes the traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks and other agricultural intellectual property resources of ginseng,studies the traditional Chinese medicine GAP certification and certification of " Three Agricultural Products" and the construction of the dominant area of agricultural product( Fusong ginseng) with Chinese characteristics,and explores the rural revitalization strategy and traditional Chinese medicine development strategy,ginseng agricultural intellectual property protection and high quality development strategy.

Research Situation and Development Trend of Resource Recycling Technology for Agricultural Wastes

Rational utilization of agricultural waste resources is of great significance to reducing environmental pollution, improving rural ecological environment, and developing agricultural circular economy. Besides, in the context of global energy crisis, the research of resource utilization technology for agricultural wastes will exert considerable influence on survival and living of human beings. We firstly discuss about general situations of agricultural waste resources in China, research and application situations of agricultural waste recycling technology both at home and abroad. On the basis of development trend of agricultural waste recycling, we put forward countermeasures for agricultural waste recycling in China.

Study on Decision Support System of Agricultural Sustainable Development of Jianli County in Jianghan Plain

With the agricultural development and the modernization of decision-making, it is necessary to establish the agricultural sustainable development decision support system supported by GIS. We set Jianli county as an example; our aim is to realize decision spatialiazation with the support of information system, remote sensing and artificial intelligence. The system components are described in the aspects of database, knowledge base, model-base and method-base. This system will provide a workable system for local decision-makers and agricultural management sections.
