Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other developed countries.It needs to be further improved according to national conditions.Therefore,the effectiveness of coal mine safety supervision system reform on three types of collieries are assessed by using time series analysis method based on comparative analysis of the supervision system before and after the reform in this paper.The regression results show that the structural reform is not conductive to the improvement of coal mine safety situation in the short term,but conductive significantly in the long term.Specifically,the effects in township coal mines are more significant than stateowned key coal mines in the long run,but negative effects also exist in the short term.The negative effects in state-owned key coal mines are non-significant compared with township coal mines.Moreover,the regression results are analyzed from the aspects of the closure policy of illegal small township coal mines at the end of 1998 and shortage of the new supervision system.Finally,the suggestions on improving the new supervision system are put forward based on the above analysis. 展开更多

Coal mine safety is a complex system, which is controlled by a number of interrelated factors and is difficult to estimate. This paper proposes an index system of safety assessment based on correlated factors involved in coal mining and a comprehensive evaluation model that combines the advantages of the AHP and a grey clustering method to guarantee the accuracy and objectivity of weight coefficients. First, we confirmed the weight of every index using the AHP, then did a general safety assessment by means of a grey clustering method. This model analyses the status of mining safety both qualitatively and quantitatively. It keeps management and technical groups informed of the situation of the coal production line in real time, which aids in making correct decisions based on practical safety issues. A case study in the application of the model is presented. The results show that the method is applicable and realistic with regard to the core of a coal mine's safety management. Consequently, the safe production of a mine and the awareness of advanced safe production management is accelerated. 展开更多

Then, improvement measures which are additional momentum method, adaptive learning rate, particle swarm optimization algorithm, variable weight method and asynchronous learning factor, are used to optimize BP neural network models. Further, the models are applied to a comparative study on coal mine safety warning instance. Results show that the identification precision of MPSO-BP network model is higher than GBP and PSO-BP model, and MPSO- BP model can not only effectively reduce the possibility of the network falling into a local minimum point, but also has fast convergence and high precision, which will provide the scientific basis for the forewarnin~ management of coal mine safetv production. 展开更多

The client computer can convert the analog signal about the safety in production and environmental parameters detected from the monitoring terminal into digital signal,and then,send the signal to the coal mine safety monitoring centre. This information can be analyzed,judged,and diagnosed by the monitoring-management-controlling software for helping the manager and technical workers to control the actual underground production and security situations. Using investigation and comparison analysis methods, a specified analysis on mining conditions,technical facility level, safety input and vocational quality of workers in Henan's coal mines was conducted. The result indicates that there have been existing such main safety production problems as weak safety management, low-level facilities, inadequate safety input and poor vocational quality and so on. Finally it proposes such reference solutions as to establish and perfect coal mining supervision and management system, to increase safety investment into techniques and facilities and to strengthen workers' safety education and introduction of more high-level professional talents. 展开更多

Regulation or Property Rights: The Effect of China's Coal Mine Shutdown Policy on Work Safety

Since 1999, shutdown policy has been one of the most important industrial policies in China 'S coal mining industry. There have been many controversies surrounding this policy and its effect on coal mine safety. This paper summarizes, analyzes and tests two contradicting views of the effects of shutdown policy on the mortality rate of township-and-village-owned coal mines. One view, or the regulative view, believes that shutdown policy induces firms to increase safety input, thus decreasing mortality. The opposing view, or the property rights view, argues that shutdown policy disturbs property rights stability and actually increases mortality. We built a simple theoretical model to analyze these contrasting rationales. The model uses the difference-in-difference method and provincial panel data from 1995 to 2005 to empirically test the policy's effects. Our findings are that shutdown policy significantly decreases output while also increasing mortality in township-and-village coal mines. This result is consistent with the property rights view. 展开更多

In order to reduce the risk of sealing and improve the structural strength for a coal mine mobile refuge chamber,a new type of one-piece model was designed.Mechanical and mathematical calculation performed an important role.Calculated according to statics and relevant contents,the structure had the same total volume as the traditional segmented structure,but had shorter length,wider width and greater height.Those prevented the structure from stress or deformation failure.Some reinforcing ribs with enough moments of inertia were welded in the external shell.Because of the one-piece structure,this refuge chamber reduced the risk of sealing which was a serious problem of segmented structure.Impact load with 300 ms duration and0.6 MPa over-pressure was settled.Explicit nonlinear dynamic analysis program was used to simulate the response of the refuge chamber.The maximum stress and the maximum displacement were obtained.The refuge chamber including blast airtight doors could meet the rigidity requirement.Weak parts of the chamber were the front and back end shell where bigger displacement values occurred than others.Thus,the calculation indicated that the refuge chamber could meet structural safety requirements.Based on the numerical analysis,suggestions were put forward for further resistance ability improvement.Only large inclined shaft with larger wellhead was suitable for this one-piece coal mine mobile refuge chamber. 展开更多

Coal mine fire and human escape simulation system is developed based on 3D Max and EON software for the purpose of coal mine safety training.The models,such as miners,roadways,typical equipments,fire and smoke are all constructed in 3D Max.The roadway models derived from real data,functions of each part are determined for the roadway based on the data,and then corresponding tunnel typical equipments are added.Emergency refuge system model is not only an important system model,but also an important destination for fire simulation and human escape.The roaming of the miners through the roadways,the interactive functions between users and computer,the fire process of beginning,spreading,and destroying,the human escape interaction are simulated in EON virtual reality software after these models have been input into it.Besides,collision detection based on hierarchical bounding volumes is also utilized.Simulation results suggest that this strategy can produce realistic virtual state and fire effect.While as part of the coal mine safety simulation and training System(CMSSTS),this work is far from what we expected,and there is more intensive work that should be done. 展开更多

The superimposed advanced and lateral support pressure will have a greater impact on the advanced support of the working surface roadway. In order to improve the stability of the surrounding rock, the three Hebi mines were used as the subject of the study. At the same time, Universal Distinct Element Code software was used to study the pressure distribution pattern of over-support at the working face.
