Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordina...Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles.展开更多

Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.展开更多

The status of domestic scientific & technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI (SISTI) are pointed out. Because of Hall three dimensions structure's enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group' s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. After the linear regression analysis of the survey data,it is found that the factors influencing the innovation in agricultural science and technology projects include the level of innovation in scientific achievements,efficiency of research methods and creation of innovation environment. Through the variance analysis of the level of innovation and its influencing factors related to different innovators,it is found that there are differences in the statistical significance of level of innovation in projects among universities,research institutes,research and extension departments directly under the government,and enterprises; there are no significant differences in the understanding of factors influencing innovation,that is,different innovators basically have the same understanding of factors influencing innovation,but the assessment on level of innovation in projects completed is different to some extent.On this basis,this paper proposes the recommendations for further strengthening the level of innovation in agricultural science and technology projects in order to provide a theoretical reference and practical basis for the project managers to effectively improve the level of agricultural science and technology project management,and enhance the level of innovation in projects.展开更多

In this populous country where agriculture is dominated by smallholder farming, developing innovative technology and translating scientific knowledge into action for smallholder farmers is a crucial step in addressing this challenge. Here, we present a novel approach for technology innovation and dissemination to achieve sustainable intensification in the fields of smallholder farmers. The Science and Technology Backyard(STB) is a hub in a rural area that links knowledge with practices to promote technology innovation and exchange. In this study, the framework and functions of STB are introduced, and the key implications for sustainable intensification across millions of smallholder farmers are explicitly stated:(i) develop innovative technology based on stated demands of farmers;(ii) disseminate technology by innovative social service models though combined top-down approaches with bottom-up measures to enable smallholders in rural areas. Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the p...Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.展开更多

This paper explores the effects of China’s global value chain(GVC)participation on technological progress in trading-partner countries based on estimated data on value-added trade between China and 52 trading partner...This paper explores the effects of China’s global value chain(GVC)participation on technological progress in trading-partner countries based on estimated data on value-added trade between China and 52 trading partners.We find that,first,although China’s exports lowered the total factor productivity(TFP)of its trading partners(competitive effect),its imports greatly increased trading partners’TFP(effect of scale).This implies that China’s GVC participation is beneficial to its trading partners’technological progress in the form of a considerable technology dividend effect.Second,China’s export dividend effect compensates for the negative effect of Chinese competition on trading partners’technological progress;the innovation effects attributable to China’s imports reinforce the positive effects of scale on technological progress.When innovation is factored in,the China dividend thus becomes further reinforced.Third,China’s merchandise imports have a diminishing positive effect on technological progress in trading partners as geographical distance increases,but trade in services transcends geographical boundaries,and the positive technological progress effect of China’s service imports do not diminish as distance increases.We find that the“China dividend”from China’s GVC participation is a significant contributor to technological progress in partner nations,and China’s imports are conducive to innovation and technological progress in developed countries in the long run.展开更多

Nonetheless, the IP associated with AI remains still barely covered in scientific publications. Especially patent discussion tends to be rather a legal matter. Another trilogy, 2013, “Business Strategy-IP Strategy-R&D Strategy: An All-in-One Business Model” proposed by the author, marked the advent, and customized implementation of a new strategy level. After the two trilogies’ volumes, the AI-IP “accessibility” chapter was a logical step brought to the attention of a larger public by the author. The time now to bring to light another chapter, namely the IP eligibility of AI innovation steps in ad hoc inventions. By constructing a yardstick competition model of the performance equation,this paper analyzes the internal mechanism of local governments'competition of science and technology(S&T)expenditure in China.By using...By constructing a yardstick competition model of the performance equation,this paper analyzes the internal mechanism of local governments'competition of science and technology(S&T)expenditure in China.By using the Dynamic Spatial Panel Model,we analyze the competition empirically from five dimensions:geographical adjacency,geographical distance,administrative adjacency,administrative grade and economic distance.According to the results,the local governments'S&T expenditure showed a significant strategic competition phenomenon,that is,there is a“competition for innovation”,and the competition is more obvious between regions with close geographical proximity and administrative relations.“Competition for innovation”will be affected by political exogenous shocks such as those from the National People's Congress(NPC)of China;There is a“father-son competition”relationship between the superior and inferior governments.At last,the competition can promote the regional innovation significantly,which shows that“competition for innovation”is a kind of top-by-top competition.The conclusions may provide some useful suggestions for optimizing the relationship between local governments and promoting the construction of an innovative country.展开更多

