Current status and prospects of research on safety situation awareness of high speed railway operation environment

Purpose–The safety of high-speed rail operation environments is an important guarantee for the safe operation of high-speed rail.The operating environment of the high-speed rail is complex,and the main factors affecting the safety of high-speed rail operating environment include meteorological disasters,perimeter intrusion and external environmental hazards.The purpose of the paper is to elaborate on the current research status and team research progress on the perception of safety situation in high-speed rail operation environment and to propose directions for further research in the future.Design/methodology/approach–In terms of the mechanism and spatio-temporal evolution law of the main influencing factors on the safety of high-speed rail operation environments,the research status is elaborated,and the latest research progress and achievements of the team are introduced.This paper elaborates on the research status and introduces the latest research progress and achievements of the team in terms of meteorological,perimeter and external environmental situation perception methods for high-speed rail operation.Findings–Based on the technical route of“situational awareness evaluation warning active control,”a technical system for monitoring the safety of high-speed train operation environments has been formed.Relevant theoretical and technical research and application have been carried out around the impact of meteorological disasters,perimeter intrusion and the external environment on high-speed rail safety.These works strongly support the improvement of China’s railway environmental safety guarantee technology.Originality/value–With the operation of CR450 high-speed trains with a speed of 400 kmper hour and the application of high-speed train autonomous driving technology in the future,new and higher requirements have been put forward for the safety of high-speed rail operation environments.The following five aspects of work are urgently needed:(1)Research the single factor disaster mechanism of wind,rain,snow,lightning,etc.for high-speed railways with a speed of 400 kms per hour,and based on this,study the evolution characteristics of multiple safety factors and the correlation between the high-speed driving safety environment,revealing the coupling disastermechanism ofmultiple influencing factors;(2)Research covers multi-source data fusion methods and associated features such as disaster monitoring data,meteorological information,route characteristics and terrain and landforms,studying the spatio-temporal evolution laws of meteorological disasters,perimeter intrusions and external environmental hazards;(3)In terms of meteorological disaster situation awareness,research high-precision prediction methods for meteorological information time series along high-speed rail lines and study the realization of small-scale real-time dynamic and accurate prediction of meteorological disasters along high-speed rail lines;(4)In terms of perimeter intrusion,research amulti-modal fusion perception method for typical scenarios of high-speed rail operation in all time,all weather and all coverage and combine artificial intelligence technology to achieve comprehensive and accurate perception of perimeter security risks along the high-speed rail line and(5)In terms of external environment,based on the existing general network framework for change detection,we will carry out research on change detection and algorithms in the surrounding environment of highspeed rail.

The emergence of global environmental awareness

An effective plan for global ecosystem management must be developed in the next 10 or 20 years. Awareness of the need has recently emerged, but still no integrated resource management system is universally accepted. A fragmented management approach has not been effective. Any successful course of action must be based on three assumptions: (1) that science can determine how ecosystems function, (2) once this is known, the social/political system will be able to protect ecosystems to the extent needed for the survival of human society, and (3) reality will take precedence over political expediency because Mother Nature cannot be fooled. This discussion focuses on the transition from awareness to taking effective action.

Environmental awareness and the contemporary society of China——an analysis and an understanding

This paper presents an understanding of the relationship between the environmental awareness(EA) and contemporary society of China. The EA of three of the major groups of Chinas society, namely intellectuals, government officials, and urban societies are characterized one by one. A number of factors of affecting the EA were investigated in details, the keys among which are the personal level of knowledge and morality, the social and economic development level, environmental codes, environment\|related professional and public regulations, different professional performances. Some policy proposals are finally provided for enhancing the EA of Chinas society.

