Sustainable development index evaluation system is the foundation of the study on the realization of sustain- able development, and it is also an important part to turn sustainable development into operation from philosophical idea. With the rapid economic development, problems of environmental protection appear, and the sustainable develop- ment strategy attracts more and more attention of academia and government. However, because sustainable develop- ment is a complicated and dynamic process, there is no unified index system to evaluate it at present. Based on the theories on cities and sustainable development and certain principles and guidelines, this paper filters sustainable development index, quantizes some key indexes, designs the index system made up of economy, society, environment and resources and system harmony, and comprehensively evaluates the status quo of the sustainable development of a certain area. 展开更多

A total of 18 cities and counties in Hainan from 2012 to 2015 were selected as the basic research units to construct an index system for evaluating the ability of sustainable development that includes four guidelines of economic development capacity, population development capacity, social support capacity, and resource utilization and environmental protection capacity. The improved entropy method was used to determine the weight, the Technique for Order of Preference by Similarity to Ideal Solution(TDPSIS) was used to calculate the capacity for sustainable development of the cities and counties and sort these cities and counties, and Arcgis10.2 was used to draw the provincewide distribution of the four guidelines. Thereupon, the author reached following conclusions: there was no big regional difference in the sustainable development capacity of cities and counties in Hainan, and they were basically in a general state of intermediate stage in the past four years; Haikou City and Sanya City, as the key cities, had a higher ability of sustainable development and had shown a remarkable capacity to drive the sustainable development of surrounding areas; according to the development level, the four guidelines were in the following order: resource utilization and environmental protection capacity, population development capacity, social support capacity, and economic development capacity. 展开更多

Analyzing the sustainable development of a given region can provide an important reference and guide for future orientation.The study selects Turpan(including Gaochang District,Shanshan County,and Toksun County)in Xinjiang Uygur Autonomous Region of Northwest China as the study area and first investigates the essence of regional sustainable development.Based on the relevant data of the population,economy,and environment of Turpan from 2002 to 2018,we constructed an evaluation index system for three dimensions,namely,the population,economy,and environment,and analyzed them systematically.Specifically,we quantitatively calculated the comprehensive evaluation index,coupling degree,and coupling coordination degree of the sustainable development system of the study area.The study finds that Turpan has become increasingly sustainable and orderly;the development level has continually improved from near imbalance to positive coordination.During the study period,the government has adopted appropriate models and paths to promote positive interactions among the population,economy,and environment based on engineering techniques and ecological means.The results show that the coupling coordination degree has increased from 0.3692 to 0.8894 during the period 2002–2018,which reflects the actual situation of Turpan and indicates that the proposed analysis method can effectively measure and evaluate the level of sustainable development in this region.Moreover,the study also puts forward main functional zoning of Turpan(i.e.,Gaochang District as an optimized development zone,Shanshan County as a major agricultural production zone,and Toksun County as a key ecological function zone)and regional planning principles based on the population,economic,and environmental coupling analysis for the three jurisdictions in Turpan. 展开更多

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well. 展开更多

Safety Evaluation of Sustainable Uranium Development in China Combined with an Analytical GAN Framework

Uranium is the basic raw material for nuclear energy and is quite highly regarded.Developing a safe supply of uranium is important for safeguarding sustainable nuclear development.The purpose of this study is to evaluate the sustainability of uranium development in China based on dynamic system modeling combined with GAN(Generative Adversarial Network)analysis.We considered eight essential indicators and 42 sub-indicators as part of a detailed quantitative description,and then developed a framework to evaluate and rank China-specific sustainability in light of the quantitative performance of five options for fuel cycle transition scenarios.We began by using KMO sample measurements and the Bartlett Test of Sphericity to determine the suitability of factor analysis and the fitness of the corrected model map and observation data.We then analyzed the roles of different representatives of the decision makers and their impacts on the overall ranking by applying GAN methods from a weighted perspective.Five transition scenarios identified are 1)Pressurized Heavy Water Reactors,2)Mixed Light Water Reactor+Fast Reactor,3)Mixed LWR+FR fuel cycle scheme with heterogeneous irradiation,4)Mixed Pressurized Water Reactor+FR fuel cycle scheme with plutonium recycled directly and repeatedly,and 5)Sodium-cooled fast breeder reactor power plant.The results showed that scenario 1 is the most unsustainable and highly confrontational scenario with a high demand for uranium resources,the lowest sustainability and a high level of antagonism among departments.On the other hand,Scenario 5 requires more advanced technology but exhibits less antagonism among the departments,and thus it largely satisfies the basic requirements for uranium sustainability and low levels of antagonism.In this paper,a safety assessment index system for the uranium supply is computed using a GAN framework.This system plays a crucial role in the sustainable supply and development of uranium,and provides flexibility for coping with the evolution and inherent uncertainties of the necessary technological developments. 展开更多

Spatiotemporal variation and evaluation of agriculture green development: a case study of Hainan Province, China

