With the development of society,more and more cities are participating in the initiative to build learning cities.Constructing an evaluation indicator system for learning cities to monitor the progress and promote their growth has become increasingly important.This paper analyzes the preliminary framework of the UNESCO Global Learning City Index and R3L+Quality Framework.The comparison is made from the aspects of design philosophy,criteria of indicator,and the cycle of evaluation process.The findings suggest that the construction of an evaluation indicator system should be focused more on the diversity of learning city development,the construction of an evaluation process cycle,and the significance of building cooperative networks. 展开更多

Dongying City, which is the most important central city in the Yellow River Delta, is located in the estuary of the Yellow River. With a short land formation time, ecological environment is very weak in this area. To realize the sustainable economic development of the Yellow River Delta, resource environment and resource environmental bearing capacity(REBC) must be improved. This study builds assessment system of regional REBC through resource and economic characteristics in Yellow River Delta and uses principal component analysis(PCA) method to evaluate REBC of five counties and districts in Dongying City in 2011-2015 on the dimensions of time and space. Results show that, on the time dimension, Guangrao County is ranked first, Dongying district second for four years and Hekou and Kenli districts with lower ranks in 2012-2015, indicating that more attention needs to be paid to REBC of Hekou and Dongying districts and these two districts should be included into key monitoring areas. From space scale, REBC in five counties and districts has been gradually improving. In order to further develop REBC in Dongying City, measures such as intensifying protection of urban ecological environment and developing circular economy, etc. should be implemented. 展开更多

Influence factors of urban village renovation were analyzed on the basis of brittleness theory, and an evaluation index system established through multi-level inconsistency decomposing. By incorporating the catastrophe theory with fuzzy mathematical theory, the mathematic model was created, and catastrophe membership function was obtained as well as evaluation results. Policies for the renovation of urban villages and new direction of the renovation were interpreted. The application case proved that catastrophe progression method was objective and effective and it could provide new concepts for the evaluation and adjustment of urban village renovation. Moreover, application of brittleness theory in the research on urban village renovation is of great instruction and reference value for the present urban construction. 展开更多

Matter-element analysis method was used to construct the comprehensive matter-element model for the evaluation of the quality of various kinds of irrigation water in Turpan City to evaluate the quality of irrigation water(such as river water,spring water, Karez well water, pumped well water) in Turpan City, Xinjiang. The results showed that the quality of the irrigation water was the best in October,which was in Grade I or Grade 2; in May, the quality of some of the irrigation water became poorer to Grade II, which was easy to soil salinization; in March, the detected qualities of the water samples water from the Meiyaogou basin were all in Grade IV, which was not suitable for farmland irrigation. The comparison on the evaluation results of matter-element analysis and fuzzy evaluation method showed that the results of the 2 methods were almost consistent with each other, and showed good uniformity. 展开更多

Urban comprehensive carrying capacity is an important guarantee and external representation of regional sustainable development. Based on urban comprehensive carrying capacity, this paper constructed a performance evaluation index system of urban comprehensive carrying capacity, and used entropy method, urban comprehensive carrying capacity measurement model and urban sustainable development model to measure spatial and temporal comprehensive carrying capacity of Harbin City in Heilongjiang Province from 2012 to 2017. The results show that: 1) index weight analysis suggested the regional development mode in Harbin still followed an epitaxial development mode, which pursued the expansion of scale and the growth of total amount of regional development, neglecting the effective utilization of resources and the improvement of structural benefits. 2) In the pressure system, the index of resource support has dropped sharply. The index of environmental capacity and social progress has risen circuitously, while the degree of agglomeration and the value of transportation facilities have risen steadily;in the pressure system, the index of population development and economic growth tended to fluctuate, while energy consumption and environmental pollution showed a more synchronous change in characteristics, and the livable demand remained at a high level. 3) The carrying capacity index of resources and environment in Harbin has been declining, and the acquired carrying capacity index fluctuated. The long-term regional development model has severely impaired the carrying capacity of resources and environment. 4) The comprehensive carrying capacity of Harbin has clear spatial differentiation characteristics. Finally, the paper proposes that location conditions, economic development level, government regulation, and science and technology are the main factors influencing the spatial differentiation of urban comprehensive carrying capacity. 展开更多

