Unmanned Technology-Based Civil-Military Intelligent Logistics System:From Construction to Integration

The stockpiling,delivery,and provision of emergency material were in the public gaze of millions of people when the coronavirus disease 2019(COVID-19)broke out.Civil-military integra-tion emergency logistics silently opened up the“second battlefield”of anti-epidemic,and estab-lished a lifeline under that emergency situation.Research on the construction of civil-military integ-rated logistics system plays an extremely important role and occupies a significant position in en-suring social stability and security as well as the stable development of social economy in China.The modern economy driven by the Internet,Internet of Things,and big data demonstrates a rap-id growing trend calling for efficient,fast,and convenient logistics.It is urgent to upgrade or build an intelligent logistics system with intelligent technology and unmanned technology as the core to meet the international and domestic market demand.As mentioned above,this paper analyzes and expounds the construction problem and practical significance of civil-military integration emer-gency logistics system based on unmanned technology,and puts forward the strategy of construct-ing civil-military integration emergency logistics system with unmanned technology under the new system.

Integrated Hospital Information System (HIS) Special focus on BIRDEM Hospital (600 Beds)

Introduction: Integrated Hospital Information System (HIS) is vital to decision making and plays a crucial role in the success of the organization. Computerization of the medical records and documentation has resulted in efficient data management and information dissemination for the users. Hospital Information System addresses the entire major functional areas of modern multi-specialty hospitals. The package enables improved patient care, patient safety, efficiency and reduced costs. It provides easy access to critical information, thereby enabling management to make better decisions on time. Aims: The short-term objectives of the on-line computerized system are to reduce costs and improve the accuracy and timeliness of patient care, accounting and administration, record keeping, and management reporting. The long-term goal is to build and maintain patient database for analysis of data to facilitate decision-making process. Methods: To run the system it requires some Hardware & Database for IT Department. The technique involves Patient Registration System, Finance & Accounts, Human Resource Management System, Laboratory, Out Patient Management System, and Inpatient Management System. Results: In the mid seventies, a complex was established at Shahbag area in the name of Bangladesh Institute of Research and Rehabilitation in Diabetes, Endocrine and Metabolic Disorders (BIRDEM). From 1982 BIRDEM was designated as the WHO collaborating centre for research on prevention and control of diabetes. It is first of its kind outside Europe. Now from 2000 BIRDEM has successfull developed & implemented some crucial part of HIS System like Patient Admission & Billing System, Finanace & Account System, Human Resourse Management & Payroll System, Store Inventory & Procurement Management System, Labrotary Management System, Assets Management System, Radiology & Imaging Management System. Conclusions: It can thus be seen that deploying IT can help the medical profession in improving its quality of service and thus automatically increasing the preparedness and defensiveness. Of course, it is of vital importance that the software must have the right type of modularity and openness so that it is manageable, maintainable and upgradeable. They can perform the complex task of matching, tabulating, calculating, retrieving, printing and securing the data as required. Well designed, integrated computer system can be a great tool in the hands of the hospital management in improving services, controlling cost, and ensuring optimal utilization of facilities.

Service Delivery Factors That Influence Utilization of HIV Integrated Primary Health Care Programme in Embu Referral Hospital, Kenya

Globally, there are approximately 36.7 million people living with HIV. Integration of HIV treatment with primary care services improves effectiveness, efficiency and equity in service delivery. The study sought to establish service delivery factors that influenced utilization of integrated HIV and primary health care services in Embu Teaching and Referral hospital. A descriptive cross-sectional survey design was used to collect data at a specific period and point of time from a sample of 302 seropositive clients who were selected using simple random method. Data collection tool was structured and semi-structured questionnaire. The tool was reliable at Cronbach’s alpha of 0.817. SPSS version 23 was used to analyze the data. A binary logistic regression model was used to predict the relationship between service delivery and utilization of integrated services. Results: Majority of the respondents (59.6%) were aged over 35 years with majority being female (58.9%) and the married were 57.6% of the total sample. On service delivery factors, majority (94.7%) felt that their health status had improved. Action taken when clients developed side effects, 78.8% reported that the drugs were changed. Action taken following drug side effects significantly affected utilization, χ2 = 1.305, p = 0.001, df = 1. The findings showed that waiting time significantly influenced utilization, χ2 = 9.284, df = 1, p = 0.002. Source of information on self care also significantly influenced utilization, χ2 = 10.689, df = 1, p = 0.001. Kind of treatment at the facility also significantly influenced utilization, χ2 = 5.713, p = 0.048. Conclusion: significant factors that influenced utilization of integrated services were source of health care information, secondly waiting time was another factor which influenced utilization. Majority of the respondents were satisfied with duration of time they take before they were served;they reported to take utmost 1 hour to be attended to and action taken by health care provider following side effects was another factor that influenced the utilization.

