The Centennial History and Significance of the Protection of the Rights and Interests of Persons with Disabilities by the Communist Party of China

The Communist Party of China has been concerned with the protection of the rights and interests of persons with disabilities since its founding.in the period of the new democratic Revolution and after the founding of the People’s Republic of China,it adopted a series of protective measures in various forms in line with local conditions.Since the reform and opening-up,the cause of persons with disabilities has developed in an all-around way under the leadership of the CPC.especially since the 18th national Congress of the Communist Party of China,the protection of human rights for persons with disabilities has been innovatively developed,and persons with disabilities have been truly participating in social affairs and share the country’s development gains as equal subjects of rights.The centennial history of the Party’s protection of the rights and interests of persons with disabilities shows that the CPC’s ideas of human rights protection consecutively comprise humanitarian assistance,humanitarian protection,and people-centered human rights protection.The main identity of persons with disabilities has changed from the object of protection during the revolution to the object of medical care and social welfare,and the subject of human rights.The content of protection of rights and interests has developed from survival assistance to comprehensive protection including education,rehabilitation,employment,etc.The dignity,autonomy,equality,and social participation of persons with disabilities as the subject of human rights have become increasingly prominent.

Design and test of a protective structure for the double vertical explosive welding of large titanium/steel plate

A comprehensive protective structure with rigidity and flexibility was put forward and designed in view of the quality and safety problems for the double vertical explosive welding of large titanium/steel cladding plate.The movement speed and displacement of the protective structure was calculated by establishing its physics model.The dynamics and stabilization properties were analyzed,and the protective structure parameters were optimized and devised.The comprehensive protective structure,which is composed of rigidity unit and flexibility wall,can bear the impact of detonation wave and the high-speed movement of the cladding plate.There are no damage and deformation in the protective structure and the cladding plate.The protective structure can be used many times.The bonding rate of the Ti/steel plate obtained was nearly 100%,and there is no deformation,surface cracks,and big wave and micro-defects.Therefore,the protective problems of the double vertical explosive welding can be solved effectively by the protective structure.

Review of Restoration Technology and Multi-environmental Factors Analysis of West Lake Ecosystem in Hangzhou City

The urban lake ecosystem has the characteristics of long-term,complex and comprehensive in its ecological restoration process because it is related to social and economic activities at multiple levels.Located in Hangzhou City,China,the West Lake is a national-level scenic spot and a world heritage cultural landscape.It provides key ecosystem services for the city and has a significant impact on the urban ecological environment and the well-being of citizens.The West Lake has undergone an 1800-year governance process in history,realizing the harmonious coexistence with Hangzhou City.Since modern times,due to the rapid development of urbanization and industrialization,the water quality of the West Lake and its freshwater ecosystem have been greatly damaged.Since 2002,Hangzhou City has achieved the overall restoration of the West Lake ecosystem through a series of measures,such as water diversion projects,dredging projects,and the West Lake comprehensive protection project,and the water environment and lakeshore landscape have been greatly improved.This study analyzed the restoration technology of the West Lake ecosystem from two scales of the watershed and the site and discussed the water ecological governance system of the West Lake in the past 20 years.Through thedata analyses of the West Lake land use,vegetation,TP,TN,NH_(3)-N,COD_(Mn) and other multi-environmental factors,the results showed that the water quality,transparency and eutrophication of the West Lake had been greatly improved.At the same time,the application of large-scale restoration methods and technologies also required long-term observation,and attention should be paid to the proliferation of alien species and the loss of heritage value,so as to further avoid potential ecological risks caused by ecological restoration.