Cities ability reducing earthquake disasters is a complex system involving numerous factors, moreover the re-search on evaluating cities ability reducing earthquake disasters relates to multi-subject, such as earthquake sci-ence, social science, economical science and so on. In this paper, firstly, the conception of cities ability reducing earthquake disasters is presented, and the ability could be evaluated with three basic elements the possible seis-mic casualty and economic loss during the future earthquakes that are likely to occur in the city and its surround-ings and time required for recovery after earthquake; based upon these three basic elements, a framework, which consists of six main components, for evaluating citys ability reducing earthquake disasters is proposed; then the statistical relations between the index system and the ratio of seismic casualty, the ratio of economic loss and re-covery time are gained utilizing the cities prediction results of earthquake disasters which were made during the ninth five-year plan; at last, the method defining the comprehensive index of cities ability reducing earthquake disasters is presented. Thus the relatively comprehensive theory frame is set up. Based on the regional water resources carrying capacity(WRCC)evaluation principles and evaluation index system in the National Technical Outline of Water Resources Carrying Capacity Monitoring and Early Warning(hereafter referred to as the Technical Outline),this paper elaborates on the collection and sorting of the basic data of water resources conditions,water resources development and utilization status,social and economic development in basins,analysis and examination of integrity,consistency,normativeness,and rationality of the basic data,and the necessity of WRCC evaluation.This paper also describes the technique of evaluating the WRCC in prefecture-level cities and city-level administrative divisions in the District of the Taihu Lake Basin,which is composed of the Taihu Lake Basin and the Southeastern River Basin.The evaluation process combines the binary index evaluation method and reduction index evaluation method.The former,recommended by the Technical Outline,uses the total water use and the amount of exploited groundwater as evaluation indices,showing stronger operability,while the latter is developed by simplifying and optimizing the comprehensive index system with greater systematicness and completeness.The mutual validation and adjustment of the results of the above-mentioned two evaluation methods indicate that the WRCC of the District of the Taihu Lake Basin is overloaded in general because some prefecture-level cities and city-level administrative divisions in the Taihu Lake Basin and the Southeastern River Basin are in a severely overloaded state.In order to explain this conclusion,this paper analyzes the causes of WRCC overloading from the aspects of basin water environment,water resources development and utilization,water resources regulation and control ability,water resources utilization efficiency,and water resources management. 展开更多

With the rapid development and expansion of the cities in China, the carrying capacity of resource and environment has become a huge concern for local governments. From the perspective of geological environment, geological disasters are the main restraining factor of the development in mountain cities. This study was conducted in Suide County of Shaanxi Province with a risk-based approach as followed: a hazard analysis on geological disasters based on a slope geological survey at a scale of 1:10,000; a consequence analysis based on unmanned aerial vehicle(UAV) aerial survey data; integrating the results of hazard analysis and consequence analysis, a risk zonation and analysis of geological disasters in urban areas were completed considering urban planning, land use planning and the safety of infrastructure and major engineering. Subsequently, taking the acceptable levels of human life and property risks incurred by landslides as the criteria of the evaluation of geological environment carrying capacity, a comprehensive assessment of current and future urban carrying capacity was conducted based on the results of the risk analyses. Accordingly, the prior development zone, the restricted development zone and the prohibited zone were delineated, with corresponding suggestions for future urban development. The technological and methodological system used in the study can be applied to geological environment carrying capacity evaluation of other important mountain cities, which can provide scientific basis for the optimization of land and space. 展开更多

On the basis of an index system that quantitatively describes low-carbon development, this research analyzes the characteristics, development trends, and low-carbon development pathways of the four types of cities. According to the present situation and objectives of national emissions and considering the differences in development stages, challenges, and opportunities for each type of the city, this research presents recommendations for the low-carbon roadmap and the medium- and long-term (by 2030) emission trend routes of different types of regions in China. 展开更多

