The research examined the role of media in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo.The security situation in the Democratic Republic of the Congo(DRC),particularly in the eas...The research examined the role of media in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo.The security situation in the Democratic Republic of the Congo(DRC),particularly in the eastern region of North Kivu,has been deteriorating.The study was anchored in social identity theory.The research methodology employed for this study was qualitative,focusing on the analysis of Mr.Edgar Mateso’s contributions to Radio Okapi’s“Dialogue entre Congolais”program during the period from 2019 to 2023.The research was conducted within the broader context of the persistent war and conflict in the Democratic Republic of Congo,providing valuable insights into the dynamics and challenges of addressing the ongoing insecurity and violence in the region.The study found that media,exemplified by Radio Okapi,plays a multifaceted and significant role in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo(DRC).It serves as a critical source of accurate information,enabling informed decision-making regarding ceasefire agreements,peace talks,and humanitarian aid.Media fosters dialogue and understanding among different stakeholders,contributing to reconciliation efforts.Additionally,it raises awareness about the human cost of the conflict,challenges misinformation,monitors peace agreements,amplifies the concerns of the affected population,and promotes human rights and justice.Media also engages youth,serves as an early warning system,and attracts global attention to the conflict.It is recommended that media organizations in North Kivu continue their efforts to facilitate dialogue and understanding among different stakeholder groups.Additionally,media should maintain its focus on raising awareness about the human cost of the conflict,ensuring that the suffering of civilians remains in the spotlight and generates international empathy and support.Media outlets should also continue their role as watchdogs by closely monitoring the implementation of ceasefire agreements and reporting any violations transparently.To strengthen media’s role in promoting peace,there should be continued advocacy for peace through dedicated radio programs,news reports,and editorial content.Internationally,media should continue to provide comprehensive coverage of the conflict in North Kivu,attracting global attention and shaping the perception of the conflict on the global stage.Lastly,media organizations should preserve a lasting legacy of peace by archiving peace-related content,documentaries,and narratives of reconciliation.展开更多

After analyzing traffic conflict characteristics and vehicle collision scenarios at intersection, a vehicle dynamics model and an inter-vehicle communication method are discussed. In the inter-vehi- cle communication environment, the relative relationship between two encountered vehicles are de- signed. Then vehicle conflict detection and resolution algorithms under two conflict scenarios are put forward to represent the conflict-free movements of vehicles with adjusting vehicle velocity at cross- ing. If there is still the conflict, resolve the conflict point again, until the conflict no longer exists. This method combines various traditional resolution methods, makes full use of the grid idle high-performance large-scale sharing resources. With this method the collaborative design conflict resolution cost reduced and the conflict resolution efficiency was raised. Gerontocracy, governance by the elderly, an adopted mode of government by most African communities, mostly has its wisdom reflected in proverbs. Proverbs then become an administrative tool to resolve conflict among warring parties, communities or persons. In this paper, one of the objectives is to showcase instances of proverbs serving as tools for conflict resolution in D.O. Fagunwa's Yoruba novel entitled Ogboju Ode Ninu Igbo IrunmQl~, which Abioye (1989) has translated as Le preux chasseur dans la for^t infest^e de demons (The Forest of a Thousand Demons). In traditional, indigenous Yoruba societies, agba (elders) were usually relied upon as agents and institutions of conflict resolution in view of certain qualities possessed by this category of people. This paper focuses attention on the role of agba (elders) in conflict resolution at various levels of Yoruba life. We acknowledge that agba (elders) have performed these roles in traditional, indigenous Yoruba societies. The opinion expressed in this paper is that agba, as theoretical and practical conflict resolution mechanism, can be philosophically developed and used as an alternative model to the current means of resolving conflicts through wars and terrorism and other forms of violence by aggrieved individuals and groups in national and international arenas.展开更多
The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies...The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies is a widely used approach.Learning-based approaches for task assignment are a promising direction.Existing studies on learning-based methods generally assume decentralized decision-making architecture,which is not beneficial for conflict resolution.In contrast,centralized decision-making architecture is beneficial for conflict resolution while it is often detrimental to scalability.To achieve scalability and conflict resolution simultaneously,inspired by a self-attention-based task assignment method for sensor target coverage problem,a scalable centralized assignment method based on self-attention mechanism together with a defender-attacker pairwise observation preprocessing(DAP-SelfAtt)is proposed.Then,an imperative-priori conflict resolution(IPCR)mechanism is proposed to achieve conflict-free assignment.Further,the IPCR mechanism is parallelized to enable efficient training.To validate the algorithm,a variant of proximal policy optimization algorithm(PPO)is employed for training in scenarios of various scales.The experimental results show that the proposed algorithm not only achieves conflict-free task assignment but also maintains scalability,and significantly improve the success rate of defense.展开更多
Unmanned aerial vehicles(UAVs)have gained much attention from academic and industrial areas due to the significant number of potential applications in urban airspace.A traffic management system for these UAVs is neede...Unmanned aerial vehicles(UAVs)have gained much attention from academic and industrial areas due to the significant number of potential applications in urban airspace.A traffic management system for these UAVs is needed to manage this future traffic.Tactical conflict resolution for unmanned aerial systems(UASs)is an essential piece of the puzzle for the future UAS Traffic Management(UTM),especially in very low-level(VLL)urban airspace.Unlike conflict resolution in higher altitude airspace,the dense high-rise buildings are an essential source of potential conflict to be considered in VLL urban airspace.In this paper,we propose an attention-based deep reinforcement learning approach to solve the tactical conflict resolution problem.Specifically,we formulate this task as a sequential decision-making problem using Markov Decision Process(MDP).The double deep Q network(DDQN)framework is used as a learning framework for the host drone to learn to output conflict-free maneuvers at each time step.We use the attention mechanism to model the individual neighbor's effect on the host drone,endowing the learned conflict resolution policy to be adapted to an arbitrary number of neighboring drones.Lastly,we build a simulation environment with various scenarios covering different types of encounters to evaluate the proposed approach.The simulation results demonstrate that our proposed algorithm provides a reliable solution to minimize secondary conflict counts compared to learning and non-learning-based approaches under different traffic density scenarios.展开更多