The realization of green and sustainable development of agriculture is the common pursuit all over the world. Agriculture green development(AGD)program has been proposed as a sustainable development strategy in China,but insufficient is known about the quantitative evaluation of spatiotemporal variation in AGD at the regional scale. This study aimed to assess spatiotemporal patterns in AGD at the county/city-based regional level. For this purpose, a systematic index evaluation system was developed to assess the performance of socioeconomic, food production and environmental components in a key economic region(Hainan Province) of China. Hainan improved its AGD index(representing the overall performance toward achieving AGD) from 38.8 in 1988 to 40.9 in 2019. The socioeconomic development and agricultural productivity have improved with time;environmental quality declined due to overuse of chemicals from 1988 to 2013, but steadily improved after 2013, indicating positive effects of reducing chemical input. There was a higher AGD index in the coastal vs. central regions and the southern vs. northern regions. Scenarios featuring improved nutrient management or optimized diet structure and reduced waste improved economic benefits and social productivity while concurrently reducing environmental degradation. These results provide new insights for the future development of green and sustainable agriculture and formulation of agricultural policies in Hainan Province of China and even other developing countries that are facing or will soon face similar challenges. 展开更多

自然环境恶化、资源枯竭以及公众健康公平意识的增强,导致行业组织对可持续发展的重视程度日益提高,低碳化、可持续成为物流业发展的必然趋势。但学界对可持续物流服务质量的研究较为零散,包括我国在内的新兴市场国家更缺乏关于可持续... 自然环境恶化、资源枯竭以及公众健康公平意识的增强,导致行业组织对可持续发展的重视程度日益提高,低碳化、可持续成为物流业发展的必然趋势。但学界对可持续物流服务质量的研究较为零散,包括我国在内的新兴市场国家更缺乏关于可持续物流服务质量的评价工具及实证探索。为弥补这一缺口,首先,对国内外物流服务质量相关文献进行系统回顾,并基于TBL思维、ESG理念及专家评鉴,提出涵盖环境、经济、社会和客户4个服务可持续性因素,包括19个测量指标的可持续物流服务质量评价指标体系。其次,用灰色BWM和改进的灰色关联分析法确定该评价指标体系的指标权重,显示所有指标均具有不同的重要度排序,一级指标按照权重降序排列依次为环境可持续性、客户可持续性、经济可持续性和社会可持续性。之后,为检验所构建的评价指标体系在实践中的有效性,对我国本土两家行业领先的物流服务提供商——京东物流集团和顺丰速运公司的可持续性经营实践实施评估,依据专家评分结果,在同等情况下,建议客户优先选择京东物流集团作为物流服务提供商。最后,通过灵敏度分析,进一步验证所建立的评价指标体系的稳定性及适用性,为我国企业增强物流服务的可持续性以及提升客户满意度提供有效的评价工具。基于此,我国物流服务提供商为实现可持续性转型,应着力使用环保包装材料、更新清洁能源车辆、推动仓储绿色升级以提升环境可持续性,强化服务的及时性、响应性和灵活性以促进客户的可持续性,加强绿色技术创新和推动物流成本持续优化以进一步加强经济可持续性,并通过注重员工培训及权利保护、积极履行社会责任等努力提升社会可持续性,从而构筑可持续的物流服务竞争优势。 展开更多

稀土是支撑高端技术创新和新兴产业发展的关键矿产资源,已经成为大国资源竞争和国际地缘经济政治博弈的重要对象。全球稀土供应链重构进程加剧,如何评估我国稀土资源贸易安全,破解稀土贸易贫困化增长困境,促进稀土产业可持续发展,是当... 稀土是支撑高端技术创新和新兴产业发展的关键矿产资源,已经成为大国资源竞争和国际地缘经济政治博弈的重要对象。全球稀土供应链重构进程加剧,如何评估我国稀土资源贸易安全,破解稀土贸易贫困化增长困境,促进稀土产业可持续发展,是当前亟须关注和解决的重要课题。本研究基于“压力—状态—响应”模型(Pressure-State-Response Model)构建稀土贸易安全评价指标体系,测算不同时期我国稀土资源的压力指数、状态指数、响应指数,揭示我国稀土贸易安全指数演变特征,进一步建立多元线性回归模型,识别我国稀土贸易安全的影响因素。研究发现:我国稀土资源贸易安全度在持续下降,亟需优化贸易结构,降低供应链风险;我国稀土资源贸易的驱动因素主要来源于市场需求牵引、资源禀赋优势以及产业有序供给;全球稀土产业分工格局、资源价值核算方法缺失,限制了我国稀土资源贸易可持续发展。在此基础上,提出通过健全稀土资源收储体系、建设再生稀土研发和回收网络等方式,保障战略性稀土资源供给安全;同时,整合稀土行业优势资源与优化稀土产业链及供应链,深度参与全球稀土供应链治理,为我国稀土资源开发利用与可持续发展提供决策依据。 展开更多

为科学评估当前海洋渔业可持续发展现状,论文利用主成分分析法建立了海洋渔业经济、社会、生态可持续发展3个子系统共16个指标的评价体系,在此基础上对2013-2022年山东省海洋渔业的可持续发展水平做出总体评价。结果表明:近十年来,山东... 为科学评估当前海洋渔业可持续发展现状,论文利用主成分分析法建立了海洋渔业经济、社会、生态可持续发展3个子系统共16个指标的评价体系,在此基础上对2013-2022年山东省海洋渔业的可持续发展水平做出总体评价。结果表明:近十年来,山东省海洋渔业可持续发展水平总体向好,其中,人均海洋渔业经济产值、人均海水产品产量、海洋渔业从业人员比重、渔民人均纯收入、海洋养殖面积和污染导致的水产品损失量等指标起到了关键作用。故论文针对以上影响因素提出要促进海洋渔业高质量发展、改善海洋渔业渔民民生、科学发展海洋水产养殖以及保护海洋渔业水域生态等建议,以期进一步实现山东省海洋渔业的可持续发展。 展开更多
