Evaluation of Economical and Intensive Use of Construction Land in a County Town:A case study of Wan’an County,Ji’an City

Taking the changes of construction land in Wan’an County over the years as the research object,the quantity and spatial characteristics of construction land in Wan’an County were analyzed,and the overall situation and regional differences of construction land utilization in Wan’an County were revealed.From the aspects of main influencing factors such as land use structure,land use intensity,land input intensity and output benefit,an evaluation indicator system was established to evaluate the economical and intensive use level of construction land in Wan’an County.The results show that the score of the economical and intensive use level of construction land in Wan’an County was 56.92,which was the lowest among all the districts and counties in Ji’an City.Based on the evaluation results,the corresponding economizing and intensive strategies were put forward,and the safeguard measures for its implementation were explored.The purpose is to provide some support for the preparation of territorial spatial planning,the delineation of urban development boundaries,and the potential exploitation of construction land stock,hoping to improve the utilization efficiency and benefit of construction land in Wan’an County,and promote the economic growth of Wan’an County to the stage of high-quality development. 展开更多

Since China’s reform and opening up in 1978,the acceleration of industrialization and urbanization in China had led to dramatic changes in the pattern of urban-rural land use.In this paper,we focused on the rural industrialized areas in central China(Xinxiang County and Changyuan City of Henan Province).We used the average nearest neighbor index,spatial statistical analysis,and a structural equation model to analyze the spatiotemporal evolution and influencing factors of urban-rural construction land based on multisource spatial data and survey data.The results showed that:1)from 1975 to 2019,the spatial distribution of urban-rural construction land in rural industrialized areas had evolved from homogeneous distribution to local agglomeration.In terms of comparative analysis of cases,the spatial distribution of urban-rural construction land in Changyuan City had shown a trend from diffusion to agglomeration,and Xinxiang County had overall shown a spatial change from homogenization to agglomeration and then to regional integration development.2)The hot spots with increased urban-rural construction land significantly expanded,and they had a high degree of spatial overlap with industrial development.Among them,Xinxiang County was concentrated in central and marginal areas,and Changyuan was mainly concentrated in central urban areas.3)From the evolution of spatial proximity of urban-rural construction land,rural industrialized areas generally decline,showing the characteristics of internal differentiation in the rate of change.4)Industrial development,social economy,the policy environment,and urban development played a positive role in promoting the expansion of urban-rural construction land in rural industrialized areas.To promote the optimal use of regional land and the integrated development of urban-rural areas,we should combine the advantages of regional endowment,formulate development strategies according to local conditions,and adjust the way that land is used in a timely manner. 展开更多

The development of rural area in suburban(RAS)is comprehensively influenced by the mixed processes of non-farming,local urbanization and rural industrialization and has distinctive multifunctional features on the socioeconomic and resource utilization.Multifunctional reconstruction in the RAS is mainly manifested by changes in the quantity and structure of the construction land use(CLU).We took Tongshan District of Jiangsu Province as the study case.Following the logic of identifying,clustering,and diagnosing,we assessed the functional features of CLU and analyzed the differentiation of the scale and structure of CLU in RAS,with the aim of identifying the types and characteristics of multifunctional development in these regions.This study found that:1)typical RAS were experiencing multifunctional space reconstruction,and their multifunctional value was emerging and highlighted.The CLU was rapidly expanding,and the types of CLU were evolving from single to multiple uses;2)based on the dominant function of diverse rural CLU,we classified RAS into five types,dominated by the following functions,respectively:commercial services,industrial production,residential living,basic support and public service;3)according to the dominant function and spatial pattern,the development types of RAS were classified into agricultural service,comprehensive services,and integrated industries service,showing a circular spatial pattern from the suburbs to distant suburbs.The results can provide policy implication by creating new development impetus from rural multifunction perspective to promote the RAS revitalization. 展开更多

In this paper,based on the process data of evaluating the benchmark land prices of collective construction land and agricultural land,the score of influencing factors is calculated,and a regression model between value-added benefits and influencing factors is established.According to the contribution of the government and collectives to value-added benefits,the distribution proportions of different purposes and levels are calculated.The research results show that there are significant differences in the distribution proportion of value-added income among different levels.The government distribution proportion decreases with the decrease of level,while the collective distribution proportion increases with the decrease of level.For each level of decrease in commercial service industry land and industrial and mining warehousing industry land,the government distribution proportion decreases by an average of 2.66%and 2.34%,while the collective distribution proportion increases by an average of 2.66%and 2.34%,respectively.The average distribution proportion of the government in the value-added income of commercial service industry land is 31.58%,which is much higher than the average income of 23.68%in the value-added income of industrial and mining warehousing industry land. 展开更多

