Effective Utilization of Government-Provided CTI by Small Businesses within the Defense Industrial Base

There are two broad objectives of the research reported in this paper. First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small businesses within the U.S. Defense Industrial Base (DIB). Second, we identify ways of improving the effectiveness of government-provided CTI to small businesses within the DIB. Based on a questionnaire-based survey, our findings suggest that government-provided CTI helps businesses within the DIB in preventing, or responding to, cyber-attacks providing a firm is familiar with the CTI. Unfortunately, a large percentage of small firms are not familiar with the government-provided CTI feeds and consequently are not utilizing the CTI. This latter situation is largely due to financial constraints confronting small businesses that prevent firms from having the wherewithal necessary to effectively utilize the government-provided CTI. However, we found a significant positive association between a firm’s familiarity with the government-provided CTI and whether a firm is being periodically reviewed by the Defense Counterintelligence and Security Agency (DCSA) or is compliant with the Cybersecurity Maturity Model Certification (CMMC) program. The findings from our study also show that the participating firms believe that external cyber threats are more likely to be the cause of a future cybersecurity breach than internal cybersecurity threats. Finally, our study found that the portion of the IT budget that small businesses within the DIB spend on cybersecurity-related activities is dependent on the perception that a firm would be the target of an external cyber-attack.

The Evolution of Regional Economic Resilience in the Old Industrial Bases in China: A Case Study of Liaoning Province, China

The economic transformation of the old industrial bases is a key research topic among geographers in China.In this paper,we propose that the concept of regional economic resilience(RER)has unique theoretical value in analyzing the economic transformation of the old industrial bases.We constructed an analytical framework and an index system and applied the conceptual tools to study the evolution of RER in the old industrial base of Liaoning Province in China,which is currently subjected to not only sudden shocks but‘slow burn’—longer term processes of change that may nevertheless affect the regional economy.There are four main findings:first,the evolution of RER in Liaoning can be divided into four stages from 2000 to 2015.Liaoning is currently in its conservation-release period,and the next stage will be a release-reorganization period.Second,the RER of the majority of the studied cities is lower than the average value for Liaoning,and this is mainly attributed to the relatively weak vulnerability-resistance and adaptability-transformation capacity of these cities.Third,the RER levels of the 14 cities in Liaoning differ significantly.At the first level is Shenyang and Dalian,at the second level is Dandong and Yingkou,and the third level comprises the remaining cities.Fourth,regional economic resilience is mainly determined by vulnerability-resistance,which indirectly reflects Liaoning’s lack of adaptability-transformation capacity,and the ability of the region to renew or create a new development path is weak.

Agricultural Ecological Zoning Plan of Old Industrial Bases in Liaoning Province, China

On the basis of brief description of current situation of old industrial bases and primary industry of Liaoning Province, the paper introduces the general situation of agriculture-ecological zoning plan in Liaoning Province. First, the ecological bases of agricultural zoning plan are introduced through various topographic and geomorphic types, regional climate differences and imbalanced distribution of natural resources; Second, in accordance with the theory of comparative advantage, distribution of production and resource economics, on the basis of comprehensive evaluation of agricultural natural resources, with the principle of fully excavating economic function of different natural resources, and in order to improve allocation efficiency of the two resources of market and government, the formation of ecological zoning plan of agriculture in Liaoning Province is analyzed; Third, according to Regional Layout Planning of Characteristic Agricultural Products of Liaoning Province (2006-2010), the paper describes basic layout of agriculture-ecological zoning plan in Liaoning Province. The policy support of agriculture-ecological zoning plan in Liaoning Province is analyzed from three aspects-support policy of functional zone major in producing grain, support policy of other characteristic agriculture-ecological zone and support measures of development of agriculture-ecological zone. The paper also analyzes experiences of agricultural development of old industrial bases in ecological zoning plan: First, agriculture-ecological zoning plan is a effective way of the revitalization of old industrial bases; Second, scientificity of plan is the basis of improving competitiveness of regional agriculture; Third, multi-input mechanism guiding by government is the key of agricultural packing effect; Fourth, integrated agricultural industrial chain is guarantee of realizing industrialization in ecological zone.

Exploration of Operation and Maintenance Management Mode and Innovation Mechanism of Pilot Base of Chemical Park

Based on the current situation of the operation and maintenance management of the pilot base in many chemical parks in China,this paper conducts an in-depth exploration of the operation and maintenance management and innovation mode of the pilot base from the aspects of the evaluation of the pilot project entering the park,safety and environmental protection supervision,pilot mode,and industrialization mode of the pilot test results,so as to provide solutions for accelerating the process and industrialization of the pilot project and realizing the innovation value of the pilot base.