Planning of R & D Industrial Parks Under the Civil-Military Integration Strategy

The construction of industrial parks under the civil-military integration strategy is based on the combination of military technology and civil technology. Such an industrial park is a new urban functional area produced in the context of civil-military integration. Compared with industrial parks in the usual sense, it pays more attenteon to scientific research, innovation, cooperation and communication. In this paper, through in-depth analyses of relevant literature and domestic actual situation, the industrial park's basic advantages and external environmental policies were interpreted, and the application prospect and practical significance of the current civil-military integration policy were analyzed based on the platform strategy of the civil-military integration industrial park. With R & D industrial parks as the object of study, this paper clarified the management of enterprises in this type of parks and the support provided by the parks, sorted out the industrial park planning plan under the civil-military integration strategy in accordance with the current economic situation and policy orientation, and finally reached the conclusion that the construction of the construction of R & D industrial parks under the civil-military integration strategy is a new growth point that will drive the deepening reform of the national economy and the sustained development of the national economy.

Research misconduct in hospitals is spreading:A bibliometric analysis of retracted papers from Chinese university-affiliated hospitals

Purpose: The number of retracted papers from Chinese university-affiliated hospitals is increasing, which has raised much concern. The aim of this study is to analyze the retracted papers from university-affiliated hospitals in China’s mainland from 2000 to 2021. Design/methodology/approach: Data for 1,031 retracted papers were identified from the Web of Science Core collection database. The information of the hospitals involved was obtained from their official websites. We analyzed the chronological changes, journal distribution, discipline distribution and retraction reasons for the retracted papers. The grade and geographic locations of the hospitals involved were explored as well.Findings: We found a rapid increase in the number of retracted papers, while the retraction time interval is decreasing. The main reasons for retraction are plagiarism/self-plagiarism(n=255), invalid data/images/conclusions(n=212), fake peer review(n=175) and honesty error(n=163). The disciplines are mainly distributed in oncology(n=320), pharmacology & pharmacy(n=198) and research & experimental medicine(n=166). About 43.8% of the retracted papers were from hospitals affiliated with prestigious universities. Research limitations: This study fails to differentiate between retractions due to honest error and retractions due to research misconduct. We believe that there is a fundamental difference between honest error retractions and misconduct retractions. Another limitation is that authors of the retracted papers have not been analyzed in this study.Practical implications: This study provides a reference for addressing research misconduct in Chinese university-affiliated hospitals. It is our recommendation that universities and hospitals should educate all their staff about the basic norms of research integrity, punish authors of scientific misconduct retracted papers, and reform the unreasonable evaluation system.Originality/value: Based on the analysis of retracted papers, this study further analyzes the characteristics of institutions of retracted papers, which may deepen the research on retracted papers and provide a new perspective to understand the retraction phenomenon.

System dynamics simulation of the civil-military integrated innovation system of military enterprises

Civil-military inosculation of military enterprises benefits national defense industries by promoting the building of civil-military inosculation innovation system. To analyze the operation mechanism of the civil-military integrated innovation system of the military enterprises under the new situation, the system dynamics method is used to study the feedback relations among the factors and structure of the system and the Anylogic software is used to establish the simulation model . The simulation results indicate that： the degree of enthusiasm of private enterprises to participate in the defense industry, the degree of information sharing and the degree of cooperation between the mili- tary enterprises and universities and research institutions are extremely important in the civil-military integrated innovation system. According to the simulation results, some targeted suggestions are put forward to strengthen the innovational civil-military integrated system building of the military enter- prises.

