Measurement and Evaluation of Efficiency of Regional Technical Innovation Jiangsu Province

The target system was built to evaluate the efficiency of technical innovation for 13 cities and three regions in Jiangsu province based on the data envelopment analysis. This paper comparatively analyzed the efficiency of innovation and scaling return for each region in Jiangsu province. The projection analysis on production frontier face for inefficient regions was also performed. Evolving rules and regional difference of technical innovation system of Jiangsu province were explored. Some important results and suggestion were obtained.

Research on the Evaluation of the Enterprise＇s Technology Innovation Capability

With the fast development of technology and the fierce market competition, technology innovation has been put on firm agenda to each enterprise＇s success. Under this circumstance, how to improve the innovation capability of enterprise is very important. Meanwhile, how to evaluate the enterprise＇s innovation capability becomes a key point. This paper analyses the content of enterprise＇s innovation capability based on the innovation process. A set of evaluation index systems of enterorise＇s innovation capability have also been given out.

Secondary relative evaluations on regional technology innovation capability in SMEs

According to this problem that every regional technology innovation of SMEs and innovation environment are different, the method on secondary relative evaluation to measure the innovation capability of SMEs in 9 provinces and 3 municipalities is developed in this paper. First the Fuzzy Integral Comprehensive Evaluation is adopted to measure the comprehensive index states of technological innovation of SMEs in different regions, and then the BCC model in Data Envelopment Analysis is used to calculate the secondary relative evaluation of regional technology innovation capability in SMEs, so that this method not only settles the relevance between indexes influencing regional technology innovation capability of SMEs, but also eliminates the influence of objective basic condition, and then provides bases for every region to make out policies and rules on technological innovation of SMEs and for enterprise to establish relevant strategy of technological innovation.

Research on Technology Opportunity Identification of Small and Medium-sized Vaccine Enterprises Based on Patent Analysis

Objective To propose a method for identifying cooperation partners and technology opportunities based on technological similarity and technological capability analysis at the critical moment for the survival of small and medium-sized vaccine companies.This method can provide a direction for small and medium-sized enterprises that lack human and financial resources to make full use of its existing technologies.Methods Data analysis was carried out based on patent data.First,through cosine similarity and patent index evaluation,companies with high technological similarity and strong technological capabilities were selected as the target of cooperation.Then evaluation index system of technological development potential was built from three dimensions:technological competitiveness,technological creativity,and potential for industrialization.AHP-CRITIC method was used to determine the comprehensive development potential of each technology.Finally,technology opportunities based on K-means and text mining were identified.Results and Conclusion This method can help small and medium vaccine companies in China to identify technological opportunities and provide directions for product development.

Dynamic Evaluation and Analysis of Regional Innovation Capability in Eastern China from the Perspective of High-quality Development

The economy of China has turned to the stage of high-quality development. In this sense,the connotation of regional innovation capacity should reflect more aspects, such as better economic effectiveness, people-centered philosophy of development and better living conditions. This study aims at establishing the evaluation index system of regional innovation capacity under high-quality perspective.Then the dynamic evaluation method based on gray correlation degree and TOPSIS is improved. And the improved method is applied to evaluate the regional innovation capacity under high-quality development perspective. The results show that: 1) The regional innovation capacity of Jiangsu, Zhejiang,Shanghai and Guangdong under high-quality development perspective is better than other regions,while the regional innovation capacity of Beijing-Tianjin-Hebei is imbalanced. Regional innovation capability of Fujian, Shandong, and Hainan from a high-quality perspective is at the middle and lower levels. 2) From the perspective of development trends, the gap of regional innovation capacity between Beijing, Jiangsu, Zhejiang, Shanghai, Guangdong and Fujian, Hebei, Shandong is gradually narrowing.3) An in-depth analysis of the regional innovation capability of the eastern provinces and cities from the perspective of high-quality development through different dimensions shows that Beijing, Guangdong, Jiangsu perform well in all dimensions, while Fujian and Hainan need to pay more attention to innovation input and the creation of a better innovation environment to enhance innovation output and promote innovation effectiveness. At last, based on above analysis, relevant policy recommendations are proposed.

