Building International Consensus and Working Together to Advance the Development of the Global Human Rights Cause—Summary of Academic Views at the Forum on Global Human Rights Governance

On June 14-15,2023,the Forum on Global Human Rights Governance,jointly hosted by the State Council Information Office,the Ministry of Foreign Affairs,and the China International Development Cooperation Agency,was held in Beijing under the theme of“Equality,Cooperation and Development:The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance.”Participants conducted in-depth discussions and exchanges on topics such as“International Cooperation and Global Human Rights Governance,”“Global Development Initiative and the Realization of the Right to Development”,“Global Security Initiative and Human Rights Protection,”“UN Human Rights Mechanisms and Global Human Rights Governance,”and“Human Rights Protection in the Digital Age.”The event helped build international consensus and yielded fruitful achievements.

Design and implementation strategy of social responsibility sharing mechanism of existing building energy-saving renovation subject

It is the key to promote the development of energy-saving renovation market of existing buildings to share the social responsibility of the subject of energy-saving renovation of existing buildings.This paper analyzes the principle and implementation conditions of social responsibility sharing of existing building energy-saving renovation subject,discusses the mode selection and contract design of social responsibility sharing of existing building energy-saving renovation subject,analyzes the implementation mechanism of social responsibility sharing of existing building energy-saving renovation subject from the perspectives of information platform architecture,shared process design and shared system construction.And this paper puts forward the implementation strategy of sharing the social responsibility of the subject of the existing building energy-saving renovation from the aspects of stabilizing the subject’s cooperative relationship,creating a good responsibility environment and improving the responsibility performance laws and regulations.

Whole-Process Project Cost Management Based on Building Information Modeling (BIM)

The whole-process project cost management based on building information modeling(BIM)is a new management method,aiming to realize the comprehensive optimization and improvement of project cost management through the application of BIM technology.This paper summarizes and analyzes the whole-process project cost management based on BIM,aiming to explore its application and development prospects in the construction industry.Firstly,this paper introduces the role and advantages of BIM technology in engineering cost management,including information integration,data sharing,and collaborative work.Secondly,the paper analyzes the key technologies and methods of the whole-process project cost management based on BIM,including model construction,data management,and cost control.In addition,the paper also discusses the challenges and limitations of the whole-process BIM project cost management,such as the inconsistency of technical standards,personnel training,and consciousness change.Finally,the paper summarizes the advantages and development prospects of the whole-process project cost management based on BIM and puts forward the direction and suggestions for future research.Through the research of this paper,it can provide a reference for construction cost management and promote innovation and development in the construction industry.

From Government to Enterprises:How Tax Sharing Interacts with Tax Rates

Tax sharing embodies central-local government fiscal relations and tax rates reflect government-market relations.Research on the interactions between tax sharing and tax rates helps uncover the effects of central-local fiscal relations on government-market relations.According to our study,China's flexible tax sharing and differential tax rates facing firms are two important typical facts;theoretical analysis discovered that effective corporate tax rates are influenced by local government preferences and tax sharing ratio;empirical analysis found that increasing CIT and VAT sharing ratios for governments at city and county levels led to the reduction of tax evasion and increase of effective tax rates.The above conclusions have revealed the unique mechanism of how government-market relations are influenced by fiscal system,explains the sources of differential tax rates facing Chinese firms,and provides reference for next-step fiscal reform.

Building a Community with a Shared Future for Mankind: International Law-based Principles and Approaches

Building a community with a shared future for mankind is an important guiding principle for China to address foreign affairs in this new era, and its profound connotations echo the spirit of international law. In the context of globalization, the ever-increasing common interests of the international community lay a material basis for building a community with a shared future for mankind. The doctrine of international community orientation, which is based on sovereignty and at the same time transcends sovereignty, forms an ideological basis for building a community with a shared future. Realizing international socialism and striking a balance between formalism and substantial justice is a moral prerequisite for building a community with a shared future. To reduce existing legal obstacles to international communications, the laws of all countries and regions exhibit a tendency towards legal assimilation, which is expected to be a domestic law approach to the building of a community with a shared future for mankind. The establishment of international legal systems and the development of international organizations have vigorously promoted and maintained world peace yet failed to bring about perpetual peace. The governance framework for renewable energy and the building sector in China

Renewable energy and building in the People's Republic of China are (besides the transport sector) two of the most challenging areas when it comes to sustainable development yet among the strongest prospects of establishing synergies in total green house gas emission reduction.However any kind of development or advancement in those sectors can only take place within the political and legal governance framework of the People's Republic of China.Any such governance framework naturally does offer incentives and also poses challenges to local and national initiatives and sustainability as a sum of all industrious activities.Undoubtedly it is the Government's goal to develop a world-class renewable energy industry.Likewise building and construction may well serve as tools for promoting and mainstreaming sustainability and sustainable use of energy.However in China governance is understood strictly in a top down manner.It is time to empower the energy and building sectors and normal citizens alike to take the lead in preserving and creating a healthy living environment in the People's Republic of China.For sustainable housing and renewable energy integration,decisive strategic policy support from the central and local governments is essential.

