Harnessing the Market Potential of the Bamboo Industry in Central Luzon, Philippines: An Analysis of the Internal and External Environment

The bamboo industry in Central Luzon holds significant promise for economic development and environmental sustainability. This study aims to analyze the internal and external factors influencing the bamboo industry in the region through SWOT and PESTLE analyses. Based on a focus group discussion involving key industry players, the study explores the industry’s strengths, weaknesses, opportunities, and threats, as well as political, economic, social, technological, legal, and environmental factors. Findings reveal the importance of comprehensive strategies that address political stability, economic growth, consumer awareness, technological advancement, legal compliance, and environmental sustainability. Recommendations include capacity-building for production and marketing, the establishment of bamboo treatment facilities, and advocacy for supportive policies. By addressing these factors, the bamboo industry in Central Luzon can realize its potential for socio-economic development and environmental stewardship.

Research on the Low-carbon-high-value Agriculture Technology in the Comprehensive Improvement of Intra-county Environment Pollution——Taking the Development of Cultivation and Breeding Industry in the Ecological Cyclic Agricultural Garden in Shaoshan Irri

The comprehensive improvement strategy of intra-county environment pollution in the city and countryside was searched.By the research method which combined the microscopic view,the macroscopic view with the dynamic perspective,the seriousness of rural water quality,soil and atmospheric pollution in Xiangxiang,Xiangtan and the surrounding areas in Shaoshan irrigated area was revealed.The control measure which was 'four-dimensional pollution in the city and countryside'—— low-carbon-high-value agriculture and the technology innovation was proposed.The low-carbon-high-value technology innovation industrialization demonstration in three parts which included the pre-production,mid-production and post-production deep-processing of cultivation and breeding industry in the ecological cyclic agricultural garden in Shaoshan irrigated area was the driving force.We tried to propel the low-carbon ecological cultivation and breeding industry which included the paddy rice,grass,tree,medicinal herbs and pig,cow,chick,duck,fish.We wanted to relieve the structural unbalance of previous cultivation and breeding industry,'cheap grain hurting the farmers' and the short-leg problem of social-economic-ecological benefit.The results showed that the low-carbon-high-value agricultural system was a poly-generation technology system which promoted the multi-level and grading utilization,saved the energy,reduced the consumption and cleaned the production based on the ecology.

Opportunities for the School System to Instill Environmental Values

This study aims to reveal the opportunities for schools to educate environmental values. This research uses qualitative methods. Data collection techniques use observation, interviews and literature studies. The research subject is the teacher and focus of the research is what of availability in the school system that enables teacher to have the opportunities to educate student about values of environmental caring. Analysis uses data reduction, primary school teachers are taken randomly. Data analysis uses descriptive qualitative analysis. Technical data analysis uses data reduction, verification and conclusion drawing. The results showed that schools have a great opportunity to be utilized for the education of environmental values. These opportunities are: vision and mission of school orientation, school curriculum, extracurricular activities, educational interactions, commemoration of holidays, rewards and punishments, conventions, school physical environment, rules and norms, school slogans. It is suggested that schools in this case (school principals) socialize these opportunities and utilize the opportunities available in schools effectively and efficiently used for environmental value education.

Intrinsic Value of the Natural Environment： An Ethical Roadmap to Protect the Environment

