Coordination of economic development and ecological environment in resource exhausted cities

This paper establishes the evaluation index system of ecological environment and economic development in resource exhausted cities, and calculates the level of economic development and ecological environment during the year 2005-2012 by using the entropy method. Furthermore, this study analyzes the coordination degree and coordinated development degree by using the coordination model. The results show that the coordination relationship of economic development and ecological environment continues to improve from 2005 to 2012 in most of these resource exhausted cities. By 2012, other resource depletion cities are in all kinds of hierarchical coordination except Yichun and Hegang. From the standpoint of coordination development degree, although most of these resource exhausted cities have been increased continuously but the level is also lower except in Tongling and Xinyu. Finally, this paper puts forward the corresponding countermeasures and suggestions according to the results of the analysis.

Ecological Environment Conservation and Restoration and Sustainable Development of Minqin Oasis

Minqin oasis in the lower reaches of the Shiyang River is a main natural barrier for the Wuwei Basin. Due to the combined influence of human activities and natural factors in the past half a century, water quality in the lower reaches of the Shiyang River decreased and ecological environment deteriorated, which influenced sustainable development of this area and surrounding area seriously. This paper analyzed current situation and reasons of the deteriorated ecological environment in the lower reaches of the Shiyang River, and proposed that water environment regulation was the primary task in the eco-environment control of Minqin area, specifically,(a) By using existing policies, accelerating the construction of water-saving agriculture in the middle reaches of the Shiyang River, water quantity in the lower reaches would be guanranted, water shortage for agricultural production and ecological use in Minqin oasis would be relieved;(b) Unreasonable human activities such as overexploitation of underground water should be controlled strictly;(c) Water conservancy project should be developed vigorously to ensure rate of flow. It was expected that the above schemes would contribute to the benign circulation of ecological environment in Minqin oasis.

The Change of Ecological Footprint and Its Effect on Sustainable Development in Beijing of China

Speeding up the environmental protection and construction is one of the major issues in ＂Greener Olympic Games＂ held in Beijing in 2008. Making a thorough study to find out the reliable measures to ecological resumption in Beijing has an important scientific and practical significance. It can provide scientific basis for making a better decision for ＂Greener Olympic Games＂ held in capital Beijing and development in harmony for society and economy, as well as management for ecological environment. By studying of change of ecological footprint from 1990 to 2003 in Beijing, the paper shows that ecological footprint per capita has a strong relativity with population and GDP, and both of the correlation coefficient between them is about 0.92, as well as the fossil energy land has a position in the lead in ecological footprint items. The study also shows that the ecological capacity per capita in Beijing occupied about 1.25% in global ecological capacity per capita. Began 1990, the ecological deficit in Beijing was about 0.72 hm2, which is at strong unsustainable development at present. Finally, the paper suggests social and economic structure should be adjusted as soon as possible, resources should be strengthen sustainable used and population increasing should be controlled strictly, as well as arable land also should be under control used for built-up areas. Simultaneity, the utilizing ratio of energy sources should be increased, and the consumption of energy sources and ecological deficit in Beijing should be reduced in order to speed up the society and economy development in harmony and sustainment.

Existing Problems in Energy Exploitation and Eco-environment Sustainable Development and Their Countermeasures in Northern Shaanxi

The exploitation of coal, petroleum and natural gas in northern Shaanxi not only promoted the rapid development of economy, but also brought about enormous pressure to fragile ecology and resulted to severe water pollution, water and soil loss, vegetation destruction and other ecological environmental problems, so many countermeasures were put forward according to these problems, such as greatly developing circular economy, conducting cleaner production in petroleum enterprises, continuously renewing mining technology and so on.

City Environment Art and Sustainable Development

The development of everthing follows its own law, which does not change at people’s own sweet will. Therefore, we must study the development of things so as to grasp the essence of things in their deep meanings, explore the direction of their de- velopment, and make them better serve the people. As a part of the thought of sustainable development, city environment art will be of active significance to the perfection of the thought and will also be the concrete embodiment of the synthetic index of economic development. Such a thesis, starting from the macroscopic angle, and relying on the leading thought of sustainable development, takes hold of the development trend of city environment art, and explores the various problems that have arisen in city environment in the process of city management by combining thoughts on city planning, so as to guide urban harmonious development theoretically. The present paper expounds on the views comprehensively and, through the synthetic analysis on city planning, city environment, art esthetics and the thought of sustainable development, makes a detailed analysis of the effects of the present rapid city development on city environment.