A Systematic Review of Blockchain Technology for Government Information Sharing

Government information sharing(GIS)refers to that act of required or provided for duty government information,commercial information and public welfare information,and it is a basic issue of government services.However,the existing GIS has low transparency and is lack of flexibility between different departments.Aiming at such problems,this paper takes blockchain as a solusion,and systematically summarizes the development of digital GIS,the advantages and challenges of blockchain and its theoretical research and practical applications.Specifically,it reviews e-government interactive structure,big data and other solutions,analyses their imperfections,and puts forward blockchain-based solutions.The blockchain improves government service efficiency and data security,meanwhile it faces challenges in throughput and supervision.In order to meet these challenges,researchers propose solutions based on three data exchange scenarios:government-to-government,government-to-enterprise and government-toindividual.In addition to researches,blockchain-based GIS is put into use.The electronic licensing project of Nanjing(China)government is taken as an example to illustrate that blockchain has the ability to openly and securely verify,track,and exchange data,so as to improve management ability and public service level of government agencies.

Research on the Strategy of Information Resource Sharing between Governments in the Perspective of Game Theory

In order to improve the operational efficiency, the government can realize the streamlining policy through the mode of government information resource sharing. By building government information resources sharing, the government breaks the inter-departmental data island. The government realizes the development direction and trend of “Internet government”. This paper also takes the information resource sharing as the game process between the government management department and the information resource sharing body, and analyzes the policy and suggestion of the information resource sharing in the perspective of game theory by constructing the sharing model of the government information resource in the perspective of game theory.

Unpredictable Sharing Economy: Barbaric Growth, Deceptive Representation and Divergent Regulation

In the context of globalization and informatization, some traditionally lowtech and labor-intensive sectors have developed mobile Internet-based platforms and formed a new business format: the sharing economy. In the beginning, such a new business format lowered the threshold of participation, cut dealing costs, and enjoyed the relative advantage of being free from regulatory institutions. Therefore, it easily attracted investments and witnessed rapid development. Early-stage of the sharing economy features were "being shared, collaborative and on-demand." For a variety of reasons, the development of the sharing economy has already been accepted and recognized by current society. It is expected to become a new growth point and has the chance to replace the established business format of our industrial society and subsequently trigger many more "pain points." Regarding the regulation and governance of the sharing economy, there are divergences in its legality, platform nature, industrial impact and employment relationships. Identifying and resolving such regulatory divergences to the maximum degree is a prerequisite for the governance of the sharing economy and also a key to its smooth development.

Government regulation practices and issues on building energy efficiency in China

This paper analyzes the government control of building energy efficiency in China from the aspects of policies and regulations, technical standards, pilot demonstration projects and economic means, and expounds the characteristics and problems of government regulation practice in China. It is found that the government regulation of building energy conservation in our country has some problems, such as imperfect system, weak incentive policy, imperfect management system, and the lack of public participation. Through the deep analysis of the existing problems, it is pointed out that the fundamental reason for the poor operation of China's building energy efficiency market lies in the lack of understanding of the building energy efficiency market, the lack of government administrative functions and the weak consciousness of the main body.

Game analysis of building energy saving behaviors between government and developers

Information asymmetry phenomenon and the differences between the main body's earning targets,which are existing in the building energy saving field,have made the game behaviors of its economic activities become inevitable.There are strategies choice between government departments and the developers,when the building energy saving work is carried out under the government control.Based on the players based assumptions,the path of player's behavior strategy choices is analyzed,expected revenue models are established and mixed Nash equilibrium is obtained in this paper.Based on the analysis results,the incentive strategy enlightenment could be concluded that it is particularly important to design the scientific incentive system for developers to develop energy-saving buildings reasonably and for the government to implement effective control;the role of informal system in encouraging developers to develop energy-saving buildings should not be ignored.

