Chengdu and Chongqing,as two core cities in the Chengdu-Chongqing economic circle,have always been in the front rank of development and reform of urban-rural integration in China.But due to different basic conditions,...Chengdu and Chongqing,as two core cities in the Chengdu-Chongqing economic circle,have always been in the front rank of development and reform of urban-rural integration in China.But due to different basic conditions,ideas and priorities are different in the two cities.This paper establishes an analysis framework based on system theory,conducts a systematic comparison on the development and reform of urban-rural integration in the two cities to achieve a comprehensive comparison study and finds out that:(a) Owing to different basic conditions,Chengdu and Chongqing have adopted different reform ideas and measures.Chengdu places more emphasis on systematic advancement,while Chongqing attaches more importance to key breakthroughs.(b) Chengdu’s high level shows that in the practice of urban-rural integration,independent policies and measures in local areas have limited effects.System efficiency can surpass the sum of local areas’ efficiencies only if a systematic method is adopted to comprehensively promote policies and measures for institutional innovations in various fields.展开更多

Such volatility has largely been due to Chinasde facto administrative and fiscal decentralisation and its de jure attempts at reassertingcentral control through fiscal and commercial regulation. Section II will discuss somereasons for Chinas rapid economic growth and discuss the macro-level influences whichcaused output and inflation instability in the period 1979-1996. Section III will discuss theeffects of public sector reform on output and prices. Section IV will explore trade reformseffects on output and prices. More structural factors and imbalances are at work. On both sides there is a collective leadership bound by continuity and constraints. Strategic advances have been made in the past on either side at junctures in the leadership and in the EU case at junctures of institutional change (Maastricht, Lisbon Treaties): After the creation of High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP), the European External Action Service (EEAS) and the EU President replacing rotating Presidencies the focus of the EU's China policy has been moving beyond economic to political and strategic initiatives. More leadership can be expected at EU level (while problem of MS coordination will remain). The new Chinese leadership will inscribe itself into foreign policy continuity in the next few years, XI Jin-ping and LI Ke-qiang, have already been part of the previous leadership generation. Their likely pragmatic focused on economic issues in the relationship is in line with pressing need for domestic reform. Externally, leadership attention will remain on the US and the situation in Asia where the EU will remain unlikely to be seen as a key player. Managing issues and the political and bureaucratic processes has been the mainstay of the EU-China relationship, making it rather consistent and predictable.展开更多