A Geopolitical and Geovisualization Challenge: Increasing the Awareness of Global Environmental Change through Postage Stamp Issues

Global environmental change is one of the major distinguishing features associated with the contemporary world political map. It is significant not only because it illustrates the intersections between geopolitics and environmental change, but also because identifying the major environmental features and solving existing and future problems are primarily political in nature. Key features of global environmental change include global warming impacts on the poleward shifts in biodiversity and agricultural patterns, rising sea levels and human adjustments, changing coastal habitats, and promoting increased environmental awareness especially in urban clusters, where most people live. In the contemporary geopolitical and environmental world, visualization is a key feature not only used to inform both planetary inhabitants, environmental organizations and governments, but also serves as an effective policy, that is, to “show” or demonstrate effective changes and the need for action. States are key institutions in this thinking as they can both inform and address the impacts of global environmental change through various images: maps, earth-based photographs, satellite coverage, websites and educational venues including curriculum content and stamps. Visual geopolitics is already recognized as being an important source influencing public opinion, as evidenced in the attractive visible layouts, graphics, colors, often “seductive” designing of official websites. Postage stamps is an additional important and “informing” visible way that states inform both insiders and outsiders about how they “see” their place in the world. They also provide a view into how a state sees its “own” place in the world of environmental change and how it sees “the world beyond its own borders”. I introduce the concept of “visual geopolitics” and use recent postage stamp issues about global environmental change from a number of countries to illustrate how they are informing views of their own and the world about pressing environmental issues.

Public Participation GIS (PPGIS) for Regional Mapping and Environmental Awareness

Giant Hogweed is a poisonous invasive weed in Latvia that poses significant threat to biodiversity and human health. Local residents are afraid and have very special concerns about the safety of their children because the plant causes phytophotodermatitis (severe burns), painful blistering, permanent scarring and blindness when the sap of the plant comes in contact with the human body and is exposed to sunlight. This study utilizes public participation GIS (PPGIS) involving Latvian high school students as data collectors to monitor the geographic distribution of Giant Hogweed in Northeast Latvia. This paper also explores challenges with implementing such a public program, how to maximize participation, and how participation impacts environmental awareness of participants. In this study we also assessed the accuracy of PPGIS-collected data and how the utilization of such data impacts mapping and monitoring of Giant Hogweed in the study area. Results indicate that this PPGIS program is effective in facilitating data collection for monitoring Giant Hogweed in Latvia. Tested methods of increasing participation have proven largely unsuccessful to date. Statistical analyses of survey responses indicate participation had a marked effect on sensitivity towards environmental issues. Accuracy assessments indicate that quality of point data collected by participants is sufficient for mapping and for use as ground verification.

Contribution of CBET and environmental/eco-awareness to eco-civilization in China

The concept of eco-civilization in China now is a hot issue.It has drawn sufficient attention from all walks of life,both in industry and academia.Not only Chinese domestic researcher focus on this area,but also many Western contributors shed light on this concept.For example,Arran E.Gare(1995),whose work aims to search for the roots of the global ecological crisis,and the cultural conditions to overcome it,and he reveals that environmental awareness has undoubtedly grown over the last two decades.The purpose of this research is to explore the core tenets and criteria of Community-based Ecotourism(CBET),environmental/eco-awareness and examine its contribution to Chinese eco-civilization,to voice Chinese's contribution to the Western world as ecological civilization represents the most advanced and sustainable mode of civilization in human history,and how to use ecological civilization philosophy to guide the develop of CBET in China,and in return,how to integrate concepts of CBET,environmental/eco-awareness with the process of Chinese eco-civilization nowadays.

Mitigating the Environmental Effects of Oil and Gas Exploitation: Issues of Compliance, Cost of Production, and Community Awareness

This study assessed the effectiveness of mitigation measures adopted to address the environmental effects of oil and gas industries from the perspective of compliance, cost of production, and community awareness. The research applied a case study through multi-method-qualitative and quantitative approaches. The target population of 547,368 people involved people in Takoradi, Shama and Newtown communities. A sample size of 150 was selected and categorised under 36% for Shama, 30% for Newtown and 34% for Takoradi. A combination of probability (simple random) and non-probability (cluster and convenience) sampling frames were used to access the respondents for the study. Data collection tools were limited to questionnaires and interview sessions. The descriptive statistics, Relative Importance Index (RII) and significance testing using a one-sample t-test module guided the analysis. Interview sessions were compiled into transcripts and later categorized into themes that directly reflected the patterns of the questions on the questionnaire. The conclusion rated major decisions in mitigating oil and gas impacts on the environment as first for conscious effort to package fuel and other chemicals in safe storages, followed by the use of best road systems to reduce the risk of accidents, then application of strict rules and regulations to curb impacts and lastly capacity building for participants in the oil and gas production industry. While significant measures have been adopted to mitigate the effects of oil and gas exploration, there remain challenges with effectiveness as a result of weakness in community involvement efforts, lack of motivation, weak laws and regulations and loss of respect. For effectiveness in reducing the challenges to mitigate the environmental impacts of the oil and gas production activity, policymakers, as well as the practitioners in the oil production industry, are advised to motivate people into buying into their policy to reduce such impacts.