It is an effective way in realizing urban coordinated and sustainable development to establish a series of in- dicators and to evaluate urban environmental and socioeconomic development. According to the characteristics of Harbin City in Northeast China, an indicator system including five subsystems and 37 indicators was established for comprehensive evaluation on urban sustainable development. The development indexes of all urban subsystems and complex system were calculated quantitatively using the comprehensively integrated methods composed of Principle Component Analysis, Analytic Hierarchy Process and weighed index method, and then the comprehensive level of ur- ban sustainable development and the degree of urban interior coordination were analyzed. The results indicated that 1) the overall urban development presented an uptrend, however, the interior development was not well balanced from 1996 to 2006; 2) the development in each subsystem presented a strong fluctuation; and 3) the development in re- sources subsystem showed a downtrend. Based on those results, the suggestions of urban sustainable development were put forward at the end. 展开更多

Today,resource depletion threatens a number of resource-based cities in China.The ecological security problem caused by the long-term exploitation of natural resources is a key issue to be solved in the development of resource-exhausted cities.Using 23 indicators,this study evaluated the ecological security status and development trends of 21 resource-exhausted cities in China from 2011 to 2017.The results showed that from 2011 to 2015,the overall ecological security of this type of city was low,with over 60%of the cities at an unsafe level.However,ecological security improved rapidly after 2016,and by 2017,all of the cities had reached the critical safety level.The top 10 indicators of ecological security included industrial sulfur dioxide emissions,water supply,agricultural fertilizer application,and forest coverage.These 10 indicators’cumulative contribution to ecological security was 48.3%;among them,reducing industrial sulfur dioxide emissions contributed the most at 5.7%.These findings can help governments better understand the ecological security status of resource-exhausted cities,and it can provide a reference for the allocation of funds and other resources to improve the ecological safety of these cities. 展开更多

This paper aims to reveal the difference of eco-environmental sensitivity and its influencing factors in the study area through carrying out the eco-environmental sensitivity evaluation based on land ecological security for 8 counties of Ordos City. Using fragstats landscape pattern analysis,GIS space method and RS analysis,based on ground investigation,this paper uses information mining and data analysis to extract index data for every village in the study area,carry out comprehensive quantitative evaluation,and finally calculate the comprehensive scores of eco-environmental sensitivity of the areas. The paper concludes that the highly sensitive areas and extremely sensitive areas are mainly concentrated in the eastern region of the eastern hilly and gully region and southern region of the Mu Us Desert in Ordos. The main reasons include severe soil erosion in hilly and gully region and serious desertification in southern Mu Us Desert area. So it is necessary to strengthen ecological environment protection in local areas. 展开更多

This paper focuses on climate comfort degree evaluated from relationships between spatial characteristics and behaviors of a winter city.It is demonstrated that the influences of climatic factors on human comfort are remarkably different for different spatial characteristics and functions of the sites.An evaluation method of climatic comfort is propsed,in which attaining comfort is an adaptation process,and the dynamic changes in the process are according to the user’s subjective tendency to the variations of the spatial characteristics and functions of the space.The evaluation criteria are based on both physical and psychological hierarchy needs of a person,which include the spatial form for microclimatic conditions as well as the spatial social-economic characteristics of a site.To improve the local environment of a winter city by planning measurements,the Harbin Central Pedestrian Street is taken as an example in the application of the evaluation method,and different planning optimizing strategies are proposed accordingly.The results show that the pattern of climate comfort is characterized by reflecting the socialeconomic value and individual behavior characteristics. 展开更多

Smoking induces substantial diseases burden on both individual and the whole society.To identify the true smoking-attributable economic loss, we introduce medical cost accounting as a means to calculate disease-speciflc medical cost, including inpatient and outpatient cost of those diseases caused by smoking. Medical cost is defined as health fesource consumption in terms of money. Cost is allocated to departrpent and services according to coeffcient of benefit and operation time. The study in 1988 indicates that total smoking-attributable medical cost is 2.32 billion RMB Yuan in China, 1.70 billion RMB Yuan for outpatient, 0.62 billion RMB Yuan for inpatient. If indirect cost is included, the cost will be greater. Chronic obstructive emphysema has the highest proportion (55.41%) in smoking attributable medical cost 展开更多
