Against the backdrop of rapid development in China’s construction and infrastructure sectors,discrepancies between project budgets and actual costs have become pronounced,manifesting in project overruns and suspensions,posing significant challenges.To address inaccuracies in investment targets and operational complexities,this study focuses on a beam-bridge construction project in a district of Shijiazhuang city as a case study.Drawing upon historical analogs,the project employs a Work Breakdown Structure(WBS)to decompose the engineering works.Building on theories of Cost Significant(CS)and Whole Life Costing(WLC),the study constructs Cost Significant Items(CSIs)and develops a CNN-BiLSTM-Attention neural network for nonlinear prediction.By identifying significant cost drivers in engineering projects,this paper presents a streamlined cost estimation method that significantly reduces computational burdens,simplifies data collection processes,and optimizes data analysis and forecasting,thereby enhancing prediction accuracy.Finally,validation with real-world cost fluctuation data demonstrates minor errors,meeting predictive requirements across project execution phases. 展开更多

The need for Optimum Value benefit realization on Road Projects in developing countries has become topical. While the traditional Cost Control project management process only aligns actual costs with budgeted costs, Value Engineering (VE) is a sustainable and systematic innovative methodology for establishing the best functional balance among desired features of a project. A Value Engineering (VE) study was conducted with the aim of examining the benefits associated with its use on Road Projects in Ghana. This study employed a two-stage research procedure: desk study and field research. The literature review identified the Optimum Value benefits associated with VE road project management technique as increased Confidence Level in Contract Compliance, reliable Implementation Level of Construction Delivery and enhanced Effectiveness Level of Project Sustainability. A quantitative survey research design based on a purposive sampling technique of selecting respondents was adopted. Employing closed-ended questions, 40 sets of questionnaires were issued to professionals in Road Infrastructure and Support Agencies (RISA) under the Ministry of Roads and Highways (MRH) in the Eastern Region of Ghana. At a response rate of 85%, descriptive statistical analysis (Means, Standard Deviations and Variances) and inferential statistical analysis of variance (ANOVA) test were used to process the data and determine whether there was any significant difference between VE benefit parameters and the groups of respondents. The results revealed that road professionals are familiar with the VE process but solely use Cost Control project management technique. Road professionals recognized the high Optimum Value benefits of professionally ethical Contract Compliance, efficient Construction Delivery and functionally viable Project Sustainability on VE road project management process. 展开更多

Public construction project data were analyzed to develop models for the actual construction duration and actual cost. Based on 50 civil engineering projects in Libya from the database of the Great Man-Made River System 1992-2009, the models identified extension as a main factor that affecting both the actual duration and cost of a project, while considering the contract cost and contract duration as fixed for the project. The suitability of each model was confirmed by examining RMSE (root mean squared error), NSE (Nash-Sutcliffe efficiency), and MEF (modeling efficiency factor). The models were validated with data from 17 different projects. The validation of both models demonstrated that models are very practical and accurate. The models are very effective in capturing the uniqueness of Libyan construction industry practice. 展开更多

The paper provides an empirical insight into the significance of shared cognition reflected in the perception of key actors in selected construction projects. It has explored how clients, consultants and contractors prioritize causes of cost overrun in building projects in Tanzania and measured the statistical variance in their order of rank. A total of 55 respondents were selected from public projects that had experienced cost overruns. The results show an inclination of the top 4 causes of cost overrun being technical and originate from internal sources. The Spearman correlation coefficient established a strong positive correlation in the ranking of causes of cost overrun in construction project by clients, consultants and contractors, suggesting a shared cognition is in place for the project team. The outcome provides a good base for contemplating success of mitigation measures for cost overruns and reiterates the significance for a shared cognition for project team success. 展开更多

During this professional research--Construction Project Forecasting (Practical Use of EV Metrics), which criticize earned value management as a most distinguished methodology for forecasting the project expected end dates and expecting budget at completion, the field for the research is construction field and specially the projects which content different phases without repetitive tasks. Forecasting for construction project is a complicated process need more than applying one equation only. As assuming that, project performance during finishing stage will be similar to project performance during concrete stage is totally wrong. The case study techniques have been used to prove an important idea and also to implement a suggested protocol which actually implemented and tested and it should be considered as a research finding. The project used in this case study is "Hurgadah Intemational Airport--New Terminal Building", while executing this complex construction projects with different stages the forecasting for the project end date and final end budget were completely not realistic. The above leads to questioning the next: "Is it true that using the earned value indexes for forecasting construction projects end date and final budget is the right way? And if not, what is the right process that should be used in order to reach acceptable forecasting method?" We implement the EV measurements by the normal technique and also implement in the same month the suggested protocol for forecasting, comparing the results proof the effectiveness of the suggested protocol. The findings prove that, the construction projects need special treatment when use the EVM for forecasting. The earned value indexes created to serve the projects which have repeated tasks or can say which got one stage only, like information technology (IT) projects as those projects depending on manpower productivity and also based on few different qualifications. On such type of projects the earned value forecasting calculation is perfectly used. 展开更多
