From social management to social governance: Evolution, characteristics and innovation

The Third Plenary Session of the 18th Central Committee of the CPC firstly required innovative social governance in 2013. This is the CPC's focus on safeguarding the fundamental interests of the majority of the people, to maximize social harmony, and to enhance the vitality of social development. The differences between governance and management are embodied in such as the governance system, legality, resource management, and comprehensive measures, etc. Compared with the way of social management, in which the government was used to controlling and ordering all social affairs, social governance pays more attention to the process of co-operations among different parties, to more emphasis on parties' co-operations and co-governance, with a continuous and interactive process of coordinated negotiations among multiple stakeholders. Social governance pays more emphasis on respect to social and political rights of members in the society, trying to stimulate the potential of social members, so that members of the community, in the process of social governance, have rights to speak, to choose and to influence; it pays more emphasis not only on maximizing autonomy of the social organizations and community, but also emphasizes the comprehensive use of a variety of means. The constructions of social governance system should mainly consist of four aspects: first, it is to improve the quality of social grassroots governance; second, it is to stimulate the vitality of social organizations; third, it tries to become an innovative and effective system to prevent and resolve social conflicts; fourth, it is to improve the public security system. Research on the Collaborative Governance of Social Responsibility in Online Audiovisual Enterprises

This paper aims to analyze the present conditions of the social responsibility ecosystem in online audiovisual enterprises in the digital age. It focuses on the governance of social responsibility in these enterprises and conducts an in-depth analysis of the problems and influencing factors related to the social responsibility aberrations of online audiovisual enterprises. Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. Furthermore, it aims to contribute to the creation of a harmonious Internet ecosystem.

Research on the Collaborative Innovation Model in Regional Social Governance

Reforms in social governance are promoted by changes in social environments.Social governance models cannot be constant,and the rise of every innovative governance model is inseparable from an ever-changing society.The theoretical connotation of the collaborative innovation model in regional social governance is mainly reflected in its agents,actions,and processes.The fundamental requirements of the collaborative innovation model in regional social governance are de-administration and market-based.The key elements of the collaborative regional social governance model include:delegating power from central authorities,transferring selected social governance affairs,enhancing the development of governance capabilities in social governance agents,diversifying these agents by giving full play to the agency to strengthen the concept of collaborative governance for social governance agents,strengthening the establishment of the governance system,and ensuring the normal progress of the governance processes.The collaborative innovation model in regional social governance should be built in three aspects:a system of institutional norms,an evaluation indicator system,and law-based collaborative governance.

Rural Development Transformation and Social Governance from the Perspective of Specialization:A Case Study of Ruiling Village in Guangzhou City,China

The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.

Review of China’s neighborhood center planning from the perspective of innovative social governance

The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.

Establishing a Social Governance Model Based on Collaboration,Participation,and Common Interests:Value,Structure and Roadmap

The 19th National Congress of the Communist Party of China(CPC)put forward the proposal of establishing a social governance model based on collaboration,participation,and common interests,with the aim of developing new approaches to social governance and further modernizing China’s social system and capacity for governance.As a structuralized social relation addressing diversified governance bodies,the model has consolidated the social governance innovations achieved since the 18th CPC National Congress.Focusing on three dimensions—"value,""structure"and"roadmap,"this paper tries to interpret the value connotations and defining features behind the model and explores its development roadmap.Such a social governance model is a response to political,social and public value appeals,and an adjustment to the order of governance bodies,resource allocations and the benefit distribution structure.Its construction is a systematic and long-term project,which should aim continuously at satisfying people’s ever-higher needs,perfecting laws and regulations,cultivating a pool of specialized organizations and talents,exerting the technology advantages of the Internet in governance,and promoting socialization,legalization,specialization and intellectualization in social development.

Trustworthy Artificial Intelligence for Social Governance

As AI technology continues to evolve,it plays an increasingly significant role in everyday life and social governance.However,the frequent occurrence of issues such as algorithmic bias,privacy breaches,and data leaks has led to a crisis of trust in AI among the public,presenting numerous challenges to social governance.Establishing technical trust in Al,reducing uncertainties in AI development,and enhancing its effectiveness in social governance have become a consensus among policymakers and researchers.By comparing different types of AI,the paper proposes and conceptualizes the idea of trustworthy Al,then discusses its characteristics and its value and impact pathways in social governance.The analysis addresses how mismatches in technological trust can affect social stability and the advancement of AI strategies.The paper highlights the potential of trustworthy AI to improve the efficiency of social governance and solve complex social problems.