Evaluating Cities’Independent Innovation Capabilities Based on Patent Using Data Analysis Methods

City innovation ability evaluation is becoming an important research field these days.The quantity and quality of patent that a city owns as well as the capability of managing patent institution indicate urban technological innovation ability and core competence.In this work,starting from patent analysis point of view,we construct urban technological innovation ability evaluation system.Factor analysis method is applied to 15 vice-provincial cities in China to analysis the collected patent data samples and a demonstration research is indicated upon the experimental results.Experimental results show that the littoral cities in south China have distinct advantages over the others in innovation activity,innovation capability,and innovation livability and innovation contribution.In the meantime,some old industrial bases own superiority in innovation cooperation and potential.

Big Data Capability,Knowledge Dynamic Capability,and Business Model Innovation:The Moderating Effect of Innovation Legitimacy

Based on dynamic capability theory and legitimacy theory,a theoretical model is constructed to examine how big data capability,through the mediation of knowledge dynamic capability,drive business model innovation under the moderation effect of innovation legitimacy.The eanalys is isconducted using regression analysis and fuzzy set qualitative comparative analysis(fsQCA)on survey data from 302 enterprises that have already implemented big data application practices.The study finds the following four conclusions.(1)Big data capability has a significant positive impact on business model innovation.(2)Dynamic knowledge capability partially mediates the relationship between big data capability and business model innovation.(3)Innovation legitimacy positively influences business model innovation and positively moderates the relationship between big data capability and businessmodel innovation.(4)Through further qualitative comparative analysis,two causal paths that influence business model innovation are identified.

虚拟大学颠覆性创新:一个量化评估框架的构建

针对虚拟大学是否具有颠覆性创新潜质这一问题,目前学术界虽然存在截然不同的两种观点,但所采纳研究方法却较为一致,即均以理论思辨方法展开探讨,鲜见针对虚拟大学案例展开量化评估。究其原因,在于目前学术界尚缺乏可用于虚拟大学颠覆性创新的评估框架。据此,尝试设计了一套评估框架,该框架首先基于扎根理论分析法、借助NVivo软件编码建构了六大评估维度,包括教学服务、使用相对成本、开放性、组织独立性、大学市场运作机制及质量;继而,运用层次分析法和模糊综合评价法,针对六大维度所包含各项特征指标予以量化赋分以确定各部分权重。将所构建框架应用于四所有代表性的虚拟大学(学院),评估结果较为准确地反映了四所虚拟大学(学院)的发展现状和办学水平。所构建这一评估框架,无论对于志在争夺高等教育市场份额的虚拟大学,还是对于决意维系和增强自身竞争力并顺应教育数字化改革趋势的传统大学,均具有较强的理论和实践参考价值。

学科交叉融合培养实践创新型人才的研究

目的探索医学教育与多学科交叉融合背景下建立以增强科研创新意识和能力为主的全新教学模式。方法选择北华大学2021级临床医学专业本科生为研究对象。根据平时成绩将30名学生随机分成两个组,A组15人,采用传统授课模式,完成基本教学内容。B组15人,在完成基础教学的基础上,增加多学科交叉融合教学,学期结束后比较两组同学在课程体系评价、学生实践教学考核成绩、师资队伍评价、教学效果和质量评价。结果在课程体系评价中,B组课程的整体表现优于A组;实践教学考核成绩得分,B组得分明显高于A组;在授课内容贴合本专业领域前沿、理论知识与实践相结合、学科进行交叉融合、师生互动、激发学生思考能力和创新思维上,A组教师优良率仅为33.3%~73.3%,而B组教师优良率为86.7%~100%,B组教师表现较A组教师提升较大。在教学效果评价和教学质量评价方面B组整体优于A组。结论医学教育与多学科交叉融合培养能够有效地提升医学本科生科研创新能力。