The environment in the sense of all the ecosystems on Earth, has been polluted, harmed, and put at risk of degradation to some extent. Nevertheless, the mainstream ethical philosophies have found it difficult to assign an intrinsic value to the environment itself, and most environmental ethics is based on an ＂enlightened＂ anthropocentrism which values environmental protection for the sake of other humans including the future generations. Philosophically speaking, the concept of moral obligations towards generations, who have not been born yet, can be challenged. This vicious circle is a fundamental issue for ＂environmental ethics.＂ The current paper is an attempt to help correct this broken cycle of arguments using three lines of argument： （1） The harmful impact of human activity on the environment does not benefit all humans; the question is not over the selfishness and short-sightedness of humankind regarding the environment as much as it is regarding ＂environmental＂ justice among humans. The pursuit of self-interest and wealth by some humans, but not all, should not lead philosophers to ignore the insufficiencies of our economic and capitalist systems in the delineation of morally correct human-environment interaction. The right to a livable environment is a universal human right and morality has to support it. （2） The moral obligation of humankind toward the environment is similar to any situation where a party, such as a child, does not have the ability to protect itself or defend its rights; this is the principle of ＂due care.＂ Humans have the knowledge to understand the complexity of ecosystem interrelationships and the harm which industrial activity has caused. Therefore they have a moral obligation to exercise due care to prevent it from being harmed irreversibly. （3） The third argument is concerned with human morality and the spirituality of the environment. It can be argued that the natural instinct of the love of the environment, biophilia, is not a cause but a symptom of the grand spiritual value in the environment, even though this spiritual value may not be confined to humans, but be accrued to all life forms that have and/or show a genuine interest in the environment.

Planning and Orientation Analysis of Urban Environmental Landscape Aesthetic Value

Landscape is people’s evaluation of the environment which is better and more meaningful to visit.Therefore,a landscape must have a good environment.Landscape exists in nature as well as in cities.Every corner of a city can be a landscape.Its connection with the city and the citizens is inseparable.However,due to the acceleration of urbanization,there are still many problems in the urban environment.To solve these problems perfectly,we should work from the aesthetic value and planning orientation of the landscape.Therefore,this paper discusses and analyzes the problems of urban environment and how to use the aesthetic value and orientation to construct urban environmental landscape.

Scales,methods and technical analysis of China's residential environment evaluation

To improve China＇s residential environment evaluation system and enhance its guiding role, current research results are analyzed and summarized from three aspects including research scales, evaluation methods and applied technology by means of comparison, induction and empirical application. The guiding role of the current macro-scale evaluation system of urban planning and construction is generally not obvious, whereas the guiding role of medium and micro-scale systems to the improvement of residential environments is improving. There are diversified methods for determining the threshold values and the weights of indices in China＇s evaluation system. For instance, the analytic hierarchy process（AHP） method is adopted to determine the weights of indices. The advantages and disadvantages of the method are analyzed on the basis of empirical calculation. In the course of comprehensive analyses, a nonlinear model can reflect interactions among indices more than a linear model; the evaluation model under the ARCGIS platform prevails since it combines space and attribute, and it has intuitive results. So far, the methodological system of China＇s residential environment evaluation has not been established; its subject coverage and research category should be expanded, and its guiding role should be enhanced.

Urban Green Spaces and an Integrative Approach to Sustainable Environment

This paper explains the benefits and challenges of urban green spaces based on the critical discussion of study results from different studies in different cities. The important roles played by green spaces are social, economic, cultural and environmental aspects of sustainable development. Urban green spaces can be a comprehensive tool for long term protection of environmental sustainability through improving the quality of life and air quality, increasing property value due to their amenity and aesthetic characteristics, and reducing the energy costs of cooling buildings. Urban green spaces also can provide ecosystem services in which the recreation and relaxation facilities are especially available to urban dwellers and tourists too. To confirm the multiple roles played by green spaces, certain level of qualitative improvements and distribution of green spaces within the urban area should be considered and incorporated effectively into the environmental sustainability agenda. To do this, an integrated approach regarding the planning, monitoring, designing and maintaining of urban green spaces is required for improving the environmental sustainability in cities in different countries.

Prediction of thermal environment via revision of PMV index with body temperature

PMV(Predicted Mean Vote) is a widely used index for evaluating the thermal environment.However,few studies have been conducted to take physiological values directly as evaluating indices.This paper assumes a linear relation between body temperature and both sweating rate and heat produced by shivering,and introduces the linear relation into the human heat balance equation to revise the classic PMV.And the assumption of linear relation is subsequently proved.The revised PMV possesses the same characteristic of dependent heat load as that of the classic one,and moreover it is convenient to be calculated.

