A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

Research on Talent Training System of Marine Cultural Industry Based on Collaborative Innovation of Governments,Enterprises,Colleges,Scientific Institutions and Users

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

新时代高校劳动教育的定位及实施路径

党的十八大以来,新时代劳动教育的格局逐步形成且地位日益凸显,成为当代高校进行人才培养的核心课题。在新时代背景下,高校劳动教育的目标定位是在树立正确劳动价值观的基础上培养“高尚品格的人”、“时代发展中的人”与“全面发展的人”。因此,为了顺利推进劳动教育实践,应基于多维关系与视角综合施策,重点从推动主体间合作互补、建立“科学、综合、开放”的课程体系、确立专业支撑与条件保障、推进产学研融合等四个层面建立多维融合的新时代高校劳动教育体系,培养符合时代发展需求的高层次人才。

产学研合作、知识吸收能力与企业创新绩效——高管学术背景与政府创新补贴的调节作用

在梳理产学研合作与企业创新绩效关系研究的基础上,结合交易成本理论、资源基础理论以及高层梯队理论,以2010-2021年中国A股上市公司为研究样本,探讨产学研合作对企业创新绩效的促进作用及机制,并将高管学术背景和政府创新补贴作为调节变量纳入研究框架。实证分析发现:产学研合作对企业创新绩效发挥显著促进作用;当企业具有学术背景的高管比例较高时,这一效应更加显著;高水平政府创新补贴同样能够增强这一效应。中介效应检验发现,企业参与产学研合作对其知识吸收能力具有显著促进作用,同时,企业可以通过提升知识吸收能力,增强自身对环境变化感知的敏锐性与自主创新能力,进而提高创新绩效。

协同视域下工科研究生产学研用培养模式探究与实践

加强协同创新是提高工科研究生创新实践能力的内在要求,完善产学研用是建立以创新创业为导向培养机制的必然方式。当前,地方高校工科研究生创新实践能力与经济社会对人才的需求仍存在一定的差距,主要表现在创新意识淡薄、实用成果匮乏、聚焦思考不足,究其原因,问题意识缺乏、知识来源单一、学习氛围封闭是导致问题出现的主要因素。为此,作者团队与行业企业联合建成太阳能光热产业示范基地,以实际需求为导向,以工程示范为载体,以成果转化为驱动,以产业应用为目标,探索产学研用的协同创新工科研究生培养新模式,尝试在多个产业示范基地建立具有鲜明工科特色的“科技小站”,通过模式与实践的高效融合,充分释放研究生的内在创新要素活力。

中国冰雪产业创新生态系统的建构及运行机制研究

如何将“冰雪热”更好地融入经济高质量发展的现代化建设,突破产业创新难关成为关键。借助产业创新生态系统理论、共生理论等视角,探析中国冰雪产业创新生态系统建构的逻辑、模型和运行机制。首先,系统的建构根植于产业联合互融、资源协同整合、系统有机演化3个底层逻辑。其次,政府、冰雪企业、高校/科研机构、中介组织、消费者等创新种群相互作用,结成“政产学研用”一体化的创新群落,并与创新环境共生共演,共同构成系统的整体架构。最后,系统的高效运行离不开稳定均衡的生态机制,包括通过供需循环机制激发可持续价值,基于竞合共生机制建立稳定的结构基础,利用创新驱动机制实现整体跃迁升级,借助激励约束机制建立制度保障,4种机制协同发力,推动系统内生性成长。

基于产学研协同育人的薄膜物理与技术课程教学模式探索——以长春理工大学为例

在产学研协同育人培养技能型和应用型全面人才的背景下,以长春理工大学薄膜物理与技术课程为例,通过课程内容优化、线上教学资源建设、课内实验及竞赛联合项目设置,教学设计改革、课程测试与评价建设及课程思政建设几方面对产学研协同育人的课程教学模式进行探索,最终提高学生实践创新能力、科研能力及自身就业竞争力。同时,其也是培养合格员工且缩短人才培养周期的最佳途径,另外,也为高校产学研协同育人的课堂教学改革及实践提供一定的参考。

高校有组织科研:形成要素、实施困境及路径对策

有组织科研已成为高校深入推进“双一流”建设、承担五大基本职能的关键内容。高校加强有组织科研,必须准确把握其形成要素,科学认识其功能定位。从国际、国内高校推进有组织科研的实践来看,积累了一些可供参考的经验,形成了一些共性的特点,但也仍然存在使命导向的价值理念尚未深入人心、现有科研管理机制存在障碍、评价体系还没有形成等现实困境。不同类型高校在推进有组织科研路径上存在较大差异,就行业特色高校而言,要加强有组织科研战略谋划、明确主攻方向,创新有组织科研运营机制、实行颠覆性改革,推动学科交叉体系建设、凝练学科优势,优化科研资源分配形式、集中优势资源,突出战略科学家的主导地位、培育创新人才,重构科研成果评价体系、破除恶性竞争。

国家审计与国有企业产学研合作创新研究

产学研合作是企业突破自身创新资源和能力约束的重要路径,国有企业开展产学研合作有利于其担负起高水平科技创新的顶梁之责。研究发现,国家审计能够促进国有企业提高产学研合作创新数量和质量。机制检验表明,国家审计通过提高管理层的风险承担意愿和国有企业信息透明度进而促进产学研合作创新。国家审计对产学研合作创新的影响在CEO缺乏学术经历、管理层短视程度高及行业集中度高的样本中更显著。拓展分析发现,在不同的产学研合作模式和创新类型下国家审计都能够产生正向影响;国家审计与政府创新注意力、社会公众关注度具有协同效应;国家审计对与被审计企业具有连锁董事的未被审计国企的产学研合作创新具有溢出效应,并能够促进同地区高校创新水平的提升。研究为促进产学研深度融合、实现高水平科技自立自强提供了借鉴。