Environmental,Social,Governance(ESG)Influence on Company Value Registered IDXESGL 2020-2022

Global warming has increased people’s awareness of environmental protection and social responsibility,which is also reflected in the way they invest,with environmental,social and corporate governance aspects starting to receive more attention.The purpose of this study is to investigate how environmental,social,and governance(ESG)performance,as measured by ESG risk assessment,affects corporate value.The population of this study consists of his 90 companies registered in his IDXESGL using a sampling method based on purposive sampling,and the total sample includes his 60 companies.The data analysis method used is a simple linear regression test.The findings of this study show that ESG risk assessment influences corporate value.

Experiential Logic in the Transformation of Contemporary China’s Social Governance

How does Chinese society maintain its orderly operation and show stability and harmony to the utmost while China rapidly transforms its economic system and international circumstances become increasingly complicated?This is an important question that this essay tries to answer,and the analysis mainly involves the exploratory practice of the transformation of Chinese social governance.This exploratory practice is a process through which China constantly breaks through the traditional blockades of vested interests,overcomes newly formed challenges,and forms a new Chinese-style“one axis and multiple components”pattern of social governance during its rapid re-establishment of both social relationship structure and social psychology order on the unbalanced and insufficient conditions of development within its vast territory.During this process,the constant return to the CPC’s mass line,as well as the“mechanism of reversed transmission of pressure,”the“anticipation-led mechanism”and the“mechanism of turning crisis into opportunity”that the CPC has improved during its long-term revolutionary struggles and its deepening of reform and opening-up,has played an important part.The simplistic duplication of Western theoretical analytic paradigms cannot explain the experiential mechanism for the transformation of social governance,which is peculiar to China.The creation of research framework of“system and life”is just an effort for comparison and dialogues with Western classical theories.It is not only helpful for the development of sociology about Chinese transformation,but will provide new knowledge for worldwide social transformation.

The Social Governance Community in Transforming Neighborhoods:A Spatial Reconstruction Perspective

The strategies of rapid urbanization and rural revitalization have fostered the emergence of transforming neighborhoods. Using a framework integrating multiple spatial attributes that embeds the administrative nature of space in its social nature and raises the level of its governance, this paper provides theoretical generalizations for the social governance communities of transforming neighborhoods on the basis of a typology that divides them into four types: social governance communities of individually constructed neighborhoods, social governance communities in post-demolition constructed neighborhoods, social governance communities in immigrant constructed neighborhoods, and social governance communities in collectively constructed neighborhoods. Social governance communities of transforming neighborhoods emerge in the course of spatial reconstruction and redevelopment of production. At the stage of space reconstruction, the administrative nature of space plays its part in developing differentiated spatial governance features, while the social nature of space takes effect through the establishment of four types of social governance community social networks: the loosely connected network, the multiple components network, the close interest network and the highly associated network. At the stage of space production, the social nature of space is embedded in governance and takes effect through the integration of top-down administrative control and bottom-up resident autonomy. Consequently, we see the generation of four governance strategies of administration that adjust the autonomy of social governance communities: 'control-superficial governance,' 'guidance-deliberative governance,' 'support-collaborative governance,' and 'leading-governance by the people.' In terms of theory, this study conducts a theoretical dialogue with the existing 'controlled autonomy' and 'autonomy with administrative elimination,' and in terms of practice, it has implications for strengthening popular rule by neighborhood social governance communities and filling the ability gap in such communities.

Synergetic Innovation in Social Governance in a Complex Network Structural Paradigm

Society is in essence a complex network system that is open, evolving and adaptable and possesses a coupling function. Social governance is a large-scale and complex systems engineering project. Due to the complexity and uncertainty of the environment and social affairs, the traditional government-led linear management model cannot provide effective interpretations and responses to complex social issues, and it is thus necessary to introduce the complexity scientific paradigm. Complexity science, especially complex system theory, has an intrinsic correspondence with social governance, and can reveal the inherent occurrence mechanism and rules brought about by the complexity of social governance. It indicates that the more complex a system is, the greater will be its requirements for systemic coordination and the more apparent its synergetic effects. A complex social network system is small-world and scale-free, with a community structure, preferential attachment and a topological structure characterized by the duality of virtuality and actuality. All of these have a direct and profound effect on social governance. To strengthen and innovate social governance, it is necessary to analyze the social system＇s complex network structure and characteristics, establish synergetic and innovative mechanisms and institutional arrangements for social governance, and carry out synergetic social governance.