Integrated Assessment of Mineral Resources and Environmentin Mid-South of Shandong Province

On the bases of the field survey and a large number of testing data, we process the qualitative and quantitative assessment of the mine environment in the mid south of Shandong Province using the following grade Ⅰ factors:the surface subsidence in mining area, the three wastes of mine industries, the pollution sources, the surface water pollution, the underground water pollution and the air pollution. By means of emitting factor judgment and water quality indexes, we locate pollution sources, main pollutants, pollution type and pollution grade in the study area. Using the MAPGIS, we draw a zonality map of the mine environment. This paper attempts to offer a concrete example, including valuable assessment method, data and conclusion, for the assessment of mine environment from the integrated assessment of mineral resources and mine environment. This research is oriented towards the sustainable development and the ecological environment optimization.

Business Environment and Resource Allocation Based on the Perspective of the National Value Chain

China is actively upgrading its industrial structure through industries transferring between developed and undeveloped areas;however,the overall level of the national value chain is still not high,and the asymmetric competition pattern between the upstream and the downstream has not been broken.Therefore,this paper establishes a competitive equilibrium model for the production of manufacturing enterprises,with factor price distortion,under the condition of constant returns to scale.The authors derive the relative distortion coefficients of each factor price,calculate the misallocation indices of capital and labor,and construct an industry resource misallocation measure.Furthermore,this paper applies the regional value-added decomposition model to calculate the national value chain index and matches the market index of the China Market Index Database with the Chinese Industrial Enterprises Database and the Inter-Regional Input-Output Tables through quantitative analysis.From the perspective of the national value chain,the authors study the improvement effect and mechanism of the business environment on the resource allocation in industry.The study shows that industry resource allocation will be improved by 17.89%if the business environment level is improved by one standard deviation.This effect is most prevalent in the eastern and central regions,not so much in the west;the effect of downstream industries in the national value chain is higher than that of upstream industries;the improvement effect on capital allocation is higher in downstream industries than in the upstream industries;and the improvement effect on labor misallocation is basically the same in both the upstream and the downstream.Compared with labor intensive industries,capital intensive industries are more influenced by the national value chain,while the effect of upstream industries is weaker.At the same time,it is well documented that participation in the global value chain can improve the efficiency of regional resource allocation,and the construction of high-tech zones can improve resource allocation for both upstream and downstream industries.Based on the results of study,the authors propose suggestions for optimizing business environments,suiting the national value chain construction,and improving resource allocation in the future.

煤矸石资源化利用现状与进展

在实现“碳达峰与碳中和”目标的背景下,煤炭作为国家能源安全的基石,其绿色开发对我国经济建设和社会发展起到了至关重要的作用。然而,在煤矿开采及分选加工过程中,煤矸石作为煤炭主要伴生副产物,已成为我国急需处理的大宗固废之首。然而,目前煤矸石的综合利用率仍处于较低水平,尚未形成较为规范可行的研究体系。因此,针对煤矿开采与煤矸石堆积所造成的水、大气与土壤环境污染问题,通过煤矸石在生产能源、有价金属回收、建筑材料生产与其他方向的资源化利用的相关研究进展,结合煤矸石在防止重金属污染、土壤修复、防止水土流失等方面的应用,最后提出了煤矸石资源化利用未来的发展方向,根据整体进行规划与资源整合,不仅有大量用于常规目的的煤矸石资源化利用方向,同时还有用于生产高附加值产品的特殊用途,通过两者相结合,实现煤矸石的综合化和资源化利用,为其“减量化、资源化、循环化”发展提供借鉴。总之,煤矸石资源化利用是我国煤炭产业转型升级的重要方向,也是实现绿色可持续发展的必由之路。只有通过不懈的努力和持续的创新,才能更好地解决煤矸石堆积问题,推动煤矸石资源化利用向更加高效、环保、可持续的方向发展,为我国经济社会可持续发展做出更大的贡献。