科技型中小企业专利组合策略对创新绩效影响研究--动态能力的调节作用

在知识经济时代,全面提升知识产权创造、运用、保护和管理水平,是实现知识产权强国的必然要求。如何运用专利组合策略以提高组织创新绩效是我国科技型中小企业面临的重大挑战。以2016—2021年创业板和科创板上市公司面板数据,实证检验了专利组合规模、多样性与价值对创新绩效的影响机理以及企业动态能力的调节效应。研究发现:专利组合规模、专利组合多样性与专利组合价值正向影响科技型中小企业的创新绩效;动态能力强化了专利组合规模、多样性与创新绩效的正向关系。研究结论为科技型中小企业在动态环境下实施有效的专利组合布局提供理论参考。

四川省区域协同创新网络体系研究——基于“一干多支,五区共兴”发展战略的思考

在创新驱动经济高质量发展的战略背景下,结合四川“一干多支,五区共兴”的区域协调发展布局,利用熵权法评估四川省各市(州)的创新能力,通过社会网络分析法对四川省创新协同网络进行分析,探究了区域协同创新体系建设的可行路径。研究结果表明:成都市是四川省的创新高地,成都平原整体的创新能力显著强于其他四区,存在明显的断层现象;四川省的创新能力呈现出“中心—边缘”的空间格局,成都市的极点效应辐射范围仅在成都平原内,未能同整个四川的创新系统融合;遂宁、南充、自贡等地的中介作用效果不佳,创新辐射的承接效果较差,未能有效带动四川地区创新能力的发展。基于此,提出要建立成都平原与各区间完备的创新互动机制;强化成都辐射,重视中心节点的承接作用;立足区域特点,促进特色发展;促进创新资源有效配置,实现区域创新一体化发展等政策建议。

辽宁省城市科技创新能力分析与评价

本文从创新基础环境、知识创新能力、技术创新能力3个维度选取12个指标构建了城市科技创新能力评价指标体系,并运用SPSS软件对辽宁省14个地级市的科技创新能力进行因子分析和聚类分析。实证分析表明,沈阳和大连的科技创新能力较强,其他城市的科技创新能力较弱,并提出了提升辽宁省城市科技创新能力的对策和建议。

数字经济背景下服装企业创新能力评价研究

随着传统产业与数字化融合的步伐逐渐加快,数字经济的发展为服装企业提供了新的创新机遇。文章基于2016—2022年中国服装上市公司面板数据,从创新投入、创新产出、经营绩效、环境因素和数字化水平5个维度构建创新能力评价指标体系,运用全局因子分析法综合评价服装上市公司创新能力,并对中国服装上市公司创新能力总体状况进行分析。研究认为,研发投入和专利产出是提高服装上市公司创新能力的关键要素;中国服装上市公司整体创新能力处于中下游水平;不同上市公司创新能力之间存在较大差异;上市公司整体数字化水平较好。最后,文章从企业和政府2个方面提出相应的对策建议。

海战场环境下反舰导弹效能评估方法研究

对海打击是海上编队最为重要的作战样式之一,开展武器装备作战效能评估方法研究,科学评估其作战能力,是装备列装定型的必要条件。基于作战能力评估的复杂性,在系统分析以往效能评估方法和步骤基础上,建立了武器装备不同类型指标的归一化模型和关键作战能力评估模型,可为靶场开展作战效能评估提供重要理论参考,为部队作战使用提供支撑和帮助。

基于全局时序因子分析的中国区域绿色技术创新环境评价

为探究绿色技术创新环境水平及其提升路径,基于2017—2021年中国31个省份的数据样本,从区域层面构建绿色技术创新环境评价指标体系,引入全局时序因子分析法识别其中实际起作用的主要维度,对绿色技术创新环境水平进行评分,并用蝴蝶模型对比区域间差异。结果表明:基本公共服务、城市发展、政策效率、资源供给与绿色生活是影响绿色技术创新环境的4个主要维度;各区域绿色技术创新环境水平整体差异大,资源供给与绿色生活和城市发展方面差异最显著。建议通过政策引导、加大投入、扩大开放等措施实现资源跨区域流动,提升绿色技术创新环境。