Dynamic Analysis of Coupling Relationship between Economic Development and Ecological Environment Based on Entropy Method——A Case Study of Xi'an City

[Objective] The aim was to study the coupling relationship between economic development and ecological environment. [Method] Firstly, the evaluation index system for the coupling system of economic development and ecological environment in Xi’an City was established, then the dynamic variation of coupling relationship between economic development and ecological environment in Xi’an City from 2001 to 2010 was analyzed by using entropy method, finally some corresponding suggestions were put forward according to the problems in the current development model. [Result] The economic development and ecological environment of Xi’an have made a significant upgrading and improvement from 2001 to 2010, namely showing a stable upward trend on the whole, and were in a well-coordinated development state in 2010. However, the development level of ecological environment obviously lagged behind economic development level. In addition, there were obvious differences in the development rate of sub-systems, that is, economic efficiency and economic level developed rapidly, while the carrying capacity of ecological environment and economic vitality grew slowly and unstably. [Conclusion] The research could provide theoretical bases for the establishment of strategies for the coordinated development economy and environment in Xi’an City.

Current situation of Chinese forestry tactics and strategy of sustainable development

Based on the analysis of the current situation of Chinese forestry and a series of ecological, environmental, eco-nomic, and social problems, this paper emphasized on the importance of forests in social and economic development in China The author pointed out that sustainable development, particularly the sustainable development of forestry, is the inevitable choice to solve the problems of ecological environment and social economics. The objectives, criteria, and strategies of sus-taining forestry were also demonstrated and expounded, from the viewpoints of ecology, economics, and sociology.

SUSTAINABLE DEVELOPMENT OF THE SERIOUSLY POLLUTED CITIES IN CHINA——Taking Benxi City as an Example

The environmental problems in the seriously polluted cities in China have been paid attention to by policy makers and foreign and domestic scholars. However, it is very difficult to improve the environmental quality fundamentally due to its complexity, for example the formation of the seriously deteriorated environment. It is considered that the terminal harnessing is an important way,but the spread of high level terminal treatment is restricted by the limit of funds and technological level. Therefore, the way for a sustainable development of the seriously polluted cities should be multiple sided, which is to correlate the operation of environmental protection with the operation of city construction. To achieve an identity of these opposites, measures should be taken during economic development and environmental protection in every developing stage. In this paper, the authors take Benxi City as a case study.

Low-Impact Development(LID) of the Water Ecological Environment in Rural Areas: A Case Study of the Wei River Wetland in Fengxi New City of Xixian New Area

The problem of rural water ecological environment is becoming growingly prominent, and its ecological management is of great significance. From sponge cities to sponge villages, it is an effective way to use the low-impact development (LID) technology to solve rural water ecological environment problems. Through the investigation and analysis of the hydrology, soil, runoff, vegetation and other factors in the Wei River wetland of Fengxi New City of Xixian New Area, this study attempts to construct a LID route suitable for managing the rural water ecological environment in the northwest, so as to provide a reference for the construction of green infrastructure and sponge cities of rural areas in the northwest.

Integrating Sustainable Development into Global Institutions:Reforming the United Nations

This article will briefly outline the origins,structure and functions of United Nations Environment Program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable development(ESD).Economic development,social development and environmental protection form the three interconnected parts of ESD.The achievements of the key UN environmental institutions and programs in opening up the global system to civil society,the private sector and a diversity of actors and interests,promoting the role of poverty alleviation as part of ESD through the Millennium Development Goals,and facilitating important Multilateral Environmental Agreements should be recognized.However,with these notable exceptions,organizations such as United Nations Environment Program and the Commission on Sustainable Development have become weak in scientific and technical leadership,global policy,co-ordination(inside and outside the UN) and has few achievements in the international and national implementation of obligations and standards in Global Environmental Governance-including enforcement,compliance and effectiveness.This article will outline the key reasons for this inadequacy.Attention will also be focused on the way forward through of a new United Nations Environment Organization.This will require a clarification of purpose and function(within the UN system and as part of global governance structures) as well as consideration of whether it depends on system-wide UN reform.It is recommended that medium and long term strategies for reform are necessary.