功能迭代中的国际科技创新中心:演进路径与风险应对

在全球化经济和社会面临严峻转型挑战的背景下,建设国际科技创新中心已经成为各国推动科技进步、加速产业升级和促进可持续发展的关键战略。在阐述国际科技创新中心的内涵特征、诞生背景与空间转移过程的基础上,从发展驱动力、创新机构来源与主导产业类型这三个维度,分析总结不同时代背景下代表性的国际科技创新中心的发展模式,可构建处于迭代中的五大核心组织功能:基础科研、集成创新、产业驱动、辐射引领与制度试验。在此基础上,归纳其在组织形式、组织载体、驱动力量、关联模式、引才策略方面具有典型意义的演进路径,提出功能迭代中的国际科技创新中心发展需积极识别并化解应对在硬科技、创新成本、创新资源,及其全球科研竞争与协作方面潜在的风险挑战。

辽宁省科技成果转化存在的问题及对策研究

在国家创新驱动的发展国策下,科技成果转化日益成为促进区域经济发展的重要引擎,党和国家的政策也明确指出了科技创新和经济相结合的发展方向,因此,科技成果转化作为两者的结合点被提上了日程,成为制约区域经济发展的重要环节。然而,辽宁在科技资源分配及产学研协调沟通机制上存在不足,导致辽宁科技创新成果的本地转化率并不高,这在一定程度上限制了辽宁经济的增长。基于此,本文通过梳理科技创新价值链和科技成果转化过程研究,剖析辽宁省科技成果转化存在的问题,并根据辽宁的实际情况和区域特色,构建具有辽宁地方特色的科技成果转化模式,期望能够引领地区产业发展,提高区域科技创新能力,有效促进科技成果本地转化。

轨道交通装备制造业创新组织演进机理研究

本文以中国轨道交通装备制造业为案例,基于“组合赋能-创新组织演进-创新模式升级-创新能力提升-产业技术进步”分析框架,探究制造业创新组织演进及其影响。结果表明:①创新组织演进经历了创新系统、创新生态系统和创新联合体依次递进的3个阶段;②与创新组织演进同步,创新模式实现了从合作创新到协同创新再到融通创新的升级;③伴随着创新组织演进和创新模式升级,技术创新能力发展经历了技术吸收能力、技术改造能力、集成创新能力和数字化创新能力4个阶段,同时制造能力发展经历了从基础制造能力、国产化能力、整机制造能力到智能制造能力的逐级跃升;④产业依托创新系统完成了技术“跟跑”,依托创新生态系统实现了技术“并跑”,依托创新联合体则取得了技术“领跑”;⑤创新组织演进是“有为政府”和“有效市场”组合赋能的结果。轨道交通装备制造业创新组织演进机理研究既能丰富产学研融合创新理论体系,也为其他高端制造业突破关键核心技术国际封锁提供理论启示。

新质生产力视域下民办高校人才培养模式变革

新质生产力的孕育而生对民办高校的人才培养提出了新使命,要求民办高校抓住历史发展的契机,加快变革与新质生产力相适应的民办高校人才培养模式。新质生产力视域下的民办高校人才培养模式锚定教育、科技、人才“三位一体”的运作逻辑,涉及人才培养诸多领域的协调发展,旨在通过确立基于创新能力塑造的人才培养目标、实施基于知识颠覆性创新的课程开发、推行“产学研”一体化的高效能实践教学、打造科技适应的卓越型师资队伍、搭建以创新人才培养为中心的质量保障体系等举措推动民办高校人才培养的提质增效。

数字化赋能产学研协同创新:理论机制与实证检验

产学研协同创新是促进我国创新驱动发展战略目标实现的重要动力。本文使用2014-2020年中国30个省区市的面板数据,研究数字背景下数字化水平的提升能否促进产学研协同创新。研究结果显示,考察期内中国数字化的发展对产学研协同创新具有显著的推动作用,并且数字化的三个维度——数字基础设施、数字产业发展和数字社会建设皆在不同程度上促进了产学研协同创新;分地区检验结果显示,东中部地区的数字化发展表现出比西部更为显著的促进效应,且地区间存在着较明显的空间溢出效应;机制检验结果表明,数字化能够通过促进研发劳动力资源配置效率和提升产学研合作紧密度进而助力产学研协同创新。基于此,文章从优化要素配置效率、提升产学研合作紧密度和发挥数字空间效能三方面提出了进一步加强产学研协同创新的重要政策建议。

“双一流”建设背景下制药工程拔尖创新人才培养探讨——以河南师范大学制药工程专业人才培养为例

“双一流”建设的核心是培养一流拔尖创新人才,提升我国高等教育综合实力和国际竞争力。培养创新型卓越工程拔尖创新人才是新时代人才强国战略的重要组成,是高等教育高质量发展的重要内容。该文以河南师范大学制药工程专业人才培养模式的创新实践成效为例,借鉴世界一流大学卓越工程科技人才协同培养的经验,结合我国工程科技人才培养实际,构建“政产学研金服用”协同育人的制药工程专业人才培养模式;“政产学研金服用”协同育人模式促进了人才培养质量提升,为“双一流”建设高质量发展奠定坚实的人才基础;对实现引领未来我国制药工业变强的创新型卓越工程拔尖创新人才培养模式推广具有重要意义。