强化学习的可解释方法分类研究

强化学习能够在动态复杂环境中实现自主学习,这使其在法律、医学、金融等领域有着广泛应用。但强化学习仍面临着全局状态空间不可观测、对奖励函数强依赖和因果关系不确定等诸多问题,导致其可解释性弱,严重影响其在相关领域的推广,会遭遇诸如难以判断决策是否违反社会法律道德的要求,是否准确及值得信任等的限制。为了进一步了解强化学习可解释性研究现状,从可解释模型、可解释策略、环境交互、可视化等方面展开讨论。基于此,对强化学习可解释性研究现状进行系统论述,对其可解释方法进行归类阐述,最后提出强化学习可解释性的未来发展方向。

中国海洋环境数据及其资产价值评估体系的现状

海洋环境数据是人类认识海洋、保护和开发利用海洋的重要战略资源。随着数字经济和科学技术的迅猛发展,海洋环境数据成为新的重要的生产要素。海洋环境数据资产作为一种新的资产形式,如何对其进行价值评估成为一个新的难题。通过对国内海洋数据资产价值评估的深入调查和研究,得出传统的成本法和收益法及其二者组合的方法是目前海洋环境数据价值评估的基础,发现新时期海洋环境数据的价值评估的方法具有复杂性、灵活性和多维度等的评价方式,对海洋经济发展和海洋科学研究可持续性具有非常重要的经济价值。

基于CVM的城市河道改造生态环境价值评估

从城市河道改造的生态环境价值评估角度,分析了条件价值评估法(CVM)在城市河道改造生态环境价值评估中的应用原理和依据,构建了基于CVM的城市河道改造生态环境价值评估模型,并以上海市黄浦江加高堤防替代建闸方案为例对黄浦江河道改造的生态环境价值进行了评估。结果表明:期望均值法和三相定价法计算得到的总支付意愿分别为120.6亿元/a和118.5亿元/a,总受偿意愿为130.8亿元/a和151.2亿元/a,总受偿意愿与总支付意愿的比值大于1;仅从生态环境价值方面看,相对于加高堤防方案,民众更希望政府投资建闸。

野生动物相关生态环境损害赔偿制度的适用性分析

非法侵害野生动物资源不仅会造成野生动物资源自身的损害,还会引起野生动物生态功能退化等生态损害。司法实践中,野生动物相关生态环境损害往往不能得到全面救济。明晰行政索赔主体的职责,可以避免由于职责不清导致行使赔偿请求权时出现管辖范围不清、互相推诿的情况;认定损害赔偿范围综合考虑时间限度、空间限度、注重质量限度及多种主客观因素、区分野生动物生态环境修复费用和生态环境服务功能损失费用,可以最大限度地覆盖非法侵害野生动物资源造成的全部损害,实现野生动物维护生态系统平衡、保护物种、保持生物多样性、保存基因等多种生态功能丧失的完全赔偿;建立司法行政部门统一管理,司法鉴定、社会鉴定并存的多元化鉴定机制,能够统一鉴定标准、保证鉴定质量、维持鉴定秩序,科学合理地确定野生动物资源的生态损害价值;针对能够恢复生态功能的野生动物相关生态环境损害采用生态修复的责任方法,比单纯的金钱赔偿更有利于维持生物多样性、保护野生动物资源。

我国职业教育产教融合政策变迁历程与动力机制——间断-均衡理论视角

产教融合是职业教育实现高质量发展的关键。以间断-均衡理论为基础,借助政策范式理论,本研究构建职业教育产教融合政策变迁分析框架,运用内容分析法对新中国成立以来职业教育产教融合政策变迁逻辑进行客观梳理与系统剖析。研究验证并拓展了间断-均衡理论的适用性,发现职业教育产教融合政策呈现渐进性均衡和突发性间断相结合的变迁样态,具有非线性发展特征。制度环境和价值理念是推动政策变迁的主要动力,焦点事件通过影响决策者注意力为政策变迁开启“机会之窗”。强化顶层设计与政策供给、建立开放包容的政策场域、完善政策试点与保障机制是推动我国职业教育产教融合高质量发展的应然路径。
