Based on the present situation of talent training in marine cultural industry,the collaborative innovation mechanism of governments,enterprises,colleges,scientific institutions and users was used to construct the mode of talent training in marine cultural industry. It is needed to give full play to the active roles of governments,enterprises,colleges,scientific institutions and users in the training of marine cultural talents,develop training mode of innovative scientific and technological talents,speed up the construction of collaborative innovation ability of marine cultural talents,and improve the efficiency of talent training.

Based on the review of related concepts,the current situation and problems of talent training in marine cultural industry in China were analyzed,and talent training mechanisms of marine cultural industry based on collaborative innovation of governments,enterprises,colleges,scientific institutions and users were proposed to promote the transformation,upgrading and vigorous development of marine cultural industry,accelerate the spread of marine culture with Chinese characteristics,and build China into a maritime power.

Based on the literature review of collaborative innovation of governments, enterprises, colleges, scientific institutions and users, the ap-plication situation of collaborative innovation of governments, enterprises, colleges, scientific institutions and users in the talent training of marine cultural industry in maritime universities was analyzed, and the problems existing in the talent training of marine cultural industry were explored. Finally, corresponding countermeasures and suggestions were put forward.

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

The Frontiers in Manufacturing Technologies Initiative and University Innovation

Basic innovation,with universities as a key driver,is essential for advancing core technologies in the manufacturing industry.This study used a manufacturing technologies initiative as a natural experiment,combining funding and its outcomes data from the National Natural Science Foundation of China to construct a difference-in-differences model.It found that the Frontiers in Manufacturing Technologies Initiative had a positive effect on university innovation,particularly by increasing the number of university patents.Mechanism analysis showed that the policy mainly encouraged university innovation through university-industry collaboration.The effect was more salient in universities with stronger basic research capabilities and those whose research fields matched strategic emerging industries covered by the initiative.This study underscores the crucial role of the Frontiers in Manufacturing Technologies Initiative in enhancing university-led innovation.It highlights the effectiveness of industry-academia partnerships in advancing technology,particularly in emerging strategic industries.

A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

产教融合视域下应用型本科校企协同育人机制改革与实践

该文通过探索专业建设“双带头人”制、课程建设“双负责人制”、学生培养“双导师制”、教师培养“双考核制”,不断深化产教融合,做强校企合作特色,探索研究符合本校应用型本科人才培养模式的校企协同育人机制,提升企业方参与人才培养的积极性,培养适应新疆“八大产业集群”中煤炭煤电煤化工领域的高素质应用型人才,实现专业学科建设符合产业发展需求。

科教融汇视域下高职教育校企协同创新治理的逻辑与路径研究

教育、科技、人才“三位一体”重要论述为科教融汇视域下高职教育校企协同创新治理提供了政策基础与现实依据。高职教育校企协同创新实践中呈现出校企主体功能效益差异、管理权力运行向度单一、利益平衡机制缺失等问题表征,实际上是由于协同创新价值认同缺失、权力分配失衡、利益共享不均衡等治理不足所致。外溢性的公共价值达成、异质性的多元主体协同及柔性的网络化秩序建立共同构成了高职教育校企协同创新治理的逻辑。结合实践案例分析,校企协同创新治理现代化应通过建立“产科教”融合的治理价值理念、保障协同创新治理主体话语权、建立协同创新治理机制、构建基于自组织的协同创新场域等路径推进。

产学研合作、知识吸收能力与企业创新绩效——高管学术背景与政府创新补贴的调节作用

在梳理产学研合作与企业创新绩效关系研究的基础上,结合交易成本理论、资源基础理论以及高层梯队理论,以2010-2021年中国A股上市公司为研究样本,探讨产学研合作对企业创新绩效的促进作用及机制,并将高管学术背景和政府创新补贴作为调节变量纳入研究框架。实证分析发现:产学研合作对企业创新绩效发挥显著促进作用;当企业具有学术背景的高管比例较高时,这一效应更加显著;高水平政府创新补贴同样能够增强这一效应。中介效应检验发现,企业参与产学研合作对其知识吸收能力具有显著促进作用,同时,企业可以通过提升知识吸收能力,增强自身对环境变化感知的敏锐性与自主创新能力,进而提高创新绩效。

校企协同培养创新创业人才模式初探

在“大众创业、万众创新”的时代背景下,整合校企资源构建“校企合作”创新创业人才培养模式有助于发挥优势力量助力大学生创新创业,推进高校人才培养质量提升。当前,我国校企协同培养创新创业人才存在企业积极性不高、高校缺乏整体规划及顶层设计、校企协同人才培养机制亟待创新和制度保障不健全等问题,据此可通过建立资源共享共建平台、丰富培养方式方法和完善保障制度等途径来加快构建校企协同创新创业人才培养体系。