Research on the Regional Ecological Environment Evaluation and Application under the Influence of the Severe Earthquake Disaster

To conduct the ecological restoration and reconstruction of disaster areas after the severe earthquake, such as Wenchuan Earthquake and Lushan Earthquake, this article uses region al ecological environment evaluation and ecological footprint to construct a quantitative analysis model on the basis of ecololgical environment indexes in Mianzhu City. Through this model, resource status of the regional environment in Mianzhu is analyzed, as well as the ecological capacity and the ecological security. Based on the evaluation and analysis, this paper provides multi-path development strategies of ecological restoration and sustainable development of human settlements after the earthquake.

The Effects of Pen Fish Culture on the Ecological Environments of Taihu Lake

Effects of pen fish culture in Taihu lake were studied and summarized. During 1984 to 2001, pen fish culture of Taihu lake developed from extensive models to intensive and high-returned ones, the cultured species were shifted from fishes to crabs. Pen fish culture has caused eutrophication and detrimental effect to the ecological environment and fishery. The measures of sustainable development for pen fish culture and ecological environment protection were suggested.

The Problems and Their Countermeasures of China＇s Rural Ecological Environment Construction

Good rural ecological environment is an important prerequisite for rural economic development, However, China＇s rural ecological environment has been destroyed sharply, which seriously affects the development of rural economy. The rural economy occupies a pivotal position in the entire national economy. To create a good ecological environment in rural areas has become a top priority of economic development in rural areas, this text analyzes the status and causes of China＇s rural environmental pollution, and proposes countermeasures to improve the rural ecological environment and develop the rural economy.

TOWARDS A SUSTAINABLE CITY CENTRE:INTEGRATING ECOLOGICALLY SUSTAINABLE DEVELOPMENT(ESD)PRINCIPLES INTO URBAN RENEWAL

This paper reflects upon a wide range of strategies focused on increasing sustainability of urban design beyond and within the scope of individual buildings.By examining the case study of the Australian city of Newcastle,the paper provides a context for a general debate about the urban design of a sustainable city centre,and discusses how urban design is affected(and can be expected to be even more affected in future)by the new paradigms of ecology.In this context,the author presents the case study of‘SolarCity’,which is based on a vision for the revitalisation of Newcastle’s city centre.It is an in-progress research and demonstration project,involving Australian and German architects,engineers and industry partners.It deals with cross-cutting issues in architecture and urban design and addresses the question:How to best cohesively integrate all aspects of energy systems,transport systems,waste and water management,climatisation,etc.,into contemporary urban design and the environmental performance of eco-buildings?The‘SolarCity’project encapsulates a vision based on the belief that urban revitalisation can be achieved and facilitated through the use of sustainable urban design principles.Consequently,this paper addresses the fundamentals of urban sustainability,such as orientation to the sun,and general strategies for more compact communities.As we begin to fully understand the consequences of our dependency on fossil energy and the automobile,the cost of mobility,and ways to integrate sustainability systems into buildings,it becomes apparent that the common knowledge of aesthetics of urban composition is no longer sufficient.

Food Security Problems and Solutions in China Based on the Strategy of Sustainable Agricultural Development

China attaches great importance to food security.With the strong promotion of the government,Chinas grain output has achieved a great feat from"shortage"to"surplus in bumper years"and then to"rising steadily",achieving a record"increase for the tenth consecutive year".From the current balance of food supply and demand in China,the food security situation can be guaranteed on the whole.However,if we analyze the food security in China from the perspective of agricultural sustainable development strategy,there are some difficulties,such as the reduction of cultivated land area,the decline of cultivated land quality,the fragility of agricultural ecological environment,and the transformation of residentsconsumption structure.This paper analyzes the difficulties faced by the development of food security in China under the strategy of sustainable agricultural development,and puts forward that to implement the strategy of sustainable agricultural development,it is necessary to realize the coordinated development of food security,science and technology,ecological environment,resources and society.