测绘地理信息企事业单位科技创新能力评价体系研究——以湖南省为例

为对湖南测绘地理信息企事业单位科技创新的现状和面临的问题进行深入分析,本文提出了一种基于综合评价方法的科技创新能力评价体系。该评价体系通过资料收集和层析分析法初步建立指标体系,并依据专家咨询优化评价体系,以创新基础、创新机制、创新成果和绿色通道等4个一级指标、12个二级指标和23个三级指标的评价指标体系,完成对湖南省测绘地理信息企事业单位科技创新能力的综合评价。结果表明,该评价体系能够较全面地反映企事业单位的科技创新能力,为测绘地理信息企事业单位的科技创新能力评价提供有力支持,也为企事业单位的科技创新提供指导和参考。

基于DANP—模糊综合评价的危化品救援队伍应急能力评估

为量化评价我国危化品应急救援队伍能力,明确应急救援队伍建设中存在的不足,通过能力素质冰山模型研究影响因素,从应急准备、应急响应和总结评估3个方面建立评估指标体系,结合集成决策实验室分析法(DEMATEL)与网络层次分析法(ANP)确定指标权重,并和DEMATEL法的权重结果进行对比,运用模糊综合评价法建立全国危化品救援队伍应急能力评价模型。结果表明:应急准备能力评价为“较弱”,应急响应能力和总结评估能力评价为“一般”,队伍总体应急能力评价为“一般”,两种权重的评价结果一致。

林草类科研院所科技创新能力提升影响因素评价模型的构建

为进一步探讨林草类科研院所科技创新能力影响因素并厘清它们之间的联系,在梳理2006至2023年中国知网数据库的72篇核心文献的基础上,通过现场调研和专家咨询,建立林草类科研院所科技创新能力提升影响因素识别与评价体系,同时结合决策实验室法(DEMATEL)和对抗解释结构模型(AISM)明确各因素间的相互影响和层次关系,识别出影响林草类科研院所科技创新能力的根本因素、中间因素和结果因素。结果表明:影响林草类科研院所科技创新能力的12项核心因素包括科技观念不强、创新文化建设不足、技术推广不足、科技成果转化不足、创新环境不佳、科技创新投入不足、人才流失严重、缺乏优秀领军人才、缺乏协同创新机制、评价体系不完善、科技创新发展受限和科技创新周期长、风险大,其中创新环境不佳、人才流失严重和评价体系不完善是根本原因,可从改善科技观念不强、科技创新投入不足、缺乏优秀领军人才等因素着手促进科技创新能力提升。基于研究结论,提出要从创新观念、创新条件、创新人才和创新评价体系等4个关键点着手,全面提升林草类科研院所科技创新能力。

职业教育汽车专业提升学生的数字化“双创”能力

在“大众创业,万众创新”与产业链部署创新链的背景下,为建造中国数字经济新的发动机和新引擎,职业教育作为教育的重要组成部分,在经济重心和发展上都占有举足轻重的作用。本课题旨在通过改变传统课堂教学方式,结合汽车类专业、课程、职业院校学生特点,探索如何在专业课堂教学中融入数字化创新创业教育,不断提升学生的数字化“双创”能力,一方面为新时代中国特色社会主义国家创新创业提质培优,另一方面为汽车类职业院校学生拓展更为广阔的择业、就业、创业选择思路,最终培养学生具备基于专业知识与实践技能的自主创新思维能力,依赖专业能力自由创业精神。

基于因子分析甘肃省农产品物流能力评价研究

农产品物流是农业产业链的重要环节,随着社会经济的不断发展,甘肃省的物流基础设施较为完善,拥有多条铁路、公路、航空等联通内外地的交通干线,便于农产品的运输,为农产品物流的发展提供了有利条件。文章从甘肃省农产品物流在不同地区的发展水平出发,运用SPSS计量软件,选取了9个指标来构建甘肃省农产品物流能力的评价指标体系[1]。运用因子分析方法,对甘肃省11个市区的农产品物流发展能力进行评估,并对其关键因素进行剖析,根据研究结果,提出一些相应的改善措施。