We experimentally test these strategies by performing an evaluation studyon the Aruba dataset. Firstly, the graph model is introduced along with practical procedures for modeling and analyzing conflicts using the decision support software, GMCR Ⅱ. Next, ANP is explained, emphasizing structural features and procedures for synthesizing priorities. Then a framework for employing ANP to analyze strategic conflicts is designed and used to compare ANP to the graph model. The case study of the China-US TV dumping conflict provides a basis for the graph model and ANP to be compared; different features of the approaches are highlighted. The study shows that because of different theoretical backgrounds, ANP and the graph model for conflict analysis both provide useful information which can be combined to furnish a better understanding of a strategic conflict.展开更多

Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to p...Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to provide early warning of possible conflicts.To address the problem of multi-UAV conflict,the basic ant colony algorithm is introduced.The conflict simplification model of the traditional basic ant colony algorithm is optimized by adding a speed regulation strategy.A multi-UAV conflict resolution scheme is presented based on speed regulation and heading strategies.The ant colony algorithm is improved by adding angle information and a queuing system.The results show that the improved ant colony algorithm can provide multi-UAV joint escape routes for a multi-UAV conflict situation in airspace.Unlike the traditional ant colony algorithm,our approach converges to the optimization target.The time required for the calculation is reduced by 43.9%,and the total delay distance caused by conflict resolution is reduced by 58.4%.展开更多
A novel two-level hierarchical graph model is developed to analyze international climate change negotiations with hierarchical structures:the negotiations take place between two nations and between each nation and its...A novel two-level hierarchical graph model is developed to analyze international climate change negotiations with hierarchical structures:the negotiations take place between two nations and between each nation and its provincial governments.The two national government are two decision makers at the top level.Within each nation,the two provincial governments negotiate with the national government at the lower level.The theoretical structure of this novel model,including decision makers,options,moves,and preference relations,are developed.The interrelationship between the stabilities in the two-level hierarchical graph model and the stabilities in local models are investigated by theorems.These theorems can be utilized to calculate complete stabilities in the two-level hierarchical graph model when the stabilities in local graph models are known.The international climate change negotiations as the illustrative example is then investigated in detail.The extra equilibrium,uniquely obtained by this novel methodology,suggests that opposition may still be from one provincial government when the national government does not sign the international climate agreement and implements existing environmental laws.Compared with other approaches,this novel methodology is an effective and flexible tool in analyzing hierarchical conflicts at two levels by providing decision makers with strategic resolutions with broader vision.展开更多

The opinion expressed in this paper is that agba, as theoretical and practical conflict resolution mechanism, can be philosophically developed and used as an alternative model to the current means of resolving conflicts through wars and terrorism and other forms of violence by aggrieved individuals and groups in national and international arenas.

文摘The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies is a widely used approach.Learning-based approaches for task assignment are a promising direction.Existing studies on learning-based methods generally assume decentralized decision-making architecture,which is not beneficial for conflict resolution.In contrast,centralized decision-making architecture is beneficial for conflict resolution while it is often detrimental to scalability.To achieve scalability and conflict resolution simultaneously,inspired by a self-attention-based task assignment method for sensor target coverage problem,a scalable centralized assignment method based on self-attention mechanism together with a defender-attacker pairwise observation preprocessing(DAP-SelfAtt)is proposed.Then,an imperative-priori conflict resolution(IPCR)mechanism is proposed to achieve conflict-free assignment.Further,the IPCR mechanism is parallelized to enable efficient training.To validate the algorithm,a variant of proximal policy optimization algorithm(PPO)is employed for training in scenarios of various scales.The experimental results show that the proposed algorithm not only achieves conflict-free task assignment but also maintains scalability,and significantly improve the success rate of defense.