Construction land expansion and influencing factors of typical river valley cities in Northeast China: Taking Jilin City as an example

Jilin City is a typical river valley city in Northeast China.In this paper,the authors studied the spatial and temporal expansion characteristics of the built-up areas in Jilin City from 1990 to 2020 using the analysis of expansion speed and strength,fractal dimension,barycenter coordinate transfer index and sector analysis.The ultimate-goal is to analyze the driving and restrictive factors that affect the spatial expansion of river valley cities.The results indicate that(1)the expansion speed of urban land in Jilin City has been re-latively slow in the past 30 years,while only slightly faster in 2010–2020;(2)in the spatial dimension,Jilin City mainly expanded to the south,then to the west,and extensive expansion has resulted in complex mor-phology with little stability and compactness;(3)the expansion is affected by multiple factors,of which the positive factor is industrial development,while the restrictive factors include natural factors,population loss,etc.This study provides a case for the formulation of land use policies and land space planning in river valley cities. 展开更多

In this paper,the research area is Yichang,and we establish hedonic price model to explore and analyze the factors which affect the collective construction land transfer price. The simulation results show that in geographical factors,the higher degree of prosperity,road accessibility and soundness of infrastructure will result in higher collective construction land transfer price; in economic factors,the higher farmers' per capita net income and added value of the village's tertiary industry will lead to higher collective construction land transfer price; in ownership factors,the integrity of usufruct,disposition and possession has increasingly significant impact on collective construction land transfer price. In the process of establishing rural collective construction land circulation market,the government should gradually improve conditions of collective construction land; strengthen the construction of the rural economy,improve the economic attribute of the collective construction land; establish and improve China's rural collective construction land-related laws and regulations,make the rural collective construction land use rights clear,and give the whole rights of occupation,use,earning and disposition. 展开更多

In order to promote the revitalization and development of rural areas and protect the property rights of farmers,it is necessary to explore the reasonable distribution ratio of land value-added income in collective operating construction land.Under the existing land value-added income distribution model,the land value-added income obtained by the government is much greater than that of village collectives,and it is difficult for village collectives and farmers to enjoy greater benefits.This distribution model is not conducive to protecting the property rights of farmers.The results show that there was a positive correlation between land value-added income and land level,that is,the higher the land level was,the higher the value-added income and its ratio to the market transaction price were.According to calculation,the reasonable distribution ratio of the value-added income of collective operating construction land entering the market among the government,village collectives and farmers was 28.6%,51.1%,and 20.3%respectively.The actual land value-added income obtained by farmers was greatly improved compared with the current situation.In actual operation,this distribution mode has universal applicability.The reform of entering the market in the future also needs to raise the standards for entering the market,explore diversified interest protection channels,and strengthen the construction of rural collective management system. 展开更多

Construction land is the leading carrier of human activities such as production and living.Evaluating the construction land suitability(CLS)on the Qinghai-Tibet Plateau(QTP)holds significant implications for harmonizi... Construction land is the leading carrier of human activities such as production and living.Evaluating the construction land suitability(CLS)on the Qinghai-Tibet Plateau(QTP)holds significant implications for harmonizing the relationship between ecological protection and human activity and promoting population and industry layout optimization.However,no relevant studies provide a complete CLS assessment of the QTP.In this study,we developed a model-based CLS evaluation framework coupling of pattern and process to calculate the global CLS on the QTP based on a previously developed CLS evaluation model.Then,using the land-use data of 1990,2000,2010,and 2020,we examined the adaptability of existing construction land(ECL)to the CLS assessment result through the adaptability index and vertical gradient index and further analyzed the limitations of maladaptive construction land.Finally,we calculated the potential area of reserve suitable construction land.This article includes four conclusions:(1)The highly suitable,suitable,moderately suitable,marginally suitable,and unsuitable CLS classes cover areas of 0.33×10^(4)km^(2),10.42×10^(4)km^(2),18.06×10^(4)km^(2),24.12×10^(4)km^(2),and 205.29×10^(4)km^(2),respectively.Only approximately 11%of the study area on the QTP is suitable for large-scale permanent construction land,and approximately 79.50%of the area is unsuitable under current economic and technological conditions.(2)The ECL adaptability index is 85.16%,85.93%,85.18%,and 78.01%during 1990–2020,respectively,with an average adaptability index exceeding 80%on the QTP.The ECL distribution generally conforms to construction land suitable space characteristics but with a significant spatial difference.(3)From 1990 to 2020,the maladaptive ECL was dominated by rural settlement land,transport land,and special land,with a rapidly increasing proportion of urban and other construction land.The maladaptive ECL is constrained by both elevation and slope in the southern Qinghai Plateau,the Hengduan Mountains,and the Qilian Mountains.In contrast,elevation is significantly more limiting than slope in the northern Tibet Plateau,the Gangdis Mountains,and the Himalayan Mountains.(4)The potential area of reserve suitable construction land is 12.41×10^(4)km^(2),accounting for 4.81%of the total land area of the QTP,and the per capita area is 9928 m^(2).Regions of Qaidam Basin,Gonghe Basin,and Lhasa-Shannan Valley have the richest and most concentrated land resource of reserve suitable construction land.The research results provide spatial decision support for urban and rural settlement planning and ecological migration on the QTP. 展开更多

