Construction of an evaluation system for information openness of local governments

Evaluating government openness is important in monitoring government performance and promoting government transparency. Therefore, it is necessary to develop an evaluation system for information openness of local governments. In order to select evaluation indicators, we conducted a content analysis on current evaluation systems constructed by researchers and local governments and the materials of a case study on a local government. This evaluation system is composed of 5 first-tier indicators, 30 secondtier indicators and 69 third-tier indicators. Then Delphi Method and Analytic Hierarchy Process(AHP) Method are adopted to determine the weight of each indicator. At last, the practicability of the system is tested by an evaluation of the local government of Tianjin Binhai New Area, which has been undergoing administrative reform and attempting to reinvent itself in the past 5 years.

Construction of an evaluation system for the service capabilities of government to business (G2B) web portals

On the basis of analyzing both domestic and foreign evaluation systems for the e-government and also taking into account of the current situation of government portals in urban centers,the paper is aimed to construct an evaluation system primarily for the measurement of the service capability of business-oriented G2B portals of local governments in general and those G2B portals of the new development zones in particular.This system is composed of 6 first tier indicators,18 second tier indicators and 90 third tier indicators.And the weight of each indicator is determined by Delphi Method and Analytic Hierarchy Process(AHP) Method.Subsequently,we used this system to evaluate the government portals of Tianjin Binhai New Area and Shanghai Pudong New Area and proved to have the desired practicability.

FUZZY SYNTHETICAL EVALUATION ON THE GOVERNMENT OFFICIALS’ CONSCIOUSNESS ON THE IPE BASIS

Government policy is the key to the development of the individual and private economy (IPE).In the making of a policy, the social consciousness of government officials is one of the important factors to affect the policy made. Since the social consciousness on the development of IPE varies from person to person, it is conventionally indefinite and fuzzy. This paper applies fuzzy sets to analyse the government officials’ social consciousness on the IPE basis.

Does internet use improve the public evaluation of government environmental governance (GEG) in China? An analysis using the Chinese Social Survey, 2013−2017

Based on three datasets of the Chinese Social Survey(CSS)2013,2015,and 2017 and the National Statistical Yearbook,this study examined whether and in what ways using the Internet may or may not affect the public evaluation of government environmental governance(GEG).There are three main findings.First,Internet use has a negative influence on the public evaluation of GEG.Second,there has been an urban-rural difference in terms of Internet use;especially for the rural resident,increasing their use of the Internet significantly lowered their evaluation of GEG.Third,Internet use affects GEG mainly through political trust,whilst it tends to enhance people’s perception of environmental problems;however,it has little influence on their evaluation of GEG.This finding implies that public evaluation of GEG should be viewed as an important inter-subjective dimension of GEG;especially in the Internet era,it has become increasingly necessary for the government to not only continuously improve the quality of governance by dealing with actual/practical environmental issues,but also enhance its ability to react to the public opinions online effectively and appropriately.

Study on Government Performance Evaluation and Optimal Countermeasures of Sewage Treatment in Beijing City

In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was constructed by conversion of critical success factor method.Using comprehensive evaluation method based on entropy weight method and principal component analysis method,the sewage treatment effect of Beijing municipal government from 2010 to 2017 was quantified,and the government s sewage treatment work was comprehensively evaluated.The evaluation results showed that the government has achieved remarkable results in sewage treatment,but it should continue to optimize the countermeasures in promoting the transformation and upgrading of economic structure,strengthening the management of urban sewage treatment and strict management system of water environment.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

An empowerment evaluation framework for national scientific and technical information governance

‘Empowerment’is the result of pursuing special capabilities under a specific value orientation.The changes in related object capabilities triggered by scientific and technical information activities in the new environment are important to the national scientific and technical(S&T)information governance.Based on the empowerment theories and evaluation practices,this study attempts to construct an empowerment evaluation framework for national S&T information governance and takes the participatory technology assessment and Altmetrics methods as examples to demonstrate its advantages:1)The capability changes and development potential are regarded as important basis for evaluation;2)The multi-person participation and multi-indicator comprehensive evaluation method is conducive to the democratic and objective nature of science and technology information governance policy formulation.

Evaluation of Governance Structure of Farmers' Specialized Cooperatives

In this paper,from the authority,decision-making body,supervisory body and implementing body,we analyze the governance structure evaluation indicators of farmers' specialized cooperatives,using objective and subjective combination weighting approach.And we draw the following conclusions:the rate of return of profits for membership,frequency of council convened and the number of members of board of supervisors have a great impact on the governance structure of cooperatives; the insider control phenomenon in cooperatives is more serious and the level of incentives is limited.Finally we put forward corresponding policy recommendations.