Lessons learned from the hospital to home community care program in Singapore and the supporting AI multiple readmissions prediction model

In a prior practice and policy article published in Healthcare Science,we introduced the deployed application of an artificial intelligence(AI)model to predict longer‐term inpatient readmissions to guide community care interventions for patients with complex conditions in the context of Singapore's Hospital to Home(H2H)program that has been operating since 2017.In this follow on practice and policy article,we further elaborate on Singapore's H2H program and care model,and its supporting AI model for multiple readmission prediction,in the following ways:(1)by providing updates on the AI and supporting information systems,(2)by reporting on customer engagement and related service delivery outcomes including staff‐related time savings and patient benefits in terms of bed days saved,(3)by sharing lessons learned with respect to(i)analytics challenges encountered due to the high degree of heterogeneity and resulting variability of the data set associated with the population of program participants,(ii)balancing competing needs for simpler and stable predictive models versus continuing to further enhance models and add yet more predictive variables,and(iii)the complications of continuing to make model changes when the AI part of the system is highly interlinked with supporting clinical information systems,(4)by highlighting how this H2H effort supported broader Covid‐19 response efforts across Singapore's public healthcare system,and finally(5)by commenting on how the experiences and related capabilities acquired from running this H2H program and related community care model and supporting AI prediction model are expected to contribute to the next wave of Singapore's public healthcare efforts from 2023 onwards.For the convenience of the reader,some content that introduces the H2H program and the multiple readmissions AI prediction model that previously appeared in the prior Healthcare Science publication is repeated at the beginning of this article.

Enterprise service bus and standard based hospital integration platform and its application research

For healthcare organizations, there is increasing needs to share data among applications to deliver qualitypatient care. It is a key for successful diagnosis and treatment to view accurate and up-to-date patient data in a single information dashboard in real time. But the fact is that many hospitals and healthcare providers today are struggling with legacy system or internally developed systems that cannot easily scale to support new interfaces; the plethora of inflexible point-to-point interfaces make changing in one system deleteriously impact other systems; some systems could not support information sharing; and the standards followed by different systems are not compatible to each other. This is making it increasingly difficult to meet the rapidly changing and demanding of healthcare service.

The Model of Integration of Traditional Medicine with Modern Medicine in Hospitals of Traditional Medicine in Vietnam:Present Status and Prospective Plan

Vietnam has a 4000-year old traditional system of pharmaco-medicine which was founded during the Hung King era （2879-257 B.C.）. Vietnamese traditional medicine （TM） came from the society and was developed during the long years of living, working and struggling for existence among the Vietnamese people among 54 ethnic groups under extremely severe natural conditions, conflicts, and interaction with local neighboring nations such as China, Laos, Cambodia, india, etc. All of those form the foundations to shape the diversity, abundance and specialty of Vietnamese TM. Valuable experiences in TM have been transmitted from generation to generation, which is an important part of Vietnamese culture.

公立医院廉洁风险防控量化评价研究

目的探讨公立医院廉洁风险防控量化评价,为提升公立医院廉洁风险防控工作质效提供参考。方法自行设计《公立医院权力事项廉洁风险防控检查标准》,从权力运行流程梳理清晰程度、廉洁风险点查找准确程度、防控措施有力程度三个方面对四川大学华西医院各部门/临床医技科室提供的权力事项廉洁风险防控进行评分和评级。结果共检查了236个权力事项的廉洁风险防控情况,根据检查标准,57项评为一档,103项评为二档,76项评为三档,占比分别为24.15%、43.64%和32.20%。经检查,全院236个权力事项的廉洁风险防控检查得分为(5.82±1.92)分,其中,流程维度得分为(2.11±0.75)分,风险点查找维度得分为(1.89±0.75)分,防控维度得分为(1.89±0.79)分,体现出部分单位的工作流程不够清晰、个别风险点查找不准确、防控措施不具体等问题。结论医院要结合自身工作环节的问题,从思想、行为、成效和考核评价几方面入手,着力思考廉洁风险防控长期建设中的具体化、精准化、显著化和可量化。

公立医院党建业务融合发展“五同”机制实证研究