文摘Unmanned aerial vehicles(UAVs)have gained much attention from academic and industrial areas due to the significant number of potential applications in urban airspace.A traffic management system for these UAVs is needed to manage this future traffic.Tactical conflict resolution for unmanned aerial systems(UASs)is an essential piece of the puzzle for the future UAS Traffic Management(UTM),especially in very low-level(VLL)urban airspace.Unlike conflict resolution in higher altitude airspace,the dense high-rise buildings are an essential source of potential conflict to be considered in VLL urban airspace.In this paper,we propose an attention-based deep reinforcement learning approach to solve the tactical conflict resolution problem.Specifically,we formulate this task as a sequential decision-making problem using Markov Decision Process(MDP).The double deep Q network(DDQN)framework is used as a learning framework for the host drone to learn to output conflict-free maneuvers at each time step.We use the attention mechanism to model the individual neighbor's effect on the host drone,endowing the learned conflict resolution policy to be adapted to an arbitrary number of neighboring drones.Lastly,we build a simulation environment with various scenarios covering different types of encounters to evaluate the proposed approach.The simulation results demonstrate that our proposed algorithm provides a reliable solution to minimize secondary conflict counts compared to learning and non-learning-based approaches under different traffic density scenarios.
文摘DCR-OL is a Distributed Collaborative Reasoning multi-agent model with an Online Learning thataims to identify human activities in smart homes from distributed, heterogeneous and dynamicsensor data. In this model, distributed learning agents with diverse classifiers, detect sensorstream data, make local predictions, communicate and collaborate to identify current activities.Then, they learn from their collaborations to improve their own performance in activity recognition.Conflict resolution strategies are applied to generate one final predicted activity when thelocal predicted activity of an agent is different from received predicted activities of other agents.In this paper, two conflict resolution strategies using online learning, w-max-trust and w-maxfreq,are proposed. We experimentally test these strategies by performing an evaluation studyon the Aruba dataset. The obtained results indicate an enhancement in terms of accuracy and Fmeasuremetrics compared to the offline strategies max-trust and max-freq and also to the onlineexisting one max-wPerf .
文摘A comparison of two decision analysis tools for the analysis of strategic conflicts, the Analytic Network Process (ANP) and the graph model for conflict resolution, is carried out by applying them to the China-US TV dumping conflict. Firstly, the graph model is introduced along with practical procedures for modeling and analyzing conflicts using the decision support software, GMCR Ⅱ. Next, ANP is explained, emphasizing structural features and procedures for synthesizing priorities. Then a framework for employing ANP to analyze strategic conflicts is designed and used to compare ANP to the graph model. The case study of the China-US TV dumping conflict provides a basis for the graph model and ANP to be compared; different features of the approaches are highlighted. The study shows that because of different theoretical backgrounds, ANP and the graph model for conflict analysis both provide useful information which can be combined to furnish a better understanding of a strategic conflict.

文摘A formal methodology for analyzing the importance of weighing a decision maker's attitudes in a conflict is introduced and applied to the problem of negotiating a fair transfer of a brownfield property. A decision maker's attitudes are expressed in his consideration of his own preferences, as well as those of his opponents. Dominating attitudes are used to suggest that in a circumstance in which a decision maker takes into account multiple perspectives due to his attitudes, he may favor one perspective more heavily. The analysis of a brownfield acquisition conflict illustrates the types of insights that this methodology reveals.

文摘An important task in database integration is to resolve data conflicts, on both schema-level and semantic-level. Especially difficult the latter is. Some existing ontology-based approaches have been criticized for their lack of domain generality and semantic richness. With the aim to overcome these limitations, this paper introduces a systematic approach for detecting and resolving various semantic conflicts in heterogeneous databases, which includes two important parts: a semantic conflict representation model based on our classification framework of semantic conflicts, and a methodology for detecting and resolving semantic conflicts based on this model. The system has been developed, experimental evaluations on which indicate that this approach can resolve much of the semantic conflicts effectively, and keep independent of domains and integration patterns.

文摘Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to provide early warning of possible conflicts.To address the problem of multi-UAV conflict,the basic ant colony algorithm is introduced.The conflict simplification model of the traditional basic ant colony algorithm is optimized by adding a speed regulation strategy.A multi-UAV conflict resolution scheme is presented based on speed regulation and heading strategies.The ant colony algorithm is improved by adding angle information and a queuing system.The results show that the improved ant colony algorithm can provide multi-UAV joint escape routes for a multi-UAV conflict situation in airspace.Unlike the traditional ant colony algorithm,our approach converges to the optimization target.The time required for the calculation is reduced by 43.9%,and the total delay distance caused by conflict resolution is reduced by 58.4%.