Study on Effectiveness of Government Governance in the Cities with Serious Air Pollution: A Case Study of Zhengzhou City

It is a basic national policy of China and the most important problem in the current development process to control pollution and protect environment.Since environmental and ecological management has strong externality,there is little room for the private sector to play,and government governance becomes the most important means.To rationally assess government effectiveness in ecological management and clarify the main factors affecting the effective governance,Zhengzhou City is taken as research object.By referring to advanced experience of policy evaluation at home and abroad,two level-one indexes(ecological effect and economic effect)and eight level-two indexes(days of good air,concentrations of main air pollutants,energy consumption of per unit GDP,total energy consumption,per capita GDP,energy consumption of heavy industry,added value of industries above designated size,and annual fixed asset investment)are constructed to evaluate effectiveness of air pollution control policy in Zhengzhou City.Moreover,the factors affecting effectiveness of air pollution control policy in Zhengzhou City are analyzed.Finally,corresponding suggestions are proposed based on these factors:perfecting laws and regulations of air pollution control in Zhengzhou City,establishing accountability mechanism and cross regional governance system,adjusting industry and energy structure,valuing environmental technology and social participation,and improving government and people's awareness of environmental protection.

Merit and Evaluation Models for Managers in the National Health System： An Empirical Study

The national health system （NHS） complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted： national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities.

The research of Chinese Government Public Relations-- Based on the idea of the Balanced Scorecard

Through analyzing the problems of Chinese government public relations, using the idea of the Balanced Scorecard, we analyze the reasons of these problems and discuss the countermeasures from four aspects that conclude financial, internal operations, customers, learning and growth to achieve the all-round and balanced development of public relations and establish a high level of government public relations organization, regarding the overall strategic goal of government public relations that aim to strengthen the communication with various public, establish an innovative, pragmatic, honest and efficient government image in the public and the international community as the center.

Evaluation and analysis of influencing factors on the quality of carbon disclosure:An empirical study of CDP in China

The purpose of this paper is to evaluate the quality of corporate carbon disclosure and to analyze its influencing factors. With the hand-collected carbon information from annual reports, social responsibility reports, sustainability reports and opened CDP questionnaires of the sample of 100 Chinese companies investigated by CDP from 2008-2011, the quality of carbon disclosure is defined by evaluating indicators obtained from factor analysis, and its influencing factors are studied from three aspects including company characteristics, financial features and corporate governance by means of correlation, differences comparison and regression analyses. Findings show that the quality of Chinese companies' carbon disclosure is mainly affected by company characteristics(such as the emission characteristics of one's industry and dual listed) and corporate governance(such as ownership concentration), but in perspective of financial features, there seems to be little relation between the disclosure quality and financing motivations. The practical implication of the paper is to help Chinese companies find out effective ways to improve carbon disclosure quality. The paper contributes to carbon disclosure literature by explaining the connotation of carbon information, providing a set of evaluation indicators of carbon disclosure and exploring the influencing factors from various perspectives.

Towards Developing Successful E-Government Websites

Quality is a key factor to ensuring success of e-government websites. Therefore, a definition for high-quality e-government website is required, as well as, an e-government system’s quality evaluation methodology. This paper identifies quality attributes that are required to assess the quality of an e-government website, which should be considered by developers during the development of e-government applications. The primary goals are identifying, qualifying, categorizing, and ranking these factors, and then defining the interrelations among these quality factors.

现阶段高等教育评价改革的理念澄清和着力方向

高等教育评价是一种重要的教育治理手段,对学生学习、教师发展和学校改进都起着非常关键的作用。高等教育评价有着内在的价值和规律,体现在评价类型与评价应用的契合、评价价值与实践的契合以及评价体系与治理的契合等方面。在推进高等教育评价改革的过程中,由于没有充分尊重教育评价的内在价值与规律,出现了阻滞评价改革的问题,包括量化评价惯性思维、评价指标科学性和精准性有待提升和评价体系缺乏协同等。解决这些问题需要我们面向质量提升,将转变评价理念并改进评价实践、重拾学术信任文化以及提升评价参与者的评价素养作为改革推进的重要支撑。

