In China’s modernization drive, coordinated regional development and the building of a moderately prosperous society in all respects have been two mutually reinforcing dimensions. The three shifts of China’s principal social contradiction have responded to evolving needs of its regional development. Throughout various stages, the strategy of coordinated regional development has promoted the building of a moderately prosperous society in all respects in its concept formation, implementation and upcoming completion, which has reinforced regional coordination in return. In striving to achieve the goal of building a moderately prosperous society, China has increased its economic base, balanced its regional development, narrowed regional disparities, and increased equal access to essential public services.

BUILDING A MODERATELY PROSPEROUS SOCIETY IN ALL RESPECTS——New-Type Industrialization

After announcing the goal of building a moderately prosperous society in all respects by 2020, the Chinese leadership also called for a new path of industrialization, putting a premium on quality and new development concepts. Unlike traditional industrialization in the broad or narrow sense, new-type industrialization features synergy between primary, secondary, and tertiary industries, integration between traditional economy and the new economy, environmental protection, technology progress, and innovation. It represents an inclusive approach to industrial development. At the fundamental level, the success of China’s new-type industrialization can be attributed to China’s inclusive learning and innovations.

On the New Objectives of Building a Well-off Society in an all around Way

"The suggestion of the 13^(th) Five-Year Plan regarding the national economy and social development by the central committee of the Communist Party of China" was passed during the 5^(th) plenary session of the 18^(th) CPC Central Committee. It proposes new objectives for building a well-off society in an all around way. The objectives inherit the existing achievements for a well-off society by several generations of leaders and enrich the connotation of this theory from different perspectives, such as economy, livelihood, culture, ecology and institutional construction. During the sprint phase of building a well-off society in an all around way, three pairs of relationships should be coordinated, namely the relationship between economic focus and the overall layout in five aspects, between economic development and social justice, and between the international and domestic level.

To build an energy-saving society

To speed up the development of cycling economy and build an energy-savingsociety is the key point of work in the coming years for the General Administration of QualitySupervision, Inspection and Quarantine of the People's Republic of China (AQSIQ). AQSIQ hasrecently worked out a scheme entitled 【 Several comments on how to im-plement the State Council' sdeployment on development of cycling economy and build-ing an energy-saving society 】. In thiscontext, the relevant departments are starting the work for building an energy-saving society at sixaspects. That is: Speeding up the work of developing (revising) standards on energy-saving andclean production; Effectively doing work of certification and accreditation on products inenergy-saving and environmental protection related field; Strengthening quality supervision on theproducts of high energy consumption; Strengthening quality supervision on the equipment ofspecial kind; Strengthening inspection, quarantine and supervision on the important import-exportre-sources; Strengthening the work of energy metrology.

From Initiating the Target of Moderate Prosperity to Completing the Building of a Moderately Prosperous Society in All Respects

The past 40 years has seen the remarkable history of the building of not only socialism with Chinese characteristics but also a moderately prosperous society by the Chinese people led by the Communist Party of China.By 2020,China will have finished building a moderately prosperous society in all respects and realized the second strategic objective of the rejuvenation of the Chinese nation.

As we review the historical process of completing the building a moderately prosperous society in all respects,the rule of law through the right to education,which has played a leading and guaranteeing role in this process,has not only made great achievements,but also set the direction and path for the development of the education system and unleashed education’s momentum in driving social development.The rule of law through the right to education has been established and developed during the great practice of reform and opening-up.After we achieve the goal of realizing all-round moderate prosperity,it is necessary to straighten out the internal mechanisms concerning its next-step development and codify educational laws in order to further promote human rights progress in China.

The Impact of the GST on Mortgage Yield Spreads of Australian Building Societies

Australia has experienced significant rises in mortgage costs and sharp declines in housing affordability in the last few decades, particularly since it implemented a new tax system of Goods and Services Tax （GST） in July 2000. Prior research has attempted to examine the influence of the GST on general price levels, but little research effort has been directed to investigate the impact of the GST on mortgage costs. Using proprietary data of major building societies in Australia for 36 months, this paper examines the changes of mortgage yield spreads in the pre-and post-GST periods for building societies. Results suggest that the lenders significantly increased their mortgage charges in the post-GST periods, For example, the increase is found to be, on average, 59.0 basis points which are much higher than that of banks.

近30年来国内建筑学科在社区养老领域的研究动态——基于CiteSpace的可视化分析

随着我国老龄人口数量的增长,作为重要的养老模式之一的社区养老日益受到广泛关注并取得了丰富的研究成果。用知识图谱跟踪分析国内建筑工程学科在社区养老领域的研究热点和前沿趋势,发现:(1)适老化改造设计、养老模式、养老服务设施、养老建筑空间设计和景观设计是当前国内建筑学科社区养老领域研究热点,养老设施布局选址、建筑设备、农村社区养老却成为研究冷门;(2)适老环境景观设计、医养结合建筑设计、嵌入式养老设施设计以及老旧小区适老化改造是近期的前沿研究方向;(3)针对老年人口的精细化设计、智慧型适老化设施设备研究、农村地区养老问题研究是未来研究的方向,因此,加强跨领域、多学科的跨界合作是提高研究水平的关键。

Seismic Evaluation of Steel Moment Resisting Frames (MRFs)—Supported by Loose Granular Soil

Soil underneath a structure might affect the behavior and the overall response of the structure in seismic events. The role of loose soil conditions and the inclusion of soil-structure interaction (SSI) in the analysis are important issues that need to be addressed. Since steel structures are light, two configurations designed as spatial and perimeter are considered to study the effect of soil on the steel structural frames for the same building. The paper provides a parametric analysis on the influence of SSI on the overall performance of MRFs (Moment Resisting Frames) according to the provisions of Saudi Building Code (SBC) [1]. A case study has been developed in which spatial and perimeter moment resisting frames of 12, 6 and 3 stories residential buildings are designed using Saudi Building Code (SBC) prescriptions. A modal response spectrum analysis has been carried out to see the influence of SSI on the fundamental period of vibration, top story displacement and inter-story drift limitations. Moreover, a static non-linear analysis has been performed to investigate the performance of frames, thus allowing to identify the influence of SSI on the structural design of steel MRFs.