This study constructs a theoretical framework to analyze the impact of local governmentled construction land supply(LGCLS)strategies on urban innovation.It uses data related to 265 cities in China from 2005 to 2019 for empirical analysis.Its conclusions are as follows.For development stage differences,the impact of LGCLS strategies on urban innovation exhibited an inverted U shape with economic growth.The inflection point occurred when the per capita GDP equaled approximately RMB23,101 in 2008.For regional diferences,the inflection point in eastern China is higher and earlier than that in central and western China;before the inflection point,the positive infuence was more obvious in the central and western regions,whereas after the inflection point,the negative influence was more obvious in the eastern region.For the eastern Yangtze River Delta urban agglomerations and the northwestern resource-based urban agglomerations with relatively high per capita GDP,the negative impact of LGCLS strategies on urban innovation occurred earlier and showed spatial agglomeration characteristics. 展开更多

Land cover is the most evident landscape signal to characterize the influence of human activities on terrestrial ecosystems. Since the industrial revolution, the expansion of construction land has profoundly changed the status of land use coverage and changes. This study is proposed to reconstruct the spatial pattern of construction land (urban construction land and rural settlement land) for five historical periods over the past 200 years in Jiangsu Province with 200 m × 200 m grids on the basis of quantitative estimation. Urban construction land is estimated based on data about city walls, four gates along walls, and other socio-economic factors. Rural settlement land is calculated based on the rural population and per capita housing allowance. The spatial pattern of historical construction land is simulated based on the distribution of modern construction land in 1985 with a quantitative-boundary- suitability control method and thorough consideration over connectivity of different land use types. The study concludes that: (1) the amount of construction land in Jiangsu Province is estimated at 963.46 km^2 in 1820, 1043.46 km^2 in 1911, 1672.40 km^2 in 1936, 1980.34 km^2 in 1952 and 10,687.20 km^2 in 1985; and (2) the spatial distribution of construction land features the great proclivity to water bodies and main roads and the strong polarization of existent residence. The results are verified directly and indirectly by applying the trend verification of construction land changes and patterns, the correlation analysis between rural settlement land and local arable land, and quantitative accuracy test of the reconstructed construction land to actual historical survey maps covering four sample regions in 1936. 展开更多