公立医院行风建设指数定量评价体系构建研究

目的:从医院管理视角引入指数定量评价体系,用形象、具体且高度凝练的指标和评价要点来描述公立医院的行风建设工作。方法:立足当前公立医院行风建设管理中重点督查的关键领域,围绕落实主体责任、完善制度建设等5个维度,设计定量与定性相结合的行风建设指数评价模式。结果:构建了适用于公立医院临床科室的数字化行风建设指数评价机制,划定评价周期并实行动态管理,实现对行风建设发展问题的精准定位和对行风监督工作具体实施情况的有效全面评估。结论:本研究客观评价医德医风水平和医院行风建设管理现状,有助于综合理解和客观评估复杂的管理行为,为未来数字医院的横向管理与纵向规划提供了有效的战略改进支撑,有助于推动现代化医院行风治理的标准化、精细化和信息化发展。

科技治理范式下的人才评价:理论指向与实践进路

当前,以科技管理范式为应然的人才评价体制机制相对滞后于科技治理改革实然,导致人才评价实践中衍生诸多问题,亟需建立符合科技治理需要的人才评价体制机制。但是,由于科技治理的理论内涵尚未厘清,对于人才评价改革实践的指导作用有限。为阐明科技治理时代的人才评价实践进路,本文首先从目标、行动、话语、组织、规范5个维度对科技治理的理论内涵进行解构。在此基础上,明确了科技治理时代的人才评价应将创新生态系统建设作为评价目标、以网络结构重塑评价主客体关系、面向合作重构人才评价标准、以平等对话改良评价方式、在行动中规范人才评价过程。

新时代教育评价改革多元主体的行动逻辑

随着“构建政府、学校、社会等多元参与的评价体系”这一改革目标的提出,多元主体在新时代教育评价改革中的价值与作用亟需明确。审视教育评价的本质,可以发现:破解“五唯”问题,推进改革不断深入的关键在于打破评价主体的“单主体论”,转向价值主体、评价主体、治理主体的“多主体论”;价值主体、评价主体、治理主体分别以表达价值诉求、履行评价责任、联结主体行动,助推有差异、有动能、有组织的改革落地。然而,当前教育评价改革中多元价值主体诉求的虚置性介入、多元评价主体知能的无力性介入和多元治理主体组织的缺位性介入,致使改革陷入同质、空泛、低效的困境。对此,可以通过权利下沉、教育赋能、秩序重组,来推动教育评价改革不断深入。文章对新时代教育评价改革多元主体行动逻辑的阐释,可以为构建多元主体参与的教育评价体系提供理论参考。

科学治理视域下的我国开放科学实践:现状、动力与对策

信息化、数字化、网络化背景下的开放科学运动正不断重构当代科学知识的生产方式。世界范围内开放科学的快速发展对我国来说既是重要的战略机遇,又是前所未有的巨大挑战。开放科学是一个包含政府、科研资助与管理机构、高新企业、出版商、科学共同体、科学组织、社会公众等众多行动者的复杂网络系统,其推进过程伴随着异质性行动者间利益关系的不断调适和重建。研究认为,我国的开放科学实践需解决好强化国家层面的战略规划、调整科研评价指标体系、完善开放科学基础设施、重构科研资助模式、提升开放科学的参与技能等几个方面的关键问题。

论语言智能的治理

语言智能在深刻改变语言治理的同时,自身也成为了语言治理的新对象。语言智能的治理,可以以数据和市场为抓手,因为数据是智能技术研发的起点,且直接来源于社会和市场,而市场应用则是智能技术研发的终点,也是研发的最终驱动力。从数据治理来看,语言数据资源决定着语言智能在性能、技术落地、关键领域应用和伦理安全等重要方面的表现,但目前中国很多行业数据化程度较低、数据质量不高,关键领域数据国产化程度有限,且伦理安全的地位亟待提高。从评价治理来看,学术机构和政府机构组织的技术评测已经成为推动智能技术和产品进步的重要手段,已形成“数据-技术-评测”闭环,但中国的技术评测在权威性、影响力、规划和设计科学程度上尚有提升空间。安全治理首先是能力问题,即能力落后于需求;其次是伦理安全问题,集中于语言资源、应用和社会文化方面。因此,语言智能治理首先要以数据为基础,以评测为牵引,提升语言智能能力;其次,要从数据、评测和使用等方面把好安全关,从理念、组织、实施、学科和社会文化等方面把好伦理关。