Changes and Innovation of Dutch Building Regulation and Control： An Ongoing Debate

Dutch building regulation is under construction. After the report of the commission ＂Fundamentele Verkenning Bouw＂ in 2008, several studies have been done on the principals that the commission outlined in its report. Local authorities and parties in construction were invited to start experiments with a more privatized system of building control. But this faced a lack of participation, partly due to the impact of the crisis. The minister responsible for housing and construction invited in 2011 a ＂Bouwteam＂ to develop an agenda for action for construction. In 2012, 17 action teams started to focus, speed up and simplify the planning and development of construction. Recently, the two teams related to building regulation presented their plans. The first was a roadmap towards private building control, the second, a proposal for an independent body to answer questions on constructions plans that do intrinsically but not legally meet the standards of building regulation. There is considerable controversy regarding the way that this implementation team is paving its path towards private building control. While the minister for housing conformed himself to a subsidized private implementing team, the Dutch Parliament has expressed its own priorities for regulation： insured guarantee to protect users and owners, a role for local authorities regarding safety and acceptance of buildings and simplification of building regulation and control for simple construction works. The parliament held a round-table conference to get informed about private building control. Recently, a proposal by the minister for housing was discussed. Further debate will be needed to decide about the next steps in innovation building regulation, which will take place in the upcoming months. ERB/RIGO （Foundation Expert Centre Regulations in Building/Research Institute for Real Estate） have developed own proposals for the public-private relation regarding development and construction of buildings. They expect that their proposals might be of help. The proposals are laid down in several publications and partly realized in experimental development of ＂to be approved＂ technical solutions. This paper reflects on the differences between their proposals and these of the roadmap, on the possible outcome of the ongoing debate and its implications, legal and technical, on building regulation and on legal and contractual liability. This paper tries to give an inside view on the development of regulation and the pros and cons of the proposals, starting from a theoretical outline of building regulation.

International government regulatory experience of building energy-saving: A survey

Government regulation on building energy saving starts earlier in America, Holland, Japan and other developed countries, and has accumulated wealthy experience which is worth reference for China. According to practical work of building energy efficiency in China, the government regulation should to be divided into two stages: recent advance and forward continued promotion of industry. In short term, we should cultivate and improve energy efficiency market as the main task by means of enhancing awareness of energy conservation, accelerating heating system reform, implementing effective encouraging policy and setting up building energy efficiency sign system and etc. While in long term, we should put emphasis on upgrading and development of building energy efficiency industry by ways of improving standard and norm system, constructing technological guarantee system and forming socialized cooperation system and etc.

Construction of building energy conservation incentive policies under government regulation: Based on the subjects' behavior analysis

Building energy efficiency is a long-term strategy to achieve sustainable development, but the inconsistencies of main interests during the implementation lead to the need for government regulation in building energy conservation. Implementation of building energy efficiency of government regulation covers three aspects of construction and involves relevant participators, so the paper analyzes interests and roles of the related subjects in building energy saving, explore the motivations and its conversion mechanism of each player, and dissect the game relationship of associated earnings of developers' and consumers' behaviors selection under government control. Finally, the paper proposes basic requirements of building incentive policies for related subjects under government control to regulate the main behaviors of subjects in building energy efficient buildings and achieve energy efficiency goals and balance of all parties' benefits.

A Case Study of VäxjöMunicipality’s Actions to Increase the Construction of Wooden Multi-family Buildings

Sweden has a housing shortage,which the Swedish authorities expect to continue until 2025.Producers of wooden multi-family houses have a relatively small market share in comparison to traditional building materials.The limited capability to fulfil the increased building demand also restricts the possibilities for development towards innovation,bio-economy and sustainability.The municipalities in Sweden have responsible for planning of the building development in their region based on their projected requirements and strategies.Combining this with a desire to develop sustainable building solutions based on wood increases the complexity.Currently,public building developments are achieved through the public procurement act or the land allocation activity,dependent on their development strategy.This normally involves the development of local strategies regarding,e.g.design,material choice and geographical development.By identifying market drivers enables improved market entry activities related to public building initiatives using wood-based solutions.Hence,by improving transparency in the land allocation activity generate enhanced possibilities for the companies to respond successfully to the requests submitted by the municipalities.This knowledge is used to better understand the required strategic development for the companies,the government and the municipalities to increase the use of sustainable building materials in Swedish multi-family housing projects.

我国地方数据政策体系的构建进展与展望

[目的/意义]研究我国地方数据政策体系的构建情况,旨在明确各地数据政策制定的进展与提点,进而推动政策体系的优化建设。[方法/过程]对31个省级政府的数据政策进行统计,并采用文本分析法梳理政策的总体内容框架,基于此,对比与解析政策内容的地区差异。[结果/结论]我国地方数据政策的发布可划分为国家信息化发展时期、大数据发展时期以及数据要素市场化时期三个阶段;政策总体内容框架包含数据基本内涵、数据资源建设、数据共享、数据开放、数据资产化、数据安全6大要点;不同地区涵盖上述政策要点的程度不同,也显示了我国数据政策在地方层面的特点。由此,我国地方数据政策需进一步面向多元数据对象、多层数据行动、多元责任主体,实现内容的体系化建设,并为国家数据政策体系的优化发展提供参考。