Urban planning construction land standard is the technical specification for scientifically allocating various types of urban construction land,and it is the basis for drawing up and revising the overall urban planning scheme.Considering China’s current urban planning construction land standard,many problems exist,such as the gap in the land use control threshold,the lack of regional differences in the climate revision,and failing to consider the topographic factors.To resolve these problems,this study proposed a step-by-step process framework and quantitative calculation method for the establishment and revision of standards in accordance with the principle of Total-Structure control.By setting the conditions,a universal basic standard for construction land was established.Quantitative analysis was then conducted on the relationship between the basic standard and the selected key indicators,such as urban population size,sunshine spacing coefficient,the width of river valleys or inter-montane basins,and terrain slope,among others.Finally,revised standards were formed for climate conditions,topography,and geomorphologic conditions,which were matched with the basic standards.The key results are three-fold:(1)The per capita construction land standard of 95 m~2/person can be used as the total indicator of China’s urban planning basic standard,and the corresponding per capita single construction land comprises 32.50%of residential land,7.42%of public management and public service land,22.50%of industrial land,17.50%of transportation facilities,12.50%of green space,and 7.58%of other land-use types.The results of the revision of the urban population size indicate that the difference in population size has little effect on the total amount of per capita construction land.(2)The climate revision results of per capita residential land and per capita construction land in major cities reveal that the revised climate value varies greatly between north and south China.The revised climate values of the per capita area of construction land vary by latitude as follows:the value at 20°N is 93 m^(2)/person,the value at 30°N is 97 m^(2)/person,the value at 40°N is 103 m^(2)/person,and the value at 50°N is 115 m^(2)/person.The basic standard land value of 95 m^(2)/person is generally distributed across the Xiamen-Guilin-Kunming line.(3)The cities located in mountainous areas,hilly valleys,or inter-montane basins can reduce the allocation of community parks and comprehensive parks when the average width of an existing river valley or inter-montane basin is less than 2 km.When the average width of the valley or inter-montane basin is between 2 km to 4 km,the allocation of the comprehensive parks can be reduced.The revised results of per capita sloping construction land reveal that the terrain slope greatly affects the revised value of per capita construction land.Specifically,the revised value at 3°is 3.68%higher than the basic standard value,and the increase rates at 8°,15°,and 25°are 11.25%,26.49%,and 68.47%,respectively. 展开更多

Urban construction land has relatively high human activity and high carbon emissions.Research on urban construction land prediction under carbon peak and neutrality goals(hereafter“dual carbon”goals)is important for territorial spatial planning.This study analyzed quantitative relationships between carbon emissions and urban construction land,and then modified the construction land demand prediction model.Thereafter,an integrated model for urban construction land demand prediction and spatial pattern simulation under“dual carbon”goals was developed,where urban construction land suitability was modified based on carbon source and sink capacity of different land-use types.Using Guangzhou as a case study,the integrated model was validated and applied to simulate the spatiotemporal dynamics of its urban construction land during 2030–2060 under baseline development and“dual carbon”goals scenarios.The simulation results showed that Guangzhou’s urban construction land expanded rapidly until 2030,with the spatial pattern not showing an intensive development trend.Guangzhou’s urban construction land expansion slowed during 2030–2060,with an average annual growth rate of 0.2%,and a centralized spatial pattern trend.Under the“dual carbon”goal scenario,Guangzhou’s urban construction land evolved into a polycentric development pattern in 2030.Compared with the baseline development scenario,urban construction land expansion in Guangzhou during 2030–2060 is slower,with an average annual growth rate of only 0.1%,and the polycentric development pattern of urban construction land was more prominent.Furthermore,land maintenance and growth,that is,a carbon sink,is more obvious under the“dual carbon”goals scenario,with the forest land area nearly 10.6%higher than that under the baseline development scenario.The study of urban construction land demand prediction and spatial pattern simulation under“dual carbon”goals provides a scientific decision-making support tool for territorial spatial planning,aiding in quantifying territorial spatial planning. 展开更多

Reflections and Explorations on the Decremented Regulation of Construction Land in the New Beijing City Master Planning

Construction land use has always been a key point for the planning department to practice national transformation strategy. In the new round of compilation of Beijing City Master Plan, the management of construction land use is under the rigid restriction of the bearing capacity of resources and the environment. Setting the upper-limit of the population size, a general strategy of decremented development of urban-rural construction land has been put forward, in order to realize a transition from quantitative expansion planning to qualitative upgrading planning. By "decremented development," "decremented" means a more rigid bottom-line restriction, and "development" means a more scientific allocation of resources. From the master planning level, the new Beijing City Master Plan establishes a comprehensive control framework and restrictive index system from perspectives including land use scale, construction scale, space boundary, urban and rural structure, land use structure, and cross-boundary collaboration; and in practice, it promotes strict management methods by setting up a dismantle-construction land ratio, dismantle-construction building area ratio, employment and residence land ratio, and "two lines and three districts," which is an exploration on the planning management method of construction land use that is stock-based and decremented master planning. Considering that decremented development is a major reform and a special challenge to planning implementation, the Beijing City Master Plan carries out explorations in terms of the planning management method, land policy, jurisdiction division, assessment and supervision, etc. 展开更多
