A review of deepwater projects in the region provides insight into construction cost and installation m...The offshore pipeline network in the U.S. Gulf of Mexico is the largest and most transparent system in the world. A review of deepwater projects in the region provides insight into construction cost and installation methods and the evolution of contract strategies. Pipeline projects are identified as export systems, infield flowline systems, and combined export and infield systems, and three dozen deepwater pipeline installations from 1980–2014 are described based on Offshore Technology Conference(OTC) and Society of Petroleum Engineers(SPE) industry publications and press release data. Export lines and infield flowlines are equally represented and many projects used a combination of J-lay, S-lay and reel methods with rigid steel, flexible line, and pipe-in-pipe systems. The average 2014 inflation-adjusted cost for pipeline projects based on OTC/SPE publications was $2.76 million/mi and ranged from $520 000/mi to $12.94 million/mi. High cost pipelines tend to be short segments or specialized pipeline. Excluding the two cost endpoints, the majority of projects ranged from $1 to $6 million/mi. The average inflation-adjusted cost to install deepwater pipelines in the U.S. Gulf of Mexico based on available public data is estimated at $3.1 million/mi.展开更多

Taking Dawan Yard in Tianwan Village, Wanzhou District, Chongqing City as an example, construction dilemmas in mountain area are analyzed, such as backward rural economy, low farmers' incomes, the loss of labor population, the decentralization of village construction land, small-scale village construction land, and the lack of technology and funds for the improvement of village living environment. Combining with the development opportunity of Dawan Yard in Tianwan Village, it puts forward three planning countermeasures of "smart contraction": smart utilization of village resources, smart allocation of public service facilities and smart inheritance of village memory. In the face of this there is a concomitant need to improve and repair transportation infrastructure. Construction frequently requires a reduction in capacity during construction activity; consequently road users as well as adjacent businesses must endure the delays and inconveniences associated with transportation construction. Recognizing the problems that construction can produce, state highway agencies (SHAs) have continually sought ways to minimize the negative impact from their construction operations. Incentive contracting has played an important role in this effort to improve project performance. The Florida Department of Transportation (FDOT) is one of the leading SHAs using such innovative contracting methods as Incentive/Disincentive (I/D), A+B (cost plus time bidding) combined with I/D, No Excuse Bonus, and Liquidated Savings. This paper analyzes the traffic impact on incentive project time performance using highway construction projects recently completed in Florida. Project data obtained from FDOT were evaluated using time performance indices. A survey of traffic impact on project work types was performed in Florida in order to evaluate the relationship between construction project types and road traffic influence during construction. Based on the survey results, the 38 most frequently used work types in Florida during the study period were categorized into three traffic impact levels: (1) high traffic impact, (2) medium traffic impact, and (3) low traffic impact. Statistical analysis was performed. The results show that there are significant differences on project time performance between low and high impact levels as well as low and medium impact levels.展开更多

The most commonly used method of revenue recognition in the construction industry is the percentage of completion method (POC), where the revenue is recognized on the basis of the percentage of work completed. The calculation of percentage of work completed is made on the basis of the cost incurred for the contract work during the financial period and the cost required for completion of the work as estimated by the contractor. Here, the acceptance of the product by the buyer (contractee) is not involved in recognizing the revenue. The reliability of the amount of revenue and its collectability can be assured only when the buyer accepts the product. The approval of the progress bill by the contractee is needed to assure the reliability and collectability and it must be the event that triggers the recognition of revenue.展开更多

In this paper, it is aimed to analyze and compare the owner-contractor agreements in the Turkish and the US construction industry. First, the importance of construction contracts and contractual elements of an agreement is determined, and then, the standard owner-contractor agreement which is used in the Turkish construction industry is analyzed and compared with the US standard owner-contractor agreement. With this focused objective, this paper presents a research analysis based on randomly selected data from international construction organization. The contract claim case studies analyzed by sampling survey scientific research method that follows a research strategy of specific to general. In the beginning, the paper analyzes the elements of contract claim administration,and then provides the general overview of the contract claim. Finally, it numerates the claim causes usage through cases studies under different contract condition of FIDIC. In addition to these discussions, analysis of other secondary data and recommendations forwarded to explain how claims should handle properly. During the thesis research period,there were 14 simple random selected projects have been studied as a case studies. From studied projects,the time extension in average, exceed 117.7% of its original contract completion time and the cost compensation increase 34.8% comparing to its initial contract value. Thus, the main causes of the majority contract claim problem lies on the failure in contract claim management and on unforeseen circumstance like variation, adverse climate, right of way problems, etc. Finally this thesis contributes to the improvement of contract claim management construction industry and open ways for further researches related to claim management.展开更多