Public Awareness and Participation in Canal Environmental Protection： Case Studies in Ho Chi Minh City, Vietnam

Raising public awareness and participation of the local communities in the environmental protection has become a major objective of sound development programs. In the framework of the canal environmental protection program of Ho Chi Minh City, we had developed 32 public awareness meetings for 14 districts with about 2,726 participants from year 2012 to 2015. The program had been organized in various forms such as training, brochure, leaflet, poster, propaganda gifts, face-to-face discussion, study visits, survey questionnaire. The results of the program can add substantial value to the canal environmental protection program of the city. The information gained through public comments can help identify key issues and solutions for the authorities as district and city levels. It was determined that most important outcomes from the public participation were educating the public, incorporating public values, assumptions and preferences into decision making process.

Corporate Environmental Awareness Incentives and Recommendations

China＇s environmental problems become increasingly serious. In the context of the enterprise, which does not have the motivation to take the initiative to improve the environment, we realize the importance of environmental consciousness. The necessity of the incentive of the environmental awareness will be elaborated by psychology aspect. In the meantime, some suggestions are advanced in knowledge and experience, government policy and financial institution fields, to really motivate the China＇s environmental consciousness, to really change environmental protection problem into the internal problems of the enterprise. Finally, it can enable the enterprises to protect environment actively, and promote the smooth implementation of environmental accounting.

Strengthening the protection of environmental quality in rural areas - in the Perspective of lack of rigid institutional awareness

With the rapid economic development, environmental issues have become increasingly prominent. Not just urban, rural environmental problems are more and more serious. Rural environmental problems, which is not only relevant to ecological livelihood, but also an important part of building a new socialist countryside country. This article focuses on the rural environmental problem which remains unresolved. We can explain it from the lack of rigid institutional awareness.

History of the Human and Nature Relationship,Discovery of Green­house Effect and Awareness of the Environmental Problem

The evolution of man and nature relationship during human history has allowed human beings to be sheltered from the threats of their natural environments and has permitted them to exercise their powers there but has against part the breakdown of this relationship because of the excessive exploitation of natural resources,discharges and waste that cause nature pollution.This rupture caused climate change due to the evolution of the production model from the primitive model to the capi­talist model.The objective of this paper is to shed light on the evolution of the relationship between human beings and their natural environment and the awareness of the climate change problem.This research allows appreciating and comparing the effectiveness of the resolutions that can help researchers understanding the climate change context,serve as a springboard for empirical studies,and represent a decision tool for pol­icymakers.To this end,we use a knowledge synthesis methodology to make an inventory of our research problem.

高管环保认知与企业“漂绿”倾向

企业日益加剧的“漂绿”倾向不仅严重阻碍中国生态文明建设,亦不利于企业可持续发展。如何从源头破局?文章从企业决策者视角切入,基于2008—2022年中国A股非金融类上市公司数据,运用舞弊三角理论分析高管环保认知对企业“漂绿”倾向的影响。研究表明,高管环保认知会加剧企业“漂绿”倾向,且压力型环保认知比发展型环保认知更易加剧该倾向。进一步分析发现,高管环保认知异质性受到环境规制的差异化影响,激励型环境规制、环境管理体系和媒体关注能够弱化高管环保认知对企业“漂绿”倾向的促进效果,而约束型环境规制和管理层短视则会加剧该促进效果。

可重构智能表面辅助的V2I通信系统联合波束赋形算法

为解决基于信道先验知识的联合波束赋形方法受限于多变的车辆与交通基础设施(V2I)通信场景且信道估计开销过大等问题,该文结合环境态势感知,提出一种基于无线传播链路预测的联合波束赋形方法。该方法首先利用射线追踪模拟器构建了可重构智能表面(RIS)辅助的V2I毫米波通信系统模型,通过改变环境态势以获取多样的无线传播链路数据来构建数据集。其次,使用该数据集训练基于机器学习的无线传播链路预测模型。最后,在最大发射功率约束条件下,构建了联合波束赋形问题模型,并基于预测结果采用交替迭代优化方法(AIOA)优化基站波束赋形矩阵和RIS相移矩阵,以实现同步通信车辆用户最小信干噪比(SINR)的最大化。仿真结果验证了该方法的有效性,通过引入非信道先验知识驱动,降低了信道探测开销,提高了该方法在V2I场景中的可行性。

