It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.Th...The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.展开更多

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linka...Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.展开更多

This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery.展开更多

Influence maximization of temporal social networks(IMT)is a problem that aims to find the most influential set of nodes in the temporal network so that their information can be the most widely spread.To solve the IMT ...Influence maximization of temporal social networks(IMT)is a problem that aims to find the most influential set of nodes in the temporal network so that their information can be the most widely spread.To solve the IMT problem,we propose an influence maximization algorithm based on an improved K-shell method,namely improved K-shell in temporal social networks(KT).The algorithm takes into account the global and local structures of temporal social networks.First,to obtain the kernel value Ks of each node,in the global scope,it layers the network according to the temporal characteristic of nodes by improving the K-shell method.Then,in the local scope,the calculation method of comprehensive degree is proposed to weigh the influence of nodes.Finally,the node with the highest comprehensive degree in each core layer is selected as the seed.However,the seed selection strategy of KT can easily lose some influential nodes.Thus,by optimizing the seed selection strategy,this paper proposes an efficient heuristic algorithm called improved K-shell in temporal social networks for influence maximization(KTIM).According to the hierarchical distribution of cores,the algorithm adds nodes near the central core to the candidate seed set.It then searches for seeds in the candidate seed set according to the comprehensive degree.Experiments showthatKTIMis close to the best performing improved method for influence maximization of temporal graph(IMIT)algorithm in terms of effectiveness,but runs at least an order of magnitude faster than it.Therefore,considering the effectiveness and efficiency simultaneously in temporal social networks,the KTIM algorithm works better than other baseline algorithms.展开更多

A key component of both these policies is the development of good governance principles in all health care agencies and organizations. A neglected dimension in these debates has been the role of the public hospital which remains a vital and expensive dimension of service provision. In a case study of a public hospital in South Africa, this paper charts the readiness of its management principles and activities to provide quality health care linked to population health and to contribute to the non-medical determinant of health. Using Taylor’s principles of good governance, we conclude that there is a mixture of good and not so good governance activity. The paper concludes by examining the external constraints on the public hospital and by providing suggestions for future activities.展开更多

Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legi...Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed.展开更多

The contribution given by this work is the proposition of what has been called "fluent governance" as a framework of decision making able to represent the whole spectrum of interventions in the process, also taking into account aspects not captured by standard models. The purpose of this study is to analyze the potential effect of corporate governance levels of Turkish deposit banks' on CSR reporting. First, the concentration areas of CSR reporting of Turkish deposit banks were identified between the years 2012-2014 from their annual and sustainability reports. Second, the concentration areas were divided into subgroups and each bank was rated according to their disclosure level. Finally, a model was designed in order to determine the relationship between CSR reporting and corporate governance. In the model, CSR reporting rating scores are used as a dependent variable, and financial data and corporate governance indicators of banks are used as independent variables. Model results indicate that corporate governance level and bank's size have a significant effect on the level of CSR reporting in Turkish banking sector.展开更多

文摘Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping,with a long-term vision,has discussed social governance on different occasions in the face of contemporary issues,forming an ideological system with complete structure,rich content,rigorous exposition,and profound thinking.From the perspective of theoretical analysis,these expositions insist on people-centeredness in the value dimension,implement multiple subject participation in the practical dimension,consider promoting the legalization of social governance in the target dimension,draw on the essence of traditional cultural governance in the historical dimension,and focus on diversified governance measures in the method dimension.The important exposition of General Secretary Xi Jinping on social governance is the new development of Chinese Marxist social governance ideas,which will help the steady progress of socialist social governance with Chinese characteristics and the further improvement of socialist governance system with Chinese characteristics.

文摘Influence maximization of temporal social networks(IMT)is a problem that aims to find the most influential set of nodes in the temporal network so that their information can be the most widely spread.To solve the IMT problem,we propose an influence maximization algorithm based on an improved K-shell method,namely improved K-shell in temporal social networks(KT).The algorithm takes into account the global and local structures of temporal social networks.First,to obtain the kernel value Ks of each node,in the global scope,it layers the network according to the temporal characteristic of nodes by improving the K-shell method.Then,in the local scope,the calculation method of comprehensive degree is proposed to weigh the influence of nodes.Finally,the node with the highest comprehensive degree in each core layer is selected as the seed.However,the seed selection strategy of KT can easily lose some influential nodes.Thus,by optimizing the seed selection strategy,this paper proposes an efficient heuristic algorithm called improved K-shell in temporal social networks for influence maximization(KTIM).According to the hierarchical distribution of cores,the algorithm adds nodes near the central core to the candidate seed set.It then searches for seeds in the candidate seed set according to the comprehensive degree.Experiments showthatKTIMis close to the best performing improved method for influence maximization of temporal graph(IMIT)algorithm in terms of effectiveness,but runs at least an order of magnitude faster than it.Therefore,considering the effectiveness and efficiency simultaneously in temporal social networks,the KTIM algorithm works better than other baseline algorithms.

