学习型城市评价指标体系的建立及应用研究

我国学习型城市建设1999年由上海市率先提出,随后天津、郑州、广州、北京、武汉、大连等先后提出建设学习型城市的目标和举措,并积极开展行动,但衡量这些学习型城市建设进程需要统一的评价标准。本文建立的学习型城市评价指标体系遵循代表性、全面性、可操作性、评价一致性和区分重要性等原则,包括六个一级指标:资源指标、科技指标、经费指标、文化指标、信息指标、人口素质,21个二级指标和70个三级指标,请专家评分之后应用层次分析法确定各项指标的权重。将中国统计年鉴中的数据经过"万人均"处理之后应用于评价指标体系,对我国31个省、自治区和直辖市学习型城市建设情况进行了评价、排序和分析。评价结果是上海、北京、浙江、天津、江苏、广东、辽宁、福建八个城市的学习型城市建设进程高于全国各直辖市和地区的平均水平。最后,论文从制定法律政策、提升市民学习力、建立公共学习资源共享机制、构建学习型社区和组建学分银行等方面提出了加快学习型城市进程的对策。

Empirical Analysis on Rural Financial Development and Farmers' Income Increase in China

The growth of farmer＇s incomes is cIoseIy reIated to rural finance. The research analyzed the dynamic reIationship of rural financial deveIopment, efficiency and farmer＇s incomes based on VAR modeI, and the resuIts indicated that the ex-pansion of rural finance wouId stimuIate farmer＇s incomes in a Iong term, and the growth of rural financial efficiency significantIy improves farmer＇s incomes in a short term, instead of a Iong term. Hence, it is necessary to introduce more credit funds and social funds to rural areas, deepen rural financial system reform and acceIerate use rate of Ioan capital and enhance guidance for farmers and township enterprises in use of Ioan capitals.

当代中国公民政治参与的发展历程及其启示

公民政治参与是现代民主政治的核心,新中国自成立起,在中国共产党的领导下,我国公民政治参与经历了三个阶段的发展,对我国公民政治参与的发展历程梳理回顾,并总结其中的经验教训,于我国社会主义民主政治建设有着重要的启示意义。

社会转型期农民意识的变化

人的意识的变化既是一个自发的过程,也是一个人为的积极建构的过程,转型期农民意识的变化正反映了这一特征。改革开放前,虽然经历了辛亥革命和新民主主义革命,农民的传统意识发生了一定的变化,但在小农经济没有根本改变的情况下,农民的现代公民意识难以形成或被建构。改革开放后,随着经济改革的深入,农民的意识才真正发生了剧烈的变化,这种变化既有积极的一面,也有消极的一面,农民意识呈现出"碎片化"。要改变这种状况,我们需要加强农民公民意识培育。

Assessment of Land Comprehensive Carrying Capacity in Lin'an City

According to regional characteristics and the actual situation in Lin ’an City, an evaluation index system of land comprehensive carrying capacity composed of three support subsystems （eco-environment, social and economic carrying capaci-ties） containing 22 evaluation indexes was established to evaluate the comprehen-sive carrying capacity of land resource in Lin’an City during 2005-2012. Meanwhile, based on the target data of overal land use plan, the level of land comprehensive carrying capacity was predicted at the end of the plan period （2020） .The results showed that land comprehensive carrying capacity had a significant growth in Lin ’an from 2005 to 2012, and the development trend was basical y sustainable. The sub-systems also had been greatly improved, in which the constant improvement of ec-ological environment carrying capacity made the largest contribution to the constant raising of land comprehensive carrying capacity. The degree of coordination between the systems was poor, in which eco-environment carrying capacity had the maxi-mum growth, far more than the social and economic carrying capacities. According to the land comprehensive carrying capacity in 2020, utilization of land resources in Lin＆#39;an city can achieve sustainable development in general. Final y, proposals of im-proving comprehensive carrying capacity were put forward in terms of the enhance-ment of eco-environment protection, accelerating economic development and policy guidance.

A novel image encryption scheme based on Keplers third law and random Hadamard transform

In this paper, a novel image encryption scheme based on Keplers third law and random Hadamard transform is proposed to ensure the security of a digital image. First, a set of Kepler periodic sequences is generated to permutate image data, which is characteristic of the plain-image and the Keplers third law. Then, a random Hadamard matrix is constructed by combining the standard Hadamard matrix with the hyper-Chen chaotic system, which is used to further scramble the image coefficients when the image is transformed through random Hadamard transform. In the end, the permuted image presents interweaving diffusion based on two special matrices, which are constructed by Kepler periodic sequence and chaos system. The experimental results and performance analysis show that the proposed encrypted scheme is highly sensitive to the plain-image and external keys, and has a high security and speed, which are very suitable for secure real-time communication of image data.

Improvement of the thermoelectric efficiency of pyrene-based molecular junction with doping engineering

In this study, the thermoelectric properties of pyrene molecule doped with boron and nitrogen atom at different sites of molecule are investigated using density functional theory and none-equilibrium Greens function formalism in the linear response regime. Our calculations show that when the impurities are added to the edge of the molecule, the anti-resonant peaks will appear in the transmission diagram in the vicinity of the Fermi energy level. So it increases the thermoelectric figure of merit of the system in comparison with the one that the impurity is located in the center of molecule. Additionally, the seebeck coefficient signs are not the same among the B, N, and N ＆ B doped devices, indicating that the types of the carriers can be changed with different types of doping.
