Thoughts on the Construction of Beautiful Villages with Poverty Alleviation in the Perspective

Accurate poverty alleviation has become an important task in implementing the rural revitalization strategy.Since the 19th CPC National Congress,Chinese government institutions have been striving to take measures to lift poor rural areas out of poverty.This essay takes Tailai district as the blueprint to start the research on precision poverty alleviation,explores and discusses the construction of beautiful villages,proposes strategies for sustainable development,makes people change concepts to coordinate the relationship between interests and concepts.It also points out the target that using the industry as a guide,using technology to alleviate poverty and make the village vibrant.Therefore,the endogenous power will be derived from the roots,and the agriculture,farmer and rural area will be fed back,in order to provide a reference for the Construction of Beautiful Villages in Heilongjiang.

When Heritage Is Rural: Environmental Conservation, Cultural Interpretation and Rural Renaissance in Chinese Listed Villages

This article argues that China’s growing attention towards villages in recent years has contributed to transforming the concept of built heritage and helped in disseminating a holistic idea of territory that has prepared the ground for the environmental turn the country is now experiencing.This conceptual transformation was carried on by a number of converging-although independent-initiatives from different governmental institutions and has been driven by different factors,most importantly,the need to mend the development gap between urban and rural areas,and the wish to rediscover the cultural heritage of the country.The Chinese experience in village preservation was conceived as an important component of a much wider corpus of measures,driven by the rural revitalisation discourse,and should therefore be situated within this broader conceptual framework.This perspec­tive leads to a distinctive approach to the concept of heritage and outlines a type of protection‘with Chinese char­acteristics’that will increasingly influence the international context.Drawn on three years of field observations and desk analysis,the article highlights some of the characters that define the Chinese experience in village preserva­tion,analysing the most important national lists of villages and examining various cases.

Beautiful Village Planning and Construction:A Practice of Human Settlement Improvement in Jiangsu Province

The 18th CPC National Congress set forth a development goal to build a beautiful China. Particularly,it emphasized the integration of urban and rural development as a fundamental way to solve issues relating to agriculture,rural areas,and farmers. Consequently,how to integrate urban and rural development,and how to construct beautiful villages under national arrangements turns into distinctive historical responsibilities of the contemporary urban and rural planners. Nevertheless,due to the profound impact of the urban-rural dual system,there has been a huge disparity between rural and urban in both construction management and planning. Simply put,we know less about the rural but more about the urban. Taking the beautiful village construction in Jiangsu Province as an example,the paper draws from the empirical practices on village planning,farmers' wishes survey,and environmental remediation,in the hope to contest current village planning and construction concepts and to initiate more heated debates on rural areas at large. It seeks a new route for village construction and rural human settlement improvement that better respects the characteristics of China's rural areas,and meanwhile more faithfully refl ects farmers' demands.