文摘Based on the literature review of Chinese heritage resources management,a governance framework was put forward from the perspective of social network in order to deal with the conflict between heritage tourism development and heritage resources protection.First,all stakeholders including administrate departments,related enterprises,local communities and tourists should become subjects of heritage resources governance.Second,governance structure was defined which would describe the roles that all stakeholders played in the governance of heritage resources.Third,several governance mechanism including motivation and restraint mechanism,interaction and coordination mechanism,sharing and integration mechanism should be established.The network governance would balance benefi ts of all the stakeholders,avoid the phenomena such as free ride and external diseconomy and ensure the sustainable development of heritage sites.
文摘Increasingly international and national policies are being directed at actions for the social determinants of health and for an integrated approach to health care provision, not only in terms of institutional cooperation but also stakeholder involvement. A key component of both these policies is the development of good governance principles in all health care agencies and organizations. A neglected dimension in these debates has been the role of the public hospital which remains a vital and expensive dimension of service provision. In a case study of a public hospital in South Africa, this paper charts the readiness of its management principles and activities to provide quality health care linked to population health and to contribute to the non-medical determinant of health. Using Taylor’s principles of good governance, we conclude that there is a mixture of good and not so good governance activity. The paper concludes by examining the external constraints on the public hospital and by providing suggestions for future activities.

文摘The 19th National Congress of the Communist Party of China(CPC)put forward the proposal of establishing a social governance model based on collaboration,participation,and common interests,with the aim of developing new approaches to social governance and further modernizing China’s social system and capacity for governance.As a structuralized social relation addressing diversified governance bodies,the model has consolidated the social governance innovations achieved since the 18th CPC National Congress.Focusing on three dimensions—"value,""structure"and"roadmap,"this paper tries to interpret the value connotations and defining features behind the model and explores its development roadmap.Such a social governance model is a response to political,social and public value appeals,and an adjustment to the order of governance bodies,resource allocations and the benefit distribution structure.Its construction is a systematic and long-term project,which should aim continuously at satisfying people’s ever-higher needs,perfecting laws and regulations,cultivating a pool of specialized organizations and talents,exerting the technology advantages of the Internet in governance,and promoting socialization,legalization,specialization and intellectualization in social development.
文摘The Third Plenary Session of the 18th Central Committee of the CPC firstly required innovative social governance in 2013. This is the CPC's focus on safeguarding the fundamental interests of the majority of the people, to maximize social harmony, and to enhance the vitality of social development. The differences between governance and management are embodied in such as the governance system, legality, resource management, and comprehensive measures, etc. Compared with the way of social management, in which the government was used to controlling and ordering all social affairs, social governance pays more attention to the process of co-operations among different parties, to more emphasis on parties' co-operations and co-governance, with a continuous and interactive process of coordinated negotiations among multiple stakeholders. Social governance pays more emphasis on respect to social and political rights of members in the society, trying to stimulate the potential of social members, so that members of the community, in the process of social governance, have rights to speak, to choose and to influence; it pays more emphasis not only on maximizing autonomy of the social organizations and community, but also emphasizes the comprehensive use of a variety of means. The constructions of social governance system should mainly consist of four aspects: first, it is to improve the quality of social grassroots governance; second, it is to stimulate the vitality of social organizations; third, it tries to become an innovative and effective system to prevent and resolve social conflicts; fourth, it is to improve the public security system. 文摘Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed.

文摘The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.
文摘Network governance, widely used as theoretical model in investigations on social housing, is not free from critiques, first of all, for the fact that it has a uni-directionality of bottom-up processes, when oriented to public deliberation, or top-down when decision-makers are technical experts at the political level. Given the new complexity of the social housing issue and the considered limits of the network governance, this work aims at looking for a possible different theoretical framework able to give different tools to simplify decision making processes without any alteration of any basic decisional element. The contribution given by this work is the proposition of what has been called "fluent governance" as a framework of decision making able to represent the whole spectrum of interventions in the process, also taking into account aspects not captured by standard models. The paper reports an experimentation of the proposed model conducted in Italy in the field of renovating social housing policy.
文摘Corporate social responsibility (CSR) reporting and corporate governance concepts have been two important concepts for researchers and corporate managers in recent years. The purpose of this study is to analyze the potential effect of corporate governance levels of Turkish deposit banks' on CSR reporting. First, the concentration areas of CSR reporting of Turkish deposit banks were identified between the years 2012-2014 from their annual and sustainability reports. Second, the concentration areas were divided into subgroups and each bank was rated according to their disclosure level. Finally, a model was designed in order to determine the relationship between CSR reporting and corporate governance. In the model, CSR reporting rating scores are used as a dependent variable, and financial data and corporate governance indicators of banks are used as independent variables. Model results indicate that corporate governance level and bank's size have a significant effect on the level of CSR reporting in Turkish banking sector.