Simulation of biodiesel industrial production via solid base catalyst in a fixed-bed reactor

Biodiesel industrial production based on a solid base catalyst in a fixed-bed was simulated. The lab and bench scale experiments were carded out effectively, in which the kinetic model is established and it can describe the transesterification reaction well. The Antoine equation of biodiesel is regressed with the vapor-liquid data cited of literature. The non-random two liquid （NRTL） model is applied to describe the system of fatty acid methyl ester （FAME）, methanol and glycerol and parameters are obtained. The Ternary phase map is obtained from Aspen Plus via the liquid-liquid equilibrium （LLE） data. In order to describe the production in a fixed-bed performs in industrial scale after being magnified 1 000 times, the Aspen Plus simulation is employed, where two flowsheets are simulated to predict material and energy consumption. The simulation results prove that at least 350. 42 kW energy consumption can be reduced per hour to produce per ton biodiesel compared with data reported in previous references.

Revitalizing Old Industrial Base of Northeast China:Process, Policy and Challenge

Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.

Spatial-temporal Pattern Evolution of Manufacturing Geographical Agglomeration and Influencing Factors of Old Industrial Base:A Case of Jilin Province,China

The primary object of this paper is to examine the spatial-temporal pattern evolution of manufacturing geographical agglomeration of the old industrial base.Industrial spatial agglomeration index and concentration ratio are used in this paper.Multiple linear regression models are also applied to try to explore the internal driving mechanisms on manufacturing geographical agglomeration.The results show that:1) the manufacturing agglomeration degree of Jilin Province is increasing gradually.The spatial polarization structure is visible;and the central region is the agglomeration area,in addition,the manufacturing industries of Changchun Proper present a trend of dispersion;2) the structure of manufacturing industries has changed,and the concentration ratio of labor-intensive manufacturing industry is declining,while the proportions of technology-intensive and capital-intensive manufacturing industry are relatively rising;3) marketing level,location accessibility,labor resources,capital,science and technology innovation capability,scale economy and the level of globalization affect manufacturing agglomeration with different degree.There are significant differences of the effects about employment,technology,the quality of residents and the export-oriented market on the industrial concentration ratio;4) in the future,the impact of policy and institution,export-oriented market and quality of resident on manufacturing geographical agglomeration pattern will be more profound.

White Gold: Cassava as an Industrial Base

A great number of production sectors in Africa that make use of maize, rice and wheat starches have carried out several experiments on cassava (Manihot esculenta) flour and starch, and found them to be potentially valuable substitutes. The benefits ranged from being a human staple food, constituent of animal feeds, and raw material in food processing, textile, pharmaceutical, detergent, alcohol and plastic industries to production of confectioneries like bread, spaghetti and chinchin. The vast availability of this “white gold” in most African countries can be explored in order to fully maximize its potential as an industrial base for interested entrepreneurs.

A STUDY ON RECESSION MECHANISM AND REJUVENATION WAYS OF THENORTHEAST OLD INDUSTRIAL BASE

Using the theory of regional superiority of forming and developing Of the old industrial bases and theory of transfondng industrial structure, the paper analyses the recession characteristics, reasons and mechanism of the northest Old industrial base. On the basis of analysing and using the successful experience of other countries, the authors put forward the pattern, goal and way of transforming the northeast old industrial base, combined with the particular national conditions. The poper wants to make the theory and practice system of forming and developing of the world industrial bases more perfect, and provide some experience to promote the systematic development and speed up the industrialized course in the industrial ha of developing countries.

AN ANALYSIS OF THE POLICY－MAKING IN REGULATING THE INDUSTRIAL STRUCTURE AND DISTRIBUTION IN TRADITIONAL INDUSTRIAL BASE IN MIDDLE LIAONING PROVINCE

Countermeasures for Stressing Industry but Disregarding Agriculture in Resource-based Counties: A Case Study of Fugu County in Shaanxi Province

Industry re-feeding agriculture is an important strategy to boost agricultural modernization[1]. As to resource-based regions, the key thing is the way to implement the strategy of resource-based industry re-feeding agriculture. In fact, as a typical resource-based county, Fugu County realizes its quick economic development mainly depending on the local resources and industrial development. And the agricultural development is relatively lagging in the county, more people are beginning to denote themselves to industrial development due to high return brought by resource exploitation, which results that the contradiction between industry and agriculture is gradually prominent in the county. Therefore, it is necessary to seek for a new way to develop industry and agriculture in resource-based counties. This article mainly introduces the mode and method of "industry re-feeding agriculture" in Fugu County, analyzes and summarizes the implementation effects and achievements of modes as well as discusses the problems produced in the course of policy implementation and tries to find countermeasures to coordinate the contradiction between industry and agriculture, then further discuss the development perspective of industry and agriculture in Fugu County.

Financial Supports to the Rejuvenation of the Old Industrial Base of Northeast China

Supporting the reconstruction and reform of the old industrial base in Northeast China is a significant strategy made by the Central Government. With the strategy going into effect, it will be a great opportunity for the economy and finance development in Northeast. Based on the financial facts in Northeast China and the analyses on the key issues concerning finance and the rejuvenation of the old industrial base, countermeasures in five aspects are put forwarded in this paper.