Sustainable Development of Wuhan City Based on Methods of Conventional Ecological Footprint and Emergy Ecological Footprint

This article uses the conventional ecological footprint method and its improved model of ecological footprint to analyze the state of the sustainable development of Wuhan City in 2009, the results show that the per capita ecological deficit calculated by the method of emergy ecological footprint is 3.8629 hm2, and the per capita ecological deficit calculated by the method of conventional ecological footprint is 2.0169 hm2. The results obtained by the two methods respectively show that current development of Wuhan is unsustainable. The emergy ecological footprint method introduces the energy flow to reflect the relationship between human resource demand and supply of nature to human and adopts parameters—emergy conversion rate and energy density to calculate the ecological carrying capacity data which is more accurate.

A climatic environmental performance assessment method for ecological city construction:Application to Beijing Yanqi Lake

In contrast to the input perspective for evaluating planning metrics, this research takes the climatic environmental output effects as the starting point for assessing ecological city construction. Based on approaches such as observation data analysis, meteorological model simulation, and remote sensing, a set of climatic environmental performance assessment methods is developed and established. These methods mainly focus on surface ventilation assessment and urban thermal environment assessment. With the Yanqi Lake ecological development demonstration area located in Huairou district, Beijing as an example, the assessment of the local climatic environment before and after the construction are conducted, and relevant policy suggestions for urban planning and construction are presented. The results show that after development, the ventilation capacity will decrease overall and the ventilation potential index will decrease from 0.53 to 0.44. While this is not a large reduction, and is still at a favorable level, the ventilation potential in some local areas will markedly decrease. Furthermore, the thermal environment will become poorer to some extent; the urban heat island(UHI) area and intensity will increase compared with the current situation;continuous heat islands may occur in local areas; the UHI potential index of the core area will rise from 0.0878 to 0.1217(still a favorable level).Therefore, urban surfaces should be carefully developed and arranged during planning. It is suggested that the negative impacts of large areas of urban construction on the local climatic environment in the Yanqi Lake could be mitigated by 1) strengthening the airflow by introducing fresh,cold, northwesterly air via constructed ventilation corridors, 2) increasing the number of ecological cold sources, particularly for water bodies and green belts to prevent the UHI in the southern region of Yanqi Lake from becoming linked with each other, and 3) considering a pre-program before sub-domain and building planning to obtain optimum building locations. Different construction standards should be developed for different ventilation potential and UHI intensity levels. For strong heat island areas, land areas should be reserved to serve as cold sources.

This paper takes ecological agriculture as the starting point.On the basis of field investigation and research on the basic situation of the development of ecological agriculture in Xiantao City,this paper focuses on the development models of ecological agriculture in some typical regions such as Xianfeng Village,Zhanggou Town,Chenchang Town and Shazui Street Office in Xiantao City.This paper analyzes many problems that affect and restrict the development of ecological agriculture in Xiantao City,and puts forward some measures and suggestions to promote the development of ecological agriculture in Xiantao City.

生物工程专业“生态环境与可持续发展”课程改革探究

文章以生物工程专业“生态环境与可持续发展”课程改革为研究对象,分析了当前课程存在的问题,提出了增加实践教学环节,促进专业课程交叉融合的改革方案,并进行了实践探究。通过课程改革,将生物工程专业学生培养为具备生态环境保护意识和可持续发展理念的高素质人才,并使其学会应用本专业知识来解决生态环境和可持续发展中遇到的技术问题,从而提高其专业素质和多方位解决实际问题的能力,增强其社会责任感。

能源变革与生态福利绩效研究——基于新能源示范城市设立的准自然实验

能源变革是推动能源结构绿色转型的关键,新能源示范城市政策是能源变革的重要举措,也是推动城市生态文明建设发展的有力支撑。本文基于2007~2021年我国279个城市的面板数据,通过倾向得分匹配-双重差分模型(PSM-DID)探究新能源示范城市政策对生态福利绩效的影响。研究发现:新能源示范城市的设立有助于提升城市生态福利绩效。新能源示范城市政策对城市生态福利绩效的影响在东西部城市、行政等级高的城市和非资源型城市更为显著。机制检验表明新能源示范城市主要通过优化产业结构、提升技术创新水平和降低资源依赖度3种途径提升城市生态福利绩效,为政府有效实施城市能源建设并提升城市生态福利绩效提供积极的政策启示。