农户环境健康风险意识对环保技术采纳意愿的影响研究——以湖南省新晃侗族自治县为例

基于“同一健康(One Health)”理论,运用结构方程模型(SEM)来分析和测量多个影响因素对农户畜禽养殖废弃物资源化利用技术采纳意愿的作用。根据2021—2022年湖南省新晃侗族自治县进行的实地调研数据,采用分层抽样和简单随机抽样的方法,设定6个潜在变量:农户采纳意愿、同一健康认知、健康感、制度信任、政府宣导以及采纳条件。其中,同一健康认知是主要关注的变量,分析其对农户采纳意愿的影响,同时也考察其他潜变量在各路径中的作用。得出结论:农户的同一健康认知对其健康感产生影响,从而间接影响他们对环保技术的采纳意愿。同一健康认知并不能直接决定农户的采纳行为,而是作为中介因素影响其采纳意愿。在意愿得到普遍认同的情况下,行为才可能发生。因此,政府可通过宣传和普及健康教育,培育农户的同一健康理论和环境监控风险意识,同时也应维持自身的公信力,加强技术推广和政策补贴。

边境“直过民族”地区小学教师环境教育实施现状研究——以云南省沧源佤族自治县为例

云南“直过民族”地区是我国西南边陲的重要绿色屏障,当地教师的环境教育能力对于推进生态文明建设起着至关重要的作用。本研究以“直过民族”地区小学教师为研究对象,采用问卷调查的方式,调查了教师的环境教育意识和能力。研究发现,当地教师的环境教育能力存在以下问题:对环境的关注较弱,对环境教育存在认识偏差,环境教育方法单一且实践不足。针对这些问题,本研究从“直过民族”地区的历史发展和现阶段的教育情况出发,对当地教师环境教育问题的形成原因进行了针对性的讨论,并提出以下建议:一是利用文化赋能推进环境教育本土化;二是优化当地教师环境教育培训内容和形式;三是优化环境教育资源配置,扩大社会参与和合作。本研究期望所发现的问题和提出的建议对我国其他“直过民族”或少数民族地区的环境教育实施具有一定的启示作用。

中国居民服装可持续消费行为及其影响因素的代际差异

针对中国可持续消费转型中因代际差异而带来的挑战,从可持续消费的视角将中国居民划分为4代,构建可持续消费视角下中国居民服装可持续消费行为的代际差异理论模型,并采用多阶段抽样方法进行实证研究。结果表明,4个代际群体在服装可持续消费行为及可持续消费认知、环境责任感、生活方式、主观规范等影响因素上均存在明显差异,对服装可持续消费行为的直接效应也存在显著差异。研究认为,在服装可持续消费的推进过程中,要针对不同代际特征、角色定位、生活环境等制定有针对性的教育引导策略和实践措施。

数字经济发展、环境意识与企业绿色投资——基于多主体视角分析

环境保护是高质量经济发展的重要组成部分,企业的环境治理会受到众多因素的影响,从企业高管、地区政府和社会公众等多主体环境意识视角出发,考察数字经济发展对企业绿色投资的影响具有重要意义。选取2014—2022年中国沪深A股重污染行业上市公司为样本,探究数字经济发展与企业绿色投资的关系,研究发现数字经济发展能够显著提高企业的绿色投资水平,该结论在考虑滞后效应、控制地区经济水平后依然成立。进一步对其中的影响机理进行分析,结果表明数字经济发展能够缓解企业的融资约束,进而提高企业的绿色投资水平。最后,从企业高管、地区政府和社会公众等视角考察环境意识所发挥的作用,研究发现高管、政府、社会公众等主体的环境意识都能够显著强化数字经济对企业绿色投资的提升作用,这为多主体参与环境治理的积极影响提供了经验证据。同时研究结论有助于认识数字经济发展对环境治理的积极作用,也拓展了企业绿色投资的研究视角。
