Application and Exploration of Overall Risk Management in Construction Enterprises

This paper mainly starts from the perspectives of management and economics,combined with the characteristics of the construction industry,conducts qualitative and quantitative analysis of the risks involved,studies various factors that cause construction enterprise risks from multiple angles,and uses scientific and effective methods to identify and evaluate risks,as well as determine the risk level.Through the overall risk management response strategies and empirical research of construction enterprises,this paper analyzes the general theory and main avoidance strategies of risk response of construction enterprises,and lays the foundation for follow-up risk management response in the form of cases through the implementation of technical route and innovation points.

Analysis on Intellectual Property Management of Construction Enterprises

As the main force of construction enterprises,construction enterprises shoulder the important task of national pillar industries.However,at present,construction enterprises are still labor-intensive enterprises,with low profitability,low overall scientific and technological level,insufficient innovation ability and weak application and protection of intellectual property rights.Based on the current situation of construction enterprises,combined with the author's enterprise,this paper considers the problems existing in the intellectual property management of construction enterprises,and puts forward some countermeasures for the intellectual property management.

Thinking substation construction project management methods

It launched separately from the design, schedule, quality and other aspects of security and research, and in the course of the study stressed the importance of coordination between elements of construction and construction sectors as well as cooperation between the construction, explains the importance of the project cost control.

Nighttime Construction Noise Disturbance Compensation in Beijing:Taking the Tongzhou New Campus Project of Renmin University of China as an Example

By examining a specific case of compensating for nighttime construction noise in Beijing’s construction projects,we explored how the costs of mitigating construction noise disturbance could be fairly distributed among multiple construction projects near residential areas.In this process,the local government played a crucial coordinating role.According to regulations,construction units must include the costs of preventing and controlling construction noise pollution in the project cost.The construction contract should clearly specify the construction unit’s responsibility for noise pollution prevention and control.After signing the contract,the construction unit should promptly undertake relevant measures to minimize disturbances caused by nighttime construction,aiming to reduce the adverse impacts on the community and ensure the smooth progress of the construction project.

Polluter-Pays Principle Applied to Construction and Demolition Debris

The research focused on the analysis of construction and demolition debris in a sample Brazilian city with the objective to propose a management scheme tailored to private initiative intervention. The debris was found to be produced at a rate of 1.55 kg per person per day for a total of 5177 tons per month. The composition report showed 75% material reusable for construction purposes, 15% material recyclable through reverse logistics and 10% refuse to be disposed of at landfills. The study developed legal and managerial instruments that stimulate private operators to achieve landfill diversions in the order of 90% of this waste. The arguments were supported by a flow diagram that indicates the correct destination of all waste items and an economic balance of private waste movement. Proactive legal scriptures were sketched out that can assist the local administration in setting the timeframe for reaching the diversion target.

Identification of the Origins and Risks of Pathologies in Steel Structure Buildings Using Total Quality Management Tools

The steel structure construction is an interesting option to the already established concrete structure at a time when the Brazilian civil construction seeks more efficiency.To promote the use of this material it is necessary to have a better understanding of its characteristics and,especially,of its possible pathologies,to avoid degradation,costs,and even the collapse of the structure.In this study Total Quality Management tools were applied to analyze the pathologies found in five medium and large steel-structured buildings.The most frequent ones were structure corrosion,cracks in the closures,and infiltrations in the interface closure/structure.The Ishikawa Diagram is used to identify the origin of the causes of pathologies and the Gravity Urgency Tendency Matrix(GUT Matrix)is used in the risk analysis of each pathology.The results obtained show that it is possible,through these Quality Management tools,to understand the origin of the pathologies,establishing their dangerousness and the degree of risk each one offers.

Comparison between Chinese Supervision Enterprise and International Project Management Enterprise

With the entrance into WTO, the Chinese supervision enterprises face the serious challenge never existed before. Comparing with other type enterprises Chinese supervision enterprises nature of China are the same as project management companies in connotation and service scope in nature. They have much superiority in development of the project management work. Through comparing and analyzing the special feature between Chinese supervision enterprise and international project management enterprise, this paper points out the gap between them, and table the proposal of they transforming to the project management enterprises.

论集体公益性建设用地使用权的法律构造

集体公益性建设用地使用权的法律供给严重不足,学者观点又存在较大分歧。在“房地一体”登记下,集体土地所有权的代表行使主体享有独立的集体公益性建设用地使用权,并应平等、补充适用《土地管理法》与《民法典》。界分村级组织集体公益性建设用地使用权的登记主体是村民委员会还是农村集体经济组织,应尽量登记给村民委员会。集体公益性建设用地使用权的设立宜采取拨用而非划拨的方式,并经登记生效;其不能抵押,但可以在不降低公益效用的前提下,经政府机关批准和集体成员民主议定,采取转让、互换等方式处分。集体公益性建设用地使用权因集体公益收回应当符合比例原则,因经营性转化应当明确转化的条件、程序、方式和收益分配。

智能建造研究进展与发展对策

针对建筑业面临的工作环境恶劣、劳动力补给不足和数智化程度低等问题,加快推动智能建造发展成为破局的关键策略。本文首先基于智能建造全周期要素梳理了近年来智能建造在设计、施工、生产及运维方面的发展现状及特点。进一步,从标准规范端、产品技术端以及企业管理端三个层面剖析智能建造发展过程中存在的局限性及制约原因,如智能建造相关标准体系尚未完善、智能装备仍不够成熟、企业管理数字化智能化水平低等。最后,本文结合工程实际提出了涵盖政府、标准体系、场景化解决方案、校企、企业管理平台及行业生态平台等方面的智能建造发展建议,为智能建造的发展及企业的适配提供了创新可靠的解决方案。

