According to actual features of public goods for disaster reduction in agriculture,an evaluation indicator system of farmers' satisfaction with the supply of public goods for disaster reduction in agriculture comp...According to actual features of public goods for disaster reduction in agriculture,an evaluation indicator system of farmers' satisfaction with the supply of public goods for disaster reduction in agriculture composed of five first-grade indicators containing 18 second-grade indicators was established firstly,and then a fuzzy comprehensive evaluation model of farmers' satisfaction was set up. Finally,farmers' satisfaction with the supply of public goods for disaster reduction in agriculture in two counties and one district of Hubei Province was evaluated by the model. The results show that farmers are satisfied with the supply of public goods for disaster reduction in agriculture on the whole,but farmers' satisfaction with openness about funds for disaster reduction,supply structure of public goods,work attitude and work efficiency is at a general level. Some suggestions about the four aspects were proposed,such as improving supervisory mechanisms to increase funding transparency,making information channels unblocked to improve the supply efficiency of public goods for disaster reduction,and improving the quality of government workers to increase their work efficiency.展开更多

The river course...This article discusses the role of the Souss river in disaster risk reduction, climate change adaptation and sustainable development through mainstreaming natural capital into macro-economic policies. The river course, rising from several headstreams in the high Atlas mountain and flowing westward for 180 km to the atlantic ocean is the beating heart of the Argan biosphere reserve. Its alluvial basin ensures the vital link between biodiversity and the population's utility functions for more than three million inhabitants. It is one of Morocco's most fertile regions where citrus fruits, vegetables, olives are grown beside an argan natural grove, and many of them are for export. Recent growing concern of local authorities tackles natural disasters and subsequent social issues associated to climate change, resource scarcities and flooding damages, especially after the 2014 flood events. This situation paved the way for local NGO incentives to embrace an ecological civilization approach for reconciliation with the Souss river. The local option adopted is to reverse the trend of intensive modem agriculture through a counterbalancing circular economy approach towards an agro-ecological producing pattern in order to sustain the river water balance.展开更多
The two most common types of disasters caused by natural hazards in the Asia-Pacific region are floods and storms,many of them associated with typhoon(tropical cyclone)related impacts.To improve the capacity of typhoo...The two most common types of disasters caused by natural hazards in the Asia-Pacific region are floods and storms,many of them associated with typhoon(tropical cyclone)related impacts.To improve the capacity of typhoon-related disaster risk reduction so as to maximum reduce the losses of people’s life and properties,the decision makers and the public are imminently demanding the information of the targeted impact caused by typhoon.As the front line in hydro-meteorological disaster prevention and mitigation against the typhoon-related disasters,National Meteorological and Hydrological Services(NMHSs)in TC Members have recognized that forecasting impact became more important than forecasting pure causing-disaster elements.Impact-based forecasting signals an evolution from“what the weather will be”to“what the weather will do”.Many things change as impact based forecasts evolve from previous weather forecasts.To enhance impact-based typhoon forecasting,the Typhoon Committee added it into the new updated Strategic Plan 2022–2026.This paper briefed generally the concept of impact based forecasting,introduced the implementation and progresses on typhoon impact based forecasting in TC Members in recent years,and initially discussed the measures and direction for enhancement of impact-based typhoon forecasting and early warning services in future.展开更多