Here, we present a novel approach for technology innovation and dissemination to achieve sustainable intensification in the fields of smallholder farmers. The Science and Technology Backyard(STB) is a hub in a rural area that links knowledge with practices to promote technology innovation and exchange. In this study, the framework and functions of STB are introduced, and the key implications for sustainable intensification across millions of smallholder farmers are explicitly stated:(i) develop innovative technology based on stated demands of farmers;(ii) disseminate technology by innovative social service models though combined top-down approaches with bottom-up measures to enable smallholders in rural areas. This paper provides a perspective on transformation of small-scale agriculture toward sustainable intensification in China and useful knowledge applicable to other developing countries.

文摘Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.

文摘Focusing on the reform initiatives of Chinese Academy of Medical Sciences(CAMS) & Peking Union Medical College(PUMC) in medical scientific and technological innovation from perspectives of deepening the reform and optimizing the ecosystem of science and technology innovation,this article summarizes the highlights of CAMS & PUMC’s efforts in safeguarding people’ s health and promoting the Healthy China 2030 strategy through scientific and technological innovation in the fields including basic research,disease prevention and treatment,and medical technology in the past ten years.These achievements embody the endeavors and responsibility of CAMS& PUMC in realizing self-reliance and self-improvement of Chinese medical science and technology and highlight its contributions to the development of medical science and technology of China.
文摘This paper explores the effects of China’s global value chain(GVC)participation on technological progress in trading-partner countries based on estimated data on value-added trade between China and 52 trading partners.We find that,first,although China’s exports lowered the total factor productivity(TFP)of its trading partners(competitive effect),its imports greatly increased trading partners’TFP(effect of scale).This implies that China’s GVC participation is beneficial to its trading partners’technological progress in the form of a considerable technology dividend effect.Second,China’s export dividend effect compensates for the negative effect of Chinese competition on trading partners’technological progress;the innovation effects attributable to China’s imports reinforce the positive effects of scale on technological progress.When innovation is factored in,the China dividend thus becomes further reinforced.Third,China’s merchandise imports have a diminishing positive effect on technological progress in trading partners as geographical distance increases,but trade in services transcends geographical boundaries,and the positive technological progress effect of China’s service imports do not diminish as distance increases.We find that the“China dividend”from China’s GVC participation is a significant contributor to technological progress in partner nations,and China’s imports are conducive to innovation and technological progress in developed countries in the long run.

文摘Objective To put forward some suggestions for the improvement of the evaluation system of Shenzhen Industrial Park of Shenzhen-Hong Kong Innovation Cooperation Zone by studying the scientific research project evaluation and management system of Japan Agency for Medical Research and Development(AMED).Methods Through literature review,lessons were drawn from the review and management policies and methods of biomedical projects implemented by Japan AMED.Then some reference was provided to the review and management of the projects in Shenzhen Industrial Park.Results and Conclusion A basic review framework has been set up in Shenzhen Industrial Park,which consists of scientific research management institution of Shenzhen Industrial Park,Third-Party Review Institution and Science Committee.However,there are three problems in this system:unclear selection criteria of review experts,insufficient supervision and lack of project evaluation standards.These problems can be solved by establishing an expert think tank,setting up graded project supervisors to have the dynamic monitoring,and developing a general evaluation scale for evaluating scientific research projects in Shenzhen Industrial Park.