森林可持续经营和生态文明建设

2007年,党的十七大报告第一次明确提出了建设生态文明。习近平总书记继承发展了国内外已经积累的认识和经验,形成了习近平生态文明思想,比国际上有共识的可持续发展理念提高了一步,在认识上更深刻,在范畴上更全面,也更有利于贯彻落实。生态保护建设是生态文明建设的基础性工作,对生态保护和建设的关系必须要实事求是地、辩证地分析,既不能不重视自然保护,过多人为干扰,也不能以自然封禁作为绝对手段,不重视对自然生态系统兼用人为保育修复和建设的措施。“山水林田湖草沙是生命共同体”和“绿水青山就是金山银山”是习近平生态文明思想中的两个突出的理念亮点,山水林田湖草是区域层次生态系统的主要组分,习近平总书记“两山”理论中的“绿水青山”就是指良好的山水林田湖草自然综合体,需要处理好“绿水青山”和“金山银山”之间的关系。搞好自然生态系统的可持续经营是从“绿水青山”转变为“金山银山”的应有之义,这也是把可持续发展理念纳入到生态文明建设中来的关键。以森林生态系统为例,可持续经营就是在维持其可持续性的同时综合发挥其服务功能,在优先发挥其生态功能的同时还能取得一定的物质产品和文化产品,产生足够的经济效益和社会文化效益,只有这样,才能使“绿水青山”真正变为“金山银山”。

基于产教融合的生物与制药企业工程管理课程建设与实践

建筑施工企业应急管理能力驱动因素及影响机理研究

施工事故的不确定性、突发性和复杂性决定了建筑施工企业应急管理的重要性。基于企业能力理论和任务型组织理论,识别出建筑施工企业应急管理能力的驱动因素,利用结构方程模型实证分析建筑施工企业应急管理组织驱动因素→应急管理能力→应急管理效果的影响路径。结果表明,应急管理组织制度、组织资源、组织领导、组织结构、组织运行机制、组织文化对应急管理能力均起到驱动作用;应急协同能力和应急保障能力显著影响建筑施工企业应急管理效果;组织领导和组织文化、组织运行机制之间有互为因果的关联路径。研究结论对于构建“组织驱动、技术赋能”的应急管理能力提升图景提供了新的启发。

智能建造模式下建筑企业数据管理成熟度研判

本文立足于建筑业新型生产要素数据,探究智能建造模式下建筑企业数据管理高效集成利用的理论框架,以赋能建筑业高质量发展。基于数据管理能力成熟度模型(DCMM),从数据战略、数据标准、数据信息平台、数据应用、组织建设、数据治理、数据安全、数据质量8个维度构建数据管理成熟度模型,以实现建筑企业数据管理成熟度研判。

论产品品牌建设的信用制度根基

在产品品牌面临的多种风险因素中,人为失信违规因素是首要的风险因素,而控制这类风险恰恰是质量管理制度的弱项。即使企业建立了质量管理制度,并获得了ISO9001质量认证,仍无法避免因产品质量问题造成产品品牌受损。为弥补质量管理制度的不足,企业可在产品品牌建设和运维中发挥信用管理制度和诚信自律制度的作用,从根本上改进质量管理制度的诚信制度环境,并积极应对政府监管的质量信用制度措施和利用相关国家政策增强产品品牌传播力。基于此,给出了四项制度融合应用的逻辑和基本方法。

生态文明建设示范区对企业全要素生产率的影响研究——基于财政分权视角

生态文明建设示范区是中国政府推进生态文明建设的一项制度创新。本文以2011~2022年沪深A股制造业上市公司为研究样本,采用多期双重差分模型实证探究生态文明建设示范区对企业全要素生产率的影响。研究发现:(1)生态文明建设示范区提升了企业全要素生产率,且这一结果在经过一系列稳健性检验后仍然成立;(2)生态文明建设示范区对企业全要素生产率的促进作用随着财政分权程度的提高而降低;(3)进一步分析表明,生态文明建设示范区对企业全要素生产率的促进作用在非国有企业、东部企业和大规模企业中更显著。生态文明建设示范区主要是通过缓解企业面临的融资约束来促进企业全要素生产率的提升。本文的研究对于全面建设生态文明、促进企业转型、提升企业全要素生产率和经济的高质量发展具有一定的参考意义。

电力建设企业本质安全度评价方法及应用

融合《职业健康安全管理体系要求及使用指南》(GB/T 45001—2020)的要求及本质安全的内涵,建立一套适用于电力建设企业的本质安全度评价方法。综合考虑人、物、环境、管理本质安全,结合PDCA的大循环及小循环,构建全面的本质安全度评价指标体系。根据本质安全度得分,分为初始、基础、符合、成熟及稳定5个等级。以电力建设公司为实例,利用电力建设企业本质安全度评价方法进行评价。结果表明,该方法适用于对电力建设企业进行全面多维度的本质安全评价;根据评价结果,采用权重-得分图锁定企业本质安全体系的薄弱环节,从而对该企业本质安全建设工作提出有针对性的建议。