The Action Logic of China's Human Rights Development in Three Dimensions

Building a moderately prosperous society in all respects is a milestone in China’s human rights development.It clearly reflects the profound action logic of the CpC leading the Chinese people to fight for and realize the protection of rights.At the level of values,the logic of rights for China’s human rights development is mainly manifested in four aspects:prioritizing the right to subsistence and the right to development in the rights system;importance given to citizenship and democracy by the goal of building a moderately prosperously society in all respects;advocating the right to unity and the right to participate in the common cause of the Chinese people;implementing the responsibility of leaders and managers to safeguard human rights.At the practical level,the protection logic of China’s human rights development mainly includes four links:firstly,gradual upgrading is a reliable procedure for the coordination of the human rights system;secondly,the rule of law is a solid foundation for the steady development of human rights;thirdly,the courage to explore is the important factor for the success of human rights practice;lastly,seeking common ground while shelving differences is the key consensus for mutual learning among human rights civilizations.In terms of time and space,China’s human rights development has achieved world-recognized success,laying a solid foundation for this endeavor to proceed,and providing experience and reference for people all over the world to pursue common human rights ideals.

中国公共图书馆事业百年社会影响若干案例分析研究

文章指出,图书馆与社会是一个宏大的专业主题,是极具学术纵横维度价值并且体现理论与实践相结合的命题,存在广阔的研究空间。文章仅是20世纪以来中国视域的图书馆与社会宏大叙事的学海拾贝,试图通过民国年间的合众图书馆、中国改革开放初期的北京图书馆新馆、21世纪的深圳“图书馆之城”等三个典型案例,分析阐述图书馆对社会发展的影响及其折射的逻辑之道。

党建引领基层社会治理创新研究

国家治理现代化离不开基层治理现代化。基层社会治理中党建引领作用如何,事关基层党组织能否充分发挥党在社会基层组织中的战斗堡垒作用,也事关基层社会能否实现科学有效治理。近年来,我国基层治理仍面临不少难题,一定程度阻碍基层治理效能的发挥。面对治理困境,始终要从具体国情出发,立足党建引领基层社会治理的实际,找准症结,积极探索党建引领基层社会治理的创新路径。

党建引领城市社区治理有效性的内在逻辑——基于“政党功能—社会参与”的分析框架

厘清党建引领城市社区治理有效性的内在逻辑是提升社区治理效能的前提。以构建党组织领导的社区治理共同体为目标导向,以政党与社会关系为内在依据,通过建构“政党功能—社会参与”的分析框架可以发现,党建引领城市社区治理的有效性取决于政党功能发挥度和社会力量参与度的高低配置状况。两者交叉形成了“放任型”“管控型”“自治型”和“引领型”四种治理模式,分别折射出了政党与社会无涉、政党整合社会、政党赋权社会、政党引领社会的潜藏逻辑。其中,“引领型”是最有效的模式,因为其能发挥政党功能激活社会参与,形成政党主导下的多元共治。为实现这种模式需要从赋权增能强化政党功能、广泛动员促进社会参与、寓党建于治理提升耦合度三个方面发力。深层次看,党建引领城市社区治理的有效性最终指向的是秩序与活力的平衡,党建引领的核心作用就在于解决这个二元性难题。

社会回应政治:社会组织党建的内在逻辑与功能进阶——以Y社区服务中心为例

党建作为执政党与社会组织之间的组织化、制度化、常态化的互动治理机制,是观测社会组织发展以及党建如何走向治理中央的关键维度。但现实中对于社会组织党建的研究存在明显的“窄化”。为理解和认识社会组织党建的丰富性与多样性,本文建构了“制度同构与治理嵌入”的分析框架,以Y社区服务中心党建实践和治理过程为例,从治理角度研究社会组织党建,也从党建本体角度观察其在社会组织发展中的引领功能与治理价值。社会组织党建是一个多重逻辑的“同构”“叠合”过程,存在制度同构与治理嵌入两个明显的阶段性不同。社会组织党建通过在社会组织内部新构“党社结构”实现了对社会组织的政治引领和治理嵌入。

党建激励与共生治理:基层社会治理创新的有效路径

加强和创新基层社会治理关乎“中国之治”成色。党建激励和共生治理是基层社会治理创新的核心要素与基本方略。党建激励旨在充分激发治理主体的积极性、主动性和创造性,党组织采取自上而下激励、自下而上激励及横向竞争激励等方式予以实现,为基层社会治理创新提供强劲动能。共生治理鼓励和支持共生单元协同合作,注重营造互惠型共生环境,构建高效的共生界面作为治理媒介,促进多元治理主体间达成互动共生关系,以共同缔造行为推动基层社会治理共同体构建,筑牢基层社会治理基础。制度、组织、技术三个维度的积极赋能提升基层社会治理能动性,促进多元治理主体融合,彰显治理效能。党建激励与共生治理相互支撑、互为促进,协同驱动基层社会治理创新。
