The victorious convening of the 19th National Congress of the Communist Party of China(CPC)has indicated China’s major-country diplomacy with its own characteristics has entered a new era.Rooted in China’s diplomati...The victorious convening of the 19th National Congress of the Communist Party of China(CPC)has indicated China’s major-country diplomacy with its own characteristics has entered a new era.Rooted in China’s diplomatic practices since the 18th National Congress of the CPC and the report to the 19th National Congress of the CPC,this paper is intended to elaborate on the issues relating to the concepts and principles of China’s major-country diplomacy with its own characteristics for a new era,in a bid to establish a basic framework for their studies.The core concepts of China’s major-country diplomacy with its own characteristics for a new era include a community with a shared future for humanity;inclusive development;amity,sincerity,mutual benefit,and inclusiveness;and the correct view on righteousness and interests.And the basic principles of China’s major-country diplomacy with its own characteristics for a new era include being enthusiastic and pressing on;bottom-line thinking;win-win cooperation;and mutual consultation,joint construction and co-sharing.These concepts and principles should be applied in China’s concrete diplomatic practices.展开更多
International solidarity is a fundamental value upheld by the united nations as well as a principle of international law recognized by independent experts on human rights The values and principle of international soli...International solidarity is a fundamental value upheld by the united nations as well as a principle of international law recognized by independent experts on human rights The values and principle of international solidarity have played an important role in promoting human rights, improving the international economic order, driving sustainable development, and tackling global challenges, and they have gained wide support from most developing countries As unilateralism and protectionism continue to spread, global governance and multilateral cooperation are under threat Against this background, the united nations calls for the spirit and principle of international solidarity and the promotion of solidarity rights, including the right to development, and encourages the countries to safeguard global public health through joint actions and to avoid discrimination The concept of a community with a shared future for human beings proposed by China embodies international cooperation, mutual learning and exchanges, and collective efforts to promote and safeguard human rights It has made a positive contribution to enriching and boosting the principle of international solidarity and demonstrated the wisdom and responsibility of China as a major country.展开更多
In this paper, we consider the problem of cognitive radio (CR) user selection to maximize overall CR network (CRN) throughput when the available spectrum bandwidth is less than the demand by all CR users. We formulate...In this paper, we consider the problem of cognitive radio (CR) user selection to maximize overall CR network (CRN) throughput when the available spectrum bandwidth is less than the demand by all CR users. We formulate optimal CR user selection problem. Then, based on approximation of the average received signal to interference plus noise ratio (SINR) and adaptive modulation and coding (AMC), we estimate the required bandwidth of CR users with different required quality of services (QoSs). Using the principle of optimality, we propose a novel cooperative spectrum sharing algorithm for a CRN. The proposed algorithm not only achieves exhaustive search performance but also its complexity is in the order of N × M versus 2N for exhaustive search, where N is the number of CR users, and M is the spectrum pool size. Extensive simulation results illustrate that the proposed algorithm significantly outperforms the existing algorithms that ignore optimal CR user selection. Also, these results illustrate a better fairness criterion than those of previous works.展开更多
The doctrine of building“a human community with a shared future”(HCSF)is a Chinese diplomatic strategy in the new era moving closer to the center of global affairs.It includes enriched ideas about international law ...The doctrine of building“a human community with a shared future”(HCSF)is a Chinese diplomatic strategy in the new era moving closer to the center of global affairs.It includes enriched ideas about international law and the essential elements of institutionalization.The emergence and development of modem international law have revealed the critical importance of the ideas about international law as guidance for institutions.It is necessary and possible to institutionalize the HCSF by setting its ideas as principles of international law.The principles of international law for the HCSF are those of durable peace,universal security,common prosperity,coexistence of different civilizations,and sustainable development.The new five principles of the HCSF are integrated with the existing general principles of international law and Chinese proposals for the new era,which is not only the development of Chinese-initiated Five Principles of Peaceful Coexistence but also a new contribution to the contemporary international law.It will be the new guidance to advance the profound changes of international relations unseen in a century for the common interest of mankind.展开更多