协同演化是企业创新生态系统的核心本质,是推动创新持续发展的系统力量。现有企业创新生态系统协同演化研究基本停留在现象分析层面,对其背后的协同演化机制挖掘不足。通过检索国内外高质量期刊文献,梳理不同学科领域的相关研究主题,如创新生态系统及其协同演化内涵和特征、创新生态系统构建与演化过程,以及多主体协同演化机制,在此基础上提出企业创新生态系统协同演化机制研究框架,指明未来研究方向、方法、路径和关键情境。研究结果可为揭示企业创新生态系统协同演化机制提供多学科交叉理论基础,有助于创新生态系统研究向纵深发展。

产教融合协同创新的动因与现实困境及推进策略

实施产教融合协同创新育人战略是国家发展新质生产力、化解创新型技能技术人才供需矛盾和解决产教融合运行机制不畅的必由之路。但其目前还存在产教融合协同机制缺乏创新、产教融合匹配产业需求的精准度低和“双师型”教师队伍质量有待提高等诸多困境。急需创新产教融合协同育人机制,提升协同治理能力;对接国家发展战略,提升产教融合匹配产业需求的精准度;推进“双师型”教师队伍质量建设,增强人才培养原动力。

协同视域下工科研究生产学研用培养模式探究与实践

加强协同创新是提高工科研究生创新实践能力的内在要求,完善产学研用是建立以创新创业为导向培养机制的必然方式。当前,地方高校工科研究生创新实践能力与经济社会对人才的需求仍存在一定的差距,主要表现在创新意识淡薄、实用成果匮乏、聚焦思考不足,究其原因,问题意识缺乏、知识来源单一、学习氛围封闭是导致问题出现的主要因素。为此,作者团队与行业企业联合建成太阳能光热产业示范基地,以实际需求为导向,以工程示范为载体,以成果转化为驱动,以产业应用为目标,探索产学研用的协同创新工科研究生培养新模式,尝试在多个产业示范基地建立具有鲜明工科特色的“科技小站”,通过模式与实践的高效融合,充分释放研究生的内在创新要素活力。

中国冰雪产业创新生态系统的建构及运行机制研究

如何将“冰雪热”更好地融入经济高质量发展的现代化建设,突破产业创新难关成为关键。借助产业创新生态系统理论、共生理论等视角,探析中国冰雪产业创新生态系统建构的逻辑、模型和运行机制。首先,系统的建构根植于产业联合互融、资源协同整合、系统有机演化3个底层逻辑。其次,政府、冰雪企业、高校/科研机构、中介组织、消费者等创新种群相互作用,结成“政产学研用”一体化的创新群落,并与创新环境共生共演,共同构成系统的整体架构。最后,系统的高效运行离不开稳定均衡的生态机制,包括通过供需循环机制激发可持续价值,基于竞合共生机制建立稳定的结构基础,利用创新驱动机制实现整体跃迁升级,借助激励约束机制建立制度保障,4种机制协同发力,推动系统内生性成长。

高校基金会支持大学生创新创业长效机制研究

基于“科教兴国”的战略导向和产教融合、科教融汇的高校建设发展需要,高校基金会应充分发挥其协同内外的功能优势支持大学生创新创业。依据企业生命周期理论,可以将高校基金会支持大学生创新创业划分为准备期、孵化期、成熟期、退出期四个阶段,各阶段对应创新创业项目的成长历程,呈现出不同的特征。基于此,构建涵盖创新创业四阶段的高校基金会支持大学生创新创业发展的长效机制,可为高校基金会参与大学生创新创业工作提供有益借鉴。

高校创新创业教育成效促进企业用人机制创新发展的路径探索

创新创业教育已成为当前高校就业创业领域的研究热点,为弄清企业用人机制与高校创新创业教育是否存在必然关系,该文对录用过云南高校毕业生的147家单位进行跟踪调查,得出地方高校创新创业教育的发展现状,针对当前市场经济条件下企业(单位)用人机制在选人用人方面存在的问题,提出当前高校创新创业教育应在以习近平新时代中国特色社会主义思想指导下,加强校企合作机制的落地,发挥好校企合作、产教融合的政策功能,形成政校企生四方联动协作机制;消除大学生就业中的障碍,为打造良好的企业用人机制助力;积极挖掘大学生潜力,增强自我效能感,使其成为企业发展的源动力,进而推进地方高校创新创业教育及企业用人机制的健康持续发展。

校企协同阶段式新工科创新创业人才培养模式研究

目前校企协同创新创业人才培养主要存在体系机制尚未健全、师资力量较为缺乏、主体积极性未充分激发、培养体系与就业需求不对等、人才培养评价机制不够科学等问题。为解决这些问题,本文通过构建创新创业项目驱动的“三阶段”校企协同培养模式、校企协同“理论+实践教学→专题研究→创新创业项目实施”课程体系、建立动态可扩展的创新创业项目库与多层次校企协同管理平台以及建设创新创业教育的柔性评价与多元化质量监控体系四维相结合,形成系统的、实践导向的创新创业人才培养模式,培养适应新时代需求的多元化、创新型工程技术人才。