文摘A novel two-level hierarchical graph model is developed to analyze international climate change negotiations with hierarchical structures:the negotiations take place between two nations and between each nation and its provincial governments.The two national government are two decision makers at the top level.Within each nation,the two provincial governments negotiate with the national government at the lower level.The theoretical structure of this novel model,including decision makers,options,moves,and preference relations,are developed.The interrelationship between the stabilities in the two-level hierarchical graph model and the stabilities in local models are investigated by theorems.These theorems can be utilized to calculate complete stabilities in the two-level hierarchical graph model when the stabilities in local graph models are known.The international climate change negotiations as the illustrative example is then investigated in detail.The extra equilibrium,uniquely obtained by this novel methodology,suggests that opposition may still be from one provincial government when the national government does not sign the international climate agreement and implements existing environmental laws.Compared with other approaches,this novel methodology is an effective and flexible tool in analyzing hierarchical conflicts at two levels by providing decision makers with strategic resolutions with broader vision.
文摘The conflict detection and resolution in collaborative design is a key issue to maintain multi disciplinary design consistency. This paper proposes a new method for conflict detection and resolution based on constraint satisfaction technique. The representation of design constraint, the interval arithmetic of the constraint satisfaction problem CSP and the conflict resolution strategy based on constraint relaxation and adjustment are introduced. A constraint satisfaction based conflict detection and resolution tool CSCDR is then developed. It can help collaborative designers to detect and resolve the conflicts in time in the early stage of the design process so that the unnecessary design iteration and repeated negotiation are avoided and the design efficiency is then much improved. A design case illustrates the effectiveness of CSCDR.
文摘In this paper some improvements on certainty factor model are discussed aiming at:1)including, in a rule“E→H”,not only the CF of H when E exists but also CF of(?)when E does not exist(partly or completely).For this purpose another factor(?)is added into the original model;2) improving the model so that it can tackle problems with unknown evidence.In this aspect two concepts are introduced:(relative)maximum existence risk and(relative)maximum non-existence risk.An impor- tant result is that even if some necessary evidence is unknown one can still know the tendency whether the conclusion is true.Based on the improvements a conflict resolution model for problem-level conflict is also presented

文摘To address the driving conflicts of connected automated vehicles(CAVs)at unsignalized roundabouts,a cooperative decision-making framework is proposed.The personalized driving preferences of CAVs are considered in the decision-making algorithm,which are reflected by different driving styles.A motion prediction algorithm is used to improve the decision-making performance.The effect of the motion prediction algorithm on the decisionmaking performance is evaluated,including the advancement of driving safety and the computational load for the hardware.The cooperative game theoretic approach is applied to the interaction modelling and collaborative decision making of CAVs.Finally,hardware-in-the-loop(HIL)tests are carried out to evaluate the feasibility and real-time performance of the proposed algorithm.

文摘The Middle East has been in a state of turbulence,poor governance and inadequate development for a long time.The Gulf remains stable,although it is caught up in various regional disputes.It is a major task for both the international community and regional countries to consider how to effectively resolve these conflicts,promote regional governance and eventually achieve the long-term stability of the Gulf and the entire Middle East.China,with its commitment to peace,development and cooperation,is cautiously participating in reforming the Middle Eastern governance system.It is devoted to building a new type of international relations and a community with a shared future of humankind,albeit in a prudent manner;it highlights being an important promoter of peace,stability and industrialisation in the Middle East;it also engages in peace talks and conflict resolution in an incremental manner.China is putting the concept of peaceful development and mutual benefits into practice and helps the Middle East to embark on a new road of comprehensive reform,but so far it lacks specific scenarios and concrete roadmaps for peace in the Gulf.It also stresses interconnectivity and amity via interaction,but the Gulf conflict resolutions still have a long way to go.This paper explores Chinese principles in resolving regional conflicts from the aspects of history,politics,development,security and civilisation,and forecasts what hurdles China may face on the road to playing a bigger role.
文摘Land use conflicts are complex disputes that contribute at large in terms of negative social and economic impacts within the heterogeneous societies.The mechanisms of success for land use conflict resolution still need further research because of various mindsets of the people.In this paper,the issues of land conflicts between farmers and pastoralists in Tanzania mainland which could lead to low economic development are reviewed and the general causes and effects of land use conflicts are outlined.Poor land governance,inappropriate of land use plans,inadequate land policies,land tenure insecurity,corruption and population increases are cited as being among of the main offenders fuelling land use conflicts in Tanzania.