Recent Developments of Image Based Measurement Methods for Application to Transonic Flows in Industrial Wind Tunnels

The experimental investigation of unsteady complex flow fields in wind tunnels requires advanced measurement techniques. The most important of such image based measurement techniques are those for the measurement of planar flow velocity fields, planar pressure distribution, model location and deformation, model temperature and quantitative high speed flow visualization. The applications as carried out by DLR range from low speed flows to transonic flows, from high lift configurations to propellers and rotors, from wake vortex investigations in catapult facilities and water towing tanks to investigations of vortex break down phenomena on delta wings. The capability to use image based measurement techniques in transonic flows requires dedicated technical developments and experienced scientists due to the special environment of a transonic wind tunnel. In this paper an overview of the state-of-the art of the application of image based measurement techniques in transonic flows as performed by DLR＇s Institute of Aerodynamics and Flow Technology will be given.

Research on evaluation model of technology innovation ability of state-owned enterprises in northeast industry base

The paper viewed the current problem that state-owned enterprises in northeast industry base hadn＇t technologies of their own intellectual property right, whose sources mainly depended on imitation and introduction from abroad. Operational evaluation method and index criteria system of enterprises technology innovation ability were put forward in this paper, different enterprises may revise the model according to their actual situations to evaluate the enterprise technological innovation ability scientifically and quickly. The findings will be helpful to correlative departments to formulate the related policies and also has important theoretical and practical value in technological innovation project of enterprise.

Operation Efficiency and Influencing Factors of Listed Companies of Swine Industry:Empirical Analysis Based on Data of 16 Listed Companies in 2010-2014

Listed companies of the swine industry,as an important form of agricultural industrialized operation,are typical representatives of large-scale production and the level of their operation efficiency exerts a direct influence on the healthy development of the swine industry.Using the DEA-based Malmquist method,this paper made a static and dynamic evaluation of the operation efficiency of 16 listed companies in China's swine industry in 2010-2014. It obtained following results:( i) The overall efficiency of listed companies of China's swine industry remained at high level and the development trend was excellent.( ii) Different types of enterprises had difference in the overall efficiency,pure technical efficiency and scale efficiency. In general,pig feed processing companies had the best performance,followed by slaughtering and deep processing companies,and swine breeding companies were the worst.( iii) The total factor productivity characterized by the Malmquist index declined year by year in 2010-2013 and was improved in 2014,mainly due to technological progress.( iv) The total asset turnover ratio,equity concentration,and R & D management level had a significantly positive impact on the operation efficiency of listed companies in the swine industry,while the human capital had a significantly negative impact.

Cluster Based Strategy to Improve Competitiveness of Rare Earth Industry in China——Taking Emerging Rare Earth Industry Cluster in Baotou As An Example

China′s rare earth industry has shown its strong competence, but notably this competence is mostly based on the comparative advantages in natural resources and production costs that will not provide a long-term momentum for the growth of the industrial competitiveness. It has become an urgent task now for China′s rare earth industry to improve its competitiveness through adjusting the product structure and enhancing the technological application, to gain much healthier and more sustainable growth in the future. This paper aims to present a new development strategy based on the industry cluster theory to improve the competitiveness of China′s rare earth industry with a case study on the emerging rare earth industry cluster in Baotou. The paper first reviews the cluster theory and explains why it matters to industrial competitiveness briefly, and then proposes a general framework for implementing cluster policies and strategies in practice. Following that, a case to study the emerging rare earth industry cluster in Baotou was presented and a cluster initiative based on the general framework was developed. The objectives of the cluster initiative and the role of government on initiative organizing and cluster upgrading were discussed in detail. In the end, general implications drawn from the case of Baotou were summarized, which try to provide some insights for applying cluster-based strategies to the rare earth industry of China.

A New Model for Network Security Situation Assessment of the Industrial Internet

To address the problem of network security situation assessment in the Industrial Internet,this paper adopts the evidential reasoning(ER)algorithm and belief rule base(BRB)method to establish an assessment model.First,this paper analyzes the influencing factors of the Industrial Internet and selects evaluation indicators that contain not only quantitative data but also qualitative knowledge.Second,the evaluation indicators are fused with expert knowledge and the ER algorithm.According to the fusion results,a network security situation assessment model of the Industrial Internet based on the ER and BRB method is established,and the projection covariance matrix adaptive evolution strategy(P-CMA-ES)is used to optimize the model parameters.This method can not only utilize semiquantitative information effectively but also use more uncertain information and prevent the problem of combinatorial explosion.Moreover,it solves the problem of the uncertainty of expert knowledge and overcomes the problem of low modeling accuracy caused by insufficient data.Finally,a network security situation assessment case of the Industrial Internet is analyzed to verify the effectiveness and superiority of the method.The research results showthat this method has strong applicability to the network security situation assessment of complex Industrial Internet systems.It can accurately reflect the actual network security situation of Industrial Internet systems and provide safe and reliable suggestions for network administrators to take timely countermeasures,thereby improving the risk monitoring and emergency response capabilities of the Industrial Internet.