文摘From the perspective of economic system transformations and scientific and technological system reforms, this paper investigates the evolution of China’s national innovation system (NIS) during the 40 years of reform and opening up. It concludes that China’s NIS has evolved from weak to strong, from a follower groping its way onto the track of independent innovation with Chinese characteristics. China’s innovation system has experienced a trajectory from “introduction and imitation of complete sets of technology” to “market for technology and imitative innovation,” to “integrated and secondary innovation” and on to “integrated, secondary, collaborative and original innovation combined.” The path of independent innovation with Chinese characteristics is a natural choice of economic, societal, and technological development in the new era.
文摘From the author, there are not less than a dozen of rather significant recent publications in scientific editions anticipating some aspects of importance to innovation such as “bigger data”, AI, IP, and frontier technology with a central massive contribution in 2020 on AI, IP, and EI. Nonetheless, the IP associated with AI remains still barely covered in scientific publications. Especially patent discussion tends to be rather a legal matter. Another trilogy, 2013, “Business Strategy-IP Strategy-R&D Strategy: An All-in-One Business Model” proposed by the author, marked the advent, and customized implementation of a new strategy level. After the two trilogies’ volumes, the AI-IP “accessibility” chapter was a logical step brought to the attention of a larger public by the author. The time now to bring to light another chapter, namely the IP eligibility of AI innovation steps in ad hoc inventions. The main objectives of this short, principally illustrated communication, are to: 1) Revise the best mode requirement status, i.e. the best way to enable the reproducibility of claimed matter, reviewing its need for improvement when AI is involved. And proposing a unique sequence of evolution inspired by IP’s current and evolving practices. 2) Give a new dimension to visual aids to help the Best Mode description, demystify AI complexity, and underline frontier traits that may hinder a confident adoption or well-argued rejection. 3) Further illustrations take into account the fact that IoT, AI, and 3D can be simpler than perceived. 4) Finally ATA©, Adjacent Technology Analysis, is timely refreshed in a unique challenging, indeed tumultuous, environment. 5) Bias, such as semantic ones is consistently monitored. 6) Overall leaving space for innovative pleasurable interpretation. The emphasis is on educational, illustrative and demonstrative value.
文摘Science and technology innovation talents are at the core of technology innovation,and their mobility has become a source of competition between regions and institutes.This paper analyzes the curriculum vitaes(CVs)of young and middle-aged leading talents in technology innovation,and explores their mobility patterns during their schooling and employment,leading to the following observations:A high-quality learning environment is an essential for the development of innovation talents;the mobility intensity has increased,and the phenomenon of"inbreeding"has been alleviated;the total number of institution or location changes is positively correlated with age,and the overall trend of mobility is stable;the regional imbalance of talent mobility has intensified,and the Matthew Effect,whereby initial advantage amplifies success and initial disadvantage amplifies disadvantage,has become prominent.This paper proposes measures such as refining cross-border mobility policy,expanding the academic vision of innovation talents,encouraging talent employment mobility,optimizing the allocation of resources,improving the human resource environment,establishing a talent development ecology,enriching educational resources,and coordinating the relationship between talent cultivation and talent attraction.These measures are expected to provide insights into the development and mobility of technology innovation talents and to be beneficial for the improvement of science and technology innovation talents policies.

文摘By constructing a yardstick competition model of the performance equation,this paper analyzes the internal mechanism of local governments'competition of science and technology(S&T)expenditure in China.By using the Dynamic Spatial Panel Model,we analyze the competition empirically from five dimensions:geographical adjacency,geographical distance,administrative adjacency,administrative grade and economic distance.According to the results,the local governments'S&T expenditure showed a significant strategic competition phenomenon,that is,there is a“competition for innovation”,and the competition is more obvious between regions with close geographical proximity and administrative relations.“Competition for innovation”will be affected by political exogenous shocks such as those from the National People's Congress(NPC)of China;There is a“father-son competition”relationship between the superior and inferior governments.At last,the competition can promote the regional innovation significantly,which shows that“competition for innovation”is a kind of top-by-top competition.The conclusions may provide some useful suggestions for optimizing the relationship between local governments and promoting the construction of an innovative country.