Survey on Perceptions of Social Fairness and Their Implications for Social Governance Innovation

At the present stage,social fairness or equity is an important area of governance in China,and increasing the level of fairness is an important theme of work.In 2016,the Chinese government laid down specific arrangements and operations relating to equity in education,social security,market competition,etc.The participatory governance model entails testing policy outcomes in relation to the sense of fairness of the mass of the people.Our survey found that perceptions of fairness are higher among middle-and high-income groups and are lower in the eastern region than in the central and western regions.In social security,however,perceptions of fairness and of improvements in the level of fairness are lower than they are for education and market competition.Overall,specific policies relating to fairness in education have been quite effective in enhancing people＇s perceptions of fairness.Accordingly,if we are to make effective improvements in the fairness of social governance,we need a more rational distribution system that takes into account public opinion and expands the scope of fairness in social security.

The Social Determinants of Health and the Role of the Health Care System: A Case Study of the Significance of Good Governance in Public Hospitals in South Africa

Increasingly international and national policies are being directed at actions for the social determinants of health and for an integrated approach to health care provision, not only in terms of institutional cooperation but also stakeholder involvement. A key component of both these policies is the development of good governance principles in all health care agencies and organizations. A neglected dimension in these debates has been the role of the public hospital which remains a vital and expensive dimension of service provision. In a case study of a public hospital in South Africa, this paper charts the readiness of its management principles and activities to provide quality health care linked to population health and to contribute to the non-medical determinant of health. Using Taylor’s principles of good governance, we conclude that there is a mixture of good and not so good governance activity. The paper concludes by examining the external constraints on the public hospital and by providing suggestions for future activities.

A Governance Framework of Chinese Heritage Resources Based on Social Network

Based on the literature review of Chinese heritage resources management,a governance framework was put forward from the perspective of social network in order to deal with the conflict between heritage tourism development and heritage resources protection.First,all stakeholders including administrate departments,related enterprises,local communities and tourists should become subjects of heritage resources governance.Second,governance structure was defined which would describe the roles that all stakeholders played in the governance of heritage resources.Third,several governance mechanism including motivation and restraint mechanism,interaction and coordination mechanism,sharing and integration mechanism should be established.The network governance would balance benefi ts of all the stakeholders,avoid the phenomena such as free ride and external diseconomy and ensure the sustainable development of heritage sites.

Multidimensional Governance Logic and Path to Maintain Social Stability

With China’s reform and development entering a critical period,the interweaving of various interest relations and the superimposing of the old and new contradictions have intensified social risks.Based on the concept of“pluralism,sharing,participation,cooperation and tolerance”,social stability can be maintained by the balanced protection of civil rights and the full realization of the development strategy.In addition,with the guidance of comprehensive legal thinking and core socialist values,the legal regulation of administrative behavior and rights-protection behavior is strengthened.In this way,the win-win of maintaining rights and stability can be realized in the positive-sum game that will help resolve social risks and achieve high-quality social stability.

On the Status and Function of Judicial Justice in Social Governance Innovation

Social governance innovation is a basic requirement of China＇s socialist construction,and an important guarantee that people can live and work in peace and enjoy long-term stability and order.Strengthening and innovating social governance has great significance for the modernization of the national governance system and governance capacity,and this is where judicial justice plays a unique role at the level of government,society,and the individual.That is,judicial justice is the key to transforming governmental functions;the guarantee of a new-type social construction;and the guide to upgrading autonomy at the grass-roots level.To achieve judicial justice,we must popularize the idea of the rule of law,improve judicial work style and innovate judicial institutions.

Community Governance in Urban Areas from the Perspective of Social Quality Theory

Social quality theory,as a new theory of social development research,is aim ed at studying the overall social situation through a series of social indicators system from which includes four elem ents: socio-econom ic security,social inclusion,social cohesion,social empowerment and participation. Community governance is the basic platform of society governance. The application of social quality approach to study community governance will give us not only a new analytical tool to assess the effect of com munity governance but also decision-making source to formulate community development policy,so as to give a future vision and direction to community development.
