In the process of green and smart mine construction under the context of carbon neutrality,China's coal safety situation has been continuously improved in recent years.In order to recognize the development of coal production in China and prepare for future monitoring and prevention of safety incidents,this study mainly elaborated on the basic situation of coal resources and national mining accidents over the past five years(2017-2021),from four dimensions(accident level,type,region,and time),and then proposed the preventive measures based on accident statistical laws.The results show that the storage of coal resources has obvious geographic characteristics,mainly concentrated in the Midwest,with coal resources in Shanxi and Shaanxi accounting for about 49.4%.The proportion of coal consumption has dropped from 70.2%to 56%between 2011 and 2021,but still accounts for more than half of the all.Meanwhile,the accident-prone areas are positively correlated with the amount of coal production.Among different levels of coal mine accidents,general accidents had the highest number of accidents and deaths,with 692 accidents and 783 deaths,accounting for 87.6%and 54.64%respectively.The frequency of roof,gas,and transportation accidents is relatively high,and the number of single fatalities caused by gas accidents is the largest,about 4.18.In terms of geographical distribution of accidents,the safety situation in Shanxi Province is the most severe.From the time distribution of coal mine accidents,the accidents mainly occurred in July and August,and rarely occurred in February and December.Finally,the"4+4"safety management model is proposed,combining the statistical results with coal production in China.Based on the existing health and safety management systems,the manage-ments are divided into four sub-categories,and more specific measures are suggested. 展开更多

The analysis indicates the emphasis reason that result in the accidents in coal mines are artificial cause explosion of mash gas and coal dust, water flood, fire hazard. The accidents mostly happened on stope which is more often than other places, following by the driving work face. This not only supplies the managers with basic reference about safe administration, but also suggests the countermeasures in reducing accidents: improve the disposition of person, perfect all kinds of rules and regulations, severely investigate, analyze and deal with the accidents. 展开更多

Coal-related accidents are prevalent in China, often attributed to the intricate geology and challenging workingconditions of mines. This study seeks to determine the patterns of these accidents by examining the characteristicsof an accidents database, considering regional, temporal, mining method, and classification distribution characteristics. The analysis centers on all significant coal accidents (involving three or more fatalities) that occurredin China from 2017 to 2022, as documented in China’s (excluding Hong Kong, Macao, and Taiwan) national coalmining safety accident report. Over the most recent six years, roof falls and gas explosions have emerged as themost common types of accident. Case studies were conducted to comprehensively investigate the histories andunderlying causes of these incidents. Countermeasures are proposed from three perspectives: prospective measures, optimization strategies, and enterprise management. 展开更多

安全投入不足是煤矿安全事故频发的主要原因之一。目前,安全投入与安全成本的概念存在着严重的模糊性。为此,笔者重新给出了安全成本的定义:在基准的安全标准下,发生的与安全有关的费用总和,包括安全投入和事故损失两部分。为了进一步... 安全投入不足是煤矿安全事故频发的主要原因之一。目前,安全投入与安全成本的概念存在着严重的模糊性。为此,笔者重新给出了安全成本的定义:在基准的安全标准下,发生的与安全有关的费用总和,包括安全投入和事故损失两部分。为了进一步明确安全成本与生产成本间的界限,还提出了从采矿方法、地质采矿技术条件、生产工艺环节等3个方面对安全成本与生产成本间的界限进行界定,以及对事故损失按照可列的直接经济损失、隐含的直接经济损失、可列的间接经济损失和隐含的间接经济损失等4个层次分别进行计量的建议。最后提出了发展煤炭科技、严格煤矿设计审查制度、制定煤矿安全成本统计标准、变革煤矿税费体系等应对措施。 展开更多

Accident analysis models play a significant role in accident investigation and analysis.Most traditional models,usually based on a chain of events,have serious limitations when used for complex systems,especially for coal mine accident.HFACS is a widely accepted accident cause model with complex structure and content.Based on HFACS and accident investigation need in China,a new systemic accident analysis method“Six-hierarchy model”is proposed.And the index database of accident causal factors at each hierarchy of coal mine accidents is established.This model provides clear guidance for the prevention of accidents from six levels,which helps to the targeted rectification after accidents and the improvement of safety management level.The source,ap-plication scope,advantages and disadvantages of HFACS and six-hierarchy model are compared.The“2.14”gas explosion accident in Sunjiawan coal mine is analyzed by using HFACS and six-hierarchy model and the safety management suggestions are put forward.The study shows that the Six-hierarchy model provides a clear guide for the prevention of accidents from six levels.And it benefits the targeted rectification after accidents and the continuous improvement of safety management. 展开更多
